and colder temperatures as we get to the weekend. now to the news. we have got developing news happening in san mateo. a it hit and run accident has just been cleared from southbound interstate 280 at the eastbound 84 off ramp. police say a driver hit a bicyclist an hour ago and then fled the scene. we don't know how badly the bicyclist has been injured. there no word on the kind of car police are searching for. the investigation continues in to a strange incident at san francisco state university that sent one police officer to the hospital. it involves a mysterious powder. ktvu's jade hernandez is joining us with more on the story. >> reporter: good morning, the police crime tape has been taken down here at the san francisco state police station, but this is where the incident happened. police initially called to an apartment building on a campus- owned building before 6:00 last night. there was a report of ascotter. they didn't find anyone inside but found unidentified materials and powder. they brought samples and took them to the police station on campus. the officers were using a field testing kit when the materials tested made a popping noise and released an odor. one of the officers was taken to the hospital for precautionary measures. he was treated and released. the other four officers on the scene were not affected. >> they had gone to a call at a i have cant apartment and we're under the suspicious there may have been ascotter. so there were dc -- squatter so there were materials taken in to evidence. an expert identified the powder. they are looking in to where the apartment the us aers were checking on is located. she noted no one was found inside when officers arrived. live in san francisco, jade hernandez, ktvu, channel 2 news. >> thank you. the time is 7:03. a tragic car crash hours ago in san francisco and two men were killed. police say a car carrying five people was heading westbound on ocean avenue about 12:45. according to a witness, the driver was going fast, lost control and smashed in to a pole. two men were actually thrown from the car. one of them was pronounced dead at the scene. the other died at the hospital. two others were hurt. and then this was a fifth person who actually walked away from the crash unharmed. the cause of the crash is still under investigation. oakland police are investigating the shooting of a pit bull. it happened while officers were searching for two gunmen near 72nd avenue and spencer street around 9:00 last night. there was a com confrontation with a pit bull and the officers opened fire. the dog was shot in the leg and will survive. police also made one arrest, but the investigation and the search for a gun continues. this is the second time this week a bay area police officer has shot a pit bull. an officer in concord shot one on monday after he said the dog charged him. in just a few hours, the nurse who treated the teenager victim in the richmond gang rape case returns to the witness stand. yesterday nurse anna marie ray testified the 16-year-old girl had cuts and bruises all over her body. and the girl's face was so swollen she could barely open her mouth. the defense argues the girl caused the injuries herself and the sex was consensual. >> you continue to listen to the evidence in the prelim you will find obviously we wouldn't have charged this if it was consensual sex and the evidence will make it very clear it was not. >> reporter: one defense attorney claimed a daily ritual of marching the defendants to and from the martinez courthouse dehumanizes the seven men. they are accused of gang raping the girl outside of a homecoming dance last year. the preliminary hearing will determine if there is enough evidence to put them on trial. toyota goes to court today. they are trying to get some of the lawsuits against the car company thrown out. toyota's asking a federal judge to throw out hundreds of lawsuits related to the company's massive recall. the automaker says plaintiffs have not been able to prove that a design defect is responsible for sudden acceleration problems. the lawsuits, which were consolidated in to one case, are demanding compensation for deaths and injuries as well as the loss of values in cars and trucks after the recall. the wet weather we are having now is good for skiers and snow boarder and people that work in the mountains. some of the resorts are hoping to have enough snow to open before thanksgiving weekend which can be a money maker if the runs are open. squaw valley is expected to have five feet of fresh snow at the higher ellis -- elevations by sunday. right now all the major roads are open but the chp is reminding drivers to make sure you carry chains. >> of course you can check it would be coming in to san francisco. people are just driving more slowly and that's having a chain reaction affect. chp is telling us about the commute in to san francisco, we don't see any accidents reported. doesn't mean there isn't one there. it is just they don't know about it yet. it has been this way for a while. so i think it is just slow traffic in to the city. this morning's commute on 88 northbound and southbound, the traffic is moving okay on the nimitz freeway. on the peninsula, things have been doing pretty well. traffic is doing well on the 101 and 280 but driving conditions aren't great. be careful. a little slowing in san mateo. no problems on 280. tough driving but no problems on 280 up and down the peninsula and if you are going to the south bay the commute bundle up because the cold air arrives on saturday afternoon and the temperatures will struggle inland. by the coast, because the ocean will be in the a 0s. by sunday, upper 40s and low 4 a 0s -- 50s. the band of rain is moving south. it was stuck there for a while. but another one is slicing through parts of marin county. nothing too heavy. this is cloud cover that came out of the southwest ahead of the front which is to the north but it will be here tonight taking us in to saturday morning and stronger system on saturday night, sunday morning and that's when the cold air comes in. see the moisture right there. squeezing out light rain. looks like we are almost on the backside of that, though. a low forming right there. the low off of seattle and portland dives south and that will drive everything south ward and the leading edge of the coddest air is getting in the picture but it won't move in until saturday and sunday. 50s,er 50s, or low 60s. 52 to 53 on the current temperatures. and so even the lows to the highs maybe a five to seven degree difference, not much due to the clog cover -- fog cover. eureka is 42. kia is right there. this low as it dives down will get reinforcement on the backside. it will drive it down to here and everything will funnel off the coast. this could set up to be a good snow producer for the sierra. i will get to totals in a second. china. after thanksgiving, members of the house of representatives will decide whether to accept the recommendation of the house ethics committee and give a public scolding to new york congressman rangel. the ethics committee voted yesterday to recommend censure. that's the harshest punishment short of being kicked out of congress. during the hearing, rangel apologized for his misconduct but said he was not a crooked politician. a major investigation is reportedly underway within the san francisco police department. the examiner reports internal affairs is looking in to possible money laundering and possible distribution of narcotics. paper says the chief told the police union about the investigation earlier this week after questions were raised about officers being under surveillance. well, more fallout over controversial airport security screening procedures. one major airport and a congressman now wants to give tsa agents the boot. an airport in orlando, florida, wants to take advantage of a provision in federal law that would allow them to replace the tsa with private contractors. and bun republican congressman, who's probably going to head up the house transportation committee next year says it is time for a change. >> it needs a complete revisit and maybe now this personal intrusion with the private person pat down is the straw that will make break the camel's back. >> reporter: san mateo's district attorney said will prosecute any tsa agents that are accused of inappropriate touching. a man said he was threatened with fines for refusing to have a body scan and pat down search. scary moments in the air after a plane's windshield cracked midnight. a passenger took this photo. the delta airlines flight was headed to john wayne airport in atlanta yesterday when an emergency was declared. the pilot told passengers that no air was leaking in and that no glass had brokenning but the flight was diverted to dallas and the plane landed safely. an investigation is now under way. nasa says the early u.s. discovery will take a final trip in to space is december 3rd. engineers replaced parts of the external fuel tank with new pieces of metal that are twice as thick as the original cracks. nasa says it will analyze repairs and make a decision on a launch a week from monday. an east bay man has a warning this morning. this is a story you will only see here on chnel 2. he's claiming a moving company vanished with all of his belongings. weaver said he hired stevens moving and storage in june. he said he gave the movers the first pavement, about $700 in cash. when he tried to contact the moving company this week there was no response. neighbors say the moving company suddenly moved out of 425 queens lane in san jose. >> having top oaf the page. it has movie reviews as well as interviews with the stars. san jose is considering taking the ban on throw away shopping bags even further than any other bay area city. a proposed regulation will ban plastic and paper disposable shopping bags provided at stores, but retailers can offer paper bags with 40% recycled content for a 10 cents fee. a meeting allowing public comments was held last night. the city council is expected to consider this soon. more people are taking advantage of a flaw in the new clipper card since the glitch was exposed. some riders have discovered they don't have to pay off the card's negative balance. b.a.r.t. says the number of unpaid balances has increased from 150 to 200 a day. there were only between 40 to 50 cases a day before the problem steve. today some east bay parents are going up against a big corporation. what they don't want built right next to their children's school. and the arrest of hundreds of sex offenders this week. we got a look at operation safe playgrounds. why it happened and what the arrested sex offenders are saying. totally trashed. a local restaurant that was the biggest loser in the dining room in a few hours state officials will hold a press conference making the completion of operation safe playground. it is a law enforcement suite that is focused on sex offenders. and the department of corrections says 2895 are back behind bars this morning because of the effort. we are joined with details. >> reporter: good morning. the press conference will be held in southern california at 10:30 this morning. senate officials are announcing the end of operation safe playgrounds them operation has been kept underwraps so that sex offenders didn't know they were coming but we had an exclusive look. >> open the door. >> i woke up and i was with a friend of mine. i thought everything would be all right. i was going to call my parole officer and let him know. >> reporter: operation safe playground follows criticisms that began began. -- the department of corrections promised changes, especially targeting sex offender parolees at large. these are ones that committed orcrimes or can't be found because they cut off their gps monitor or let the battery die. >> it will start to blink red. >> we saw our parolee at large rate was higher than the national average. we were hovering around 19, 18% as a state and the national average was quite a bit lower. >> reporter: now, during the sweep, some of what the agents did are compliance checks, check their homes, shoes, car for violations. sometimes they didn't find anything but often they did. one six offender we saw in an internet capable phone. that violated his parole terms and you are looking at a computer found in a cereal box. that contained pornography. the operation was wrapped up but the focus is critical to a five year road map they are the department of corrections. we expect the number of parolees in the sweep to get higher as the numbers continue to come in. live in the newsroom, ktvu, channel 2 news. it is 7:32. the fbi will join the investigation in to a contra costa county juvenile hall counselor accused of possessing child pornography. detectives found pornography on several digital storage devices yesterday at the home of 53- year-old thomas perez jewel. they will be sent to the fbi for analysis. jewell has been placed on administrative leave. police confirm this morning three people were arrested in connection with several street robberies. now, they arrested two women and a man after a two-hour standoff at a convenient store and gas station on seminary avenue. police believe they are connected to three robberies in three hours yesterday morning. one man was shot in the arm during the last robbery. he's expected to recover. and another arrest has just been made in connection with this week's deadly shooting in vacville. 19-year-old nicole osmond was taken in to custody yesterday on drug charges. she's the girlfriend of the young man accused of killing two men and wounding a woman at a vacville apartment house on tuesday. nicole osmond, who lived in the same apartment where the shooting took place. a search continues for a hit and run driver who seriously injured a pedestrian. the victim, a 59-year-old woman, was hit early yesterday morning while walking in a crosswalk on east shore boulevard. police say the driver fled the scene. the hit and run victim has serious injuries, but is expected to survive. a restaurant brawl at an east oakland denny's could lead to charges. video of the fight was posted on youtube last week and has been viewed 500,000 times. the fight happened on halloween between two groups of girls in costumes. you can see they hurled chairs, drinks and other objects at each other, causing a lot of damage to the restaurant. five people were reportedly cited. this morning the city of san francisco will say good-bye to one of its own. former chief of police alex fagan died last week from an apparent heart attack. he was 60 years old. while chief he made headlines during what was dubbed fajita gate when his son was involved in a fight over a bag of fajitas. all charges in the case were dropped. those who knew him say he had a vibrant personality with an infectious sense of humor. the memorial is taking place at 10:00 a.m. you could pay more money if you use a clipper card to ride the larks burrow or sausalito ferries. the board of directors will be voting on fare hikes that were approved by a committee yesterday. a one-way ticket on the ferry will increase from $4.40 to 4.85. the larks spur ferry fee from 5.17 to 5:70 and cash fares for both will remain at 8:25. the fares have been announced for the west dublin pleasantton b.a.r.t. station. riders will pay $4.15 to go to berkeley. it will cost 5.05 to go to walnut creek and san francisco safety, the cost is 10.40. b.a.r.t. say the new station will be this. the front right there. drawing the moisture up. the front is up here. this will give us heavier rain as it moves south throughout the day and keep clouds in the forecast. temperatures on monday far. the key is right there. the area of low pressure will dig about to the oregon/california border and accelerate. as it does you can see the cold air driving south ward behind that ands that what forecast models are right. saturday in to sunday and that's when the coldest air arrives so lowest snow levels will arrive by sunday, as well. many seem to be head took the mountains. a winter storm warning at 4:00 p.m. today for the west slope of the sierra. saturday for shasta. but still we will have snowfall between now an sunday. two to three feet around lake level. above 7,000 feet, four to five feet could fall. some disagreement on the amounts that could fall, but there will be some good snow and wind as well over the passes. so cloudy, cooler for us on friday. light rain. breezy at clearing ten and cooling on tuesday. parents are fighting to keep cell phone towers away from two east bay schools. today they plan a march to a local verizon store to to make their voices heard. craig is live in oakland with details on this. good morning, craig. >> reporter: good morning. it is called the north oakland community charter school and this is what the conflict is about. this is actually a city of oakland planning and zoning division. a public notice in here says the address of the school and then to establish a new mini telecommunications facility with nine antenna panels located within a decorative screen on the roof of an industrial building. we will have to ask the people that go to the school, the parents and kids if they think the decorative screen is enough to nullify their fears of putting this tower here. you can see the number of -- a couple of parents and some children in front of the school. ruin the air is a play on verizon's saying of rule the air. everyone will ask don't you have cell phones? >> of course we have, many of us have cell phones. the issue is we can choose whether or not to expose our children to cell phone but we cannot choose whether or not our school, which is 100 feet from the propose antennas are close to our kids. >> what are you afraid of? haven't they done studies that show they are safe. >> medical experts are saying in europe there are health effects but the problem is there are no long-term studies that have proven that cell antennas are safe for kids. so if verizon decides to put these antennas up we are going to launch our own health study. >> what about the transmission towers and power lines. aren't there studies that show they are dangerous too. the school is right under those. >> the issue is experts are recommending from the national cancer council, et cetera, that cell antennas should be 1500 feet from schools. and these will be 100 feet from our kids school. and that's one antenna. there are going to be at least nine antennas. >> why go to the verizon store? they sell cell phones opposed to a corporate headquarters? >> we will march from our schools to verizon. if we could put everyone together in a plane and if we could afford to fly to chicago with verizon's headquarters we'd love to do that, but this is a very diverse working-class area. and a lot of antennas have been placed or permits have been denied in wealthier more white areas of oakland, which we feel is an injustice. >> one of the parents of the oakland community charter school. today at 3:00 will be preparing for a busy holiday travel season. officials at sfo expect travel to be up by 4% over last year. we've got a crew there now who says it does not seem to be busy there yet. the predictions, by sfo maybe due in part to a record number of passengers last month making it the busiest october ever. passengers are advised to arrive at least 890 minutes early because of the crowds and the new controversial screening procedures. time is 7:46. vice president biden is trying to tap down on the continuing rumors that he and secretary of state hillary clinton may switch jobs before the next presidential election. vice president biden called the speculation a washington parlor game during this interview with larry king yesterday. the vice president said there was never any serious talk about him not being on the obama presidential ticket or hillary clinton not continuing as secretary of state. as for donald trump, he seems intent on fueling speculation he may run for president in 2012. he said he would be willing to spend more than $200 million of his own money to pay for his campaign and he will make a decision by this summer. donald trump says he thinks the united states has lost respect internationally and says president obama is in over his head. despite approving tuition hikes, uc officials are warning that the school's financial problems are not over. uc regents aproved afternoon 8% fee hike for undergraduate tuition. also approved a 10% hike for graduate students. regents who voted no say the hikes will only bring in a tiny portion of what is needed to close in next year's $1 billion budget short fall. the 8% fee increases creates a $115 million which is 1% of our budget solution. >> regents will vote on proposed changes to its employee pension system. here's a breakdown on the numbers. the 8% increase amounts to $822. so it makes the cost of undergraduate tuition $11,124 a year. four years at a uc school, if it stays at that amount will cost $44,000. well, a new report shows hosting america's cup race will cost san francisco more than the event will bring in. a decision is expected on this by the end of the year on whether the race will be held in san francisco but yesterday the city's budget analyst released some figures showing $22 million in new revenue coming in, but $128 million in possible costs. it also shows the race would generate a billion dollars for local businesses and create about 9,000 jobs. the city of oakland is stepping up the fight to keep the a fund- raise moving out of town but not everybody in town is happy about the plans for a possible new stadium. a local homeowner contacted ktvu after getting a letter from the city about victory court. one of the sites for the new stadium. you are looking at pictures of the area. while his home is not inside the proposed area, he tells us he is still worried. >> i want assurances -- i mean ironclad insurances, contract insurances that my house isn't going to be taken from me. >> reporter: an environmental impact report will be conducted on the victory court site. that's near the lake merit channel. the city will accept public comment at the december 1st planning meeting. a new on-line partnership and it has many people talking about the future of my space. my space ceo mike jones announced a mash up feature yesterday that connects to facebook. it lets my space users put their facebook interests and likes in to their my space pro files. many view it as an acknowledgment that facebook has now trumped my space as the king of social networking. and british medical researchers are warning doctors that facebook can bring on an asthma attack. they say patients prone to asthma could suffer breathing problems if something they see on facebook attacking the united nations troops and doctors, those two doctors used the fear of cholera to flee the country. >> being doctors ourselves we had plenty of medical supplies. so we dressed up in scrub and put masks and gloves on and pretended one of us was a patient and we were able to get through with an ambulance and siren on and we told everyone we have a patient with cholera, you don't want to come near us. >> reporter: a lot of the people in haiti believe that u.n. troops there to help with the earthquake recovery inadvertently brought the cholera disease with them. more than 1,000 haitians have died from the disease. the jewish community is reportedly outraged about a move to criminalize circumcision in san francisco. city resident lloyd show field is gathering the needed signatures trying to get the measure on the ballot next year. the measure would make circumcision a misdemeanor, which could result in a thousand dollar fine and up to one year in jail. jewish leaders say they will mobilize against the measure because circumcision is an integral part of their religion. iphone users, who want to avoid a speeding ticket may want to check out a new app. it is called is radar and turns the phone in to a detector for speed traps. red light camera and dangerous intersections and uses blue tooth and internet to get updates every 12 hours. it is not cheap however at moisten things up. that pushes south as the front comes in and the cold air is moving south. we will update 0 on how that will impact snow levels coming up. this morning an investigation continues in to a mysterious powder that was found in san francisco's state university. that incident sent a police officer to the hospital. ktvu's jade hernandez is live with the di details of what happened and the latest news on this. >> reporter: good morning. we are live at san francisco state university, and this is where officers were testing this mysterious substance at the police station on campus. that's why the incident happened here. initially police were checking on a campus owned apartment building before 6:00 last night. there was a report of a squatter. by the time officers arrived they couldn't find anyone inside but found somis tearous unidentifiable powder and materials in the apartment. they took a few samples and brought them to the police station on campus. the officers were using a field testing kit when the materials tested made a popping noise and released an odor. one of the officers was take on the the hospital for precautionary measures. he was treated and released. the other four officers at the scene were not hurt. >> we will submit the evidence to an industrial hygienist to find out what the substance and reaction might have been. >> reporter: as you heard the university plans to have a chemical expert identify the mysterious powder. the smokesman is looking in to where -- the spokesman is looking on where the apartment is located. she noted no one was found inside when officers arrived. reporting live, channel 2 news. it is three minutes after 8:00. in san mateo a search is underway for a hit and run driver who injured a bicyclist this morning. it happened on 280 at the eastbound 84 off ramp. officers say a driver hit a bicyclist around 6 a.m. and fled the scen the bicyclist was taken to the hospital. we don't know how badly the cyclist was hurt and no word yet on what kind of car police are looking for. just hours ago, two men were killed in a car crash in san francisco. police say a car, carrying five people, was driving westbound on ocean avenue before this morning. according to a witness, the driver was going fast, lost control and hit a pole. two men were thrown from the car. one was pronounced dead at the scene. the other died at the hospital. to two others were injured. a fifth person walked away from the crash unhurt. the cause is still under investigation. oakland police are investigating why officers opened fire on a pit bull. it happened while officers were searching for two gunmen near 72nd avenue and spencer street about 9:00 last night. there was a confrontation with the pit bull, and the officers opened fire. the dog was shot in the leg. it will survive. police also did make one arrest but the investigation and a search for a gun continues this morning. this is the second time this week that a bay area police officer has shot a pit bull. an officer in concord shot one on monday after he said that dog charged him. well, in a couple of hours the nurse who treated the teenager victim in the richmond gang rape case goes back on the witness stand. yesterday the nurse, anna marie ray testified that the 16-year- old girl had cuts and bruises all over her body. and her face was so swollen she could barely open her mouth. the defense is arguing, though, the girl caused the injuries herself an the sex was consensual. >> you continue to listen to the evidence of the prelim we wouldn't have charged this if we thought it was consensual sex and i think the evidence is clear that it was not. >> reporter: one defense attorney claimed this that the daily ritual of marching the defendants to and from the courthouse dehumanizes the seven suspects. they are accused of gang raping the teenager girl outside of a richmond homecoming dance last year. the preliminary hearing will determine if there is enough evidence to put them on trial. it is the weekend before thanksgiving. and it is going to be a busy weekend in the sierra snow country. a powerful winter storm is moving in and some ski resorts expect to have five feet of fresh snow by sunday. brian hickey is live from truckee with details. good morning, brian. >> reporter: good morning to you. sunny to the east. cloudy and gray to the west and we are waiting for those clouds to come over the summit this morning. it is cold and windy. and all the preparations have been under way in truckee as folks here brace for this first significant winter blast to come in to the area from this ski areas to the tire shops people have been busy getting ready for the winter weather. we stopped by sugar bowl about it is all hands on deck. they planned to open december 10th and bumped it up to next wednesday. wax up the skis and boards. ski areas will capitalize on the snow and try to get things open for you. at a local tire shop, they have had people lined up trying to get the studs on the caring the studded tires. a lot of snow removal companies are out putting snow markers in. the town is buzzing with work and excitement. up here in truckee, snow is money. they know you like to come up and play in it and they are hoping you will. and with that comes your wallet. that's certainly good for this economy. this is, you know, they always try to open before thanksgiving but to have this amount of snow, up to four feet of snow in the forecast, this could be one of the best prethanksgiving openings as far back as i can remember and i have skied a lot of years up here. i love it. bring it. they are ready for it. hopefully you are too because it will be winter travel. if you have any holiday travel plans in the sierra. be powdery and you can expect the freeways to likely close in the heart of the storm. caltrans is prepared for the worst. they are saying expect whiteout conditions and if they should close the road be prepared with water, blankets and definitely have snacks available. you might be stuck on the freeway. saturday not a good day to be up here. sounds good. people will be prepared and hopefully come up earthquake overnight. a magnitude 2.3 quake hit at 10:40. it was centered in pittsburgh around highway 4 and railroad avenue. it was just over ten miles deep. there have been no reports of any damage underway in portugal as ktvu's allison burns reports, president obama is there urging european countries to stay the course in afghanistan. she is joining us live with an update. good morning, underway, the president is looking to boost support for the mission in afghanistan. he's promoting the plan of general petraeus for alternate troops to start handing over responsibility for security taking aim at china's currency policies again. in his speech today, he says the main reason iran isn't rising faster is -- the juan isn't rising faster is china is buying dollars and hording them. a cheap juan makes it easier for china to export good and harder for the u.s. and other economies to sell theirs in china. after thanksgiving, members of the house of representatives will make a decision on the recommendation of the house ethics committee on publicly scolding new york congressman rangel who's accused of financial misconduct. the ethics committee voted yesterday to recommend censure. that's the harshest punishment, short of being kicked out of congress. during the hearing, congressman rangel apologized for his misconduct but said he is not a crooked politician. there are reports that a major investigation of the san francisco police department is happening now. the examiner reports internal affairs is looking in to possible money laundering and possible distribution of narcotics. the paper says police chief told the police union about the investigation earlier this week after questions were raised about officers being under surveillance. it is 8:17. more fallout over controversial airport security screening procedures. a major airport and a congressman now want to give tsa the boot. one airport in orlando wants to take advantage of a provision in federal law that would allow them to replace the tsa with private contractors. and one republican congressman, who's likely to head the house transportation committee next year, says it is time for a change. >> needs a complete revisit and maybe now this personal intrusion with a private person pat downs is the straw that will break the camel's back. >> reporter: in an interview this morning, the head of the tsa said the body infections causing complains among passengers and pilots are unavoidable in a time of terrorist threats. not what you want to hear if you are on a plane, some scary moments in the air after a plane's windshield cracked in midair. a passenger took this photo. look at. that the flight was on the way to john wayne airport. when an emergency was declared. the pilot told passengers no air was leaking and no glass was broken. somehow the flite flight was diverted to dallas and landed safely. there is an investigation underway. toyota goes to court today trying to get at least some of the lawsuits against the company thrown out. toyota is asking a federal judge to throw out hundreds of lawsuits related to the company's massive recall. the automaker says plaintiffs haven't been able to prove that a design defect is responsible for sudden acceleration problems. those lawsuits which were consolidated in to one case are demanding compensation for deaths and injuries, as rereviews and interviews with the actors. san jose is taking the ban on shopping bags further than any other bay area city. one idea is to ban both plastic and paper disposable shopping bags. however, a flaw in the clipper card since that glitch was exposed. some of the riders have found out they don't have to pay off the card's negative balance. b.a.r.t. says the number of unpaid balances increased to 200 every day. there were only between 40 and 50 cases a day before the flaw was reported. despite the increase, though, no plans to fix the problem. at least not now. we want to see how stretching from eureka to san diego. it is part of a broad effort to improve the supervision of sex offenders. we got an exclusive look at this operation as it was happening. she's with us live with the details. >> good morning. >> yessing we went along and got an exclusive look as operation safe playground got underway across the state this week. the target sex offenders who agents believe are at great risk to the public. it is part of a multiyear plan to improve supervision. it apoors we don't have the video just -- it appears we don't have the video just yet. it was a joint effort with 140 law enforcement officers across the state. they went throughout the area to do that. >> i woke up and i was with a friend of mine. i thought everything would be all right because i was going to call my parole officer and let him know. >> reporter: that offender violated parole an others were compliance checks to make sure they had not committed any new crimes. some people they were looking for because they failed mandatory drug tests. and a parolee had a hidden a computer with pornography on it in a cereal box. they say finding them has been a top prioritywith agents dedicated to doing just that. >> the case load agents sometimes have the sometimes they don't. we want to focus on these guys because when they are on the run they are on the run for a reason. >> as i mentioned, this operation used the assistance of 140 police agencies statewide. this is part of a five-year road map for the department of corrections. that road map was created after phillip, who you seen on the 2 news. time is 8:32. the fbi is now joining an investigation in to a contra costa county juvenile hall counselor accused of possessing child pornography. pleasant hill police say detectives found pornography on several storage devices yesterday at the home of 53- year-old thomas perez jewell. the evidence will be sent to the fbi for analysis. jewell has been placed on administrative leave. oakland police confirm this morning that three people were arrested in connection with a series of street robberies. officers took two women and a man in to custody after a two- hour standoff at a convenient store and gas station on seminary avenue yesterday. they believe the suspects are responsible for three robberies in a span of three hours yesterday morning. one man was shot in the arm during the last robbery. police say he's expected to be okay. police have made another arrest tied to this week's deadly shooting in vac veil. 19-year-old nicole osmond was taken in to custody on drug charges yesterday. she's the girlfriend of the young man accused of killing two men and wounding a woman at a vac shrill apartment house on tuesday slash vacville apartment house on tuesday. a hit and run driver who seriously injured a pedestrian. the victim a 59-year-old woman was hit yesterday morning while walking in a cross walk on east shore boulevard. police say the driver fled the scene. the hit and run victim has serious injuries, but is expected to survive. a restaurant brawl at an east oakland denny's restaurant could lead to serious charges. the video of this. this is on youtube now. it has been viewed 500,000 times. look at this. the fight happened on halloween between two groups of girls in costumes. you can see them throwing chairs, drinks and who knows what else at each other, causing a lot of damage to the restaurant. five people reportedly were cited. parents are fighting to keep cell phone towers away from two east bay schools, and today they plan to march to a local verizon store to make their voices heard. ktvu's craig devereaux has more on the story. >> reporter: good morning. the building where verizon has applied to put their an and in is right here in oak land. you can see here's the application. this is a public notice here that gives the add and says they want to put a mini telecommunications facility with nine antenna panels on this building. the people who go to school across the street have children there -- let me show you how close it is. it is basically a baseball throw away from that building. they are worried, parents and students, and plan a march to the nearest verizon store about two blocks away and plan to protest this plan to put up the antenna at the facility across from the elementary school. >> the group is calling for a responsibility placement of cell phone towers. i think that's the key statement. we're not saying no cell phone towers. we don't want them near our schools [ no audio ] all right. we were listening to ktvu's craig devereaux about the situation and we will have more later. this morning, the city of san francisco will say good-bye to one of its own. the former chief of police alex fagan died last week from an pay parent heart attack. he was 60 years old. while he made headlines during the fajita gate scandal. all charges in the case were stopped. he is said to be well respected among the law enforcement community. those who knew him say he had a vibrant personality with an infectious sense of humor. the memorial service is taking place at saint mary's cathedral at 10:00 a.m. itis 8:36. we stadium much-needed safety improvements and renovations. the work should be done for the 2012 season. cal has one more home game on saturday against washington. the play next year's home games at at&t park. by the way, when memorial stadium was built in 1923, it cost $1.4 million. and the memorial is for world war i. that is where the name came from. the major renovation is coming and i'm sure a officials at sfo expect travel to be up by 4% over last year. the predictions may be due in part to a record number of passengers last month. but more than 3.5 million travelers -- with more than 3.5 million travelers it was their busiest month ever. they are seeing more travel spread out due in part to the state's ongoing budget problems. >> most school districts are having trouble in california. and she has three days of furlough vacation so she has the week off. so i think that's what we are seeing more people travel through the week. >> reporter: the airport expects more than 1.2 million visitors between now and the monday after thanksgiving. passengers are advised to arrive at least 90 minutes early because travel is heavier and of course also because of those new controversial because of your cell phone service? is that true? >> it is worth mentioning the people that will be holding the protests and march later today they are not against cell phone towers. the reason my report was so short last time is we rely on a cell phone to communicate with the station and we lost this signal. so here we are again. what verizon is planning to do according to the application is put nine panels on top of the building. it happens to be across the street from a charter school an the people and students there don't want it there because they say it is too close and they say it is not a case of not in my backyard. >> this group is calling a responsible placement of cell phone towers. that's a key statement. we don't want them near our schools. >> reporter: the verizon application wants the planning commission to approve nine an and in across the school. students and parents plan to march to the verizon store two blocks from here. they won't likely get an answer there but the store is most visible symbol of the company nearby. the group is worried about the potential negative health affects of nine panels an an an didn't na generator across the street. >> the radiation can spread all over in the place and get every single kid cancer. >> this isn't the first time a having a problem. in fact, according to local newspaper, verizon in opposition to makes. a decision is expected by the end of the year on whether the race will be held in san francisco but yesterday the city's budget analyst released figures showing $22 million in new revenue coming in. a total of $128 million in possible costs. the city overlock oakland is stepping up its fight to keep the arks from moving out of town. not everyone in town is happy about those plans for a stadium right now the a's share the oakland alameda county coliseum with the raiders as you know. they played there since 1968. oakland wants to build a 39,000 seat ballpark. possibly here at the victory court waterfront park parcel. one of the homeowners contacted ktvu after getting a letter about the plan. while bruce's home is not inside the proposed area he is still worried. i want report at the december 1st planning commission meeting. it is ten minutes before 9:00. vice president biden is trying to dismiss continuing rumors that he and secretary of state hillary clinton might switch jobs before the next presidential election. vice president biden called the speculation a washington parlor game in an interview with larry king yesterday. the vice president said there was never any serious talk about him not being on the obama presidential ticket or if hillary clinton not continuing as secretary of state. as for donald trump, he seems intent on fueling speculation that he may run for president in 2012. trump says he would be willing to spend more than $200 million of his own money to fund his campaign. and that he will make a decision by this summer. trump says he thinks the u.s. has lost respect internationally and that president obama is "in over his head." more changes are in store for the upcoming season of "american idol." the singing competition will no longer feature the top 24. instead the field will be narrowed down to the top 12 contestants. hopefuls will be challenged to create music videos, marketing campaigns and an award show- style in new zealand where rescue crews are still waiting for the all clear to enter that blown out coal mine 27 workers are still missing following an explosion inside of the mine earlier today. officials say the electricity went out in the mine, which could have contributed to ventilation problems and a buildup of gas underground. five miners were able to escape the blast. and this is just in. we have just learned this morning that california's unemployment rate has remained steady over the past month. it is still at 12.4%. data shows the unemployment rate is at or above 12% for 15 months. california's unemployment rate continues to be higher than the national average, which is 9.6%. >> the bay area jewish community is reportedly outraged about a move to criminalize circumcision in san francisco. lloyd schoffield is gathering needed signatures trying to do something about the measure on the november ballot, trying to do something next year. the measure will make circumcision a misdemeanor which could result in a $1,000 fine and up to a year in jail. jewish leaders say they will mobilize against the measure. they say circumcision is an integral part hoff the jewish religion. iphone user boss want to avoid a speeding ticket may want to check out a new app. it is called i-radar. it turns the phone in to a detect for speed traps for red light cameras and for dangerous california couple discovered a surprise when they left a grocery store. take a look at this. a nine foot red tail polka constrictor. they used a little cooking oil to loosen the snake's grip on the
