we are in far better shape to weather this than the chinese are. you have to ask yourself, this is what president trump has been talking about, is it free trade when there's clear evidence of unfair and w.t.o. illegal trading practices by china for several decades. is that fair? is that free? is it free when intellectual property theft occurs? >> in our hour long meeting with larry cutler this morning, the one word he kept using in talking about the progress of talks between the united states and china over trade was disappointment. it seems that china is completely intransigent about these issues. but everybody is looking forward to this saturday as a potential breakthrough moment. but nobody wants to think about the consequences, neil, if something doesn't shake loose during that meeting on saturday. welcome back.
could end with the escalating trade war with china. john roberts with more on that. john? >> good afternoon to you. welcome back, by the way. where's charles? >> neil: that's fine. ok, i guess we cut to you. go ahead. >> boom, there you go. we managed actually to have an hour long meeting this morning with larry cutler, the president's chief economic advisor who pointed to december 1st, this coming saturday as a potential breakthrough in the u.s.-china trade relationship. that's when the president will have dinner with the president of china at the g-20 summit. the president recently had a phone call that he described as good and he has reason for optimism that china may be willing to move on some of these big key issues like intellectual property theft. the forced technology transfer. protected tariffs as well as ownership of foreign companies in china. but if there is no movement, the president is ready and willing to put tariffs on another $257 billion worth of goods from
dramatic tax cuts that are now bringing jobs back to this country. so if it's about tariffs, there are trade deals that are being agreed to including mexico and canada that just got finalized. so let's go and let the trade deals play out. but if you're going to make a long term decision on where to build your next line of cars, america is now the best place to do business again. it wasn't just a few years ago because we had the highest corporate rate in the industrialized world. so that's been resolved. that excuse no longer exists. >> neil: all right. let me ask you about china talks and, of course, the president will address this, he's in argentina this weekend for the g-20 summit. but he held out the possibility or at least the top economic advisor held out the possibility that the two sides maybe could cobble something together but he wasn't optimistic and the president upping the ante, as you know, sir, by talking about raising tariffs 25%. then going beyond them next year to 10% tariffs, for example, on laptops and the like that are
china. here's what larry cutler said at the briefing this afternoon about that. listen here. >> the president said there's a good possibility that we can make a deal. and he is open to it. but on the other hand, if these conditions i mentioned a few moments ago are not met and not dealt with, you know, the president said look, he's perfectly happy to stand on his tariff policies. >> cutler also said if it comes down to a tit for tat war over tariffs, the u.s. is in a better position to win that war than china because our economy is strong whereas the chinese economy is beginning to run into some trouble. he pointed out that the shanghai index is down 20% while our markets are flat. listen here. >> i'm not suggesting that there aren't winners and losers in that game. it's a complicated game. but on the other hand, i think

surprise over president obama's new willingness to increase oil production through more drilling. willingness that actually has democratic leader nancy pelosi just reiterated to larry cutler, you mentioned, of course, gasoline prices hovering near $4 a gallon. obviously the political pressure is really on to find ways to bring the prices down. one of those ways, contessa, to answer your question, is to increase domestic supply. the president even said it made good sense to extend all the existing leases in the gulf of mexico that were affected by last year's temporary moratorium on drilling. at the same time, this does not mean that big oil is off the hook. congress still wants the oil companies to defend their tax breaks and mispelosi said as part of their proposal to reduce the deficit, repealing tax subsidies would save over $30 billion over ten years. it might sound like a lot in absolute terms, could be a drop in the ocean if you compare it to the $14.3 trillion debt ceiling we just hit today. nonetheless, many still do blame
insurrection that you're talking about, not war? >> no, i don't think so, chris. i think there's more to this than it being just a re tor ral flourish. you have to remember, we have a more contemporary example of the dangers of what happens when you say these kinds of things in texas. 15 years ago there was a guy running around saying this, convinced people to take up arms. they went to the mountains in west texas. he demanded that texas secede. there was a gun fight. people were injured. and when somebody like sarah palin or the governor starts saying these kinds of things, there's a risk to whipping up a danger and a risk and a frenzy that might end up with something irresponsible. >> i'm not a big fan of rick perry. here's rick perry last april with cnbc's larry cutler. listen to him and lawrence when he makes this first inti mags. >> we're still part of the union down here in texas.
