We are coming on the air in the middle of a race against time in South Florida. Still a search and Rescue Operation, meaning they are still looking for survivors after part that have condo collapsed around 2 00 this morning in surf side near miami beach. Youre seeing part of that building left. At the moment one person has died, two are in the hospital. There are no numbers on how many people are still missing after this horrifying scene. Survivors started to share their stories after a scary morning. Unfortunately, we do hear screams. I dont even want to think about it. We did hear screams but i couldnt tell where they were coming from, from the rubble, from the apartments. People were on their balconies, waving flashlights, yelling to the firefighters. Over the course of the next 60 minutes, we are talking live with another person who made it out of that building and with the mayor of Miamidade County who oversees the First Responders here. As we come on the air with you live from washington, sam brock is on the scene in surf side. Sam, we just got an update from mrnl officials. We know some of the numbers of people rescued, 35 of them, right . We know the numbers of people in the hospital, too. What we dont know right now are how many people are still missing as officials are directing folks who have family in that building to call this Hotline Number to let them know. Thats exactly right, hallie. There were 55 units that chapsed. Now, its florida. Certainly some people are down here, but the reality is when we interviewed the surf side mayor, there are plenty of people in there. How many bedrooms were occupied we dont know. This is night and day, literally and figuratively from what i saw this morning, when fire trucks were extended with ladders in the balconies. You mentioned 35 folks were rescued and two others who were taken from rubble and survived. One confirmed fatality, 10 people treated on scene. The question right now, we all want answers, is how many people are missing and could this death toll rise exponentially and officials cannot provide clarity on that. Harrowing stories as you hear from folks you just played, saying they could hear screaming in the building. There was so much debris in the hallways, she could not get out. Had to be rescued from her balcony with her husband and two elderly folks that live in that building. She shepherded them out. She says she has three kids. As young as 12 months old. If she were living on the sea side of things, she would not have been talking to me today. I have countless other stories like that, hallie, that makes you believe there are other people missing right now. I know youre about to talk to the mayor in one second. Theres chaplains on scene, reunification services. Hopefully its more emphasis on the latter, Reunification Versus the chaplain but these are distinct possibilities, hallie. It is a gut punch to look at the wreckage and think about the operation that needs to unfold. You talked about the immediate question which is how many people are looking for. The other is, how in the world did this happen in the first place . Investigators are trying to figure that out, too. Reporter absolutely. And it was built in 1981. In miami beach if its older than 40 years, they have to inspect it for structural inefficiencies. Im told by a resident they were doing work on the roof and believes it was tied, in fact, to that review of the building. Is that related to the collapse . Theres a lot of architecture here built in the 80s. This is miami. How representative is this of potentially any other issues . The mayor says it was an anomaly, like a bomb went off, catastrophic failing and right now there are so many questions. Sam brock, appreciate you being live there on scene. Very active scene in surfslide, florida. Just in the last 60 minutes or so, they said this would be a long search and rescue process. Do not think it will wrap up in the next couple of hours. Its going to be way longer than that. Listen. Here we are, the unimaginable, incredible. Our prayers are with the residents, with the families, with the community. Were very appreciative of what theyve offered and the assistance, anything we need. This is not going to be something that is going to be brief. Its going to be something thats going to be for the long term and possibly, you know, at least a week. And, you know, these people behind me, its very important that you recognize them because theres a lot of support here, and this is who is helping them make this happen, that we can resolve this as quick as possible. Good morning. You can hear me. Officials confirmed one person was killed, several others hurt. Any word or condition on those taken to the hospital . No, we do not have an update on that. We know 35 people were rescued and we had only two that went to for medical help. And, of course, theyre continuing a search and rescue for the rubble as well as theyve evacuated everybody from the buildings. This is your county. This is the town that you know. This is a community that you know. How are you doing this morning . And talk me through what happens gone through your mind as this has unfolded over the last several hours. So heartbreaking. As you say, this is my county, my community. Surf side say familyoriented community, very closeknit, small. The mayor has been on site since the wee hours and his manager, fire rescue team, which is the best and has so much experience, unfortunately, with this kind of work, has been working throughout the night and will obviously continue. We also have our Florida Department of Emergency Management and the task force here on site, dogs. We have really the best. The best of the best, and theyre doing everything they possibly can to continue to identify anybody that they can rescue. Is there any expectation at this point, mayor, that you will find survivors remaining in the rubble . Yes, we still have hope that there will be survivors. Yes. And were actively pursuing that at this time. Is there anything thats given you an indication that you might find survivors . For example, i know the dogs have been brought in, et cetera. Are you getting any signals that perhaps there are people alive in the wreckage . Ive been told that they are actively searching and that they are hopeful. So thats all i can communicate at this time. Of course, weve also identified any missing people and we have a hotline, 3056141819. And miamidade. Gov emergency. We want to encourage everyone looking for missing loved ones to report so we can be more deliberate in our Search Efforts and aware of the situation. Can you talk about any assessment as to whether part of the building that is still up we spoke this morning here at nbc news with people in that part of the building that did not collapse, that got out. Yes. Is it confirmed that part of the building is no longer in danger of collapsing . Is that okay . Im understanding that there is some concern that other parts of the building might be vulnerable, and the area has been cleared to make sure. Fortunately, everybody has been evacuated from that building already. But there are First Responders, right, who are on scene, looking for people . We can see images of them there. Correct. At the part that has not collapsed. Do you believe theyre in danger at this point . Our First Responders are obviously heroes and heroines. Obviously were praying for them and all of our thoughts are with them as they conduct this very dangerous operation. I know its so early to be thinking about what caused this or have any understanding of what caused this as we heard from our reporter on the scene. Can you shed light on that, mayor . Theres been speculation, was it a sink hole . Did something fail . What do you think you know, at least that the point, albeit very preliminarily . What might be concerns with the construction or condition of the building. We do not have any information at this time to really say. Of course, foul play, we seem not to be concerned. We havent found any evidence of any foul play. Some of the survivors have described seeing a lot of water in the garage area underneath the building, which could obviously be from the Collapse Itself. Could that have been something that happened prior . Is there any indication that water was a factor here that you know of so far . So this building is right on the beach. Obviously, theres wave action nearby. We do not know exactly what may have contributed to that. But for sure theres a lot of water in the area. Do you have the resources that you need there in Miamidade County . What else do your crews need . As i sit here in washington i wonder if there has been any federal outreach to you. I dont know if the president would have called. Yes. Or had outreach to you or representatives from the white house . Yes, ive heard from the white house, offering any and all assistance, i heard from our delegation, offering any and all assistance. Our Lieutenant Governor is on the scene and chief Financial Officer is arriving. Were told the governor is arriving later. Were all here together. And my understanding is that we have the resources we need. Again, just top notch, world recognized rescue team with a lot of experience. We have the equipment that we need and many, many, including governments across i heard from the israel consul, argentinian consul, other dignitaries to ask if they can be of assistance. Talk to us about what youre hearing on this thing thats coming together, this framework on infrastructure. Hey, hallie, thats right. Big meeting. Right behind me, big buses to take the lawmakers to the white house in the next hour or so to meet with President Biden. And that comes after days of negotiations with white house officials on what this framework on infrastructure entails. We dont have the details yet. Theyve been very tight lipped. We know its traditional infrastructure, roads, bridges and broad band. The biggest Sticking Point is how to pay for it. After a latenight meeting last night, negotiators felt very good about what they came up with, on ways to pay for it. We are waiting to hear what exactly those are. But Speaker Pelosi and Leader Schumer had a separate meeting with white house officials, and they emerged from that meeting, understanding the dynamics within their caucuses. Its going to be very difficult to get all 50 democrats and all of the House Democrats on board for any bipartisan bill, unless they have an agreement on a major reconciliation, human infrastructure bill. Lets listen to what Senator Schumer said last night after that meeting. We had a very good meeting. We got into quite a bit of detail. The bipartisan tract. We hope to have voting in the house and senate in july. And that is the thing that hes trying to make a commitment to his progressive members, saying, look, were not going to go on this bipartisan bill and leave Everything Else aside like the child care, elder care. That is his commitment to them. I did speak to one member of the Bipartisan Group this morning and he said they feel very good about where things are. Hallie . Leigh ann, thank you. Let go to mike at the white house. Leigh ann touched on this. Despite so much attention being put on republican support, for example, senator joe manchin, et cetera. Whats the expectation youre hearing from your many sources inside the west wing on this . Well, hallie, whats so interesting about what were going to see unfold in the next hour is weve had the top advisers camped out really on capitol hill, working with this Bipartisan Group, trying to come up with what is now being called framework of a deal. Not necessarily sure we have all the details pinned down. Thats set President Biden up to be the closer, to make sure they have everything in place on this track. We began the week talking that theite house thought they had its been an either or situation. Either the bipartisan bill or reconciliation, democrats go it alone move. The white house will have to grapple with the fact that democrats want both. Part of what Senator Schumer spoke to there is the likelihood that theyre going to try to do both. This sets up the president , former man of the senate, wants to get congress back into fupgsing the way it used to with one of the most complicated shall legislative maneuvers ahead of him that weve seen in washington in some time. Today for the president , these direct talks with republicans and democrats alike, laying the groundwork for his own government, it will require him and the entire White House Team constantly reassuring both sides, including progressives that have become increasingly critical in the concern that they can get both of these things done at the same time but its no easy trick. Mike, thank you. Sal, you have this other piece, which is Police Reform. You have this deadline set to try to reach some sort of a deal. Where do they stand on that front . Hopes of a bipartisan deal are very much alive. Negotiators met a couple of times this week and sounded positive about what came out of those meetings. Lets hear from senator tim scott and congresswoman karen bass. I dont think theres outstanding issues that need to be worked out. Nothing is over until youre looking at Written Language. Were not at Written Language yet. Reporter now one of the Sticking Points in these talks has been the issue of section 242, criminal liability for Police Officers and whether things like excessive use of force should be covered and subject them to liability. What negotiators hope to do is come up with a framework they agree on this week and spend the next couple of weeks writing legislative language. We saw when the two sides thought they had a deal and then they got to Writing Language and then not so much, maybe they didnt have a deal. Any deal, the two people who really matter in delivering 60 votes in the senate are President Biden and senator mitch mcconnell. New this hour, our first look at the Collapse Itself from Surveillance Video captured nearby. We have to warn you, this is extremely disturbing, especially given how many lights were on in those condos inside the building when it chapsed. Were only going to show it once here. Were going to do that right now. It is horrifying to see, as you see the middle part of the Building Collapse followed by one side of it, and then that plume of dust, debris and smoke covering part of an area in surf side. Rescues are trying to move equipment and get that scene cleared. You can see pictures of what it has looked like in the last little bit this morning. So i didnt really it didnt really register that it could possibly be Something Like this until about 30 seconds later.
