negotiated. what you think about how this has become a theme here in the selection? >> i think biden would have faired better if he gave credit where credit was due. nikki haley was a governor at that time and decided she was going to remove the confederate flag from all state grounds. she did this, biden did not do this, she did it. i think you need to give credit where it is due. it is one thing that trump could never do. he took all of the credit for anything good that happened when congress were writing the laws, he took credit for funding the hbcus and making sure the hbcus were funded permanently it the other thing i want to talk about, i was so happy when biden was campaigning and talking about his son and his commitment to find a cure for

ourselves in 2023, so we're hopeful to be able to bring something to our colleagues next week. i don't know that we'll get there. still have a couple outstanding issues that we're working hard on. >> this, of course, is why this aspect is so significant, because republicans have demanded that action happen on the border first before they agree to green light more aid to ukraine and tie with it aid to israel as well. ukraine is coming into some dire moments here, according to the administration, which says funding will dry up at the end of this month. that could lead to russia having serious gains in ukraine amid the war that is happening over there. so if congress does not get a deal on border security and immigration, potentially those huge issues, consequential issues of emergency aid to those countries could fall by the wayside or stall as well, which is why it's adding a lot of urgency to these negotiations. again, if a senator is going to deal, will it go anywhere in the

house, that seems unlikely at the moment. so many huge questions that congress is going to grapple with as we return to washington. >> manu raju, thanks so much. make sure to join manu for "inside politics sunday" at 11:00 a.m. as the fight on the border continues on capitol hill. homeland security secretary alejandro mayorkas is heading to the border. mayorkas is expected to talk about enforcement issues as well as speaking with customs and border protection along with border patrol. the trip comes as the biden administration faces criticism from both sides of the aisle. joining me is congresswoman sylvia garcia from texas. i want to start with where manu left off. the question is what will the house republicans accept? they want hr-2.

government shutdown could happen in just a matter of days without an agreement with congress. johnson came into the speakership after previous speaker kevin mccarthy was kicked out for keeping the government open for roughly 45 days but not seeking spending cuts. the right wing revolted against him. then johnson came in and had to deal with how to keep the government open. he also opted for a short-term funding increase, but he did something unusual, to set up two different deadlines, one for some government agencies on january 19th. others for the rest of them, on february 2nd. now congress has been gone since before christmas, comes back this week and will have to make some key decisions with very little time here in the days ahead. johnson and chuck schumer, the senate majority leader, have been in talks for weeks about trying to figure out a way to set overall government funding levels. they're close to agreement on that aspect. there are still a whole host of other issues that could trip them up. one of the big ones, border

compromise likely will have to be what everyone reaches. what of hr-2, the stricter asylum rules, deporting at the border, are there any elements that in order to get the larger package through, that you will willing to accept of that legislation? >> well, first of all, this congress under the leadership of mr. johnson seems to be more concerned, if you listen to their rhetoric from the visit here to texas just a couple days ago, they're more concerned and looking towards shutdown rather than solutions. the solutions have been there. i'm sponsor of the dream and promise act. we have a bill that covers all the farmworkers and the agricultural workers. we have a bill that's already ready that has comprehensive immigration report. they're not looking for solutions. they're just looking for sound
