"nightly news" begins right now. this is "nbc nightly news." reporting tonight from womenly texas, lester holt. good evening from central texas, the scene of utter devastation, and natural disaster of epic proportions after days of relentless historic rain triggered floods. the river swelling to 45 feet, rushing over its banks, demolishing homes and businesses right off their foundations. right now there are entire neighborhoods under feet of mud and water, including here in the tiny town of womenly. it's being called the epicenter. houston, the nation's fourth largest city. the death toll stands at 14 in texas and oklahoma. 13 more people are missing, including families swept away in floodwaters and there is a frantic around-the-clock search to find them. tonight from the ground here and in the air we're getting a new look at incredible scope of that catastrophe.

have been swept away. the water in parts of texas and oklahoma swallowed up cars and roadways. highways are littered with abandoned vehicles. homes were knocked off their foundations. at least nine people are reported killed. more than a dozen are missing. 4,000 homes in the houston area are damaged or destroyed, and 1,200 in wimberly, texas outside austin. omar villafranca begins our coverage. >> reporter: it's the worst flooding this region has ever seen. this aerial video shows the remains of a bridge completely washed away by catastrophic flooding from a raging blanco river. the river rose 26 feet in just an hour, uprooting home, snapping trees, washing away cars and creating massive piles of debris up to 20 feet high along an 87-mile stretch. wimberly, a popular bed and breakfast getaway, has taken the biggest hit.

the home sitting right along the blanco river when it rose 26 feet in one hour. it ripped this house right from its foundation sending it crashing down stream. the sheer force of the river washing at least 70 homes off their foundations and 1400 damaged. her husband managed to escape and he's recovering in the hospital with a collapsed lung. >> he is absolutely devastated. he did everything he possibly could to save them. >> at least 12 are confirmed dead across texas, including alyssa ramirez, the homecoming queen and student council president driving home from her prom when she got stranded in high water. she called 911 and called her father, but it was too much too quick. and there are still several dozen people who are either unaccounted for or missing. phillip mena, abc news, wimberley, texas. >> in today's forecast, storms threaten most of the eastern half of the nation from the gulf coast to the great lakes and up into new england.

freedom act, which got a majority of the senate in a procedure vote after midnight in friday. the majority wasn't enough though, because senator mcconnell and republicans made sure the bill would need 60 votes to proceed. they essentially filibustered it which was a little ironic after the talk of rand paul's non-filibuster last week. the house has already passed the freedom act. the pressure is mounting on mcconnell to figure out a plan this weekend. for the first time since 9/11 congress is close to actually curtailing some of the excesses in a war on terror that has run 14 years with no end in sight. that's due to the work i think, of many people of civil liberties groups like the aclu and the electronic foundation which brought those first spying lawsuits of journalists like gren greenwald, of liberals and here at the finish line when it took standing up to mcconnell and all the national security leaders who say any lapse in the patriot act would endanger us well, this progress is also due
