>> i talked to several federal employees and they haven't heard yet whether they're critical personnel. >> if there is a shut down, the d.c. school system will remain open and the d.c. and fire departments will not be affected. in northwest, megan mcgrath, news 4. >> here's what a shutdown will mean for the district. parking tickets would also not be issued by matter enforcement personnel although police officers may issue parking tickets and 14,000 city workers would be furloughed. dmv offices and libraries would close and permits would not be issued to home and business owners. however, the police and fire departments as well as city schools would stay open. the potential shutdown is our nbc washington facebook page question of the day. >> we asked who do you think is to blame? bobby posts, all of congress, and please stop saying you're doing what the people want. you're only really speaking for the specialized groups that helped put you into your untouchable salaried positions. >> michael also wrote in. he says not just this administration, but many in a row play politics instead of run a country. >> and lennora posted enough with the finger-pointing. now is the time to take responsibility for the poor management of taxpayer dollars. in other words, time to grow up and act like adults and not children. thanks to the several dozen people who commented today. >> and you can keep up-to-date with us by following us on facebook. search jim handly. >> and search pat lawson muse. we'll be talking to you there. the government's color-coded terror alert system is being replaced with a more specific and informative plan. according to the associated press, the new system would offer two levels of alert, elevated and imminent according to the plan obtained by the a.p. it includes social media. the warnings could be posted on facebook and on twitter. the new system is expected to be in place by april 27th. there has been a deadly school shooting in rio de janei janeiro, brazil. a 23-year-old gunman talked his way into an elementary school and opened fire with two handguns. 11 students were killed and 13 others were wounded. an injured boy managed to run from the school to alert police. authorities say the gunman was wounded in a shootout with a police officer on a staircase and he then shot himself in the head. a tsunami warning has now been called off in japan after the strongest aftershock to hit that country since the last month's deadly earthquake. the 7.1 magnitude tremor hit overnight over the coast of northeast japan. it caused widespread power outables and there are no immediate reports of serious damage. the shaking was also felt at the damaged fukushima power plant, but no new radiation problems have been detected there. the latest now on the crisis in libya. fighting continues near the key oil port of brega. forces loyal to moammar gadhafi may be gaining ground and as stephanie gosk reports the rebels are accusing nato troops of firing on them. >> reporter: rebel forces in eastern libya say they have been hit by nato fire jets in the town of brega. one of their units was struck twice. two of their tanks were taken out as well as a tank containing a number of fighters. they moved back to the hospital there. five people have been reportedly killed in that air strike. nato has been warning all along that it is difficult to distinguish between gadhafi forces and rebel forces. it's been a difficult day for the rebels and they're also being attacked by gadhafi forces and it's the furthest in ten days. he's launching artillery and trying to push the rebels out of that town. it is the last major town on the road to benghazi. military officials tell nbc news that gadhafi's forces have an eye on attacking rebels here as well. >> stephanie gosk, nbc news, benghazi. >> picture-perfect afternoon, but don't get too used to it. >> meteorologist veronica johnson is with the latest. >> it's going to change. just go ahead and draw a whole bunch of drops and overcast skies across the area, but today depending on where you were is kind of in april and a may kind of day. just high clouds today &, but check out the temperatures. they're anywhere from the mid-60s to the north in montgomery county to mid-70s down south. right now we have a temperature of 69 degrees. you get down to culpeper, taf ford, fredericksburg area and those temperatures have been in the low and mid-70s through the area and that's because those locations are on the far side of this weather front that's been laid out across the area. as we talk about the overnight, the clouds will be increasing and it's not going to be a chilly night at all. 7:00, 61 degrees and it will be a dry evening and most of the overnight will be dry, too. by 9:00 we're down to 56 degrees and only 53 degrees by 11:00 p.m. it should be a nice sunset, too at 7:37. some showers will be developing along the predawn hours and just some light showers and boy, those will be pick up throughout the day tomorrow. meanwhile, we're talking about wet weather for friday. we will take a look at how much rain we can get moving through the area and if that friday, rain will have any effect on our weekend, which, by the way, will be feeling very, very warm coming up in the weekend. i'll tell you more coming up. >> i like the sound of that. thanks, veronica. >> there are delays all over the region this afternoon. >> let's start off with ashley linder. where are we talking about?
