China suspends economic dialogue with Australia as relations curdle

5 Min Read
BEIJING/SYDNEY (Reuters) -China “indefinitely” suspended on Thursday all activity under a China-Australia Strategic Economic Dialogue, its state economic planner said, the latest setback for strained relations between the two countries.

“Recently, some Australian Commonwealth Government officials launched a series of measures to disrupt the normal exchanges and cooperation between China and Australia out of Cold War mindset and ideological discrimination,” China’s National Development and Reform Commission (NDRC) said in a short statement on the decision.

Australia has canceled infrastructure projects that were meant to boost trade with Beijing. The move is a loss of face for Chinese President Xi Jinping and could prompt other countries to back away from similar deals.
Chinese loans are funding rail, road and power projects across Asia, Europe and Africa
The Australian government may have only halted a couple of small joint-infrastructure projects with China, but the response from Beijing to the decision was one of rage and threats. The Chinese embassy in Canberra called the halt "unreasonable and provocative" and vowed revenge.

Chinese Lease of Port of Darwin Open to Review: Australian PM
Australian Prime Minister Scott Morrison has not ruled out reviewing the controversial 99-year lease of the Port of Darwin to a Chinese-backed entity.
“If there is advice from the Defence Department or our security agencies that change their view about the national security implications of any piece of critical infrastructure,” Morrison told reporters. “We have legislation now which is dealing with critical infrastructure.”
“You can expect me as prime minister to take that advice very seriously and act accordingly.”
Morrison was in Darwin announcing a substantial $747 million upgrade to four military facilities in northern Australia.

President Vladimir Putin of Russia, in his annual State of the Nation address on April 21, warned that Russia will not tolerate actions that threaten its sovereign interests.
April 23—As tensions increase dramatically due to the targeting of Russia, China and other nations that refuse to submit to the unipolar, “rules-based order” enforced by the U.S., UK and NATO, President Putin delivered a stern warning in his 17th annual State of the Nation Address on April 21. While addressing Russian concerns over the state of the economy, his remarks were pointed regarding the strategic crisis stemming from ongoing geopolitical provocations in Ukraine, against Belarus and elsewhere, even as he reiterated his desire for more cooperation, renewing his call for a summit of the Permanent Five (P5) members of the United Nations Security Council.

Synopsis
Today, China is left with only Russian support on this issue while much of the rest of the world has moved on. And India’s role has been central in making the idea of Indo-Pacific a reality. Much as New Delhi’s reservations on BRI are now the standard template for responding to the project around the world.
This pushback has also emerged in the context of the BRI, the signature vanity project of Chinese President Xi Jinping

Till a few months back, China’s rise was taken as a given. It still is in many ways. China is a rising economic and political power and it’s pointless to talk about preventing that from happening. But how China rises can certainly be managed so that it causes least disruption in the global order.

UAE Lends Pakistan Billions, Competing with China
21 Apr 2021
Sheikh Abdullah bin Zayed al-Nahyan, foreign minister of the United Arab Emirates (UAE), told his Pakistani counterpart Shah Mahmood Qureshi on Tuesday that the UAE will roll over a $2 billion loan and “extend every possible support” in an effort to improve relations between the two countries.
Qureshi responded by saying the UAE’s gesture “reflected the warm and brotherly ties” between the UAE and Pakistan, while Qureshi’s office hailed the loan rollover as “yet another manifestation of the close cooperative relations between the two countries.”
The interest-free loan of $2 billion was made in January 2019 by the Abu Dhabi Fund for Development (ADFD), which is essentially the UAE’s foreign aid program. The Pakistani government was struggling to pay its debts at the time, little knowing its economic situation would soon be made even worse by the Wuhan coronavirus pandemic.

Australia cancels two infra deals with China on national interest grounds

Australia has cancelled two Chinese Belt and Road infrastructure building initiative deals with a state government, provoking an angry response from Beijing.
The bilateral deals with Victoria state were among four vetoed under new laws that give the federal government power to overrule international agreements by lower-level administrations that violate the national interest, Foreign Minister Marise Payne said late Wednesday.
The Belt and Road deals struck with Beijing in 2018 and 2019 triggered the legislative response.
Victoria Education Department pacts signed with Syria in 1999 and Iran in 2004 were also cancelled.
I consider these four arrangements to be inconsistent with Australia's foreign policy or adverse to our foreign relations, Payne said.

"This scheme is very focused on Australia's national interest," Australia's Foreign Minister said.
Sydney:
Australia said a decision to cancel two accords between Victoria state and China on the Belt and Road Initiative was taken to ensure consistency in foreign relations and was not aimed at any country.
The Chinese embassy earlier criticised the move by Foreign Minister Marise Payne to veto two agreements signed by Victoria state as "provocative" and said it would further damage ties with Australia.
Payne said on Thursday that Australia was a federation and states entering into agreements with foreign governments are now required to consult with the federal government.

SYDNEY: Australia said on Thursday (Apr 22) that it cancelled two accords between Victoria state and China on the Belt and Road Initiative because they were out of line with the federal government's foreign policy, which sees a "free and open Indo Pacific" as a key goal.
A Chinese foreign ministry spokesman responded by urging Australia to abandon its "Cold War mentality and ideological bias" and "immediately correct its mistakes and change course".

Digital Yuan Gives China a New Tool to Strike Back at Critics

Article content
(Bloomberg) — Even as China grows in economic and military power, perhaps nothing reveals Beijing’s weaknesses more than the U.S.’s control of the global financial system.China has recently sought ways to counteract U.S. sanctions after the Trump administration targeted Chinese officials and companies over policies from the South China Sea to Xinjiang. Hong Kong’s leader can’t access a bank account and a top executive at Huawei Technologies Co. is detained in Canada. Even China’s state-run banks are complying with U.S. sanctions. That’s one reason the Biden administration is starting to study whether China’s development of a digital currency will make it harder for the U.S. to enforce sanctions, Bloomberg reported earlier this month. The digital yuan, which could see a wider roll out at the 2022 Winter Olympics in Beijing, is also spurring the U.S. to consider creating a digital dollar.

The International Institute for Strategic Studies puts the overall estimate of China’s military budget at $230 billion (https://bit.ly/3sofrDw). The intentions for global supremacy are apparent, chiefly to outrun the Pentagon. The primary geopolitical rivals, namely Russia and China may possibly provide the strategic and tactical counterbalance to the hegemony of America. Moreover, the international order is under threat of the rising economic power of the BRICS

Indonesian companies ask China to up stake in high-speed rail project

By Reuters Staff
3 Min Read
JAKARTA, April 15 (Reuters) - Indonesian state companies building a Chinese-funded high-speed rail line are negotiating for Beijing to increase its stake in the project after budget overruns look set to boost costs by a fifth, a company executive said.
The 142 km (88 miles) rail project, connecting the capital Jakarta to Bandung, which is part of China’s Belt and Road Initiative, was originally expected to cost 66.76 trillion rupiah ($4.57 billion) when awarded to a consortium of Chinese and Indonesian state firms in 2015.
Construction company Wijaya Karya has the biggest share in a 60% stake it co-owns with other Indonesian firms in the consortium, named PT KCIC. The China Railway Engineering Corporation and other Chinese companies control the rest.

China-India border tensions 'remain high' despite de-escalation: US intel report

China-India border tensions "remain high" despite some force pullbacks this year, the US intelligence community has told Congress, asserting that Beijing seeks to use coordinated, whole-of-government tools to demonstrate its growing strength and compel regional neighbours to acquiesce to its preferences, including its claims over disputed territory.
The Office of the Director of National Intelligence (ODNI) said in its latest annual threat assessment report to the US Congress that Beijing will continue to promote the multi-billion-dollar Belt and Road Initiative (BRI) to expand its economic, political and military presence abroad, while trying to reduce waste and exploitative practices, which have led to international criticism.

BRI China | Is the Belt and Road Initiative causing a debt crisis for China?

The Council on Foreign Relations recently concluded that the BRI undermines global macroeconomic stability and increases the likelihood of a sustained debt crisis in emerging markets.

Chinese Regime Pushes for Buddhist Diplomacy With New Tactics
In recent years, the Chinese communist regime has been pushing for “Buddhist diplomacy” in its quest for global domination, especially after international backlash against its Confucius Institutes. Experts held a symposium in Taiwan to reveal the regime’s new tactics of Buddhist diplomacy.
On April 1, mainland Chinese Buddhist scholar Liu Yuguang gave a speech at the symposium called “China’s Buddhist Diplomacy,” held at Taiwan’s National Chengchi University Graduate Institute of East Asia Studies.
Liu stated that the Chinese Communist Party (CCP) is actively developing the concept of “Buddhist New Motherland” to promote Chinese nationalism, according to a report by Radio France Internationale (RFI). He said the Chinese regime has turned Buddhism into a “tool of its diplomacy” because there are many Buddhist believers in the world, and this move could make up for problems such as the backlash against China’s Confucius Institute (CI) in recent years due to concerns over its ties with the Chinese regime.

Djibouti [Djibouti], April 11 (ANI): The relationship between Djibouti and China is a case study on how Beijing is using its global infrastructure investment strategy, the Belt and Road Initiative, to aggrandise its economic influence and strengthen its position as the top investor in Africa.
The present scenario, however, illustrates the limitations of China's vast investment and loans project as it is drying up, reported France24.
In accepting vast inflows of Chinese capital and loans, Djibouti now finds itself in a situation of such economic dependence that it "risks threatening its autonomy", Sonia Le Gouriellec, a Horn of Africa specialist at the Catholic University of Lille, wrote in the Revue de Defense Nationale (National Defence Review).

CNN’s Fareed Zakaria blew out of the water the idea that the Pentagon was asking for ever larger military spending because of the Chinese threat, its own effectiveness as a military machine in places like Afghanistan, or as value for money. He showed that the Pentagon’s obsession with its ‘military edge’ over competitors was totally overblown.
