for ukraine and israel looks like it could be offered may be for a while, republicans insisted not another dollar or until democrats agreed to secure the border, democrats equally adamant republicans are using the border as an excuse because they were never keen on funding ukraine. by texas congressman chip roy says not so but he vows if this border stuff isn't addressed, this aid package isn't happ happening. democratic senator mark warner says if this package isn't happening, vladimir putin isn't only smiling, vladimir putin is winning, they are both here and your world is starting now. welcome everybody, i'm neil cavuto. let's get right to capitol hill were both sides are digging in and no solution. >> we don't have a solution at this hour and we likely won't it the next couple of days but i am told republican negotiator on the senate side of senator lankford has now spoken with democrats negotiator senator chris murphy. they are both swapping papers. langford has handed over a new offer to look at and they are going to talk over the weekend. bottom-line negotiations are on and they are talking and that is a good sign after what we saw happened yesterday. neither side is willing to say publicly what the impasse is right now, what the issue is but one of top issues that is rising to the top is a silo meant releasing tens of thousands of people into the country, waiting for their court date. it is a huge problem for republicans. >> we are trying to keep people from applying for asylum. going back to the first term of the obama administration about 21,000 people per year requested asylum, now that same number is every two days. it's just not realistic to think all of those people qualify for asylum, they don't and we know it's. >> some lawmakers want president biden to get directly involved in these negotiations. when it comes to the house, the white house has heartburn over speaker johnson's demand to attach hr two to catch which includes restarting portable construction. >> the president is willing to negotiate in good faith with the republican side as well but that's not what we are hearing from the house side in the ho house. it's a take no prisoners approach, all or nothing. >> as of right now it's entirely possible that senator schumer, leader schumer keeps the senate working past next week into the christmas holiday, we could see him bring up the israel aid bill that the house passed, take that up and punched ukraine down the road or pond all of it which of course is not going to go over well with the white house. >> neil: to put this in context, this could be a global problem too. the european union is it on the same page about how to get past a budget impasse that will also keep aid to ukraine hanging on the vine to which president zelenskyy has responded the only one he would be happy about what's going on right now is a vladimir putin -- if that sounds like a familiar theme it certainly is, that has been echoed here and something we will be pursuing with senator mark warner who has been saying the possibility here that we send a signal at the worst time of the worst moment could be letting ukraine know that help isn't on the way at least not immediately. how big a deal could this be? we will ask congressman chip roy of texas what his thoughts are. condors when you're in that gap that says we could do all of this and tie border security with its -- democrats are saying no. if you are president zelenskyy over in ukraine you're getting worried in fact you're pani panicking. >> let's be clear, the southern border across united states we have 12,000 apprehensions yesterday, that is an all-time high. we have a crisis in arizona, people pouring into our country. the fentanyl pouring into our communities, killing our kids. texas, we spent 12 and have billion dollars to deal with the border crisis, this is something that could be addressed almost immediately. jeh johnson when he was secretary of homeland security under president obama, he simply said a thousand a day was a crisis. we are talking about 12,000 yesterday. all we are saying as republicans is shouldn't we put the southern border of the united states, the sovereignty of america, the safety of americans first rather than throwing over $60 billion to ukraine before we have done our job to keep americans safe you're at home. all of us want to see pruden stopped, all of us want to see ukraine be in a good spot and sovereign. but it's not our job to put ukraine before the american people and importantly mike johnson, speaker johnson is telling the senate to do your job, follow the law, till the presidents to follow the law, tell the secretary of homeland security to stop ignoring his constitutional and legal obligation to secure the border in the united states. people in my state, they are dying. we are getting hurt and this president is ignoring us. we are just simply saying do your job. >> neil: when you tie the two together when the president says he's very happy to work out something on this separately it sounds like you just don't trust him. >> i don't know why we would trust him when we have had five-point something million people released into the united states, people from all over the world, people in the terrorist watch list, people dumping in the united states and endangering us, why would i trust this administration and importantly -- we are saying do your job, pass hr to and enforce the laws. show us you're going to do your job to secure the border, then come talk to us about ukraine. that's all we are saying. this administration refuses to do even that. told the american people, this administration prioritizes securing ukraine before securing america. we know what the democratic priorities lie they aren't with the united states or united states interests. >> neil: you mentioned mike johnson the speaker. you have -- i would call it a tense relationship but but you said you were negotiating a defense bill. >> mike johnson is a friend, i'm trying to push mike johnson like i'm trying to push kevin mccarthy. the clock is ticking. america is suffering, the american people are suffering with open borders and suffering with the defense department that is no longer able to recruit, with morale that is low because you have it administration prioritizing social engineering over defense. the nda that the so-called compromise bill that was just struck with democrats it doesn't do any of the stuff we put in our july bill to make our defense department strong end. it doesn't end the abortion tourism or end transgender surgeries it doesn't end all the diversity officers and funding that it doesn't end race-based admissions at academies it doesn't end the president's executive orders on climate change. all of that stuff is undermining our defense prioritize asian focusing on killing people and blowing stuff up which is what it defense department is supposed to be designed to do. >> neil: he was happy with all of the above but not those specific items you mentioned. he was happy with what could be gotten at the time to paraphrase him, you're obviously not happy, are you saying two strikes? >> the national defense authorization act should be opposed by all republicans including the speaker of the house. >> neil: it's not to. >> it should not have pfizer added on top of it that continue spying on the american people until april of 2025. we have reforms we are ready to pass in this house, why would we tack a clean extension of fisa on the back of a flawed, watered-down defense bill. the speaker should not do that. we should stand the strong we should make sure we pass a pfizer that is performed a defense authorization focused on defending the american people and we should force the administration to secure the border of the united states, that's why were sent into the majority in the house. >> neil: sound like you're battling a bad cold hopefully you will get through that. very good seeing you again, have a merry christmas. >> got up alessio. >> neil: the candidates back on the stump but it's the money they are raising since that each and all in a different way we will explore and explain after p this. >> i'm not worried, he is going to do extremely well in iowa, i predict he wins iowa -- >> neil: do you think he has to win it? >> i think he needs to come in at least a very close to second if he doesn't win it. if trump wins iowa he most likely will win new hampshire and that's a problem. when you win the first two states historically no one has ever lost after what he most two states. >> neil: it doesn't always happen on the democratic side they often split that. in 2016, he won iowa ended up losing new hampshire. saying that, the donor and financial support has certainly picked up considerably for nikki haley, thought that ron desantis is low on money, guys like you make sure he won't be low on money but now there are concerns he wasted a lot of that money, he spent way too much on things and work at all helpful to improve his stake in the game and particularly in iowa, what do you say? >> people are going to say that because that's what polling is showing. on the ground it looks different from what the polls are showing. i think the money has been spent mostly in iowa in the early states which is what needs to happen because if you don't win those states it becomes difficult to go to south carolina with no winds. that's where people are spending the money in the polling isn't showing much changes. there's a lot of views out there that polling isn't accurate and hasn't been that accurate. we aren't seeing it on the ground the way the polling is. he's got over 30,000, 30,000 caucus ballots already -- people have signed a saying they're going to caucus for governor desantis. it's more than anybody else, certainly more than ted cruz had going into his win. >> i was a different kind of beast in that sense because of the way caucuses work. you're quite right, i could still happen. we have been surprised by the time caucuses come around. having said all that is there a sense that you in the field have to rapidly clear the pressure on the ramaswamy to crystallize, what do you think? >> it does need to clear. if trump were to lose iowa to governor desantis, i think other people need to take a hard look and say are we going to step out of this race and get down to two people so we can have a one-on-one. even if you say he's got to sit 6% nationally that means 40% of republicans don't want him and that's not a hard number -- biden's numbers are higher and we do what he's about to. -- >> neil: to be leading by 40 points, it's not too shabby. having said that is it your sense right now that the focus is going to be getting out and fully canvassing the state, the governor saying every single county and i wasn't going to visit, nikki haley isn't prioritizing it in the same way but she doesn't have to win the state it sounds like your guy does. >> he certainly needs to do well there, if he comes in way down from where governor desantis is i don't think that helps her either. they are putting a big effort to try to do well there and big donors are coming to try to help her out as well. vivek made a comment last night, you got these big donors from wall street and now you're going to have to do what wall street wants. that's not always a positive when you look out and go i got two or three billionaires that want me as a big positive. >> neil: don't you think if those two leaners had come to your guy you would've gladly said yeah? >> but he wouldn't change his positions and that's the difference. he's not going to do what they necessarily want him to do. >> neil: she hasn't changed positions since she got the syndicate to money or for that matter interested from j.d. dimon -- she hasn't changed, it's so recent. >> that's a good point to. i would say she is very much moderate and her positions which is why she won't do well in iowa and that's why she has better polling in new hampshire. overall for the republican party she's a moderate that to the party base is not going to support. it's going to be difficult for her. >> neil: thank you very much. now to the hill editor in chief, what do you think of this? the back and forth, this latest debate talking to two more in january. the tempo was picking up in the pressure on underperforming candidates to drop out is picking up, play that out for me. >> it's significant, that's why all this money is going into iowa. it's important for all the leading contenders including trump who as you mentioned did not win in iowa in 2016, ted cruz did to. it's important to raise money and spend a lot of it a little next month, maybe couple months. >> we make a big deal of donor support and i remember in prior cycles you and i talking, in the end, money is nice but doesn't buy victory. we can remember john connolly running in 1980, the mother milk of politics, so much money but he didn't go anywhere. one delegate when all was said and done, it's not a guarantee but it's helpful and in a state like iowa could help in a ground game and to make it more competitive for nikki haley, do you see that happening? >> it's very important but it's not essential, you don't need a cash advantage to win and we have seen that with a lot of self funders over the years whether it's ross perot or mike bloomberg didn't get to where they wanted to get and remember, hillary clinton spent more money than donald trump in 2016, we know who won that race. >> weird things that i notice but you're the expert's you don't have to go off like i do -- the strategy for vivek ramaswamy right now, he says he's not listening to advisors, he's going his own way but it looks self-destructive, what do you think? >> i think he had a great start to the primary campaign, he came out in the former vice president mike pence was going after him, nikki haley was going after him and that was actually a sign of strength the fact they are going after this person who a lot of people didn't know. i think he had a very rough night last night, that was not a good debate performance. he's trying to be kind of trump-like but he's running against trump, that's part of the reason he hasn't attacked vivek ramaswamy and last night was very rough. >> someone got so far as to say he was doing the bidding out there i think that's a dark helicopter crowd view of things, he doubled down on the kind of thing that hurt him in the prior events. >> we know trump lands punches well he's a great counterpunch or as he says. ramaswamy was going after christie or haley with some insults and christie called him out on it, the blows did not land, when blows do not land in debates they reverberate back on you and that is what happened last night. >> interesting and still a way to go. good to see you again, the hill editor in chief. 82 years ago today, pearl pearl harbor. they said could never happen again, then of course we remember 9/11. now an interesting column by a guy who is an expert on china, they say china could be the new japan surprising us with an attack, the only difference is the japanese had months to prepare for their's come the chinese have been working on it for decades. tiktok was to enrich the lives of our residents and just to be able to show people what senior living can be like. i think i am a tiktok grandma. my kids think i am. i mean, we're the ones that are being entertained. time goes faster when you're having fun. my little family is me, aria, and jade. just the three of us girls. i never thought twice about feeding her kibble. but about two years ago, i realized she was overweight. she was always out of breath. that's when i decided to introduce the farmer's dog to her diet. it's just so fresh that she literally gets bubbles in her mouth. now she's a lot more active, she's able to join us on our adventures. and we're all able to do things as a family.
