Biden Is Developing a Pardon Process With a Focus on Racial Justice

WASHINGTON — Administration officials have quietly begun evaluating clemency requests and have signaled to activists that President Biden could begin issuing pardons or commutations by the midpoint of his term. The effort, which is being overseen by the White House Counsel’s Office and the Justice Department, is an implicit rebuke of President Donald J. Trump’s approach to clemency, which mostly bypassed the Justice Department and relied on an...

President Biden visited Lake Charles, La., on Thursday to promote his American Jobs Plan.
President Biden met on Wednesday with Republican and Democratic leaders from both houses of Congress for the first time since taking office, but the discussion appeared to make only modest progress toward resolving disagreements on Mr. Biden’s proposals to spend $4 trillion for infrastructure and families.
The closed-door meeting at the White House included Senator Chuck Schumer, Democrat of New York and the majority leader; Senator Mitch McConnell, Republican of Kentucky and the minority leader; and their counterparts in the House, Speaker Nancy Pelosi of California and Representative Kevin McCarthy of California, the minority leader. Vice President Kamala Harris also attended.

WASHINGTON — Minutes after a group of congressional Democrats unveiled a bill recently to add seats to the Supreme Court, the Iowa Republican Party slammed Representative Cindy Axne, a Democrat and potential Senate candidate, over the issue.
“Will Axne Pack the Court?” was the headline on a statement the party rushed out, saying the move to expand the court “puts our democracy at risk.”

President Biden and his administration are under pressure from critics to end an expanded benefit for the unemployed.
A disappointing jobs report released Friday by the Labor Department is posing the greatest test yet of President Biden’s strategy to revive the pandemic economic recovery, with business groups and Republicans pushing the president to end an expanded benefit for the unemployed that they say is causing a labor shortage and risking runaway inflation.

But administration officials say there is no evidence in the report — which found the economy added 266,000 jobs in April, well below the one million jobs many economists expected — that hiring has been slowed by the additional $300 per week that unemployed Americans are currently eligible to receive under the $1.9 trillion economic aid bill that Mr. Biden signed into law in March.

The Brent Spence Bridge has become a window into the depth of the political and ideological divide that is shaping the debate in Washington over President Biden’s $2.3 trillion infrastructure plan.
CINCINNATI — Early one November morning last year, a tractor-trailer hauling potassium hydroxide crashed into another truck that had jackknifed on the Brent Spence Bridge, igniting an enormous fire over the Ohio River that shut down the antiquated span connecting Cincinnati and northern Kentucky for six weeks.
Daily commutes were snarled. Shipping delays rippled across the eastern United States. And residents who had grown accustomed to intractable fights among politicians over how to update the unsightly and overburdened choke point — and how to pay for it — had a glimmer of hope that, finally, something might get done.
