>> that's not a game. i don't see why anybody is talking about playing chicken with the debt ceiling. >> that's the white house economic advisor a while back. he's not the only one concerned about the national debt. so is the president's money man tim geitner. should they use it as political capital to raise it but they'll have to get something in return. let's see what our political panel has to say. rachel from the truman national security project and educational institute. good morning, rachel. >> good morning. >> michael is the author of "a complicated man, the life of bill clinton as told by those who know him." great book. good morning to you. >> good morning. >> rory cooper, director of strategic communications at the heritage foundation. good morning. >> good morning. >> rachel, you say not raising the debt limit is not an option. >> well, look, we need to get the deficit under control. step one, but it's reckless to

do it in this way. we don't raise the debt ceiling and end up defaulting like a third world country. is that what republicans want? >> is that true? would we default on all that stuff? >> no, i agree with senator obama in 2006 and he voted against raising the debt ceiling. the american u.s. treasury department will make sure we're paying our debts. we're not in risk of default. right now, we're looking at rushing into another bad decision just like we did with obama care. just like we did with stimulus. just like we did with start treaty. we don't need to make bad decisions. >> rory makes a good point, michael. in 2006, i think it was, when obama was a senator and they needed to raise the debt limit, he said i'm not for that. we can't afford that. harry reid said the same thing. they're both on board. come on, the sky is the limit. >> well, when you're a senator, it's easier to make decisions like that. when you're president, you have a different responsibility. i think the consequences of not raising the debt ceiling would be so severe, i imagine a world

challengers. the rnc chairman will play a critical role in the 2012 presidential election campaign and steele is under fire. let's bring in one of the people who is firing some of those shots, former secretary jim nicholson secretary of veteran's affairs. former rnc chairman also and a former secretary of veteran affairs as i said. thanks for being with us. you are not particularly found of michael steele. tell us why in a nutshell. >> of course it's not personal about michael, but he just didn't understand o or refused o understand the job as rnc chairman. he thought it was about him. and it's not about him, it's about the mission of that organization which is to organize and raise the resources needed to support republican candidates around the country to win elections. and we did have a good election, but it was not because of the rnc, it was in spite of them.

can say during my tenure, the republican party has won the governorship of new jersey, and virginia, the senate race in massachusetts, did anybody expect that and a smashing victory, november 2010, 60 plus seats in the house, to take control of the house. michael in terms of the elections, which is what the republican national committee is all about, has a record of huge successes. it is unhappiness with the money and his management and some of the successes were due to the go-around organizations, making for the unhappiness of steele but on paper his record is impressive. rick: and a lot of support comes from guam and american samoa and these tiny territories have committee members with important votes and are support years of michael steele and could sway it, american samoa could decide it for the republican party. we'll see later on today. byron york, thanks for talking to us today. >> thank you, rick.

with the president and 2012, perhaps? we continue our conversation with our political panel, rachel, michael and rory cooper. all right, rory, let's start with you. what's going on here? >> i think that the president is obviously trying to show he has some global leadership after two years of appeasing an apology in his foreign policy. just this week, you saw him saw that france is our closest ally that surprised a lot of people in great britain that always celebrated that special relationship. he's trying to show he has control and command and unfortunately, we don't know what those expectations are. >> michael, do you agree, appeasement and apology the last few years? >> i think that's overstating it greatly. >> that's rory's department. >> rory's department. no, i think when you look at this -- at these -- this set of trips, there is an effort to bolster american security. you heard hillary clinton's comments to that meeting of arab leaders. i think it was yesterday. it was a very blunt message. it will be fascinating to see how it's received.

must have been heartened by the story of her opening her eyes and your conversation with the senator and the congressman. that was to me, all of us were just enormously encouraged and that to me was the high point of the evening. and i do think in the replaying, the president's call to civility and decency in the way we treat each other is very important, but do i agree with you that unless you're in tucson it's hard to relate to the cheering at a time when, you know, there's a sense of grieving and a sense of wonderment in the country about this continuing violence. i also felt that the president calling for decency was absolutely right. i was delighted he did that. but as he said, as we debate going forward, it's not clear to me what he wants to debate. about what led to the killing and leads to this kind of violence. and i think it's not clear where this goes from here. >> well, i think, michael, clearly the president was not

i was delighted he did that. but as he said, as we debate going forward, it's not clear to me what he wants to debate. about what led to the killing and leads to this kind of violence. and i think it's not clear where this goes from here. >> well, i think, michael, clearly the president was not focusing on what happened before, but was focusing on the debate that sprung up and the tone of the debate that sprung up since the shooting. >> no, i agree with that, and in that context he called on people to avoid the blame game. that's been one of the most disturbing aspects of what's happened is that people have been taking the idea of civility, the idea of tolerance, and using it as a weapon in their ideological battles. and, you know, that is both ironic and disturbing. and the president criticized that in this speech. i think that he deserves credit for that. so, you know, i'm just not sure that in a memorial service like this, addressing the news cycle, addressing the issue of the day, which this is definitely the issue of the day, was the right approach. i think there might have been other settings to do that. but what he said, i think, was constructive. >> doug brinkley, do you agree

young man. >> michael, we've also learned new details about the interview that jared loughner held with the army, correct? >> correct. december of 2008, he tries to recruit with the army. he's interviewed as part of the standard recruiting process. and he admits to being a drug user. in fact, i've been told he told his recruiter that he used marijuana over 100 times. now, in and of itself, that was a barrier for him entering the army. the recruitment process stopped right there. he never even got to the drug testing phase. one question that's being asked here is is that information that the army should have passed along to, say, the fbi, which is charged with doing background checks and habitual drug users are denied the right to buy guns. the army says there's -- if somebody is not a member of the military, they have no right to

in the landmark supreme court heller case that affirmed that there is a 2nd amendment right to bear arms. he said there's no restriction under that -- under that supreme court decision to restricting high-capacity magazines such as congresswoman mccarthy is calling for. he said as a policy matter, he thought it might make sense to have restriction along those lines. so to have some gun rights advocates out there saying, yeah, this might be a reasonable proposal could give proposals such as congresswoman's mccarthy some momentum. now, it's a long row to hoe in the congress. the nra is very powerful. it's still expected to oppose this proposal. but at least it's some sign that there might be some willingness to take proposal like this. >> as you point out, momentum is a long way from a lock. michael, thank you, sir. as we mentioned, president
