themselves. >> chris jansing joins me now. chris, these were some of the administration's strongest comments that were directed towards the iraqi forces and, by extension, the iraqi government. >> no doubt about it ayman, those are the harshest words we've heard since the fall of ramadi coming from secretary carter. but you also have a flip side of that which is that the administration doesn't plan any changes to what has been basically a plan that is training and equipping those soldiers and also of course supporting them with u.s. and coalition air strikes. but it has provided by an opening for critics who say more needs to be done. the options as you well know ayman, cover a wide range, including republican members of congress who say many more troops need to go in thousands perhaps 10,000. that's not going to happen. there is a push even among democrats, for example, a veteran who represents hawaii who says we need to supply

no will to fight. they were not outnumbered. in fact they last i have outnumbered the opposing force. yet they failed to fight. they withdrew from the site. and that says to me and i think to most of us that we have an issue with the will of the iraqis. >> the will of the iraqis to fight, especially in ramadi. he's really focusing on that because the fall of ramadi is so serious. it's a major city in iraq. brings isis closer to baghdad. it is not what the u.s. wanted to see. the iraqis may be wanting that counterattack. and it may or may not work. but what carter's people are telling me today is they've begun to look at some of the reasons why the iraqis had no will to fight. and what they're fielgdnding is by all accounts these iraqi units

their country. it's a lot to ask for more families to bear the ultimate price to fight for a country where the people of that country do not seem to want to fight for it. it's really that simple. i respect senator mccain's service but the idea that we're going to send thousands of more troops there and we'll turn the situation around when the iraqi people themselves aren't willing to turn it around i just don't see how that's -- i don't see how that's a solution. >> and, amy, just to expound on that i understand what senator mccain means. he wants to put 10,000 to 20,000 american troops in there to sort of teach the iraqi forces and -- >> we're doing that. >> we are doing that with 3,000 american troops there now. it's not quite working as we witnessed with the fall of ramadi. so is that what we want to do is to put tens of thousands of american soldiers there? if we do that how long do they stay? >> i think what we want is a strategy.

is she going to get away with it? >> i think they're counting on a couple things. one is that no one's paying attention right now. the public voters in general, they're not tuned in right now. they also have going for them that no other democrat has stepped up and complained about what's going on with hillary clinton. so she can mississippi all this as right wing nonsense. >> why not? >> they're intimidated by the clinton machine, i don't know. i don't think that's going to last. i think at some point a democrat will stand up and say, listen folks, hillary clinton is damaged goods. >> and her trust ratings are taking a big hit. 25% trust, secretary clinton. president obama insists the war against isis is not being lost with the fall of ramadi and the advance of the islamic state in syria suggest otherwise. so will the administration change course before it's too late? n change

speaking out of turn. ever since the fall of ramadi this week and palmyra in syria there's been pressure on the white house and criticism on the white house's whole strategy regarding isis in the region. you're hearing from a lot of people saying the white house needs to come up with a whole new strategy to make sure they can defeat this isis threat. you have secretary of defense carter saying look this is up to the iraqi forces to really step up. let's play a little bit more of what he had to say in the exclusive interview with barbara starr. >> what apparently happened was that the iraqi forces just showed no will to fight. they were not outnumbered. in fact, they vastly outnumbered the opposing force. they failed to fight, they withdrew from the site, and that says to me and i think to most of us that we have an issue with the will of the iraqis to fight isil and defend themselves.

fall of palmyra in syria this week, a lot of discussion about whether the u.s. knees to change its entire strategy to ensure isis is defeated. secretary carter said a big part of the problem is the iraqi forces themselves. take a listen. >> we can give them training we can give them equipment. we obviously can't give them the will to fight. if we give them training we give them equipment and give them support and give them some time i hope they will develop the will to fight because only if they fight can isil remain defeated. >> reporter: so there you have secretary carter staying is going to be up to the iraqi forces to step up with the help and the support of the u.s. but it's gonna come down to them to fight and defeat isis in a lasting way, fred. >> and of course we heard a lot of criticism about the president's approach to isis but what more is being said? >> from a lot of republicans,

the united states will carry the weight the local government eventually pulls back and their ability to win the insurgency declines. the second thing, michaela this is not a military issue. we're talking about tactical military gains for isis in places like palmyra, ramadi it's political. does the iraqi government officer autonomy -- >> we'll explore that further. i want to drill in a little bit tora ma di and the fall of ramadi ramadi. colonel reese we've talked about this before. we heard from the president who told the atlantic that he doesn't think we're losing. i don't think we're losing quote, he also called the fall of ramadi a setback. but the fact is isis is on the offensive. you mentioned to me yesterday on the air that this is sort of the regular ebb and flow sadly of war. but they are gaining ground are they not? >> well they have made some advances in some locations, michaela. the problem is everyone's looking at this through a straw. they're just looking at ramadi.

as for syria, the terrorists are now apparently in control of half of the entire country. joining me now to talk about it the director of the center for foreign policy studies at the heritage foundation. also with us in washington -- excuse me steven is also a former special army forces officer. also with us in washington is a senior fellow at the education for peace in iraq. gentlemen, thank you both for being here. ali, i want to begin with you. you penned a very very interesting op-ed in "the new york times." you argued that even with 50% of syria under isis' control, even with the fall of ramadi and fallujah in iraq you say that people are overblowing the advances that isis has made. how can that be? >> well poppy, it's good to be with you. i think if you look at iraq there's certainly a mixed picture when it comes to the war against isis.
