this -- what's described as a high-altitude product. we'll bring in david singer, national security analyst. i want to bring that question to you. we heard from the brigadier general there that these are treated independently of one another, but does it appear to you that the reaction to this -- based on what we know, and there are still lots of questions -- the reaction to this object is potential a correction by the white house for its reaction to the chinese spy balloon? >> i think there probably was. it's hard to imagine that they necessarily would have shot this down had they not been through that experience. i think the most important thing we heard was that they didn't hear or see the kind of transmissions going on between this new object, you know, back to satellites and so forth, that they did a week ago with the balloon. and that tells you it may well not have been a spying

balloons have flown across dozens of countries in five continents, and oren lieberman is going to join us from the pentagon for us. oren, what are you learning about this? >> kate, not only are we learning more about this balloon itself and the capabilities, but more about the pattern that the u.s. has observed in the years, and first on this balloon, the state department official says this balloon had significant signal intelligence gathering ability, and communications and transmissions below it or near it, and that is according to the state department official and speaking to reporters earlier today, and that is more concerning of what it flew over as part of the continental united states, and several sensitive sites according to the pentagon even as they have continued to insist that it did not give the chinese capabilities above and beyond the spy satellites and other mean, and this balloon did not just exist in the vacuum, and

>> well, i'm not going to -- i didn't go to the classified briefing because i knew i would talk to you. instead i have had a discussion yesterday and here is what i can tell you. first of all, the tool package and equipment package on that balloon was enormous. second of all, we were not able to jam the transmissions, unlike what has been reported. the third thing is, we tracked that thing for a significant period of time and for whatever reason this administration chose not to dismantle it. the fourth thing is, this is we're unsure of this, we don't know the extent of the program, at least i did not receive a briefing indicating how long that program has been in place, but we know one thing. it stayed deliberately over montana because of our facilities, nuclear missile facilities that we have in montana and it breached, the whole pattern was designed.

conversations. and also that these balloons were actually part of a fleet that were flown over more than 40 countries across five continents. learning more there about the actual capabilities that the balloon had and just how large this fleet actually was. in briefings today, u.s. officials did emphasize that ultimately, the u.s. has protocols to protect its sensitive information and we are told by a senior administration official that the balloon actually was not very sophisticated in terms of what it could pick up, and that the u.s. tried to avoid unencrypted communications in the vicinity of the balloon. also, the balloon did not necessarily transmit information back to beijing, because once it realized that the u.s. knew that it was in u.s. air space, it apparently stopped those transmissions. there are still a lot of questions here about why the u.s. did not shoot it down a lot earlier, particularly when it entered u.s. air space over alaska. and what a senior pentagon official told lawmakers today is that essentially, the u.s. just wanted to wait and see what the balloon was going to do, and potentially gather intelligence on it. here's what he said.

welcome to "the lead" i'm jake tapper. and we start with the world lead and new information about the chinese spy balloon shot done. it started analyzing the first pieces of its balloon, and senior officials say those parts could be used as evidence in a future possible criminal case against groups linked to the chinese military. the biden administration has determined the balloon was capable of monitoring u.s. communications, but sources say u.s. officials believe the chinese government did not have the opportunity to gather much intelligence because the chinese government stopped transmissions to the chinese mainland once the u.s. found out about the balloon. house and senate lawmakers were briefed on the spy balloon today including the president's decision to let it fly across the country before shooting it down. a top senate democrat who led today's hearings is going to join us in just a few minutes. but we're going to start with cnn's alex marquardt.

in a way that you don't when there is a cyber intrusion. if you think about the cyber intrusions that the chinese have done over the past few years, they stole the design for the f-35, the most expensive fighter jet you ever paid for. right? they got into the office of personnel management. kate at kaitlan and i covered this from the white house. and they got the security records, the clearance records of 22 million americans. much that's a lot more than i suspect you could have gotten from the balloon. the balloon had a certain utility which is that it is at a lower altitude than a satellite, obviously. you can pick up more electronic transmissions. and we believe the u.s. changed in recent years the way we -- they communicate with our nuclear forces. so the chinese may be interested in that. but it's a lot less, i suspect, than they probably would have gotten from cyber attacks. >> if you're biden, you're damned if you do or don't.

planes circling the balloon as it traversed the united states? >> well, you can be certain we kept a close eye on it. and good monitoring of what sorts of transmissions it might have been making. again, we'll come to a conclusion about whether shooting it down earlier or later made sense, but one thing is undeniable. the opportunity to watch it in action. to observe it, get a sense of its capabilities is valuable and i'm sure we collected that information. >> what about the republican complaint that congress should have been notified right away even if you department have a full briefing, congress left town on schedule. the staff was given information, but frankly they did not come out with a briefing until my colleague was about to report this. >> it's a good and fair question. sitting as i do as ranking member of the intelligence committee, i never like hearing
