President Joe Biden met Monday with a bipartisan group of lawmakers as he begins what will be a weeks-long push to win congressional support for his nearly $2.3 trillion infrastructure plan.
“I’m prepared to negotiate as to the extent of the infrastructure project as well as how we pay for it," Biden said at the start of his Oval Office meeting.
As lawmakers return to the Capitol for the first time in two weeks, Biden’s plan already faces opposition from Republicans and even some members of his own party, and negotiations over the coming month or so will be crucial to determining the size, scope and ultimate fate of the proposal.

Democrats’ sprint to pass a $1.9 trillion Covid relief package ahead of the March 14 expiration of enhanced unemployment benefits is more akin to a relay race. The House of Representatives, as expected, approved the plan early Saturday morning, passing the baton to the Senate, where the legislation will face a fresh set of hurdles.
The final vote in the House was 219-212, with two Democrats, Kurt Schrader of Oregon and Jared Golden of Maine, joining all Republicans in voting against the bill. Democrats can’t afford even one defection in the evenly divided Senate. They’re using a budget reconciliation process that will allow the bill to pass with a simple majority vote, but all 50 Senate Republicans are expected to oppose the package.

The $350 billion in state and local aid included in Democrats’ $1.9 trillion Covid relief package is proving to be another point of contention, even among Democrats. Several Democratic senators have reportedly pushed for changes to that portion of the legislation, fueled in part by concerns that states could respond to an infusion of more federal aid by cutting taxes instead of devoting the additional funding to pandemic-related needs.
“We could distribute billions to the states, and they turn around and lower taxes — there are governors talking about that, and it’s not the point here … there should be a prohibition against voluntarily diminishing revenues,” Sen. Angus King (I-Maine), who caucuses with the Democrats, told The Washington Post last week.

As Democrats press ahead with plans to pass a $1.9 trillion Covid relief package by a process that would bypass the need for Republican support, more than 150 CEOs of large American companies are urging bipartisan backing for the plan.
The latest: House Majority Leader Steny Hoyer (D-MD) announced Tuesday night that Democrats plan to pass their relief bill through the lower chamber on Friday. “The American people strongly support this bill, and we are moving swiftly to see it enacted into law,” he said on Twitter. On the Senate side, lawmakers are awaiting a ruling from the parliamentarian, Elizabeth MacDonough, as to whether an increase in the federal minimum wage to $15 an hour can be included in the package under rules governing the special budget reconciliation process being used. A ruling is reportedly expected as early as Wednesday evening.

The new administration and new Congress in Washington are quickly running into the same old debates about Covid relief.
President Joe Biden has called for a $1.9 trillion pandemic aid package, but Republicans have already dismissed the idea of delivering everything on Biden’s wish list. Democrats, meanwhile, face some internal differences about the best strategy for passing another relief package and on how far they should press their narrow majorities in the House and Senate.
Biden’s plan a ‘non-starter’ for Republicans: “GOP lawmakers on Tuesday dismissed the argument by Janet Yellen, who’s awaiting Senate confirmation as Treasury secretary, that historically low interest rates mean major deficit spending isn’t a problem right now,” Bloomberg News noted. Even Republican moderates like Sens. Mitt Romney (UT) and Lisa Murkowski (AK), both of whom played a key role in enacting last month’s relief package, have questioned the need for another massive spending bill so soon on the heels of that $900 billion effort.
