"news4 today." i'm joe krebs. >> i'm pat lawson. today is tuesday, december 29, 2009. it's a windy day. >> it is indeed. let's take a look outside and a live look at the jefferson memorial this morning and we have some clouds above us but almost a full moon making for dramatic scenes early on this morning. veronica johnson is here now with a look at our forecast. good morning to you. good morning. a blue moon that's coming. it's december 31st that blue moon, which s of course, when we're expecting snow. you can say that snow on new year's eve, once in a blue moon. actually last year on new year's eve we did have a little bit of ow too and gusty winds. it happens. but not today. today is going to be, you know, fairly benign winter day fours. certainly cold and we got a lot of wind as you sit out there. as far as wind goes today, we could see gusts up to 40 miles per hour today and wind chills in the 20s throughout. let's take a look at traffic with jerry edwards. >> a little sampling around the area. looks pretty good. live picture of 395 northbound. no concerns heading across the 14th street bridge. a little road work in the overnight hours. that should be wrapped up. hang on tying to the steering wheel, watch out forhe wind. joe, pat? >> good advice. thanks very much. this morning we're learning more about the alleged plot to blow up a northwest airlines flight on christmas day. >> we're seeing some of the tools the young suspect used in his attempts to kill hundreds of innocent people. this is all that remains of the undergarments umar farouk abdulmutallab wore during friday night's flight. investigators said he hid explosives inside his underwear, explosives he hoped would bring down the plane. derrick ward has the latest. >> reporter: umar farouk abdulmutallab had about a third of a cup of the explosive known as petn secreted in his underwear the same substance that shoe bomber richard reid used when he tried to bring down a plane. an fbi demonstration showed the explosive power of that much petn. umar farouk abdulmutallab entered a bathroom on the plane, removed the powder, returned to his seat and covered himself with a blanket before combining the petn with another substance. it only caught fire burning the nigerian national approximately >> you can see the burns going down his knee. >> reporter: it ignited a controversy over how a man placed on a watch list after a warning was not on a no fly list. >> this was a serious reminder of the dangers that we fe and the nature of those who threaten our homeland. had the suspect succeeded in bringing down that plane it could have killed nearly 300 passengers and crew. >> our system did not work in this instance. no one is happy or satisfied with that. an extensive review is under way. >> reporter: one of the first courses of actions has been taken in airports like amsterdam. new hi-tech passenger screeners that can detect objects hidden under clothing. the x-ray scanners see all but some passengers aren't shy about their support for them. >> i think it's necessary. absolutely. it's for my safety and for everybody's safety that's on the plane. for me it's necessary. >> reporter: derrick ward, "news4 today." >> a group called al qaeda in the arabian peninsula is claiming responsibility for this attempted attack and said the suspect coordinated with some of its members. it's warning of future attacks against the united states. new today police trying to figure out who slashed dozens of tires on cars in an auto shop in northeast washington. they say about 50 tires were slashed at city auto service in the 1400 block of rhode island avenue northeast. the tires were on about 20 vehicles, not clear who is responsible or why this specific auto shop was targeted. a police chase backs up traffic on the outer loop of the beltway in prince george's county. police were chasing a suspect last night. they say he pulled a gun on someone. they caught up with the suspect between route 50 and annapolis road. one police officer involved in the pursuit suffered minor injuries after being involved in a fender bender. police have the suspect in custody. a family in fairfax is trying to cope with the loss of not one but two loved ones. the sisters were spending the holidays together and they were killed in a car crash last night. jackie bensen has the story. >> reporter: how do you live through the sudden loss of two of your three children? >> it's been so rewarding lately and now it's all been taken away. but we'll meet some day again. >> reporter: 25-year-old victoria stefan and 22-year-old elizabeth stefan seen here at their sister's wedding had been out visiting friends. early monday morning a 2003 sedan driven by victoria lost control. there are still patches of ice and snow in some places. investigators think the car may have tried to take the turn a little too fast. gone was victoria, a james madison university grad about to start a new job with the state government. jokingly called martha stewart for her good state this military child fell in love with her family's final posting. >> she liked staying in fairfax. to her fairfax was the best place in the world. >> reporter: gone too was elizabeth. she wanted to see the world and did so as a model whose good looks were inherited from her mother a former miss sweden. >> she loved everybody. she would go anywhere. she would be in new york and she would walk into any club there. >> reporter: the stefans say as devastating as this loss is to them they worry so much for their remaining daughter. >> we'll get through it. i have a granddaughter. >> reporter: the stefans have been receiving calls and emails from all over the world. jackie bensen, "news4 today." police in the district need help finding a driver who hit and killed a woman and then drove away. someone behind the wheel of a white cadillac ran a red light before striking the victim in the crosswalk. it happened at 16th street and park road in northwest about 1:30 yesterday morning. investigators found the car abandoned a few hours later. they have not yet identified the victim. our tim right now is 5:07. it gives new meaning to the phrase baby on board. >> an expectant mother on her way to washington did not expect her baby to arrive in the air. how passengers stepped in to help. plus she's not a fan of the flame. why one woman tried to take out the olympic torch. hold on to your hats this morning. some serious wind out there and some big weather changes by the end of the temperatures this morning are in the upper 20s, low to mid-30s. foggy bottom at 34 degrees. mount vernon at 32 degrees. we're hovering around freezing. it won't be that warm. 35, 36 degrees. more sunshine through the day. windy throughout. winds won't diminish until later tonight. en those winds do diminish we'll be down to the low teens and 20s. looking for that wintry mix on new year's eve where we'll start as snow switch over to rain and go back to snow for thursday night. could be luck tricky on the roads for new year's eve. jerry, how about this morning? how we looking? >> good plane is charged with trying to destroy an aircraft. umar farouk abdulmutallab is being held in a federal prison in michigan. a group called al qaeda in the arabian peninsula is claiming responsibility for the attempted attack and said umar farouk abdulmutallab coordinated with some of its members. and warning of future attacks against the u.s. after last week's attempted bombing, aviation officials created strict in flight rules for passengers. officials say passengers are free again to move around the cabin while in the air. >> some chains are creating a whole lot of confused passengers. news 4 kimberly suiters joins us live now from ronald reagan washington national airport to sort all this was out. good morning. >> reporter: good morning. the doors just opened there and that wind is blowing here at national airport. we're hearing from passengers that there are a lot of lines. lines to get through security. lines to get to the toilet when you're on board an aircraft. if there is that restriction where you can't use the restroom for the last hour of the flight. it's not going to be the same every single time you travel and that is intentional. we'll talk about that in a moment. in the mean time the tsa say passengers should continue their -- tsa has a laird approach to security that allows them to use resources. law enforcement officer, gate screening, behavior detection and other measures seen and unseen. again, passengers should not expect to see the same thing at every airport or on every flight. >> folks are probably more anxious about not knowing what new security procedures might be waiting for them at the airport. they are coming here way, way early six, seven hours before their departure time. >> i just wanted to -- >> reporter: that's what's happening on many inbound international flights. you're being told to clear your lap, to have nothing in your lap, not even a book as you're coming in that last hour. those are where the most stringent restrictions are happening. but, again, they are not happening for everybody all the time. so your experience may be as if nothing has -- >> we apology for that. we're having some technical problems with that live shot. meanwhile in the netherlands, dutch aviation officials want to make full body scanners mandatory. that technology could have prevented last week's attempted bomb plot. a politician from michigan wants to see them in all airports in the u.s. as well. the scanners can reveal plastic or chemical explosives and nonmetallic weapons. opponents say it's too invasive. meanwhile canada is implementing strict rules for travellers flying into the u.s. most carry on bags have been banned for passengers headed here. canadian officials say they can only carry medical devices, small purse, cameras, laptops or other small items. police are helping with security at the country's four large airports. the new measures are expected to remain in place for at least several more days. it was a close call on a flight from france to washington. >> that's because a woman on board went into premature labor. two doctors on board the fght rushed to save the woman and her unborn child. one of the doctors said the situation was touch and go for about six hours. the woman was seven months pregnant. there were a bunch of ambulances waiting when the flight finally rolled up to the gate at dulles. >> she had massive pain because of the high blood pressure. it was a really, really dangerous situation. she was really lucky. >> the woman went fright the airport to the hospital. the doctor who treated her on the plane said both mom and baby are just fine. a historic union in argentina. two men have become the first same sex couple to marry in latin america. they were married yesterday in a ceremony witnessed by state and federal officials. argentina's constitution is not specific about whether gay marriage has to be limited to a man and a woman. many throughout latin america oppose gay marriage, particularly the roman catholic church. a brief scare at the compound where president obama and his family are staying in hawaii. yesterday afternoon the son of one of the president's friends was injured while playing on the beach. the president abruptly left the golf course to get back to the compound. the boy went to a local hospital and he turned out to be fine. the president was able to finish his round of golf. the olympic flame went down but it's not out after protester tripped the torch barrier. this happened in ontario, canada pap 19-year-old woman is facing assault charges after allegedly tripping the torch barrier. the torch runner quickly got up to her feet and was hurried along by security officers. protester was part of a group demonstrating against the olympic games. the challenges make a trade but don't get the win. the wizards fail in their attempt to beat the grizzlies. lindsay czarniak has your "sports minute." >> reporter: hey there, good morning, everybody your "sports minute" begins with the capital. yesterday the general manager traded milan jurcina for jason chimera. he's expected to join the team tomorrow. on the ice the team hoping to extend its winning streak to six games at home but they came out flat last night. the carolina hurricanes scored three first period goals, the capitals rallied to 4-3 in the third period but couldn't get over the hump. carolina gets the win 6-3. basketball, wizards wrapped up a three game road trip in memphis last night. the wizards rallied from 10 points down to force overtime. o.j. mayo hit the three-pointer from the corner. they fall to the grizzlies 116-111 in o. t. that's your "sports minute." i'm lindsay czarniak. have a great day. >> our time is today about 36, 2:00, 3:00 today. a fair amount of sunshine in here too. later tonight where the wind will diminish. still looking for that wintry type of precipitation coming for thursday, more rain than snow. the onset of snow on thursday night with light accumulation. how are we looking at the roads? 270 northbound and southbound, moving along pretty well. volume southbound increase just a bit but no hangups. hang on tight particularly driving higher profile vehicles. let's go to northern virginia. peek along to 95 to newington so far so good. how much do you trust your gps. one couple's warning why they say their electronic guide led them into danger. police arrested a man who tried to steal an airplane from a local airport. a traffic jam of a different kind. what's at & t resumed selling iphones to new yorkers. for a few days they cut off sales to new york zip codes. at & t didn't say why they stopped the sales other than to say they modify their distribution channel from time to time. their data network in new york city and san francisco is overburdened with iphone traffic. a gps unit is being blamed for leading one couple so far astray that they were stranded for three days. the couple used their suv's navigation system while driving from oregon to nevada. it directed them down a remote forest road in portland where they got stuck in a foot-and-a-half of snow on christmas day. the pair had enough food and warm clothing, thankfully, but couldn't get a cell phone signal until yesterday. authorities tracked them down using coordinates provided by their cell 34 degrees. we won't see the 40s all week, right? >> that's right. well, no. let me check that. on thursday we will. that's when we'll get that storm system in here and that's why we're looking at the snow, whatever mixed conditions we get switching over to rain. for today biting wind outside and that gives us low wind chill values in the 20s this morning. we could see gusts today 40, 45 miles per hour. so, again, it covers the area, the wind advisory until 6:00 p.m. current mperatures 32 degrees right now in the district. burke is at 33. we got 33 degrees also down south in quantico. the high today just 36 with a front that's coming through again just like yesterday another cold front. we're getting the wind, more sunshine for the afternoon and sunshine even tomorrow. but clouds early thursday. i think by dawn we could have a little bit of snow then switch over to rain. the high 38, maybe some spots just south, southern maryland could hit 40s and back to snow for thursday night. jerry? >> let's headout. by the way there are high wind warnings at the bay bridge because of those gusty wind. let's see how we're doing as the rush hour is picking up steam along 66 eastbound as you come out of manassas heading torts centreville and fair oaks. lighter than normal. things are movg relatively well. the trip on the beltway in oxon hill so far the inner loop as you head from 210 to
