can follow logic, but i was listening to the soundbite from donald trump about the shark and electrocution. i tried to follow it and i could not make sense. >> you cannot follow it because it makes no sense, none of it makes any sense, but that is the point, isn't it? the more you speak in senseless nonsense the more people expect senseless nonsense from you and that lowers the bar to the ground. >> and everyone ignores it and moves on and i think that is the scary thing that this guy could one day be president again, making no sense, but as you said, here we are. alex, great to see you, my friend. enjoy the rest of your evening off. >> have a great evening, my friend. >> thank you so much. today's decision will have deadly consequences. that is what justice sotomayor said about the ruling from her conservative colleagues rejecting a trump european on bump stocks. the conservative justices have single-handedly overturned one of the few measures to help stem gun violence in this country and there are not that many. donald trump's administration actually banned bump stocks after a gunman used them to open fire at a country music festival in las vegas in 2017, killing 60 people and injuring 500 more in the single deadliest mass shooting in this country's history. the trump era policy made it illegal to possess bump stocks using the same federal laws that prohibit machine guns. but clarence thomas after news of more luxury trips from his billionaire benefactor, somehow twisted logic in his interpretation that a firearm equipped with a bump stock which allows a semi automatic rifle to fire with the speed of a fully automatic weapon, does not meet the definition of a machine gun under federal law. this is what he wrote. we hold that a semi automatic rifle equipped with a bump stock is not a machine gun, because it cannot fire more than one shot by a single function of the trigger. now i want to take a minute here to remind everyone what the deadliest massacre in american history sounded like. >> what is it? >> that is what a semi automatic rifle made more deadly as a weapon by bump stocks sounds like. you don't have to be a weapons expert to figure that out, but clarence thomas and other extremists on the court don't think that qualifies as a machine gun. justice sonia sotomayor are issued a dripping dissent, writing in part today the court puts bump stocks back in civilian hands. to do so it casts aside congresses definition of machine gun. when i see a bird that walks like a duck, swims like a duck and quacks like a duck, i call that bird a duck. a bump stock equipped semi automatic rifle fires automatically more than one shot without manual reloading by a single function of the trigger. because i, like congress, call that a machine gun, i respectfully dissent. donald trump's campaign issued a statement reminding voters that he supports the second amendment and is endorsed by the nra. court, the court has spoken and their decision should be respected. that doesn't sound like a guy who is very upset with how the supreme court ruled. instead the biden harris campaign blamed trumps justices in a statement that makes clear they no longer see the conservative majority on the supreme court as anything other than an arm of donald trump's republican party and his maga agenda. weapons of war have no place on the streets of america, but trumps justices have decided the gun lobby is more important than the safety of our kids and communities. donald trump through his words, his actions and his supreme court nominees, makes it clear every day that he doesn't care if the american people live or die at the hands of weapons of war on our streets. trump only cares about the safety, security and freedom of one person, donald trump. it is telling who called on congress to ban bump stocks after the court ruling today. president biden, vice president harris and democratic leaders did. you know who did not? donald trump and neither did republican sycophants who rallied around him during his return, his first return i should note, to capitol hill since he incited a insurrection on january 6. justices are helping donald trump avoid accountability for january 6 by delaying the decision on his claim that he has absolute immunity from prosecution for his efforts to steal the 2020 election. our first guest tonight, democratic congressman jamie raskin who reminded voters that the supreme court is also on the ballot, by posting this. justice alito turned the flag upside down. donald trump turned the bible upside down. maga turned the capital upside down. the roberts court turned the constitution upside down. let's set america right side up in november. joining me now is democratic congressman jamie raskin of maryland. he is a controversial -- congressional impeachment manager. congressman, it is great to see you as always. your assessment of the trump justices opinion this morning. >> well, it was outrageous, of course. it was not just justice sotomayor who said that this bird quacks like a duck and walked like a duck. it was the bureau of alcohol, tobacco and firearms, so it was the governing agency which said that a semi automatic weapon equipped with a bump stock operates exactly like a machine gun and should be treated that way. of course it was in the wake of the las vegas massacre where 58 people were destroyed and more than 500 wounded, fundamentally altering the lives of hundreds of people and snuffing out the lives of 58 of them. and trump at that point pretended at least to support that action as a substitute for universal violent criminal background check and for a complete ban on military style assault weapons. now they get the justices he brags about on the court to overturn roe v. wade and they also strike this down. they are not going to do anything about it. so the flag of america they fly upside down. the flag at the nra they fly right side up and they fly at very high, way above the rule of law, way above the constitution and public safety of the people. >> one of the important things in today's ruling, congressman, is the terminology. in her dissent justice sotomayor points out that every member of the majority has previously emphasized that the best way to respect congressional intent is to adhere to the ordinary understanding of the terms congress uses and today the majority forgets that principal and actually substitutes its own view of what constitutes a machine gun. she cites each justice and it seems like the supreme court here is trying to get off on a technicality of what the definition of a machine gun is, when congress made clear what it is. does it seem like these justices are making arbitrary decisions based on whether they like the law or not? >> the majority was splitting hairs in the interest of the nra and it was to say that whereas a machine gun operates with one flick of the trigger, when you equip the semi automatic with a bump stock, you have to maintain some backward pressure on the trigger. of course the atf and justices dissenting and any common sense interpretation would tell you that that gun is operating functionally just like a machine gun and destroys life with the efficacy and as you pointed out in the very beginning. that is why we have the rule against machine guns. now my right wing maga colleagues don't agree with that. they don't think there should be a rule against machine guns or tanks or any weapons. they think all of those are arms under the second amendment and their argument is the second amendment gives you the right to overthrow the government, despite the fact there are half a dozen different provisions in the constitution specifically for opposing insurrection, including the 14th amendment, which says if you have ever sworn an oath to support the constitution and you violated by engaging in insurrection or rebellion, you should never be allowed told federal or state office again. that is one of many. you can look at article 1 section 8 which says congress has the authority to call forth the militias of the states in order to suppress insurrections and yet the argument that you hear from matt gaetz and jim jordan and marjorie taylor greene, all of them, is that the second amendment is about giving the people the right to engage in a violent insurrection or rebellion against our government. >> and of course the other big news this week is the news we didn't hear. no immunity decision today. the supreme court once again delaying trump being held accountable for january 6. it seems like we are not going to find out, obviously, that decision, perhaps maybe in the next couple of weeks, but certainly not this week. aren't voters entitled to a trial before the selection? >> well, we are not constitutionally entitled to a trial before the election, but the trial itself should have gone on unimpeded without the supreme court intervention on the most ludicrous proposition trump has advanced, which is that a former president of the united states is immune to all criminal prosecution because he is a former president and that is specifically debunked by the constitution itself, which says if you are impeached and convicted, even in that case you can still be criminally prosecuted. everybody has assumed and advanced the idea that of course you can be prosecuted. when i took the house impeachment over to the senate in the second impeachment of donald trump, even trump's lawyers were saying you don't need to impeach them, you don't need to convict him, because he can be properly prosecuted like any other citizen can be. that was the essence of their argument in the second impeachment trial. now they want to take that back and say no, of course you can't prosecute a former president, even if he engages in assassination. trump's lawyer was saying in the d.c. circuit that he is immune even from prosecution for assassination unless you first impeach and convict him, which gives him an incentive to kill off enough members of the opposition party or enough reasonable members of the house and senate to keep himself from being impeached or convicted. it is utterly outlandish, but this is where we are with donald trump now. >> outlandish and have to say that i think your post, congressman, is the perfect distillation of what has been happening in this country. everything turned upside down and our chance of correcting it this november. congressman jamie raskin, thank you so much for joining us this evening. joining me now, former member of the democratic house of representatives. she is running to replace rick scott in the senate. great to have you with us. great to see you again. talk to me about why the senate is so important when it comes to the courts, when we see what played out today with the supreme court. >> we are seeing the results of those trump appointees and really reject the opinion of the public. we know that a majority of americans support common sense laws. this was actually an executive order passed under president trump if you remember and that is why executive orders don't stand and it is incredibly important to make sure congress acts and protects the safety of our children, protects public safety for our communities, like congressman raskin, a good friend of mine, just mentioned. they are siding with the gun lobby and not doing what they need to do to protect children's lives. that is very important to be in the senate and make sure that we keep the majority of the senate in november. the senate majority is going to run through florida. we know that we need to pick up a seat. rick scott is the most vulnerable republican we have and the most unpopular republican in the state of florida right now. polling is showing that we are statistically tied at this point, but this man is someone who lies to floridians and tries to lie his record away and is actually right now as we talk about senate appointments, what he is doing is blocking very significant appointments right now in retaliation because he does not agree with the conviction of the former president. he is the poster child of extremism and one of the most radical members we have right now in the senate. >> it seems like he is gas lighting us. rick scott put out an ad vowing to protect ivf, one day after he voted against ivf. it feels a little bit like gas lighting because any other case of believe what they do, not what they say. is there any doubt that he would just follow along with whatever trump wanted, including confirming any and all trump judicial nominees and not be an independent thinker? he is maga through and through. >> absolutely. the man must think we were born yesterday, which is the day that he voted against ivf. this is someone pushing for a national abortion ban. supports the most extreme ban on abortion. a six-week ban with hardly any exceptions, but now he is using his wealth, the wealth he has been accumulating in office, in the senate, to lie to floridians. which is why it is so important for everyone watching tonight to make sure he does not get reelected because he wants to be trump's puppet and become senate majority leader. he will pass a national abortion ban. he will block access to contraception. he will block access to ivf. if you are watching tonight i need you with me. i need you to support me in this race. this is our one opportunity to make sure that we keep the senate majority, so that we can, once and for all, really get rid of the extremist policies that the maga agenda is trying to push through and using rick scott as the puppet for that. >> thank you so much. i greatly appreciate it as always. it is great to see you. >> thank you. coming up, donald trump broke the internet yesterday with one dumb sentence. milwaukee where we are having our convention is a horrible city. it was a politically stupid comment, but it is at least a coherent thought. what do you do when the republican nominee says i will take electrocution every single time? i'm not getting near the shark. we will try to explain that next. oooh! this is our night! shingles doesn't care. but shingrix protects. only shingrix is proven over 90% effective. shingrix is a vaccine used to prevent shingles in adults 50 years and older. shingrix does not protect everyone and is not for those with severe allergic reactions to its ingredients or to a previous dose. an increased risk of guillain-barré syndrome was observed after getting shingrix. fainting can also happen. the most common side effects are pain, redness, and swelling at the injection site, muscle pain, tiredness, headache, shivering, fever, and upset stomach. ask your doctor or pharmacist about shingrix today. i love that my daughter still needs me. but sometimes i can't help due to burning and stabbing pain in my hands, so i use nervive. nervive's clinical dose of ala reduces nerve discomfort in as little as seven days. now i can help again feel the difference with nervive. life, diabetes, there's no slowing down. each day is a unique blend of people to see and things to do. that's why you choose glucerna to help manage blood sugar response. uniquely designed with carbsteady. glucerna. bring on the day. in washington yesterday, donald trump met with a group of america's most powerful ceos including apple and j.p. morgan chase. donald trump let some of those who attended the meeting, somewhat concerned. >> i spoke to a number of ceos who i would say walked into the meeting being trump's supporter- ish or thinking they might be leaning in that direction who said he was remarkably meandering. could not keep a straight thought. was all over the map and it is maybe not surprising, but what is interesting to me is these are people who i think might have been predisposed to him and actually walked out of the room. >> here's the thing. donald trump does not only meander in private. on the campaign trail he often praises the fictional serial killer and cannibal hannibal lecter and then on sunday he said this, bizarrely. >> what would happen if the boat sank from its weight and you were in the boat and you have this tremendously powerful battery and the battery is now underwater and there is a shark approximately 10 yards over there. by the way a lot of shark attacks lately. did you notice that? so there is a shark 10 yards away from the boat. over here. do i get electrocuted if the boat is sinking and water goes over the battery? do i stay on top of the boat and get electrocuted or do i jump by the shark and not get electrocuted? >> if i said that with a group of friends at a coffee shop here in brooklyn or in new york, they would be very worried about me. that is the republican presidential nominee thinking out loud. do i jump over by the shark and not get electrocuted? is this a sitdown old man moment? after all, trump is 78 today. or is this a symptom of an unwell mind we should be worried about is a country? the easy relationship between buffoonery and dictatorship. look at this video released by north korea. it is kim jong-un just last month. ♪♪ >> in 2015 during donald trump's first presidential campaign, when pundits argued about trump's fitness, the daily show's trevor noah said that trump sounded a lot like a dictator who took power in a coup and had hundreds of thousands of people killed. >> once you realize that trump is basically the perfect african president, you notice the similarities everywhere. >> i say not in a braggadocious way, i have made billions and billions of dollars. i made a tremendous amount of money. i'm really rich. i have a great temperament. they love me anyway. i have an amazing job. i was born with a certain intellect. god helped me by giving me a certain brain. >> the former president and best president of uganda. >> the people like me very much. i'm very popular. i'm very powerful. i have got a very good brain. >> mussolini was widely portrayed as a buffoon well ruling fascist italy. a second-rate dictator who was bumbling and ineffectual, he still killed thousands of people and stayed in power for two decades. so what to make of the trump gibberish? tom nichols in the atlantic rights i am not a psychiatrist and i am not diagnosing trump with anything. i am however a man who lived on this earth for more than 60 years and i know someone who has serious emotional problems when i see them played out in front of me over and over. the 45th president is a disturbed person. he cannot be trusted with any position of responsibility and especially not with a nuclear arsenal of 1500 weapons. one wrong move could lead to global incineration. joining me now is tom nichols, former professor at the u.s. naval war college. he is a staff writer at the atlantic, where he is the author of the daily newsletter. and a washington post opinion columnist and msnbc political analyst. good to have you both with us. tom, i will start with you. there are two problems. trump's gibberish as you call it and the coverage of trump's gibberish as i was making light of earlier with alex. how do you present the sharks and electrocution stupidity that we just saw there on the evening or local news? how do you cover that so that when people in america see it they are not laughing about it and dismissing it like an old man who has gone senile, but a man who wants to have the codes to the nuclear weapons. >> one thing is adding headlines that reflect reality. instead of saying things like trump talks about not taxing tips in las vegas. i think the lead, the real headline for that day is former commander in chief goes on mystifying rant about dying from sharks and electrocution. and what happens i think often in the media is that we all go through trump's speeches and it is like a big bag of refrigerator magnets. that little game of words and we pick out the ones that make sense and then stick them back up so they actually make sense in some way. this is really the probl
