that protestors have staged anti-bart rallies. total of 8 protests since the shooting of charles hill back in july. bart has closed stations eight times during the protests. we center this live camera jobs bill to capitol hill today and once again challenged congress to get americans back to work. >> i told congress that i'll be sending them a bill called the american jobs act. well, here it is. >> president obama waved the pages of 447 billion-dollar jobs package, surrounded by teachers, military veterans, firefighters, and small business owners. the president says they are the types of workers who will benefit from the plan. >> this is a bill that will put people back to work all across the country. this is a bill that will help our economy in a moment of national crisis. and this is a bill that congress needs to pass. >> while the president launched his new bill outside the white house, inside his top budget aide explained how the president plans to pay for the jobs measure. he unveiled a $467 billion companion bill, which calls for a shared sacrifice. >> as we're going through the process of dealing with paying for jobs and growth package and reducing the deficit, the most fortunate have to be part of that. >> the so-called pay for plan slashes tax deductions for people who make more than $200,000 a year, and families earning more than $250,000. it would also end some tax breaks for the oil and gas industry. the president said next week he'll lay out another new plan to cut the nation's deficit. republicans have been quick to point out that the president's jobs plantains is unfair. >> reporter: b of a was saved by a $45 billion taxpayer bailout. now it says these rounds every layoffs are just phase one. with its 5700 branches and 37 states, bank of america is the nation's largest. it currently has 288,000 employees, after having laid off 6,000 since the first of the year. now another 30,000 positions will be gone. >> what is happening is the bank is bleeding into positive territory for only the second day this month. and all the dow closed up 68 points, nasdaq finished up 27 points. ousted libyan leader moammar gaddafi has a new message for his followers. that message was read on syrian tv today. in it, gaddafi, who is still in hiding, called on his supporters to not give up. this as rebel forces surround one of his last holdsouts. libya's national transitional council says an interrim government will be announced as soon as next week. the council also says it's working to unite all troops under its leadership. the pilot of an american airlines flight became alarmed by passengers going in and outs of the rest room several times. some passengers said they didn't know their plane was being followed by fighter jets. >> little unnerving but i guess i'm glad i didn't know at the time. but we were all a little nervous about traveling on september 11th. >> jets escorted a frontier airlines flight also after two passengers spent an extraordinary amount of time in the bathroom. if passengers on either flight were rested, and coming up at 5:20, washington's reaction to a secure 9/11 anniversary. for the second time in two months, cargo is recalling its turkey products in. august the company recalled 36 million pounds of turkey because of a samonella outbreak that sickened 107 people. now a sample tested positive for the same strain, so cargo is recalling 185,000 pounds of turkey. no illnesses have been reported this time. we posted a link to the recall alert with the product information on the front page every ktvu.com. we could be hearing about more meat recalls next year. the usda is planning to begin testing meat for six less common e.coli strains. the testing begins in march. inspectors only focus now on the most common strain of the bacteria. a man is driving the first volkswagen of its kinds in north america, the 2012 passat diesel. the car was especially designed for north america and a system acted the new plant in chattahoochee, tennessee. a road project in san jose is designed to bring traffic relief to a very congested area. but the remedy could cause driver headaches first. >> i'm back in 10 minutes and show you were storm-tracker 2 has thunderstorms popping up on east of here and the fog and when it will return to your neighborhood. two men convict of the brutal kidnapping of an oakland couple 17 years ago learned their sentences today. oakland police say kevin barnes and dewayne ewing shoved the victims into the trunk of their own car back in 1994, drove them to atms to get cash, then beat the husband and raped the wife in the back seated of the car. the case went unsolved for 13 years, until dna evidence links the men to the crimes. both agreed to a plea deal in july. today barnes was sentenced to 30 years in prison, ewing to 25 years. prosecutors in san francisco decided for now not to file charges against a gaelic football player accused of putting another player into a coma with a vicious hit during a game in june. authorities arrested 26-year- old patrick power thursday on suspicion of felony assault. but they released him friday after prosecutors discharged the case spending further version. the irish player suffered a severe brain injury and has since improved and is now in rehab. a major project promises smooth sailing on south bay roads, but only amp a long bumpy ride during months of construction. this is what is happening in san jose where workers are getting readies. here's where it is happening, on almaden expressway near branham and blossom hill good news about the construction? >> yes, because it's like a double-edged sword. >> the bad? for nine months on weekdays construction will go from 10 a.m. to 3 p.m., resuming from 8 p.m. to 5 a.m. then saturdays 10 a.m. to 4 p.m. and sundays 8 a.m. to 5 p.m. and construction will now run into the holiday shopping season. >> it's too much, especially at christmastime and holidays. they've got to get traffic cops out to direct traffic and some of the shopping center areas didn't want to close exits which would have helped traffic. >> but today the county said workers will stay out of the way. >> they know that during the christmas season they've got to pull back and not be working in front of some major commercial outlets. >> still the county is asking people it avoid driving in the area, they found a fourth group of mosquitoes this year infected with west nile virus. they discovered the latest insects near sellers and chestnut treat in brentwood and four additional infected birds, bringing the total to 15 this year. an oakland apartment went up in flames over the weekend now the center of a homicide investigation. firefighters say they found the burned bodies of a man and woman early yesterday morning inside the apartment on coolidge avenue. witnesses told officials they saw two people running from the building with gas canisters. police believe the victims may have been killed in a drug- related dispute. wildfires continue to rage through remote parts of kern county. the command chief complex is made of four fires and has burned almost 24,000 acres near the community of arvin. it's threatening 2300 homes and is 30% contained. the teen fire complex consists of five fires near tehachapi. it's burned 7,000 acres and is 92% contained. a massive wildfire near austin, texas is now burning 34,000 acres and destroyed almost 1600 homes. yesterday people lined up fire supplies, many still unable to get back to their neighborhoods and see if their homes are still standing. they study lists and maps of burned homes. schools served food to students because so many families had no kitchen to make meals. when our chief meteorologist says thunderstorms here, everybody's ears perk. bill, that could be the case. >> well, most now east of us. and that is the concern. but they're serving up shots as we show you the fires in kern county due to lightning strikes. look how lit storm-tracker 2 is. reds and yellows is most likely cloud-to-ground lightning and you're getting lightning strikes. here's the upshot. around south lake tahoe, towards mono lake and yosemite, some thundershowers. but what we're seeing with these now is a lot of rain some there is a floodwatch in effect. see where it is, from truckee, getter lake tahoe area all the way south. so we're having lightning strikes but seeing significant amount of rain coming out of the cells. so that's the upshot because if you have lightning strikes, at least the ground is wet. that was not the case on friday or even saturday. but a better deal today with more moisture coming out of the sky. thunderstorms remain in the mountains through tonight. and probably tapering off when the sun sets. outside right now, temperatures warmer than they were yesterday at this time. it's not hot but warmer. fog cleared from the coast so folks at lind mar and el granada, the sun is out. lot of fog for you this summer. temperatures are in for the month of august, and it's -- most cities a good three to four degrees below average. it was a cool august. last year a cool august as well. these are anniversary of the september 11th attacks went off without incidence. he said based on information retrieved from osama bin laden's compound, al-qaeda had been interested in launching an attack on the u.s. during the commemoration ceremonies. the threat was real and remains under investigation. the ceremonies to honor the victims of the september 11th attacks are over, but today members of the public had their first chance to look at a new memorial that's changed ground zero from the site of devastation to a reflection and remembrance. >> it's a wonderful feeling to know that we're with these beautiful souls. >> the new york mayor greeted visitors at the september 11th memorial and museum. but today was not about dignitaries or official ceremonies. today the first average americans experienced the 9/11 memorial. they took in the reflecting pools and waterfalls and ran their hands over the names of the victims in described in the panels around the pools. >> i'm actually very honored to be here today. it affected the whole country. >> it's a place to come and honor and remember their loved ones, but it's also a place to be filled with hope. >> 3,000 people killed on september 11th and pays tribute to the six people killed in the 1993 bombing of the world trade center. now if you want to see the memorial, you'll have to plan ahead. the tickets are free, but because of demand you have to get them online. and we checked and found visits to the new memorial are booked up already past halloween. a private internment ceremony marks the burial today of the remains of those killed 10 years ago when flight 93 went down near shanksville, pennsylvania. it came after a public ceremony yesterday marking the 10th anniversary of the 9/11 attacks. almost five hundred family members, police, fire and emergency workers attended today's private ceremony at the national flight 93 memorial. the coroner has had custody of the unidentified remains for the past decade. los angeles sheriff's department says it has not determined if stolen artwork is actually a real work by rembrandt. we first brought you this story last month when thieves stole the small drawing from a southern california exhibition. they then dropped it off at a church. the piece, called the judgment, is owned by san francisco based institute. which values it at $250,000. the institute is standing by its assertion that it is real, even though it has not shown the paperwork to prove it. a series of robberies in san francisco is causing taxi drivers to be on high alert. we'll tell you what areas are targeted and why police think one man is responsible. >> it's quiet and it saves you money on gas. coming up, the newest electric car company to hit the bay area. it's turned into a dangerous stop for san francisco cabbies. now another taxi driver has been robbed and police are hoping surveillance video will help them catch the armed robber. for the fourth time in about a month, a san francisco cabbie has been robbed in the west edition. janine tells us where the latest attack took place early this morning. >> reporter: the foot of market, you see a lot of taxi drivers pull up and drop off tourists. but police say this man responsible for this series of robberies is no tourist. he possibly lives in the area he is targeting. taxi driver francis had no idea earlier today a foale cab driver was robbed on the same street he was driving on. >> usually they put a memo that somebody got robbed like that. and there's no memo in the company. >> police say at 2 a.m. a 56-year-old cab driver picked up a man at 18th and castro streets and asked to be driven to divisadero and geary. but during the drive he asked him to take him somewhere else. >> he held a knife to his throat and took the cash from the cabbie. >> since july eight cab drivers have been robbed and since august the fifth time since a cabbie has been robbed at o'ferrell and beadman streets. another man is may be responsible for other robberies. >> we think it's the same person, and that he in fact -- the last two robberies were probably committed by an accomplice. >> police have looked at surveillance video taken invited the tackees but say it's too blurry. gonzalez, who was robbed on the job years ago, says he is going to take precautions. >> i don't know, maybe trying to stay away from this area. why should i risk my life if things happen like this in here? >> police say o'ferrell and beadman is a quiet neighborhood with not a lot of foot traffic, which is why the robber asked to be dropped off there they believe. the robber is a black man, in his 40s or 50s, 5-foot 9 inches tall, weighs 210 pounds, and was wearing all black clothing. authorities in oakland say there cook a connection between a police pursuit and a shooting. a chp officer spotted this car speeding on hyde street at 1 a.m. there was a chase. a gun was found at the scene and police are investigating whether that gun was used in a shooting in the area. the two people in the car are being held by police. benicia could soon see dozens of new jobs. it's all because of a los angeles company's venture from the sync center bart station east to the powell street station. you can see some on the sidewalk, and i see at least one banner carried. about 40 or so police officers according to our crews on the scene. you can see interest there. a lot of police and they're creeping protestors off market. at this point, traffic is not appear to be affected. we also have information that there are no bart closures as every right now. you remember that in the weeks the protests have been happening, that has been the case but again, as of right now, bart stations are open, and protestors are on the march coming up on the news at 6. gasoline prices nationwide went up the past month. trim a's fuel gauge report shows the average fries and 3.65 a gallon basketball, a nickel higher than a month ago. but nearly a dollar a gallon higher than a year ago. here in the bay area the average -- oil prices rose today on u.s. markets after an up and down day driven by competing economic forces. the downward pressure came from worries over the debt crisis, slowing europe's economy. upward pressure came from a report significant developing nation will likely increase demands. at the end of the day prices were up 95 cents a barrel to close at 88.19. your eating habits maybe the same next year but your grocery receipts may not be the u.s. officials say the unseasonably hot summer is damaging this year's corn crop. corn is used in many staple items such as cereal and soft drinks, and that means prices for groceries could shoot up. officials say it will take about six months to see the effect at the grocery store. congress faces a friday deadline to settle on a budget deal to keep funding the federal aviation administration. one of projects that would be affected is a construction of the new air traffic control tower at oakland international airport. congress reached a temporary deal last month. the faa plans to be at oakland airport tomorrow afternoon to lobby for permanent funding. people who complain of hearing a constant ring in their ears may not be hearing anything at all. uc berkeley announced today researchers looking into treatments for tinnitus discovered that the ringing originates in the brain, not the ear. the brain is making up for damaged ear cells that detect sounds. scientists are turning their attention on how to retrain the brain, not to produce that ringing. new research released today shows insomnia may be a family affair. the study center a canadian university says people are two- thirds more likely to suffer from insomnia if a family member has the disorder. researchers also say insomnia may be genetic. more findings will be presented this week in quebec city. arizona congresswoman gabrielle giffords is about to give her first tv interview since the shooting spree left her with brain injuries. she and her husband agreed to sit down with diane sawyer. she was shot in the head in january. six other people were killed in the shooting. exciting highs for tomorrow. bay area researchers are raising concerns over a possible link between bpa and cancer. bpa is a chemical found in some canned and plastic containers. scientists at california pacific medical center reported today that bpa is able to turn on a critical switch in cells that could cause them to become cancerous. researchers say cells exposed to bpa can also become resistant to the anti-breast cancer drug. are certain tv shows to blame for your child's attention troubles? how researchers are feeling a popular cartoon character to illustrate their theory. >> reporter: parents should pay attention because the theory is fast paced tv images live up children beyond their ability to control themselves. researchers say it's the pace of the spongebob cartoon that watching just nine minutes impairs youngsters' brain functions. >> the kids that watch this very fast paced cartoon immediately afterwards had a lot of difficulty planning things, executing things, and delaying gradification. >> this child psychiatrist says this can lead to behavior problems. although the study was in four- year-olds, she says all developing brains responds the same way. some 10-year-olds today told me spongebob is their favorite. parents say they discourage cartoons. >> i have a hard time watching cartoons. i feel overwhelmed. so that's why i -- don't want her to do it. >> it's not like real life. even watching something on video that's real people moving would be different than something that's a cartoon. >> maybe something a little more educational or counting numbers or sesame street, something like that. >> researchers said the fast paced cartoon changed scenes every 11 seconds. the educational cartoon she used as a happy control much smaller, one-third as fast. >> somebody at the door already. >> dr. davies recommends parents must have children watch choose even slower paced programs such as mr. rogers or sesame street. the children's tv often is not calming. >> some tv shows were actually make kids rev up a little bit. >> study has flaws, it was small only 60 children, and did not measure any long-term effects. still, it may encourage parents to monitor more carefully what their children watch. uc berkeley has a plan to pay for its online education project. the san francisco chronicle reports that it wants to get non-uc students to help foot the bill. the university needs about $6 million to fund cyber courses, ranging from climate change to game theory. but it's raised a little over a 10th of what it needs some they'll consider selling 7,000 spots in the courses to non-uc students, possibly in china. a new report says recent college grads watts are having a tough time paying back their federal loans because of the economy. the latest numbers from the department of education show a dramatic 25% increase in the number of students defaulting. the number of defaults increased from 239,000 to 320,000. it looks like beer drinkers are paying more attention that their health. researchers found that full calorie beers, about 145 calories a can, are becoming less popular and that light and ultra-light beers which have about 100 or less calories have taken over half the market in the last three decades but light topped the lists of popular beers with sales doubled those of regular budweiser. we have some of the then again on wednesday afternoon. the west slope of the sierra nevada. so today's highs look like warmer than yesterday. tomorrow's highs are going to be maybe a little warmer than today. slight warming trend started yesterday, works its way into tomorrow. wednesday about the same. but subtle changes. mid-60s on the coast. it's sunny out along the easts right now. the cliff house are looking
