killed when police fired 137 shots at their vehicle in november of 2012 following a high-speed chase that wound through the streets of cleveland. you can see from an image we have here coming up just how many bullets went through the vehicle's windshield. the red lines show their trajectory right there. prosecutors say after the chase, brelo climbed on the hood of the chevy malibu and fired an additional 15 shots from there. >> a dozen other officers we know fired their guns as well. now prosecutors say breelo's decision to get on the hood was unreasonable and showed his intent to kill. brelo's defense said he had probable cause. that he and the other officers believed that they were going to die. we want to talk more about this case with attorney walter madison, who is with us now. he's plugged into the cleveland community and representing the family of tamir rice the 12-year-old shot and killed bay police officer in cleveland.
looking at three different individuals who have died as a result of police activity and they're all controversial cases. you have timothy russell, you have melissa williams this case right before us. and then we have the case of the family that you represent, tamir rice the 12-year-old boy in cleveland. give me some sense, is there some type of a culture problem in cleveland, ohio? or have they just had an unfortunate series of events in the police department? >> it is not an unfortunate -- it is systematic. and these are the words of the federal government. there has been a declared systematic and pattern of excessive force, that's violence. joe, that is that's just three, two instances. there are many more. there's a pattern of violence perpetrated upon citizens by the city of cleveland police department that's by our government. we're in a situation where the judge is getting ready to render
tamir rice in cleveland. it has been more than five months since police shot and killed the 12-year-old boy. his death was ruled a homicide. no charges have been filed. rice's family and supporters held a rally outside the city's justice center. they want to know what is taking so long. >> and in less than 7 or 8 seconds two shots were fired. they said they told him to put his hands up three times. that could not have happened from what we saw in the video. we want justice for tamir. tamir was only 12 years old. he will never go to the prom. he will never kiss a girl. he will never drive a car. >> a spokesperson for the sheriff's office in cuyahoga county says there is no status on the death. the 25-year-old new york city police officer shot in the head this weekend has died.

joining us. >> thanks for having me wolf. >> you think the president is striking the right tone right now? this whole issue of race relations. he's been the president for six years. >> he's striking the perfect tone. what happened recently with the shooting of these two police officers is despicable. he had to strike that tone. but he also has to let the community and the world know that we have to support the police. but at the same time still root out the bad policing. so he did indeed strike the right tone. >> a lot of his critics say he should never have gotten involved in ferguson. it was a local issue. he should never really have done what he did. >> i disagree. we have seen in the news what happened with eric garner tamir rice and so many others. we look back to what happened in l.a. with rodney king. so we have a pervasive issue that continues to happen. and now we're seeing visuals of it. that's really been put in the
failure of plaintiffs' descendant to exercise due care to avoid injury." >> this is not the character or personality of the city of cleveland. this is not to be that insensitive to family or even to victims. it's not our character or personality. once is became known to me that this happened that we immediately went to how can we correct this. >> important that you see the boy of just 12 when he was killed. the mayor also said it was standard wording for such documents, and they would be changed. tamir's mother said her son never stood a chance. >> the whole world's seen the same video like i seen. and i think the world is saying you guys never gave him a
