trees fall. jose gonzalez is still in the hospital 11 days after that tree crashed through his roof. the tree still there on the house, the county told neighbors that the trees are their responsibility. however neighbors say the county planted the trees many years ago and should maintain them. all these trees are at risk. and we need help. a lot of homeowners can afford these trees to be removed or topped off. it's really expensive. i mean, starting is like 15,000. now there is a go fund me for the gonzalez family and a private company has been called in to remove the fallen tree later this morning. at least one other homeowner has asked the same company to remove a tree from her property. today our time is now 402 trains are running again for amtrak and union pacific in oakland after a car, drove onto the train tracks and then flipped over. this happened at jack london's train station in oakland. a tow drug came in to get that car off the tracks. department stranded more than 200. passengers and crew members of the mudslide was in sino halted ace train service through niles, kenya, passengers actually took this video, the mud and the trees blocking the train tracks. it was just more like a shock. but we was very short. but just like. you would just move for a second, and then it stopped. the train itself performed as it was designed the lexan windows. were hit by a lot of shrubbery and vegetation, but they did not shatter. now the passengers were transferred to a rescue train that took them back to the pleasant and station. that's where shuttle busses took them to san jose. the rain we have received since christmas is history, making several bay area cities, including oakland, have already hit their average year total downtown san elected, she would take on special interests in washington. i think that the problems facing this country or at a level of urgency that we have not seen. the problems of climate change the risk to our leads fellow congress members like the bay area's barbara lee and ro khanna. none of those other representatives have announced plans to run for senate next year. while the rain water running down storm drains is now overwhelming some parts of the bay area's sewage system, the san francisco regional bar, waterboard says water districts have reported more than 100 spills of water containing raw sewage into local waterways. they say the problem is aging water pipes, and they're bending and breaking as the ground shifts. the rainwater infiltrates into the holes and the cracks in the old sewer pipes. so the waste water agencies will see their flows go , maybe from 50 million gallons per day on an average summer day over 500 mg d. it's because of the rain water that's infiltrating in. that oakland 19 my goodness, san francisco 17 and two thirds redwood city 15.5 and sfo had 14.5. sfo and oakland have already reached there. their water year total. they've already surpassed it so anything after this is a bonus, and there will be more, but we'll get a little bit tonight and then tomorrow we'll start to clear it out. that's our system. this is a cold front coming in, so it doesn't hold a lot of moisture. but it will give us a little rain in the sears. some snow starts at four pm today. that's the winter storm warning, maybe another 6 to 12. this will be more in the powdery nature and i think snow level gets below that. they're gonna be around 3000 ft. that's a nice graphic, but i have no idea what it is fifties on the temps because we have cold conditions this morning. we are going to see increasing clouds and then that will start to work its way in later today, and temperatures will stay on the chilly side here thirties on the temps 35 santa rosa, lower lake temperatures are running very, very cool here. but not as bad as that big drop we had yesterday. that's our system. it's on its way. it will slowly work its way in here. so by this evening, maybe later this afternoon to the north will get a little bit of light rain. you can see not allowed here, maybe 10th of an inch to a third or half of probably covered, but the sierra does get a little bit more snow fight gun violence. the state is granting $830,000 to the department police plan to use the money to install a gun shot detection system in areas of the city, where the most of the violent crimes occur. the technology uses sensors, algorithms and artificial intelligence to detect, locate and alert law enforcement to gunfire. gun violence is a major concern of mine. i worked overtime to try and bring about gun violence prevention ghost guns are real problem for every community in every district in the united states of america, people, most people who who obtained ghost guns aren't doing it because they're benevolent gun collectors or hunters are wanted for home protection. these are guns that are made without syria. all numbers. you can buy these kits without a background check. there will be 80 to 100 devices installed in high density areas of alejo, the company installing them also wants to pair the shot spotter devices with license plate readers that are already in the city time now for 17 in martina is a dog that has a history of biting people apparently did it again and eight year old girl was bit several times outside of her home in martinez. her family says their neighbor's dog, a pit bull named spot became uncontrollable monday afternoon. while the girl was playing on a swing. her cries for help made her mother russia over there. i just freaked out. i wasn't taking care of it. and she said, my back hurts and we lifted up. we didn't even know that she her whole back was attacked. neighbors say that dog has attacked people before, including biting and tackling one woman in her driveway last october and record show spot. the pitbull also attacked a homeless man in august under contra costa counties. animal ordinance spot was designated as a potentially dangerous animal and was allowed to return to people who live nearby. they're they're frustrated. that dog has not been removed from the home. the real failure here is animal control. in my opinion, they they're not doing anything. i do not. i do not believe that we failed in any way to know this happened before and now it happened again. whose fault is that? i put that completely the onus on the owner. there are permit conditions in place with managing that animal. now the dog is now in the custody of the county under quarantine while the owner decides whether or not to surrender the dog. we tried to contact the owner to find out what's happening, but so far there's no response. 4 19 time back over to steve paulson. we have a little bit of rain, not a big storm. moving in a big one is a cold one, but it will be here this evening. tonight it will clear tomorrow and then we'll have cold lows, but a drier pattern will kick in probably the rest of the month. it's what is the way it's looking. we have mainly clear skies, but there's a little increase in the clouds. it won't take long for this system. but it will arrive. you can see it coming down. that's really cold air and bottled up up there, so one more system will give us some rain and snow winter storm warning starts at four o'clock today goes through four am after that. you're good to go but another another 6 to 12 inches of powder. this time this will not be serious meant this will be powder snow level gets below 3000 ft. to be honest with you so really cold system. forties on the temperature or 38, ben lomond mountain 38, oakland hills, 43 sonoma mountain also 43. but they all have a south breeze that is the front direction fifties on the highest of this cold air, and then the clouds coming in this cold air is going to get trapped. so cold air cold morning 30, sun and clouds it will be cloudy to mostly cloudy by this afternoon, staying chili with evening rain a lot of thirties here showing up or low forties. parlamento 35 degrees 35 lower leg 35 petaluma to the north thirties. we had 27 yesterday. middletown they're only 30 today. 31 upper late late bills 29 so boy, it'll probably only in the forties there for high temps 37, american canyon runner parks, 35 even but database down to 41 fairfax 35. there's our cold front swinging in. this will be the last in the series here as it moves through, so not a big rain producer. but one more system in the old pipeline. cold morning sun and clouds. cloudy, chilly evening rain, and then thursday to saturday, the lows will be cold. it does look nice, though, and a little a little warmer, and it will be a drier pattern system coming in tonight at 10 to maybe a third of an inch in coverage for most, that's all i'll buy that. as far as sierra snow goes, 6 to 12 some of the higher elevations and all that will get down pretty low, though. but then after that it clears out and we're good to go. some clouds evening rain fifties to the
