republican governor, governor abbott in texas, a using migrants as the political stunt. that's what he has been doing. >> you are referring to the busing of migrants to northern cities. >> the busing of migrants. putting them on flights. it is shameful that's occurring. >> dhs secretary mayorkas is going back to the border on monday for, quote, an operational visit regarding ongoing southwest border enforcement efforts. that doesn't sound like a new policy is going to be announced by then. house speaker mike johnson also heading south. >> it's time to deport those that illegally come into the united states. president biden can either do that or he can watch and lose and watch the next president enforce those policies that are on the books. hosting speaker johnson next week is critical to getting house republicans on board. i am expecting at least 60 of my republican colleagues to join us on that visit. >> officials here like to talk about how president biden put

step one of phase one. the time line will get kicked back a lot. we heard from paul ryan saying they wanted some part of this done by easter recess. i can't see that happening, especially when they're trying to get all house republicans on board. we heard earlier in the day there a couple of senate republican holdouts. they're not close on getting all house republicans on board with this. so they have a long way to go. the other thing i point out, you mentioned the provisions that the conservatives don't like. one of the things in the briefing are the tax credits that they want to give to americans that are not getting health insurance through players. tom price called that an equalizer on a tax treatment. you'll hear that line played over and over again. strict conservatives won't like that language at all. >> neil: it's interesting. they're splitting hairs on this.

years. so that's going to be the key for getting house republicans on board. >> ed henry live. thanks. now we have just gotten word today a six-year-old boy has drowned in a swimming pool aboard a cruise ship. a representative for carnival cruise lines said it happened yesterday on the last leg of a four-day trip through the caribbean. cops say passengers noticed the child underwater, pulled him from the pool but could not revive him. the ship arrived at the port of miami this morning. a representative read a statement that says, carnival extends its heartfelt sympathy to the family. the company's care team is providing assistance and support. of course, this is but the late nest a series of recent problems involving carnival cruise line. steve harrigan works the cruise industry and is live on the banks of best cane -- best cane bay. >> it's awful.

>> the president says his plan contains tough choices and sacrifices. why do you think he is not doing his job? given the fact that this has to go back and forth? i remember you once saying that the president ought to say, come on, show me what you got, republicans. you've been saying it. so let's see you do it. isn't that what he's doing? >> i think the president is scared. >> of what? >> i think he's going to try to call the republicans' bluff. well, he doesn't -- >> yes. >> he doesn't want to be the one attacked for talking about cutting social security, medicare and medicaid. so just like any other politician in washington, d.c., he is -- when it comes to touching these three programs, he's a cowered politically. and it's impacting republicans on the hill who are cowards politically as well. while this country economically burns, they're doing absolutely nothing. >> but wouldn't you say this is an opportunity for the republicans who have been talking about this for two years

andrew. >> when the republicans introduce their budget, there will be -- the retirement age will be raised, what will they do? >> they'll punt right back. it's going to be up to the president. >> that's what we just said. what is this? >> the president and mitch mcconnell work out a deal. and they sell it in the senate. >> wow. it's all done, right here. >> it's done in the senate and then they'll have to get it through the house. that's what's going to happen. >> tell me if i'm misquoting you. i'm sure i am. >> this time you're not. >> you told me last year the president would get serious in december. >> no, i didn't. >> yeah, you did. you said after the election -- you said well, maybe in january. and then maybe in february. this guy is not getting serious. >> i said march. i was -- i was -- >> we need the tapes. >> i was wrong. but it's going to happen this year. i have to adjust my predictions based on actual facts. >> okay. >> it's going to happen. >> willie, what's going on, my

is deficit reduction through entitlement reform. everybody is motivated to do it. it's just a matter of getting -- >> hold the phone, hold the phone. >> mark just said the president doesn't care about getting reelected. >> i didn't say that. i said he's not afraid of losing because of deficit reduction and -- >> i think he's shown that. >> he'll have to have republicans on board to do it. >> if that was the case, the budget he proposed yesterday would have looked very, very different. >> no. he's decided the republicans have to go first after demagoguing on medicaid. >> yes. he's doing exactly what you said he should, joe. show me what you got. show me what you got. >> do the republicans ever really get there? >> no. >> or is this just a lot of hot air. >> we'll find out. >> they have to get there. they have to get there. that's what they ran on. >> we have no choice. we have no choice. medicare, medicaid, social security. >> yeah, but you talk about punting. the republicans have punted for the last year on all of these issues.

shot. >> defense spending. >> yeah, exactly. >> let's go to capitol hill right now. republican senator from alabama, senator jeff sessions. and also from the was, chuck todd. senator, let's begin with you. we have been, of course, talking about the president's budget, talking about the cuts that need to be made and talking about entitlement spending and pentagon spending. will the republicans come forward with a meaningful plan to reduce the explosion in entitlement costs over the next generation? >> well, it's going to be difficult in the senate because we don't have a majority and won't be able to move a budget the democrats don't agree to, that the president doesn't agree to, but you'll see that in the house. there's no doubt about it. they're already proposing things. you get the same pushback that you get governor christy does in new jersey. but these are not cuts that

going after, without trying to reduce entitlements and republicans do, that will be a stark contrast. >> it will. >> i mean, a stark contrast. >> we had an election that republicans say, this is proof we need to cut. they weren't forced by the election to explain what they wanted to cut. the election occurred, they won. now they have a second chance to tell us what they're for. if they don't, then i don't think anything will happen. but they must. >> do you think they're brave enough. the democrats will say, you hate old people. you hate old people. they're going to get old people to rally. >> it makes it difficult for them to get entitlements. and they're saying, the president didn't either. >> they'll lose florida. >> that's the thing. it's not true. these days, i will say it again, political courage gets rewarded. i will say it again. marco rubio in the middle of the debate, the republican primary, he talked about social security retirement age going up to 70. that's much more bold than anything the deficit commission -- the debt commission came up with, and he won 2-1. he was running against two

and, you know, we happen to know on background that the two were talking. >> right. >> and giving each other ideas. it's -- it starts with actually telling the truth and making extremely tough choices. and for the republicans to accuse the president of punting and then to punt back, this is -- it's going to get boring very quickly. somebody has to actually come forward. >> when you say politicians are rational creatures, you're saying they're rational in terms of wanting to keep their jobs, not rational in terms of tackling problems that they all know exist. >> i have one point on the keeping the job issue. there was a nugget buried in the budget which i don't think a lot of people paid attention to. the obama administration itself, did you see this on the jobless number? they're projecting years out what joblessness is going to be. in 2012, which is the next time that will matter, 8.6%. so to the extent that you thought -- and we've talked about trying to get that number down to 8%. that's a magic number for him. the fact that the administration

way in new york state they've been in sort of a crisis mode for some time. it doesn't -- it also doesn't hurt andy cuomo that he's replacing a very unpopular governor in david paterson. he's got that low bar of expectation that he gets to exceed. that helps him a little bit. but i got a question for senator sessions. two questions. do you regret not supporting -- the u.s. senate had a chance to make that deficit commission more of a mandatory -- a congressional mandate. it could have been done in the united states senate with senators there and had a -- had real teeth to it rather than just sort of being done on the side. do you regret not supporting that? do you regret that republicans didn't climb aboard on that? >> i think about as many democrats as republicans voted no. it was a very difficult call for me. i have to admit. i do think, though, that commission, the way it was set up, inevitably would have driven us to significant tax increases
