has tried it before. i'm jonathan capehart, this is the sunday show. >> congress has until friday night to pass funding legislation to keep the government open. despite his best efforts to avoid a government shutdown, the new house speaker appears to be barreling towards one. yesterday afternoon, house speaker mike johnson released a stopgap spending bill, and unusual to teared continuing resolution that would fund some government agencies until january 2019, and as eight through february 2nd. a vote could come as early as tuesday. this -- is meant to avoid a messy shutdown right before the holidays, but it is a risky gambit by speaker johnson who has only been speaker for 18 days. his untested funding scheme doesn't contain spending cuts which is a demanded some republicans, and it doesn't contain funding for israel which is a bipartisan demand of the senate and the white house. speaker johnson passed passages already in trouble, he can only lose four votes, and three of his fellow republicans came out against johnson's proposals, almost immediately. congressman -- says the opposition, quote, cannot be overstated. congressman oren davidson complained of, quote, policies and status quo funding levels. and congressman marjorie taylor greene went ballistic with all caps assertions of no money to ukraine, close the, border and impeach biden mayorkas ray garland and -- meanwhile, democrats in both chambers have made it abundantly clear that speaker johnson stop gap funding bill is that in the water. senate majority leader chuck schumer has already taken a procedural step that would allow the senate to vote on a continuing resolution next week. in short, we are barreling towards a government shutdown again. joining me now, congressman boyle of pennsylvania, ranking democratic member of the house democratic committee and member of the house ways and means committee. congressman boyle, thank you as always for coming to the sunday show. speaker johnson had been signaling this staggered funding bill for days. democratic senator patty murray called a, quote, the craziest, stupidest thing i have ever heard of. safe to, assume you agree. explain to viewers why this two tiered sea or won't work, and won't get any democratic votes. >> thank you for having me back on, jonathan, i guess the only issue i would take with senator murray's statement, is having worked on capitol hill for almost a decade, now i have seen crazier things from house republican colleagues. but this one, it certainly is up there. a. -- as the new speaker calls it, a term by the way that none of us had ever heard of until this past week. it really doesn't accomplish anything other than seemingly uniting both republican and democratic members in opposition. so here we are again. you might remember, we were at this position just about six weeks ago, heading towards a government shutdown. then, at the very last second when so many of us were preparing for a government shutdown that saturday, september 30th, kevin mccarthy shocked us by putting a clean sea are on the floor, and of course that was the end of him, his speakership ended three days later. this time, though i think it will be different. i do believe there will be a clean cr, clean continuing resolution which will keep the government funded. but why i think this time is different, i do think mike johnson has a little bit more of a leash from his freedom caucus members. the fact they have already moved on a motion to vacate makes, it frankly, less likely they would turn to the same gambit again, twice literally just within the same month. >> wow. you are a whole lot more optimistic than i anticipated. congressman, democrats are not the only ones who don't support, this as a mention republicans are against it as well. is the best hope to avoid a shutdown in the senate since majority leader schumer is setting up votes on funding bills to send to the house? >> if we can see, and remember of course in the senate, per they are somewhat byzantine rules, they need at least 60 votes. so that means by definition, it would be a bipartisan majority. if they are able to send us a clean continuing resolution, that by definition is supported by members on both sides, -- put a johnson in a take it or leave it position. he has made it clear both privately and publicly, that he doesn't want a government, shutdown that he recognizes every single previous government shutdown that republicans have forced on the american people have backfired on them. he seems to get, it and realize that -- the reason i'm optimistic is that jonathan, i believe that ultimately, much like heaven, mccarthy this new speaker will have no choice but to put a government resolution on the floor as the only way to avoid a government shutdown. >> you know, on friday, the credit rating agency lowered the credit outlook for the u.s. from stable to negative. the u.s. still has a triple a bond rating from moody's. but do you think it will lower that rating if johnson's scheme actually passes, and especially if it doesn't? >> i was heartened that moody's did not lower our credit rating. let's not forget, there are three credit agencies. two of the three already have. one did it in 2011, because of the republican -- them as it related to the debt ceiling. then the other ratings agency did it over the summer, again because of republican brinkmanship when it comes to the debt ceiling. so the reality is, that these republican antics that are so extreme as it relates to the debt ceiling, or government funding, they are having a real cost to the american people, and to our economy. so it is not just insider baseball washington d.c. games, this is hurting our country, and hurting the american people. >> one more question for you, congressman. whenever -- last week when i was reading about this, to a tiered plan, or laddered plan where some agencies have their funding, and then others have their funding continued. it made me think of the argument republicans were making in the run up to the debt ceiling crisis, which was do not worry, we can prioritize payments. pay social security, but do not pay other bills. and the credit rating agencies, and the financial folks are saying, that is still a default. why shouldn't i look at this laddered situation in the same way? exactly! don't delay the game with verizon or t-mobile 5g >> we have been in the house, home internet. catch it on the xfinity 10g network. and all we have been doing is running in circles. we have not been going anywhere. this is further evidence that these people are very on serious. they do not want to govern, frankly i still don't understand why americans believe republicans are better on the economy than a democrats when they can't do the simple basic job that we are required to do which is to pass appropriations and keep this government open. >> the simple basic job, congresswoman, is talking about, is passing legislation to keep the government from shutting down and five days, rest to speaker mike johnson. elected the house in 2016, johnson is the least experienced how speaker in more than a century. joining me now, director of the public policy program at hunter college and democratic strategist, and onset with me here, senior congressional reporter at punchbowl news. gentlemen, thank you very much for being here. andrew, starting with, you why is speaker johnson pushing a proposal that is doomed to fail? >> i think it is the same reason why you saw speaker mccarthy take similar actions throughout this, year not tried to -- conservatives as he is worried about getting ousted from the speakership. i tend to agree with your last guest, congressman brandon boyle, that this time could be different in that there will be conservatives to vote against this proposal no matter what, because it doesn't count spending, enough it doesn't impeach president biden, somehow or impeach secretary mayorkas, and set up a conservative wish list items like that. but he has a much longer leash than speaker mccarthy ever had in the speakership. i think that will bode better for him. that doesn't mean we are going to avoid a government shutdown, and i think that is the key thing to remember here. >> one more, thing i was surprised by congressman boyle when he did say, i think this time things will be different. talk about, what specifically the speaker johnson have a longer leash than former speaker kevin mccarthy never had. >> so with speaker johnson, he is someone who comes from the freedom caucus wing of the republican party. the republican study committee, the largest group of conservatives to the house. he really is a hard liner, in every sense of the word. he has voted against pretty much every continuing resolution that has come forward this year. he has been in a crowd of conservatives that have complained about the lack of spending, cuts things like that. now that he is in a position of leadership in congress, obviously his outlook is much different because he put forward this continuing resolution that doesn't quite cut spending, but does something that the freedom caucus wants which is due the slaughtered of approach where you have some government agencies and departments expiring on different dates than others. you are basically creating a cascading threat of shutdowns over a number of weeks. that is something that the freedom caucus believes works to their advantage, because then they have leverage to push for additional spending cuts and passed their own appropriations bills to the levels that they want for the next fiscal year. >> so i got all of, that and that all makes perfect sense, but there is one thing you didn't mention. does speaker johnson engender the same amount of personal animus that's bore former speaker kevin mccarthy -- >> no, absolutely not. a lot of it with matt, gates and speaker mccarthy, was personal. matt gaetz put forward this effort largely because they had many personal feuds over the years, and he was able to bring along enough conservatives with him to oust him from speakership. with speaker johnson it is not personal at all and i think you are seeing conservatives already recognizing he has to do what he has to do, in this leadership, position even if i might vote against what he is putting forward. >> is the government going to shut down? >> man, it is tough to say. the last time i was here before the government shutdown, the last potential government shutdown, i thought it would definitely happen. that magically, it came together at the last second. so i think this, time we could have something like, that but right now there are no elements of a deal to be had at this point. >> basil, let me bring you in here, can democrats capitalize on this dysfunction? are they in danger of being blamed for a government shutdown, created by republicans of what happens? >> well, i think as is often the case, the voter is not necessarily going to go to leads on this. yes it is probably easier to blame republicans that it is to blame democrats, in this instance, but when you have an entire congress, the ratings are significantly lower across the board. i think the anger and the animosity is going to be a level that everybody at this point, particularly because we are fairly close to thanksgiving, and -- if the voters to not get the sense -- congress is doing its job to fund the government, then what hope does the average american have? i think they internalize a lot of this. it is interesting, because they are talking to representatives, even if to andrew's point, speaker johnson has a little more leeway because it still seems like the senate my chuck schumer, and if i could even say mitch mcconnell is the grown-up in the room, they are going to have to come in and sort of save the day. but this back and forth is something that voters just do not want to have to deal with. >> you know, basil, i asked congressman boil about the fact that i heard this two-tiered cr or laddered cr, agencies are going to shut down, and why shouldn't credit rating agencies look at it as a shutdown, whether it is a shutdown, whether all are, open or somewhere open. i understand the politics of all of this, but how much do you think this puts not only america's financial future at risk, but also its standing in financial markets? >> you know, yeah, when you make the point earlier, i just kept thinking about the fact that if you are an average american, if you are a voter living paycheck to paycheck, this is what you might have to do sometimes, decide which feels you are going to have to pay, and which bills you are going to put aside because of the financial burden, because of maybe high rent, affordability crisis in america right now so you have to make these difficult decisions. but when the voter looks at what is happening in washington, what do they say? they say you have money to do all of these other things, and to be honest they will say you have money to send to israel, you have money to send to ukraine. but what money do you have, and what resources do you have to give us american voters? >> that actually isn't something we focused on entirely. i want to go back and say where we started, and then he clarified what he meant about taking control of gaza. as did his defense minister. we're here in israel for just a few hours, but an important few hours. we met with ambassador liu, we met with defense minister -- and of course we met the prime minister and all of their teams. israel is a changed place. it's a quiet place. it's a place where when you check into the hotel, they show you the protocol for the bomb shelters. what we started with today, with prime minister netanyahu, was a 20 minute video that felt like ours. detailing the extraordinary horror that is real and 1300 or 14 hundreds, perhaps, folks suffered. those who have died, 240 taken hostage, 4000 injured. the video, i will never forget. i hope to never see anything like it again. and so i bring that to the attention of the american people, and particularly to congress. to say we have to do everything in our power to make sure that israel is successful in doing a few th
