left almost all nuclear arms control treaties. so they are trying to put something on the table for negotiations. of course, anything that goes in to the direction of putting more weapons, more nuclear weapons should be viewed with concern and appropriate analysis should be made. i do believe that one thing that we forget, belarus is part of the russian military thinking it's part of a russian military region. it's semi autonomous. we need more sanctions on russia to show that such kind of blackmail won't work. mr. putin has blackmailed us in the past. remember, he was talking about use of tactical nuclear weapons in ukraine. didn't happen. so i think we need to approach it in a calm way. >> neil: you touched on this. a lot of people think of the
the united states. that's not nuclear missiles. that's places where you can put nuclear missiles. but it tells you that china is by the pentagon's own estimation going to triple the nuclear weapons it has. and we have no military to military dialogue. we have no arms control treaties. we have no hot line between beijing and washington. and so when something like this happens, it isn't easy to quickly clear it up and clarify it and say is this something of yours. and to me that's a very dangerous place for us to be. it reminds me when you look at history of where the united states and soviet union were in the 1950s before arms control, before super power summits, before regular confidence building measures. there's an enormous amount of mistrust, suspicion, no good lines of communication. and what that means is one of these crises could go bad, right, because it could escalate. and there isn't enough information that could be a

nathan is in moscow for us. melissa bell is following developments from kyiv. nathan, let me start with you. these were the first significant comments we heard from president putin after several weeks now. he didn't hold back. what was your assessment, analysis of his comments? >> reporter: yeah, isa. it's important to be clear about what president putin's press conference was and was not. it was a long standing recital of grievances. that's the scrapping of arms control treaties and the stationing of missile control defenses in eastern europe, expansion of the nato alliance to include former members of the warsaw pact in the baltics. what he described in yesterday's press conference today about -- yesterday about u.s. and nato essentially ignoring russia's security concerns. here's what he had to say.

action and to keep the pressure up and keep the diplomacy going forward. i think the big thing we need to see now is what is the off ramp here. if putin decides not to invade, what face-saving thing can he say about what he accomplished by doing this, even though he doesn't militarily go forward. i think we can talk about arms control treaties. we can talk about nonaggression pacts. what we can't do is we can't sacrifice the sovereignty of sovereign nations in eastern europe because putin threatened us. so i am hoping in those discussions, and they were clear about not wanting to be negotiating publicly, but what we need the biden administration to be doing with putin right now is to find those off ramps. >> okay. >> what's a plausible layout of this for putin that stops the war? >> do you believe that's where the concentrated efforts are, helping to create an off ramp or helping to brace for an invasion that may be imminent? >> yeah, i think it's both.
