sage stallone dead at 36. it is saturdays, july 14. good morning. glad you are with us. i'm randi kaye. it is early. hopefully your kids are tucked in bed sleeping like angels. it's what one tennessee woman was hoping for when she adopted a little boy from russia. he was a 7-year-old boy that his mother decided he was mentally unstable. she put him on a plane and returned him like a pair of pants that didn't fit. she was not aware of his mental condition. now, a tennessee judge ordered the mother in this case to pay for the boy's care in russia since legally, she's considered to be his mother. she has to pay $150,000 in back support and fees plus, $1,000 a month until he's 18. he's ten, so it will amount to $246,000, to be exact. the boy wanted to will her. the adoption agency says the boy was not olent. here is my talk back question for you. do you think the mother should have to pay for the boy? should she pay more, less or nothing at all. did she breech the adoption contract, do you think? treat me and i'll share your comments this morning. a developing story out of egypt. details still coming into cnn. two american tourists have been kidnapped. the incident taking place where officials say people were taken from a tour bus. it's the third time american tourists have been kidnapped in that area this year. the u.s. embassy in cairo saying we are in close touch with the egyptian authorities who are doing everything they can to bring about the safe release of the american tourists. joining me from jordan is elise. good morning. tell us what is different about this kidnapping than the others we have seen this year. >> reporter: yes, randi. the reason it's different is this time the kidnappers are usually doing these kind of things for money. this time, they have an agenda. they have relatives that have been detained on drug charges and they want to let them go. it's more complicated than getting that money to them. they get released right away. this time, it's more complex. >> they are making specific demands to have their relatives released? >> specific demands to have relatives released. the americans are saying they are working with the egyptian authorities, but they have their own laws. a lot of times, you don't negotiate with kidnappers or those kind of people. it's more complex than just giving them their money and letting the people go. there are demands involved. >> this is a popular tourist area. it's a little frightening the kidnappings are on the rise, right? >> reporter: they are on the rise because since the fall of mubarak, it's always been a lawless region with criminal activity and trafficking. the egyptian police always kept somewhat control over there. since the fall of mubarak, it's no man's land, if you will. the egyptian authorities aren't taking care of the border like they should be. >> hillary clinton is in egypt, which is why you are there for a previously scheduled visit with morsi. do you think this changes the focus of the visit? what can she do to release these folks? >> reporter: generally, secretary clinton isn't going to have a lot of involvement in the negotiations. obviously, the u.s. wapts to get the americans home as soon as possible. she'll talk to morsi about the elections, the power, the egyptian economy and the u.s. wants to see what the u.s. can do to help the failing economy. also a lot of questions about the party which brought morsi to power, the muslim brotherhood, how they are going to treat women, what they are going to do with other islamist groups like hamas involved in the palestinian territory. there are a lot of questions and a lot of political chaos going on in egypt that she wants to discuss with president morsi about how he's going to move egypt forward. >> thank you for any update. keep us posted. appreciate that. a massive credit card settlement could mean more fees for you. visa, mastercard and the biggest banks agreed to a $7.25 billion settlement with retailers. merchants allege credit card companies were fixing the price of the fees. retailers will see the fees reduced temporarily. this could mean more money out of your pocket when you use your credit card. merchants can now tack on a surcharge for credit card purchases. a judge is allowing an antiabortion law to go into effect. the judge's ruling gives the clinic time to comply with the new law that requires doctors to be certified obgyns with privileges at hospitals. it's a win for both sides. president obama and mitt romney are fighting over bain capital. new documents show he was paid by bain for a couple years after he left. the president is demanding answers. >> i think he's going to have the answer these questions because he aspires to being president. one of the things you learn is you are ultimately responsible for the conduct of your operations. the campaign is trying to pin liquidations on romney. romney is ripping the president's re-election campaign for disgusting tactics. here is ha he said. >> there's no question but his campaign is putting out information that is false, deceptive and dishonest. they know it and ought to stop. >> romney had no roll at bain after february, 1999. this staffer working on president obama's campaign died friday. according to the chicago sun times, the 29-year-old worked on several of obama's campaigns, was working in the campaign ad department. president obama called his family to offer condolences and talked to other staffers in a conference call. this is vincent walters, the 15th most wanted fugitive. he is now behind bars. he was captured in mexico after 24 years on the run. he was wanted for a kidnapping and murder of a woman in san diego. trying to kill people for kicks. it's what investigators say these two young men did. 22-year-old brian holder and the other are each charged with three counts of attempted murder. it's a blessing, they had bad aim. of the three people they targeted, just one, a teenage girl was hit. >> we had a young girl doing nothing wrong that got shot because she was sitting there. by the grace of god, she's going to have a full recovery. >> the sheriff just announced the arrest. the shootings were at the beginning of this monlt. nick is here is fill us in on more. you have these shootings. how are the snipers targeting their victims? >> can you believe this? a bizarre plot to randomly shoot people. this is what happened in tulsa, oklahoma and in 2002, the beltway snipers. police are saying local police in south carolina say they lay in a field alongside ashville highway targeting their victims using a high powered rifle. the man and woman was in a car. the woman was shot in the back. she narrowly escaped. the man was unscathed. in a separate incident along ashville highway, a man was pressure washing gas pumps. authorities are charging them with three counts of attempted murder. >> sounds like they were doing it for kicks. are they saying anything? it's working pretty well because this weekend alone we had less shootings than we did for any weekend this year going back to february. >> we can't just focus on chicago this morning. there is better news in other cities. w york saw a 70% drop. it's similar in philadelphia and detroit. it doesn't blunt the pain in communities across the country. >> now, all i can say is that this gun violence needs to stop. >> that's right. >> it needs to stop. >> that's right. >> enough is enough. okay? >> reporter: randi, today, disturbing accounts out of syria. 22 killed. they are saying that today there was a suicide car bombing that happened in the countryside in hama province. security forces saying a car bomb targeted a security insulation of some sort and seral security personnel were killed as a result. we are hearing disturbing accounts from the damascus countryside. a suburb and there had been helicopters firing on that town. there was a video we can't authenticate. very disturbing reports out of syria today. just to tell you about more of the fallout from the massacre, we are seeing more videos emerge from there. one of the videos showing u.n. vehicles in that town. this is interesting. the u.n. observer mission in syria has not commented on this, yesterday, they wanted to get to the town to investigate further. they said they couldn't because the violence hadn't ceased. we are trying to figure out if they are in the town and why the vehicles were there. >> the opposition is angry with kofi annan. they want him out and out of the negotiations. why is that? >> they are furious with him. we heard reports of so many demonstrations and amateur videos throughout different towns and provinces in syria. people marching not just in solidarity, but also to express their anger at kofi annan. they were calling for the removal of him to the envoy of syria. the activists say since he became special envoy, they have not been able to toss the tide of violence there. not only that, the violence and the deaths have escalated since they started coming in there. they believe the mission gave more time to the regime to continue the brutal crackdown against the freedom fighters and opposition fighters. >> a lot of people concerned about syria's chemical weapons. what do you know about the signs they were moving the chemical weapons? >> well, u.s. official told cnn that the syria had moved some of the chemical stockpiles in recent days. the officials were not sure why it happened, whether it was to protect the stockpiles because of all the fighting going on in syria or weather they were intending to use it in syria. it's the concern. it shows how much concern there is from the u.s. and other parts of the international community. we know that the u.s. has been surveilling for quite some time the weapon stockpiles to see if the government is moving it, to see if they are intending to use it. a lot of concern go to show how worried the international community is about this point. randi. >> thank you very much for your reporting this morning. a cheating husnd caught. now his e-wife is using his infidelity to sell their home. you may be surprised by his reaction.
