they receive the news of some of the deportations we're seeing. >> a huge challenge for those bo border cities and towns as well as for the biden administration. >> here with me now with more perspective on this is raoul reyes, an immigration attorney. i want to ask you first about the change in policy. title 42 has expired. title 8 has now taken effect. that does impose harsher penalties for migrants who try to cross into the u.s. illegally. but the process for migrants to seek asylum can be quite lengthy and complicated. do you think the system we have now is sustainable? >> well, basically the immigration system that we have overall, it's really barely a system at all. our asylum process as we know it
have the result of increasing illegal immigration. if the president cuts back on aid to central america, there will likely be more violence and unrest in those countries which will probably lead to more migrant caravans and more people fleeing and as a result, more people at our southern border. so the president and this entire administration, if they have any serious desire to solve this problem, must start looking at it in a realistic way and starting with one that is a humanitarian crisis and two, that the united states must help address the problems in central america, which is the root of the influx of migrants that we have. >> raoul reyes, thanks for joining us, it's been nice speaking with you. coming up, the legal year in review. from the russia probe to the "me too" movement, we'll take a look at the cases that shaped 2018.
house democrats are vowing to hold hearings on the deaths of two migrant children who died in border patrol custody within weeks of each other this month. meanwhile homeland security secretary kirstjen nielsen is making an apparent attempt to tamp down on this controversy with a series of visits to border cities. she was in el paso, texas yesterday and will travel to yuma, arizona today. joining me now, an msnbc contributor and attorney. raoul, is there a sense of whether secretary nielsen and president trump are actually opening the administration for even more legal challenges? >> absolutely. the problem with this administration, when it comes to the border situation, is twofold. number one is that the president and his administration have continually presented the situation on our southern border as one that has to do with illegal immigration. that's not the problem. the problem is we have so many
i'm betting this will sink him. >> thank you so much for coming in. >> thank you. >> let me bring in raoul reyes. i want to start with you because you heard congressman king who said, look, two children died. considering all the thousands of people that the border patrol had in its custody, it's only two. what do you say? >> i mean that's coming from a congressman that is an astonishing response because we're talking about the lives of two children who had no say whether or not they were even going to be brought to this country. even the death of one child is far too many. it points up how willing this administration and their supporters is to politicize these very dangerous conditions and this humanitarian crisis at the border.
nitty-gritty issues you have to get into. take this el salvadorian embassy was here yesterday. the conversation they hadded in one of documentation. the u.s. government won't accept certain stamps from the el salvadorian government. it you're a parent trying to prove this i your child and have a birth certificate from el salvador, the u.s. doesn't use that. how does this ruling change that? there are simple logistical things on the ground i think people point to and say we need to move that first. >> cal perry, thank you for your continued reporting and raoul reyes, always good to have you here. we'll keep watching what's going on on the floor for the immigration bill. the vote is about to start. plus, the supreme court dealing a major blow to unions. latest in the a string of victories for conservatives, a decision that will have a direct impact on millions of americans is next. then there's the hosts of late-night joining forces, taking on president trump's

school students are minorities. perhaps for politicians looking to court the minority vote they can begin to address the needs of their future electorate. welcome back to the panel, randi wine guard ten, raul reyes and the public school ethnic makeup looks fascinatingly like the obama re-election coalition. you see a decline of white students in public schools. an increase of students of color over those years particularly african-american, hispanic, primarily south asian students. and you see east asian students. that growing brown population. when we talk about school reform and public school reform and wh disproportionately students of color. >> right. at the turn of the last century it was a different wave of immigration. at the turn of this century it's a different wave of immigration.
