the airplanes for example. we have this conversation about mental health, mental illness and it's time we finally look at the pandemic restrictions -- this might sound crazy. i think it pushed -- i'm not saying it push people to be shooters but i think it pushed a lot of people to view their fellow human beings differently. the lockdowns, the masking, the constant fear from the media and cnn, while we had a health pandemic, we had been going through a mental health pandemic but no one has been talking about at the national level because they didn't need to do this, they didn't need to put us through this as we've seen. that's why the number of fights on airplanes has gone up 3000% or whatever it was, now it has come down because we don't have the restriction of masks anymore. you see this across society playing out to. as for the mass shooter situation you're trying to prevent what is still statistically a very rare event. we talk about the rise in

very concerned about the possibility of more difficult chapters ahead in this pandemic or future health crises, that they wouldn't have the authority to propose a mask mandate, protections for americans if they're needed. >> reporter: yeah, david, and this is something that the white house and officials here have been keenly aware of. they firm little believe that health officials need the next two weeks to go over data and make an informed decision on masks, based on the data. an informed decision based on the science. and this isn't just about covid right now and the health pandemic that we have all been living under, this is about precedent. the white house firmly believes it should be the cdc and the scientists basing these health decisions for americans based on science, david. >> in the meantime, whiplash for so many americans just trying to get through this day-to-day. cecilia, thank you, as always. in the meantime, the other news tonight, and the war in ukraine. russia ramping up its assault on eastern ukraine. the fortunate line, now some 300 miles long. of course, the still of mariupol

well, we have to. we have to. and right now, over the last couple of years, covid has been the number one challenge. how would you assess the ability of our economies to meet the covid challenge? well, i think we were caught completely unprepared, as we have been with the climate crisis. you know, we have all these different interlocking crises. the financial crisis, the climate crisis, now this health pandemic. and in each case, we've been unprepared. and my view is that if policy is there just to, what economists call, "fix market failures", you will literally always be too little, too late cos you will always be in fixing—the—gap mode, reacting. so the question that i pose in the book, and it's super relevant right now because this won't be the last virus that comes our way, is how do we actually have a proactive government that works proactively, but also with conditionalities, with the proper social contract, with business, but also with the third sector, philanthropies and so on.

action in both chambers, sending bills to the president of the united states to fix a broken immigration system in america, every one of us across america, democrat, republican, independent, libertarian, we depend on our undocumented brothers and sisters every day, many of them on the front lines during this health pandemic, whether it was helping to keep us healthy, they were out keeping communities clean, helping to teach our students, providing day care services to get to work. they were on the front lines when it came to food preparation in america. there is no reason why we cannot get this done, and i fundamentally disagreed with the opinion from the parliamentarian in that first review and here's why. there's no question that this is budgetary. every analysis of major comprehensive immigration reform legislation shows the major
