We had been clear. putin has been crossing red lines all through the obama administration, red line after red line from georgia forchechnya and syria and crimea and we ve enabled this behavior but we have to be careful what we do next and have to rack and stack our foreign policy priorities clearly. europe has benefited from 80 years of american protection. spending sometimes half of a percent of gdp on the military industrial complex while they retire at age 52 and go golfing. america has been providing the military security for the last century and had a long time to reorient themselves and be prepared to defend their own territory and europe is having to reboot their defense industrial complex. they should be able to defend themselves and invest in their own security. but europe has to put this problem first. they have to make those decisions about whether they are going to invest in their security buffer.
The question, though, is, there is tension between president biden and president zelenskyy. the issue is, again, exactly what arms are going to be supplied and, even more, how can they be used? what zelenskyy wants is not simply more arms sooner, but he wants a slightly greater envelope in terms of where and how he can use arms against russia. the united states is trying to balance what happens on the battlefield against, how would i call it, provoking russia to escalate, and there is also a tension underneath the surface between the united states and zelenskyy, not only over all this and the uncertainty of if donald trump were to be elected, but what ought to define success? mr. zelenskyy wants to liberate all the territory he lost, not just since 2022 but, more important, since 2014. people like me look and say, that s not wildly realistic. the definition of success may have to be dialed down. that s underneath it all. what do we have to accomplish here?
Confronting putin is it s evolving we re getting a little more forward. we re pushing on putin a little bit more. the white alice in recent days is an authorized, the ukrainians to use american weapons to strike back against in russian territory and to shoot down russian aircraft over russia that are threatening ukraine. these are significant it moves, putin can hear it now in the rhetoric and he can see the response. so i think we re moving to tighten the noose on mr. putin and his aggression in ukraine step-by-step, carefully, bringing the allies together. i think it was a really powerful speech, just the right time, just the right moment. and obviously, he s got the mantle of ronald reagan behind him. so i think it has some enormous domestic impact as well. good point leah, europe presidential historian as well. you teach at the johns hopkins university. there was certainly a lot of focus on ronald reagan
