carried out a mass shooting. why wasn't he stopped some. and taking action, the plan to counter anti-semitic threats on college campuses. the president himself saying he is very concerned. good morning to our viewers here in the united states and around the world. i'm kasie hunt. it is tuesday, october 31. h happy halloween. israeli military says they hit some 300 targets on monday including hamas compounds inside tunnels. the idf say their troops killed four prominent operatives. the mmprime minister rejecting calls for a ceasefire saying this is a time for war. >> i want to make clear israel's position regarding the ceasefire. just as the united states would not agree to a ceasefire after the bombing of pearl harbor or the terrorist attack of th9/11, israel will not agree after the horrific attacks of october 7. calls for a ceasefire are calls to surrender to hamas, to terrorism, to barberarbarbarism. that won't happen. >> and the number of hostages is updated to 239. freedom for one israeli hostage celebrated in front of her house on monday. the idf telling cnn that the private hori megidish was actively rescued. they say she is well mentally and physically. hamas released a short video monday showing three women being held hostage. cnn does not show video of people recorded under duress. one of the women looks into the camera angrily demanding that israeli leaders, quote, free us all. in gaza, 26 humanitarian aid trucks came through the rafah crossing monday and in the occupied west bank, israel reported new operations against armed palestinian groups. four men were killed in the israeli air and ground operation according to ministry of health. rafael romo is live for us. u.s. officials tells cnn that israel's expanding ground operations are complicating efforts to rescue hostages? >> reporter: yeah, that's right. good morning. u.s. still engaged in negotiations to secure the safe release of the hostages including american citizens. of course other countries involved in the negotiations with hamas in addition to the united states and israel are xwi t qatar and egypt. since the israel defense forces expanded ground operations in to gaza, talks about the hostages have become more complicated. a senior u.s. official told cnn on monday that they believe the prospects of getting hostages out could now, described as 50/50. now, the ground incursion into gaza is not the only problem. the same official said the efforts to negotiate with that hamas have been slow going and no small part because it simply takes a long time for messages to be transmitted from doha to hamas. we've learned the intelligence agency was in qatar over the weekend to discuss the ongoing efforts to get hostages released by hamas. and from the israeli perspective, we are hearing the total opposite argument from what they say is that intensifying the ground offensive puts more pressure on hamas which could ultimately result in the release of hostages and the idf told cnn earlier that female soldier initially described as being released was actually recused in a special operation -- rescued in a special operation. and they say the group, imagine this, israeli for a comprehensive prisoner swap with israel but there is a lot of skepticism as you ask imagine about how serious hamas is about any negotiations. a senior u.s. official put this way, it is hamas, after all. he said only two -- four hostages, i should say, have been released, two israelis and two americans. back to you. >> rafael romo in israel for us. very interesting press conference in the last 24 hours from benjamin netanyahu given in english coupled with a "wall street journal" op-ed also in english where he voted e elclee can't sayities saying this is not the time for peace, this is the time for war. thank you very much. and just ahead here, vladimir putin reaction to an anti jewish riot at a russian armts. you won't believe -- anti-semitic straight up. you won't believe who putin blames for it. plus a warning sign in maine, so specific that you have to wonder why waubltsn't thehe gunman sts. welcome back. russia's president trying to pull off what the white house calls classic putin. he is pointing the finger at ukraine and the west for the airport raid that targeted jewish passengers arriving from tel aviv. listen. >> translator: the events last night were inspired through social networks including from the territory of ukraine by the hands of western intelligence agencies. we can only help palestinian in the fight against those behind this tragedy. we russia are fighting them with the special military operation. >> and more than 20 people were injured in that angry crowd, mob really. which putin claims was fueled by western social media. the anti-defamation league describes the mob hunting for jews as simply terrifying. indeed. cnn's clare sebastian is live in london for us. good morning, this incident has been widely condemned as anti-semitic. putin obviously doing as the white house says classic putin move. what more can you tell us about this? >> yeah, and i think this is complicated. he has a variety of diffconstits to appeal to. but this does potentially show that russia is now prioritizing its relations with arab relations over what used to be a fairly warm relationship. russia now needs arab countries like iran for example more than ever they provide weapons that it uses in ukraine. so if he had condemned the anti-semitic violence vowed to stamp out this kind of anti-semitic tendencies, that might have upset people that had been up in arms over what has been happening in gaza. which instead he said what is happening in gaza is not possible to justify. on the other hand, he also has a domestic constituency to appeal to. but then he has a domestic security problem coming just four months after attempted coup and six months before an election albeit one with what is unlikely to be a surprise outcome. so hence we see him blaming the u.s., that is a well worn tactic that appeals to a domestic audience, he can deflect and distract and hopefully stop the violence from spreading. but a significant moment for russia and very revealing about the sort of complicated position that president putin finds himself in at the moment. >> and i mean, this is -- this is a shift for russia in the broader sense. i mean, i take your point about them clearly prioritizing their relationships with iran. but historically putin has actually focused on building a strong security relationship with israel. i mean, what has changed there? >> yeah, definitely. there is a very long lasting relationship. israel had a very long relationship with the soviet union. and so i think that he is still trying to thread the needle to keep the relationship up. of course the war in ukraine, russia claiming that that is a war against naziism does not pray well with israel. israel has not joined sanctions against russia, but it has condemned the war in ukraine and come out against it and certainly against the statements around fighting naziism in ukraine. so i think that we see the shift around the war in ukraine, but of course it is crucial now for putin to keep these allies in the arab world up because he is in a fully fledged partner ship essentially with iran. syria is another ally of russia that is an enemy of israel. so i think it creates this landscape shift for russia in that region. >> clare, thank you very much. all right. could donald trump be blocked from the 2024 ballot in colorado? we'll have the latest from a courtroom where that will be decided. plus will unseasonable weather scare away our trick-or-treaters tonight? that is next. c'mon, we're right there. c'mon baby. it's the only we need. go, go, go, go! ah! touchdown baby! -touchdown! are your neighbors watching the same game? yeah, my 5g home internet delays the game a bit. but you get used to it. try these. they're noise cancelling earmuffs. i stole them from an airport. it's always something with you, man. great! solid! -greek salad? exactly! don't delay the game with verizon or t-mobile 5g home internet. catch it on the xfinity 10g network. welcome back. quick hits across america. the one week trial seeking to disqualify donald trump from the 2024 ballot now under way in colorado. plaintiffs claim trump's role in the january 6 capitol riot runs afoul of the constitutional ban of sninsurrections holding offi. trump lawyers claim it should be up to voter. >> our constitution prevents people who portrayed their solid oath as trump did here from serving in office again. >> and this court should not interfere with that fundamental value, that rule of democracy. it is the people who get to decide. and this law enforcement seeks to cancel that principle. >> the judge expected to rule by thank thanksgiving. house republicans are proposing a $14.3 billion standalone emergency aid package for israel with one stipulation, they want to pay for it with cuts to the isaiah. democrats want aid for israel to be bundled with aid to ukraine as do senate republicans. so a showdown brewing there. and united autoworkers have reached a tentative agreement with general motors. broad terms include a 30% pay hike in line with deals already announced at ford and stellantis. all right. if you feel chilly this halloween, it is probably because you are freezing. not frightened. december-like temperatures in the forecast for our haunted holiday today as far south as texas. let's go to derek van dam. my son went to bed this chri in christmas pajamas last night, so i guess he was on pounts. but sounds like we'll all be chilly tonight when we take the kiddos trick-or-treating. >> i know christmas is knocking on the door very quickly especially if you have kids. but let's go tuesday on today's holiday. this is the calendar that marks everything for every child, right? they want to know what to expect tonight and there is a drastic difference between what we went to bed with yesterday and what we will wake up to this morning. so plan correspondingly if you are dressing up or bundling up your children today with the halloween costumes. it will be cool. it is not what we had yesterday. look at those temperatures in the upper 40s, lower 50s along much of the east coast especially in the northern tier. look at that, flurrieses in the forecast for chicago, that is a spooky forecast. 39 and clear for denver, the halloween forecast. again for this afternoon and this evening along the west coast. temperatures in the 50s and 60s. but when we talk about this morning, when you are stepping out the door today, we have freeze alerts that encom pus m much of the eastern part of the country. and this will effectively end the growing season. and including atlanta where we anticipate record low temperatures for many of these locations. you can see the general gist of where these cold temperatures will remain for the next 24 hours. so at least for the foresee i believe future. that is the extended outlook. and here is what you will wake up to in chicago, well below freezing. new york city flirting with freezing mark by thursday morning. more of the same for atlanta. oklahoma city as well as st. louis. and so yeah, a spooky forecast, so plan accordingly. not what we had yesterday. >> so what are your kids going on? >> michael jackson and we have a cat costume. so -- >> michael jackson, i love it. >> he has every single move down to the white glove and everything. >> yeah, my son is four so literally only one option for us this year and that was spiderman. i don't know if spiderman has i think roe v. wade invaded your . >> yeah, webs everywhere. >> i know, i've said no, time to put your shoes on and get out the door. enjoy the evening. see you tomorrow. and up next here, israeli forces rescuing an idf soldier kidnapped the day of the october 7 terror attacks. details up next. and more of what police knew about the maine mass shoototer montnths before e the attackcks. good morning. thank you for being up early with us. i'm kasie hunt. in israel there are celebrations, you see them here, after the idf says it actively rescued an israeli soldier. med ori megidish has been reunited with her family. one woman in a video released from hamas says that netanyahu should free us all. and the idf says the official hostage count this morning is updated to 239. even as u.s. officials tell cnn that the ground operations are complicating efforts, netanyahu rejected calls for a humanitarian ceasefire. >> this is a time for war. a war for common future. today we draw a line between the forces of civilization and forces of barbarism. it is a time for everyone to decide where they stand. israel will stand against forces of barbarism until victory. >> let's bring in israeli journalist in tel aviv. great to have you on the program. i want to ask you what we heard there from benjamin netanyahu in a speech in english. he coupled it with a washington street journal op-ed here in the united states where he cites el elys elyse i can't sayities saying this is a time for war. >> and the goal is to send the message and boost morale of the israeli fabric . but it is slow. and they did not enter -- only trying to encirculate. so we are expected to slow move. and i'm not sure that there will be a full-scale all the way ground invasion as people expected in the first days of the war. we are now on day number 25 of the war. >> what is your sense of why that is? i mean, right before the israelis took this incursion up to the next level late last week, there was talking about potentially negotiated release of dozens perhaps of the hostages, that talk seemed to evaporate in the face of what the israelis did do in gaza over the weekend, what they continue to do. and now you have one hostage they say rescued in a special operation. how are these two things, negotiations around hostages, plus the kinetic action from the idf interacting with each other? >> they complement each other. the number of hostages went this morning up to 240. four released by hamas, one last night -- actually the night before by special forces, intelligence operation of the israeli idf and the security services. and it is clear that it won't be able to release this huge number of 240 by special operations. both sides are learning their lessons from the operation in which the israeli soldier, female soldier, was released. hamas would improve its efforts to secure the hiding the hostages. israel learned some information and some intelligence from the rescue operation. but the negotiation is going on. it is in doha, qatar, americans are involved, there are special envoy appointed by the white house, by the national securities council. israeli envoys are going back and forth to qatar. it is almost general accept tns that israel will eventually have to release all the palestinian prisoners or security flirzs th prisoners in there. the number is 6,000. but that is not the main obstacle. main obstacle is that hamas would like to use the hostages not just to be released but to be kind of a human shield and to force israel for assist. hamas doesn't want the war to go on because they realize that they are hit very hard by the idf and will continue to be hit hard . >> so the focus on the ceasefire or humanitarian pause, i've heard you say that this may be a message to hamas around the hostages, the message from netanyahu? >> it is a message -- first of all, from the outset netanyahu and the government said that we would into tnot allow humanitard into gaza. the truth is that every day dozens of truck, humanitarian aid is moving from egypt and entering gaza. secondly, secondly, there is going to be some sort of humanitarian ceasefire if the hostages will be released. the debate in israel is if there is a deal to release hostages in return for palestinian prisoners whether to do is in stages or all at once. ing a as long as israeli causalities are low, they will keep the pressure. when the numbers will beng a as long as causalities are low, they will keep the pressure. when the numbers will beg a as long as i causalities are low, they will keep the pressure. when the numbers will be a as long as is causalities are low, they will keep the pressure. when the numbers will bea as long as isrs are low, they will keep the pressure. when the numbers will be as long as israeli causaliti are low, they will keep the pressure. when the numbers will beas long as israeli causalitie are low, they will keep the pressure. when the numbers will be going up and a up, i am sure there will be a temporary cease fire because the end game of israel is not clear. to destroy an organization which is also an idea -- most are saying that it is just rhetoric to talk about destroying hamas. >> all right. thank you very much for being with us this morning. really appreciate your time, sir. >> thank you, casey." and police in western colorado say a man heavily armed weapons took his own life own over the weekend attage amusement, park. he was found dead from an apparent self-inflicted gunshot wound. "i am not a killer" was written on the wall. and new details about what police and the military knew in the months before one of reservists killed 18 in maine. documents released by the sheriff's office detail how in may the shooter's ex-wife and son went to the police to report their concern about robert card's paranoia. the report says that he had 10 to 15 hand guns and rifles taken from his brother. and police visited his home just weeks before the massacre after another soldier was concerned that he would, quote, snap. army declared that he should not have a weapon and was nondeployable over concerns for his well-being. and he spent 14 days at a ps psychiatric hospital. this is alarming. police have gotten multiple warning. they had gone to his house two times but never talked to him. how did this happen? >> like a sddozen red flashing lights and everybody sees what is going on, behaving well, from the army employers to the ex-wife to the brother, they are trying to get someone to pay enough attention to be able to confiscate the guns. what we understand, no one really in-volcanosis -- invokes the yellow flag laws to begin the process of getting him away from the guns. and the families often think that they can deal with it on their own. for whatever reason they don't want him to be a part of the criminal process. and so the family begins to make representations that they will deal with the guns. obviously the case that they didn't. so when the cops finally -- local police finally intervene, they are dependent on everyone wants him to be committed without guns and have the guns taken away. and you are just not seeing that alignment of interests even though everyone knew. everyone. i mean, everyone is saying that he was a ticking time bomb and which he clearly was. >> yeah, i mean, what should the military have done differently in this specific way? >> well, so it is complicated. there are reference to the national guard. national guard has nothing to do with it. what we call big army. big army realize that's is no longer serving. only thing that they can do is tell local law enforcement of their concerns. they have no ability to take him himself and take the guns position. they don't have that oversight because he is not on base, he is not residential. so they are dependent on local law enforcement and they do the right thing, they tell local law enforcement this guy is a problem. we know longer essentially own him or want him. and that is where we see that breakdown. local police did arrive at the house, they are -- it is unclear what happened at the house, but they did not have interaction with card but possibly family members who are warning them that he is unsafe. and you know, the frustrating thing when you see this six month period, he is becoming more psychotic, e
