administration or invite a charter school to take over. compton mckinley's public school made adequate only once and bottom 10% of schools state wide. on tuesday, 60% of parents at mckinley turned in a petition, took over that right and turn it over to a charter school operator. today i'm joined by wall street editor jason wright and david, you've been following this, where did the parent trigger movement get started? >> it basically began with a liberal los angeles parent group called parent revolution and they conceived of the idea and got it passed into wrau and as a package of reforms through the state legislature by one vote with a liberal democratic sponsor, gloria romero. . >> paul: this is one of the fascinating thing about it mostly liberal democrats opposed to the school choice, this is one of the most
hiring, because once you hire someone, it's not so easy to get rid of them a year later and i think in terms of, like dan said, keeping the patient alive, it's all good. in terms of making us economy more competitive what we really need to do, no. >> paul: dan, why would the president-- we don't have a lot of time why would the president kick it down the road for two years, putting it right in the middle of the 2012 political campaign for all of us. >> i believe he is a class warrior and wants to fight the upper bracket thing. he said he would repeal it. >> paul: he thinks it's good politics? >> he thinks it's good politics and has an alternate idea how the economy gross and not for people in the upper bracket and wants to fight on that. >> paul: and if he thinks the economy is better in the 2012, the republican argument is that raises those taxes that would hurt the economy, that trump card can go and fight on fairness and win. >> i can't wait to find out. >> paul: i don't know, your taxes may go up as a result.
>> paul: let me ask you, a different, but related question, you've been in the government and have seen what classified and someone says the government keeps too many secrets. do you agree with that. >> yes. >> paul: they ought to declassify a lot more things to focus on protecting the secrets we need to protect? >> i think that it would help. i think that would also help to put some controls in, the same way that you would when you use your credit card. at some point, if charges start being run up that are unusual, you get a call asking whether your vacation in the bahamas or just bought a stereo, but people have access to classified information and there are controls possible that show that somebody in toledo is dumping 500,000 documents, you ought to ask some questions. >> paul: all right. a fascinating interesting and no doubt interesting to see how it goes. thanks for being here. when we come back, president
been so diskreted by the obama administration, the last stimulus we had over a trillion dollars actually lost 2 million jobs so i just hate that word. >> okay, is this what you would call a supply side pro growth tax spread? >> i really think it will help the economy, quite a bit, in fact, i'm very bullish on this. mary is right it's only keeping the tax rates where they are, but if we hadn't done this, paul we would have been talking about raising the capital gains tax, the dividend tax, income taxes on small businesses, so, i do think that this really, i agree with larry summers, i believe that this dramatically reduces the chances of a double dip recession, it gives some businesses and individuals and workers some certainty about what taxes will be next year. >> paul: okay, but only for two years. >> that's true. >> paul: and it only avoids the tax increase, steve, it doesn't cut taxes any further for the most part other than one or two small points. dan, is this your idea of a growth policy?
all students. no students from the failing original school will be banished by a lottery. >> paul: what is happening at compton, what happened this week and do you expect to happen? >> 260 parents, about 61% of the parent body at mckinley went down to the superintendent's office in compton and delivered their signatures and began the charter process and what they have called for in petition all along that the so layerty educational group, the charter operation. >> paul: running a couple of charters successfully. >> three in l.a. and they've petitioned for this because of the specific petition, specifically for the charter to come in this case. what we now expect to happen is lawsuits. there will be challenges. >> paul: the unions will challenge this and try to stop it, but ultimately if the law says what it-- means what it says, they should be successful since they've got 61% of the support. >> the law is right there. >> paul: jason you've been following education reform for a long time, school choice,

quo. as far as the payroll tax goes, i'm skeptical. it's temporary. >> it's on the employee side so the worker who saves the money, that will put more money in their pocket. does it give the business any more incentive to hire? >> not only that, i don't think it does and not only that i think this is' evidence to show that when people see a temporary increase in their income, they don't necessarily go out and spend that, euse that to pay down debt and get ready where when the income goes back down and the fact that it's temporary i don't think necessarily means it's going to spending and consumption. >> okay, steve, a the lot of people are saying, even some on the right, that this is a real change of intellectual course for the administration. is it a real supply side, tax cutting strategy? >> well, first of all, paul, i'd like to make a suggestion that we expunge the term stimulus, because the term has
pushing that stone up the mountain for a long time. what do you make of this particular reform? >> well, to the extent that it puts more chases in the hands of parents and kids, it's all good. i mean, the problem with public education today is that the teachers unions have a vice grip. >> paul: on local governments. >> on local governments and the balance of power is out of whack here. the system is set up to benefit the adults that run the system versus the kids, that are supposed to be-- why are bad schools closing because it means fewer jobs, and the concerns of the kids are secondary. >> paul: right. >> so to the extent that it gives parents the ability to make choices, it's all good. i mean, a lot of it, i think, will depend on the trigger that they decide to use. i mean, and if they decide to use it, under no child left behind, parents had the option of transferring kids out of failing schools since 2002. very few have done it. so, first you'll need parents to take the initiative to take
