homes in pacifica will talk with a dispatcher who is in south san francisco. pacifica police are outsourcing their dispatching duties to keep from laying off officers on patrol. and a verdict is expected today in italy in the appeals case of an american exchange student convicted of murder. amanda knox is serving a 26-year prison sentence for the stabbing death of her british roommate. good morning, bay area. off and going on this monday morning. don't forget the rain coat and umbrella, folks. storm clouds are moving in. and skies are mostly cloudy and we are beginning to see a few light showers showing up at least in parts of the north bay and a slow-moving cold front that is head nothing the bay area today and probably won't be until the afternoon until we get things going elsewhere around the bay area. you get the idea. we have the rain out there. beginning to the north. and then it will sag to the south. you can see the clouds flowing in. the doppler radar just beginning to pick up the moisture off the coastline. there is a little wave that is developing on the backside. that's why it is slowing down. still, if you're headed out the door, skies are mostly cloudy. temperatures not bad. mainly in the 50s right now. by the afternoon though, it looks a bit wet outside. rain becoming likely in the afternoon hours. temperatures fairly mild with the first storm, in the 60s and 70s. and the cold front will open the door for a series of cold fronts that will slide in toward the bay area and the first one coming through for today and another one, more powerful one developing and moving in late tuesday night and into wednesday. and picking up on some of the moisture moving on through and you will notice as it drags us by, most of the energy moves in during the afternoon hours and into the evening. so things are going to stay unsettled overnight tonight. and as we get toward tomorrow, maybe a are brief break but rainfall totals in the wettest parts of the north bay, three quarters of an inch in the wettest spots and a tenth to a quarter in the peninsula and santa cruz mountains, and a third of an inch in some of the wettest areas. the temperatures fairly mild though. 60s and a few 70s in the south bay. because it is a slow-moving storm system. so as we head in toward the next couple of days. get ready. we have a break in the storms by tuesday. by tuesday night. another impressive stomp system moves in. possible -- storm system moves in. possibly continuing with showers. before drying out on friday. let's look at traffic with elizabeth. >> let's look at the bay bridge toll plaza. we have the usual pattern forming before they turn on the metering lights. it is clear in the middle lanes. cash lanes are the backup first. and metering lights will remain off. that will change at any minute. usually around 6:20 is when they turn them on. right now, you're good to go. head out right now, maybe you can beat the rush into san francisco. san mateo bridge, nice and quiet. westbound 92, still holding steady about a 13-minute drive time. there is caltrans sign, reminding you, car-pooling, always a good idea. and lawrence mentioned, rain showers expected for the evening commute home so bart may be a good idea. 43 trains running on time. ace trees one and three clocking in with no delay. muni, cal train, the ferries, everything on schedule, good to go for right now. we are still waiting for official word for caltrans, whether they picked up the cones here. and the two right lanes were closed overnight for paving work in the area. so again, it was scheduled to be picked up by 6:00. we're still waiting for official word. at last check, the boulevard here off-ramp, the off-ramp was still closed across that stretch. fortunately we have not seen any big delays. continuing up to san francisco, a live look near the central freeway and into and out of the city on 101 looks pretty good. same thing on the east bay. 880 through oakland. another camera at the coliseum. you can better see the headlights moving southbound. nice quick trip down toward oakland airport. so if anything changes, once you're in one of these and the desperate search for clues this morning. good morning. >> reporter: good morning to you, grace. police are still actively searching this morning, looking for the two individuals, maybe even more suspects, they are not sure at this point, and those individuals opened fire, just after 1:00 on sunday morning, at a wearhouse here at the intersection of aladdin and alvarado. it is when the guests were hosting a tattoo party where they brought in a tattoo artist, where the gunman opened fire and killing three people and injuring six. and the party had been advertised all over the internet and held here at the guardco industrial park home to several businesses. in fact a nearby business owner witnessed the chaos that was happening during that shooting. >> there was just noise. gun noise or something. i didn't know what it was. people were running around, pandemonium a little bit. >> reporter: now, the identity of two of the three murder victims has been confirmed. the first, 16-year-old la nicia worthington and the second 19-year-old shanice keel who we're told was a student at san francisco state university and working in the fashion field. the third victim whose identity has not been confirmed is believed to be 23-year-old joshua alford. he has worked here at the wearhouse and we're told that his girlfriend is six months pregnant. now, the three other individuals who were fired at that day were transferred to a nearby hospital. and they are being treated for nonlife-threatening injuries. at this point, police are still trying to figure out what caused the shooting. they don't have any names for the suspects or any identifying characteristics at this point. at least that they're releasing. and they don't know if maybe alcohol was involved at the party. they do know the party didn't have the proper permits and we had heard reports that a friend of one. the victims had gotten in some sort of an argument with one of the gunmen prior to the fire opening. so trying to figure out exactly what happened and led to the tragedy. back to you. >> all right, thank you. it is a planned design to keep more officers out on the streets. stephanie chuang is in pacifica where dispatching duties have changed. >> reporter: when you call 911 starting today, the person on the other end of the line will not be in pacifica. he or she will be in san francisco. it is part of an outsourcing move, to save the city, hundreds of thousands of dollars, all the while keeping police officers on the street. and pacifica laid off six employees with its dispatch 911 call center, and signed a three-year contract with south san francisco pd. it is expected to save the city $350,000 each year. and the pd admits the response time may be affected from six months to a year. though the specifics are still unclear on that. we did get a mixed reaction from some of the people who live here. >> we have the technology. as long as there's no significant difficulty in response from those calls and then i don't see any problem with that. >> do you not like it? >> it is not good. >> for sure. >> dispatchers from south san francisco have gone on ride-alongs with pacifica pd to get familiar with the area and of course, to get to know the officers they will now be working with. the two departments have been working since may, to address these changes. now, one of the most noticeable ones for people here is this police station right along highway 1. it will no longer be open for 24 hours. when you come during the offhours you press the intercom button and you will be connected to a dispatcher in south san francisco. so one of the other results of many budget cuts we've seen all around the area. guys, back to you. >> i'm sure they're out there, it will take a long time for the rain to get here and plan on about 72 in san jose. and 64 degrees in san rafael. and 65 in vallejo. that's a look at weather. let's check out the roadways with elizabeth. >> a new problem coming in, thanks, lawrence, in petaluma, south 101 past washington, it sounds like it is an accident blocking at least one lane and the sensors are picking up quite a bit of slowing behind it. you can see one of the sensors picking up spodes around 35 miles an hour and it is a slow ride on southbound 101. once you get past petaluma, it looks good through mill valley. another traffic camera there. and you're cruising all the way down to the waldo grade. heading toward the golden gate bridge. and no delays there. and different story obviously at the bay bridge this morning. and the metering lights are on, so we're left with our usual delays, backed up to the very end of the lot. and that is traffic. back to you. >> elizabeth, thanks. starting today, morning. >> reporter: hi, frank. yes, this is happening in all school zones, all this week, here in palo alto, and police are out in force, and they are looking for all types of bad driving behavior. as well as bad walking behavior. we just saw our first cop pull up here at aloni elementary school and these are the type of things that cops will be looking for, and not stopping for school buses, for speeding, for not yielding to pedestrians, and for pedestrians jay walking. so anything and everything, palo alto will be cracking down, here in the city of palo alto. around schools. and this is called operation safe passage. and it occurs about three times a year. where cops go out and remind the community to stay safe. slow it down around schools. and this time, it happens just one week after, or the week after that little six-year-old sealrelli demorrow was struck and killed in east palo alto, she was walking in a cross walk with her mom and two sisters, running a little bit ahead, when she was hit by a car. and sadly, she was killed. the driver of that car was a teacher at a local elementary school in east palo alto. she has not yet been cited. east palo alto officials are meeting with the city and school district officials tomorrow to talk about what traffic and safety improvements this he can make in east palo alto, in that section, on bay road, and last week, we learned that the school district, ravenswood school district, is stationed -- is stationing an additional crossing guard at that intersection, at bay and gloria where the girl was killed. and the school has decided to increase the number of crossing guards that are employed by the school district. again in palo alto, operation safe passage happening all this week. be on your best driving today. clouds are moving in now. and yes, it looks like we've got some rain beginning to develop. it doesn't look to ominous right there but more clouds on the way and the rain has begun to show up in parts of the north bay and doppler picking up on that, northern sonoma county, a slow mover, just sagging into the bay area, today, and i think by the afternoon, everybody is going to see a nice little soaking from the storm system. still, it is going to be moving through. and opening the day for what looks like a more impressive stomp storm after this one. if you're headed out the door, temperatures are not that bad. and 50s and a lot of clouds and by the afternoon, rain becoming more likely. the temperatures in the 60s. a few sest. and this is a slow movier. so the temperatures are still going to top out in the 70s in the warmest parts of the south bay. cool front sliding through. the trough off the coastline that. is going to set the stage for another one to move on by. it looks like late tuesday night into wednesday. and you get an idea of the cold front from the future cast and moving in the late part of the afternoon and some showers continuing into the evening hours. so that looks like we may catch a little bit of a break. and the rainfall totals, probably a quarter of an inch, maybe three quarters of an inch in the wetter parts of the north bay and lesser amounts a quarter of an inch toward the peninsula. and temperatures not bad. you're looking at 70s in san jose, and also into livermore, and 60s as you head further north with the cloud cover there and the rain starting early on. still looks like tomorrow, we will catch a break from the stormy weather. by tuesday, late night. we are talking about another storm moving in and some rain becoming likely with the possibility of some isolated thunderstorms. showers continuing no thursday. then as we head tore next week, this next -- then as we head toward next week, the next weekend, the conditions dry out and sunshine makes a return. let's figure out the traffic with elizabeth. >> thank you, lawrence. getting word of a couple of new accidents in the bay area and k cbs air bon flew over fremont, southbound 880 past the stevenson boulevard exit. a couple of cars involved in the crash. they moved to the right shoulder. but we're seeing a lot of slowing in that area. and again, the radio partners kcbs told tus is backed up to pretty much thornton. expect heavy traffic across that stretch. marin county commute, across the golden gate bridge. free flowing in either direction of northbound and southbound 101. different story in petaluma. southbound 101 approaching washington street. and this accident is still there. now blocking two lanes. so we're seeing quite a bit of slowing on our sensors just behind it. some of our sensors are turning to red. you will notice this color-coded guide at the bottom of the screen, that means speeds under 25 miles per hour. from the north bay, we will take a check of the south bay and a lot of overnight road work, especially near the 880, 101 interchange. everything has been today is the second day of oracle's annual "open world" 2011 conference. the event attracts more than 45-thousand people to the city. every hotel room in san francisco is sold out, including some hotels on the peninsula. the event runs through thursday, (announcer) gold bond ultimate softening lotion. with shea butter for soft healthy skin. gold bond ultimate softening. this stuff really works. people after a weekend party in san leandro. kristy siefkin joins us now, with more in 6:55. welcome back. at least three gunman are being sought for the murders of three people at a party in san leandro over the weekend. kristy siefkin has more information about the victims. good morning. >> reporter: good morning, frank. police are still searching for those individuals, as you mentioned. just after 1:00, is when they opened fire, on several people here at alvarado street and aladden in san leandro. they had a tattoo artist party. and when the guests left, that's when the individuals opened fire on six people, killing three of them. now, the identity of two of those victims has been confirmed. the first 16-year-old lanicia worthington and the second 19-year-old janice keel, a student at san francisco state university who was studying to be in the fashion industry. the third victim whose identity has not yet been confirmed at this point, woe heard it is 23-year-old joshua alford and we're told he worked at the wearhouse here and his girlfriend is six months pregnant. the three other individuals who were fired at, after the party, were treated at a nearby hospital. they sustained nonlife-threatening injuries. but police are still trying to figure out what caused this violence here at the party. it was a party that didn't have proper licensing. and they're trying to figure out if perhaps alcohol was involved. and we have heard reports that a friend of one of the victims may have gotten into an argument with one of the victims prior to the shooting. so police are trying to put together all of the puzzle pieces at this point. no information is being released at this point about the suspects. back to you. >> thanks, christie. and starting today, calls to pacifica police are going to take the long way to get there. pacifica's 911 emergency calls are now going to the dispatcher at the south san francisco police department. pacifica police decided to outsource dispatching as an alternate to taking officers off the street. pacifica expects to save $350,000 a year by outsourcing. and american amanda knox is expected to find out later today if her murder conviction will be dropped and she can go home. the 21-year-old former exchange student and her ex-boyfriend are serving prison time in italy for the british roommate killing in 2007. knox, addressed the appeals court today, saying, quote, i am paying with my life for things that i didn't do. they are hoping that the jury will come out by 11:00 a.m. pacific time. 6:57 now. if you're heading out the door, when you come back, it is going to be a little bit wet, i guess, right? >> not the patriots. i will tell you that much. >> in daly city, they extended road work until 7:30 and there may be extra heavy traffic coming through there. and northbound 280 approaching the boulevard here, that was supposed to wrap up by 6:00 but they extended for another half hour. and to the east bay now, the nimitz, nice and quiet as you pass the coliseum. no delay toward downtown. we're still following this accident in petaluma. southbound 101 approaching washington street. kcbs airborne just flew over the scene and says it is still backed up in that area. you can see the sensors are still pretty slow. once you get past petaluma through novato and san rafael and through the waldo grade, are you still cruising this morning, and the marin county ride, and at the bay bridge, yeah, what can we say?
