a high-stakes face-to-face with the power to reshape the withhold world order. in moments, president biden and china's president xi mean on u.s. soil amid simmering tensions. will they find common ground, or will competition turn into conflict. plus, israeli groups raid hamas' largest hospital. doctors say there's nowhere for the babies to go. why he says donald trump's recent vermin rant is ripped from a nazi playbook. we have all these stories, coming in right here into "cnn news central." ♪ within the hour, the leaders of the world's two most powerful nationsi expected to meet face-to-face, they will see each other in person for the first time in a rear, in a historic state south of san francisco. this has taken months to arrange and choreograph. u.s. relations have been on a down hill spiral, with simultaneous wars in ukraine and the middle east. we have jim scuitto here to explain it to us further. pretty amazing they were meeting at all, considering the u.s. shot down a spy balloon just ten months ago, and things haven't been going all that well. >> i mean, they're on the wrong side of so many issues, on opposite sides. china is on somewhat of russia's side, not quite arming then, but at least -- in terms of rhetoric, certainly on taiwan, the u.s. greatly fears that china will invade taiwan, and on economic issues as well. when you look at the biden policy, it's to deny key technology to china. it's technology necessary to build their economy, by the way, their economy is suffering. china has since heartily suspected the program. and both countries acknowledge that they need to work together and that this is a real problem. so that's a possibility. military communications suspected after this moment when nancy pelosi visited taiwan listen if the wing clips the wing, then you have an incident. that happened in 2001 over high nan island. so if they come on the restoringsh on fentanyl, of course, enormous health consequences for years. a lot of the ingredients come from china. if they make progress on that, that could be a great olive branch that's important to both. on the economy, even when you have these differences, the u.s. and chinese economies remained deeply, deeply entwined. >> if they could get some of that back on track, it won't at least get a cooldown. >> from the u.s. perspective, by the way, this is a bipartisan issue china's like, i can't grow my economy. that's a problem for me. china says, thesous, the u.s. doesn't take a position, but notes there's half a dozen country there is . on iran and russia, china has relationships that money is helping to fuel -- and it backs hamas and then we have an election coming up. they forget that china interfeud in 2020 and the united states has issued a lot. of course, the concern is, would any country take a step to try to change the results? and these a place to meet. to have the super power leaders talking is important to avoid w war. >> thank you, jim. now to the middle east, where israel's raid on gaza ah nobody been ongoing. the defense forces claiming they have discovered concrete evident to confirm what they have been saying for years. doctors there have repeatedly denied this. one doctor told cnn this were all given a 30-minute warning before the tanks started rolling in. it is said that they conducted strip-searches. the idf would nonconfirm this. one surgeon spoke to a reporter from inside. >> even though it's happening, absolutely within the hospital -- they can -- as of now -- but again it's a scary situation -- >> i'm hearing some noise -- >> it's continuing something from the tank. hamas says vault hag full cross now. we have regional coverage here. nada is in israel for us. tell us more about that. >> well, you're absolutely right. there's been a huge outcry on the humanitarian front as we have seen for some time now. between the idf and hamas, as we saw that raid now pushing inside. we heard the terrifying reports as well as palestinian adjournists who have described the fear fighting, the fierce shelling. doctors and patients are told to stay away as that raid was ongoing. it says now that it has concrete evidence, though not details of what the evidence will look like, but of course, there is a huge amount of concern that civilians are being caught up in the middle of what's become a battleground. we are talking about hundreds of patients, medical workers, as well as what is said to be thousands of civilians who have flocked near the hospital, hoping to take shelter there, but clearly this is no longer a safe space. as we know, of course, they've been facing a deteriorating situation, but particularly hospitals in northern gaza. all but one now not operational, al shifa among them. they have been running out of fuel to keep the generators going. the neonatal unit has been forced to move them into another area, wrapping them in foil and blank either to keep them warm. it is reported that idf soldiers distributed boxes labeled with medical supplies, but no confirmation from the hospital or verification from cnn that it was distribute butted. there are those who cannot, the israeli military tab helling them to -- they say they have established for a safe evacuation from the eastern side of the hospital, but what doctors are telling us is it's simply not possible. it is simply not safe enough to left the complex right now. pam? >> nada, thank you so much. what is the idf saying about the operation, oren? or what do we know about the evidence that the idf has that it was being used by hamas as a command club? >> first, it's important to know we're expecting a briefing in about ten minutes from the idf's spokesperson. here is an opportunity to put out what they claim is the evidence that they're using this as terror infrastructure. it's one of the fundamental points that the idf has made, that the al shifa was used by hamas. but we've had idf spokespeople on through the day, and pressed them on what was in infrastructure, or what is hamas was doing, or what is the evidence you have? here is an earlier answer, who told our colleagues -- we understand there's a substantial hamas infrastructure in the area, in the vicinity of the hospital, potential under the hospital, and it's something we're working on. it will take us time. potentially is a keyword there. it's a key statement from the idf they have been under the hospital itself. in fact, the ifd put out a video with a digital illustration showing tunnel shafts right below the hospital. that's what they need to substantiate here. that is what they have to show clearly and incontrovertibly in the evidence. we have seen denials and questions not only from. of the international organization, but also the hospital itself. the idf will need to have the evidence, and that's what we expect to hear in the next several minutes. now a cnn exclusive before what was going on before the october 7th. israel, sources say, there's a document in which a commander seeks to have operatives study technical experience to help build their own weapons. take us through this reporeporting. you have. >> we were told that a pickup truck that was recovered after the october 7th attack, they found a document that appeared to be a letter from a hamas commander to iran, requesting that seven of his fighters be allowed to study at iranian universities to study engineering, physics, management. now, former u.s. intelligence officials tell us this appears to be part of a known and broader sort of scholarship program that iran offers to students from allied countries and groups as an effort to spread their soft power influence across the region. what is significant here, brianna, officials here now believe that this is an opportunity also for iran to help hamas to try to learn how to develop the technical skills necessary to develop their own weapons inside gaza itself. of course, this is important for iran and for hamas, because it's because of the blockade, it's incredibly different to get ready-made weapons struggled into gaza fully assembled. if hamas can develop the technical skills to build their own stuff, that allows hem to operate a bit independently. it's the teach a man to fish analogy. >> it's not great trade craft to bring those documents on a raid or attack in israel, just to be clear, but certainly helpful to the israelis if they're looking for evidence. does this suggests that vaughn had a heads-up? >> it is fair from all i know about president trump and his family, i wouldn't say they're anti- anti-semites, but he's been so undisciplined, to put it mildly, in had is use of the english language, that he has encouraged others who are haters, racist, anti-semite, et cetera. to speak out with that bigotry, where is for a long period in our history, it was just unacceptable. there were haters out there, but they just wouldn't saying it publicly. i think unfortunately -- and i'd like to think inadvertently, the terrible thing that the terrible things that donald trump has said encouraged haters to take a lot of steps down and really express anti-semitism, racism and all the rest. it's just wrong, and to me he's just not a credible candidate for reelection to the presidency, unless he stops that kind of rhetoric. you can agree or not agree with things he did or didn't do as president, but honestly, as president and since then, his words have been really hurtful to not just him, but to our political system and to our country overall. > you were one of the founders for the group, and how do you field a candidate like that without risking swinging the election to trump, especially when you're looking at, you know, several months before you would have some sort of nominating convention? >> those are really good questions, believe me. we think about them, agitate over them. no labels is into this 2024 projects, because we think possibly running a bipartisan unity third choice ticket is exactly what our political system, which is so partisan and divided needs to shake it up and move our politics and our government forward. it's not an easy decision. right now all we're doing, and it's a lot, is to try to get on the ballot with a third line choice in every state in the country. we're just forming a committee to recruit, review, select, recommend candidates for that ticket real early. then the big decision, as we've said all along, we're only going to do this if we feel that we actually plausibly have a chance for this third choice bipartisan unity ticket to win. we understand that runs against history, but maybe people who are fed up with the two political parties and they find a choice of biden or trump so distasteful, maybe that will happen. >> sorry, sir, go on. >> i just wanted to say -- i'm sorry. the second standard we have, we don't to be spoilers. we're not going to get into this if that gives lines if they think next year the effect of that will be to makes it more likely that donald trump will be reelected. most of our members of both parties, all parties, don't want to see that happen to the country. >> how can you not be a spoiler getting in that late, when our most recent polls show there is some appetite for another candidate, rfk given 16%? >> so, look, our polling shows that a third choice, which gets a lot of support recently, 63% say they want a third choice, but that's not names. we get that. we'll be cautious in making this decision. we want this to be something constructive. i'm afraid that if it's trump and biden again, it will be a partisan slash-and-burn campaign and whoever gets elected president for the next four years, there will be more partisan gridlock. our big problems will not be solved in this country -- i think it would be great if a third choice, a bipartisan unity ticket -- and that hasn't happened since abraham lincoln in 1864, but maybe the country is about as divided as it was then during the civil war, and this is exactly the choice that the american people want. trust me, it's not going to be an easy choice, or we're going to try to make it as notfully and responsibly at no labels as we possibly can. >> senator, we will be waiting. thank you so much for your time today. senator joe lieberman. >> thanks, brianna. have a good day. >> you too, sir. just ahead, the highly choreographed meeting between president biden and xi jinping set to get underway this hour. and good news for your wallet. why a thanksgiving dinner will cost less this year. you want to be able to provide your child with the tools or resources they need. with reliable internet at home, through the internet essentials program, the world opened up. fellas, fellas. that's how my son was able to find the hidden genius project. we wanted to give y'all the necessary skills to compete with the future. kevin's now part of this next generation of young people who feel they can thrive. ♪ ♪ today we're getting new signs that inflation is cooling, but so is retail spending. americans duty back last month for the first time since march. so, help us put this into context, vanessa. >> it's good news for everyday americans. retail sales falling by 0.1% in october. that's a turnaround from the aggressive spending we have seen from consumers over the summer. they were really wallicing all of these higher prices, but they're confronts higher borrowing costs, student loan pails are being paid again, and that dip in october really comes back people are not spending on big ticket items anymore. we saw a decline in auto sales and furniture form the consumer price index also came out this morning. that's what businesses are paying. again, we saw a very high prices for producers, businesses over the summer, but we saw a better than expected drop in october. down 0.5%. that is because a lot of businesses saw cooling of energy prices. so, trucks that move the goods and services they buy. also encouraging news, pam, is businesses ultimately pass those prices down to consumers. if producers are paying less, consumers can potential pay a bit less, but, remember, we're not not quite sathere. >> what can we expect for thanksgiving? >> a continuing trend form the national retail federation is expecting that folks will be spending 3% to 4% more this year. however, that is a decline from what they were spending last year, up 5.4% in spending, basically seeing folks continuing to pull back. thanksgiving dinner less expensive this year, about $61 for a family of ten, looking at 12 classic iltemperatures. that's coming down from will $64 in 2022. last year when we saw a record, you can thank cooling inflation for that. also, you can thank tobys for that. the avian flu this year was a bit more under control, and farmers added more turkeys to the farm, so that's helping to bring down our meal cost. this year, i think everyone will agree that's good news. >> it is certainly welcome news. vanessa, thank you for that good enough. much appreciated. the high-stakes summit between president biden and chinese president competent gets underway. live from san francisco, next. after months of tension, the leaders of two global powers will be face-to-face for a critical meeting. any moment now, president biden and president xi jinping will shake hands in a very lovely pl place. >> it is. they are rolling out the rep carpet. a spy balloon shot down and other incidents, let alone the wars. mj lee is there. just set the scene for us. >> reporter: yeah, you know, u.s. media was just transported from san francisco to woodside, california, just south of the city. which was a location undisclosed to even members of the press corps under a few minutes ago, for a variety of security reasons. you're right, months and months of planning have gone into what we'll see today. in a few moments, we'll see the official meet and greet. really a series of meeting between the delegations, and that rare solo press conference from president biden. now, u.s. officials, we are told, encountered a remarkable amount of anxiety and attention to exactly how president xi would be treated during his brief visit to the united states. every piece of choreography, we are told, was something that the chinese officials were very attuned to, from where the chinese leader would sit, what he would see out the window at any given moment. while this is not at all unusual for any foreign trip for a chinese leader to be this closely cite niced, we were told that u.s. officials this level of anxiety was unremarkable and pretty unprecedented. as for what the biden administration is hoping to get out of this, they have been managing expectations. they say in the big picture, the thing they would like to accomplish with this meeting is bringing the u.s./china relations back to normal, establishing the diplomatic channels, communications and relationship again, because in the last year or so, that relationship has deteriorated. in terms of some of the tangible outcomes they are hoping for, there are a few things, including the reestablishment of military-to-military communications between the two countries. there may be a major announcement coming between the two countries on efforts to cram down on chemical substances used to make fentanyl, but all in all, they would like the communication reestablished between the two countries so that they can manage their relationship and make sure there's no misunderstandings and misperceptions, conceptions between the two countries going forward. >> mj, thank you so much. we're obviously keeping a close eye on this evening. and we have evan osnos, author of "joe biden" and matthew krenig. he's a former pentagon official. all right. propose heavy hitters to discuss this big meeting. look, these things, they're not coin flips, right? these are pretty much orchestrated, choreographed down to a tee. what will make this a success? >> i think just the fact they're talking is a success. i think it's also important to put it in a bigger context. the united states and china are in a situation that some have referred to as a new cold war. the reason for the sense relations is not because they haven't met, but china is threatening its neighbors, systematically stealing intelligent property from the united states, and committing genocide. we have to be realistic, one meeting will not suddenly turn the relationship around. last year it was basically establishing a floor. and all this that happened this year, what are your expectations, evan for this meeting and cha can come out of it? >> it's interesting, that language about establishing a forward, guardrails, you're not hearing as much of that from the administration these days. yesterday, he said what we want is they will pick up the phone when we call. that's not abstract. they have had trouble establishing reliable lines of communication. chinese officials have disappeared. this is saying, look, we've had a lot of trouble in the last 12 months. let's start a new clock running. >> that is a re pit for disaster, when you can't get ahold of someone you're having these close military calls with. china is so divisive domestically here. in the u.s., voters have strong opinions about this. can you talk about this fentanyl piece of this? i think that resonates a lot with voters here in the u.s. >> i think this is an opportunity, and a tense time. this is an issue that americans can understand, get their minds around. there are precursor chemicals proud there, in fact they're illegal to be used there. if they can do something, that sets a baseline communication. it establishes the idea that both countries can still come to together on things that matter. >> evan, you had mentioned, hey, we just want them to pick up the phone when we call. looking back, you know, since the military communication was cut off by china after the visit to taiwan by nancy pelosi, what the consequences of that are, and do you expect the military communications will be restored after this meeting? >> it is the biden administration's hope that the channels will be established. i think the two sides see it differently. the united states would like the military channels. to many of us it seems obvious he would want to operate in the region without accidents. i think china sees it differently. they don't want the u.s. operating safely in the region. i think they would like the u.s. military to just go home. another point i would make, in terms of these possible agreements over fentanyl, we have to remember that trump and xi made an agreement. china didn't really followed through. xi promised obama they wouldn't m militaryized islands in the sea, but they didn't follow through. >> very important context. >> thanks to both of you for being here. coming up, new warnings about individuals who may try to exploit the israel-hamas war to keys out an attack on the war. whatat the fbi director r just congressss. stay w with us. as the war intensifies in the middle, fbi director christopher wray warns it could spill over on to u.s. soil. >> since october 7th we've seen a rogued gallery of foreign terrorists organizations call for attacks against americans and our allies. hezbollah expressed its praise for hamas and threatened to attack u.s. interests in the middle east. given those calls for action, our most immediate concern is that individuals or small groups will draw twisted inspiration from the events in the middle east to carry out attacks here at home. >> cnn's evan perez is here with more from today's capitol hill hearing. evan, you've done reporting on how the fbi in particular is stepping up resources, scrutinizing potential hamas operatives in the u.s. today director wray had a stark warning in the wake of the israel-hamas war. >> part of it is there will be a spillover. one thing he mentioned is there are people associated with hamas under investigation. we knew that the fbi was going to take a look again at some people they knew were supportive of hamas in the united states. a lot of them associated with financing of the group to see whether they need to, you know, be concerned about potential attacks here. it's something that is very much on their mind. you heard it from the director and from the homeland security secretary especially because there's been so many threats against jewish americans and arab americans and muslim americans. >> there's also the lone wolf, other terrorists that could be inspired by hamas and hezbollah and threatened the u.s. >> right. we saw -- you and i spent so much time covering these similar threats from people who were inspired by i.s.i.s. just a few years ago. that's the marker that they're looking at. again, they're trying to see whether people who might be driven by the images they're seeing coming out of gaza, people who are passionate about what's happening over there, could decide to carry out an attack here. that's always the concern. it's very heightened because of the number -- the sky rocketing number of threats they're seeing. >> it's hard for law enforcement trying to decipher what is an actual threat versus online rhetoric, right? >> the biggest thing is they have to be right every time. >> absolutely because lives are on the line. stay with "cnn central" as we wait for a critical meeting between president biden and president xi to get under way.
