treasury ever. it's also unconstitutional. joe biden cannot give away hundreds of billions of taxpayer dollars without legislation. so my question to you is, explain to us in your view why this is different than when president trump used the same principle to forgive ppp loans? >> well, ppp loans, the payroll protection plan, the main difference is, that was an act passed by congress that was appropriated by congress. right there, president trump just didn't decide to create the legislation. the whole point of the payroll protection loans was to pass through businesses to keep employees on payroll. so let's not forget the unemployment system was overwhelmed even with ppp. so what we did was we kept over 50 million people on payroll that would have otherwise been off of payrolls. we had hundreds of thousands of people in my district that were able to stay on payroll, no break in their benefits, no break in their paycheck.

devastating to see. as you face the scope what do you need the most? whether government support, charities, your own departments, what happens next? >> well, i think the thing we need is prayers the most. we appreciate all the prayers you can send us. but the communities around us have been so good. they have been sending us water supplies, toiletries for our centers. distribution centers. we have a distribution center set up at the fairground down the road where people are bringing stuff to. i want to let anybody in mayfield, if you're displaced you need supplies, we have supplies at the shelter and distribution center there. from our government we need a lot of help. we're going to need a lot of help. i know we have a lot of people, every place you see here, people are going to be out of work. our unemployment system here lately has been, taking 6 to 8 months to get unemployment

Some of the unemployment system’s challenges include processing large numbers of claims, protecting people’s personal information and state lawmakers not knowing the extent of the system’s operational problems.

ago, and replace them with some incentives for those who do find jobs. does your reporting show any benefit to those incentives? are they working? >> you know, we have seen about half of the states which have cut off these benefits, or at least some of them early on. we have not seen a surge in return to work in those states, pushing people to go back. as you have said, we have seen a few states that have tried the return to work bonuses. frankly, we have not seen much evidence so far that they are having a big effect. i think it is too early to really know. there are some creative ideas out there, about different ways you could try to change the unemployment system in order to change some of the incentives. but the reality is, if there are enough jobs, or if people have significant barriers to employment, the issue might not be that they do not want to go back to work, the issue might be they can't. so those bonuses will not have the desired effect in those industries. >> ben, give me the context on

work. >> as i said start off the interview, 22.6 million people lost their job. 22.6 million people had no idea where their next check was coming from. thank god are for the unemployment system. the extension of the pandemic unemployment was to -- not in the mist the pandemic but dealing with the pandemic. still there are many, many people in this country that are hurting that if they didn't have that, many senators and governors -- i'm a former mayor, would have more devastation on our hands in the cities and towns across the country. i don't necessarily agree with that. as we move forward, the american jobs plan is important. all signs are positive but he said if we don't pass the

a lot of things. what is your most important job? what is the most important thing that you, the secretary of labor, do? >> there's a lot of important things. to think about it -- >> the most important. we help the american workers from the time they wake up to the time they go to bed. right now my priorities are making sure the american jobs plan passes. the president, myself and four other cabinet secretaries to work on the american jobs plan. we need to make sure people are working in safe working conditions. with the rescue plan, unemployment, the president allocated from congress $2 million for the unemployment system. we saw problems throughout the pandemic with people not being able to access their claims. and also, with fraud. so there is a lot. you can't make one priority. there are lots of priorities that we have to do at the same time. >> only question, there is a piece of legislation called the pro act. it would be in some ways the most important labor legislation, some say, since

it up and that's what this study showed. as the economy gets back to normal i said from the beginning for more than a year ago when we had that debate that the number one rule of virus economics is if you want to help the economy you have to get control of the virus. we now look like we have gotten control of the virus. things are coming back to normal. as things come back to normal there is nothing wrong with moving back to the normal unemployment system that did not hold during a pandemic. and so i'm not as nervous that in states where the economies are coming back they are starting to phase down the benefits. that's a normal process. so i don't think if things go as they are now that they will extend when it comes to september. >> there is an old saying you are so smart you can't tell the difference between a cow and a horse and this is the problem with a lot of these academics. they are in the ivory towers doing economic calculations. one example what i'm talking about.

State agencies defend budget priorities at Republican controlled Joint Finance Committee

State agencies defend budget priorities at Republican controlled Joint Finance Committee
Tuesday was the start of the Legislature’s review of Governor Evers’ proposed state budget.
Joint Finance Committee Co-Chair Howard Marklein says that Wisconsin will be receiving a massive influx of aid from the federal government, and that Republicans are keeping an eye on things.
“The total amount that a federal money that’s come into the state is huge and, in terms of us doing the budget for the next two years, that is something that we’re going to have to consider.”
Marklein says he’s unhappy with the size of Evers’ budget, and that it will dip into the state’s rainy day general fund balance.
