needs to look at the very severe consequences to the u.s. economy. you can see the dollar tank. people's -- the stock market could tank. you'll see the global economy impacted by this. so this is something that i think no one thinks that america should be playing with. >> kevin mccarthy got that speakership by the skin of his teeth. do you think he is willing to allow this country to get into a state of default on its debt just to appease the hard-right freedom caucus which refuses to move? >> look, the words coming out of the oval office just a few minutes ago that we heard, that you just played, katie, i thought they were quite optimistic. both sides talking about the fact, they said default is not really on the table. that's very important if they both mean it. both sides saying they have to look at some kind of deal that is acceptable to each republican and to democratic bases. so that was more optimistic than i've been hearing during the course of the day. i was having conversations with somebody up on the hill earlier today, and they said listen,

>> reporter: some of them absolutely are. behind the scenes they made some of these key decisions. two members in particular, michael cloud and andrew clyde. they unusually were two republicans who held out on kevin mccarthy. we're told they will have a seat on the house appropriations committee. that funds the federal government. there are also other members as well. byron donalds who was nominated to run against mccarthy fell short of those votes and he'll have a seat on the financial services committee. this is all part of mccarthy's deal. he promised more representation from some members of that hard-right freedom caucus, and that won over some of these key members. we're learning more and more about elements of kevin mccarthy's handshake deal, and that's exactly how he got the votes to get ballots to become speaker. >> it's all coming together. thank you. with us kelly armstrong, making these decisions about committee assignments. congressman, thank you so much

giving them more leverage over the speaker, being able to oust a sitting speaker with one individual doing that, having more members of those hard-right freedom caucus but policy implications dealing with the debt ceiling. big significant issue going forward but for mccarthy right now on the floor they're counting the votes right now. the clerks are making sure that the tally is correct. he's going to likely fall short here but they feel clear momentum. they think they can get there maybe not today but very close, maybe in the next coming days they believe that mccarthy will soon become speaker of the house. >> manu, do you expect them to push for another vote immediately? >> reporter: that was the expectation. when i asked patrick mchenry about that do you expect another vote after this one, he said, i do. that was the expectation going in. now they, of course, need to have all 218 members, 218 votes to adjourn the house. unclear if they would have that and take a break to negotiate further offline. if they don't have 218 to

adjourn because some conservative hold-outs are not willing to vote to adjourn and democrats don't either so we expect to move forward with this vote which will be a huge moment for kevin mccarthy. he needs to show progress. he needs to show that there are fewer than 20 republicans who will oppose him. he can only lose four to get the speakership but if he's not able to show progress, i'm told from multiple members including ken buck of colorado, that they plan to potentially defect, meaning there will be more opponents to kevin mccarthy because of concerns that he simply cannot get there and it's time to step aside. he has offered a range of concessions essentially giving them more power allowing for a single member to essential agoly call for the ouster of a speaker. that was initially a red line for him. he gave in. he indicated he would allow for at least some of the members of the hard-right freedom caucus to serve on the powerful house rules committee, a huge move because it would essentially give them sway over the terms of
