this is "new day" weekend with victor blackwell and christi paul. a live look at the rose garden yesterday, we heard three word, help is here. and you will hear that more as these $1400 stimulus payments start to hit bank accounts. >> yeah, soon president biden will hit the road to tout his nearly $2 trillion rescue plan. andviewed the pr push yesterday. and the other message, normalcy is near. the president saying that may 1st is the deadline if all documents to be eligible for a vaccine. and he has his eye on independents s from the virus b the fourth of july. and health experts are worried about americans traveling for sbrpring break an more states ease restrictions. >> and we start in wilmington, delaware with jasmine wright. we know the president is spending his weekend there, economic aid starting to roll out. what do we know about what comes next? >> well, the president turned his focus noimplementing his cod relief bill. he said it yesterday, the devil is in the details. it is one thing to pass the american rescue plan, it will be another thing to inch fmplimple. it is require oversight to make sure there is no waste or fraud and the law does what its design dodd. and i mean it. we have to get this right.desig. and i mean it. we have to get this right. details matter. because we have to continue to build confidence in the american people that the government can function for them and deliver. >> now a few things will be happening the next few days on implement tags. first on monday, the white house will hold an event focused on it, president biden has not yet named who will oversee the process, something that he says he is going to do. but whoever gets that job, they will be busy because this is a big bill and it will be a big role. now, this week, president biden will go on a victory tour both to educate americans on what is inside of this bill and how they will benefit, but also to promote it. right now this bill is popular. and the white house wants to keep it that way. so we will see the president, vice president, and his top surrogates going across the country from pennsylvania to georgia to vegas, really all to spread this message. >> so let's talk about some specific dates here. because as the president said there, and you said, the devil is in the details, to use the cliché, may 1, all adult americans eligible to -- for vaccine, he says that is the goal. always july 4th, to start some in-person small backyard outdoor gatherings. which other date which is important to look out for? >> reporter: well, americans can really look to just this weekend. that is when the white house says those stimulus checks will start to hit bank accounts. the white house says that they will start this weekend likely with those who are already signed up for direct deposit with the irs. so that is something that the americans can look to very quickly. victor. >> all right. jasmine wright for us here in wilmington, thank you toyou. and despite calls from top lawmakers, governor cuomo is rejecting calls to resume and that he will not bow to cancel culture. >> and senators gillibrand and schumer released a statement saying that it is clear that governor cuomo has lost the confidence of the people of new york. >> and polo sandoval is following the latest on governor cuomo. what is he saying about these calls for him to resign? >> reporter: he says that these allegations of harassment and inappropriate behavior should be heard about he maintains that he is innocent of any misconduct. the governor also saying that he does not plan on stepping down. that in spite of the investigation, this impeachment investigation that continues at the state level and a growing chorus of democrats for him to resign. i want you to hear directly from governor cuomo, his position during his latest press call just yesterday. >> i did nid not do what has be alleged. i never harassed anyone, i never abused anyone, i never assaulted anyone. and i never would. right? >> reporter: and new allegations continue to emerge including several descriptions from women that are describing encounters from the governor and flirtatious comments made by the governor during official mee meetsings. and yesterday a former reporter that covered the statehouse also claiming that she was inappropriately touched by the governor without her consent. so not only the list of allegations growing, the list of democrats also on the rise that are calling for the governor to step down. just take a look, there are too many to mention. of course most recently porerful democrats in the senate including chuck schumer himself saying that these are credible allegations and as a result the governor should certainly step down. so not just these allegations that have surfaced recently, but also recent investigation that was launched by the new york state attorney general as well as the fbi looking into the undercounting of covid nursing home deaths. add it all up and you will hear from many of his critics saying that he cannot perform as chief executive of the state. >> polo sandoval, thanks. so let's talk about all of this with political analyst rachel bates, so good to have with us. so talk to us about what all of this means for democrats as a whole. let's get out of just the scope of the governor. and expand it into the political realm of democrats totally. >> i mean, look, there has been a lot of really powerful men who have been accused of things since the me"me too" movement a i think that they fight the allegations. and sometimes for republicans, they are able to sort of stay in power despite a lot of these allegations. but what you are seeing right now is a clear difference between the republican party and the democratic party when it comes to these sorts of thing, right? there was a huge tsunami of lawmakers on capitol hill yesterday starting with alexandria ocasio-cortez and jerry nadler all the way up to chuck schumer leading the senate saying, you know, one person, maybe they look into it, two, now we're up to a half a dozen women i believe. and enough is enough. and so they are calling on him to step down. and i think what you are seeing is in the democratic party, clearly will is not anywhere sort of tolerance for this behavior and even somebody who has done, you know, perhaps good work at some points over his life in new york, it is time for him to go. >> do you read anything into what could be seen as a delay in the call from leader schumer, senator gillibrand? because we saw the coordination of the statements from the house democrats part of the new york delegation early on friday. and then late afternoon we saw schumer and gillibrand join. do you read into that at all? >> well, look, chuck schumer is running again in 2022 and he could face a potential primary on his left. he is very consecience of that and has positioned himself more to the left recently than typical. so of course whenever calls for impeachment or something like stepping down, a lot of times you will see people for him because -- v-of of -- of course agree, they come out. and so schumer was the first one to come out and then a whole bunch of democrats followed him. so the timing is interesting, but typically this is what happens in politics. >> and we had errol lewis on and he was telling us that his news organization asked the governor's office if there were any more allegation of abuse officially filed and he said that they refused to answer that. the optics of it do not look good. what is the expectation moving forward, is that number six that we now know as of this morning, is that all there is? >> it is hard to tell. but i wouldn't be surprised if even cuomo's spokesperson and his closest aides are asking the same question. right? they are with him sometimes but not all the time. and a lot of times when you have these sort of crisis situation, you have loyal staff who don't know the full picture yet. so who knows what they know. but half a dozen is a lot and so we could continue to see more people come forward, especially as the new investigations are under way both at the sort of police law enforcement level and at the impeachment level. the political level. so this is just the beginning of this story for cuomo, especially if he decides to try to maintain power and refuses to step down. there is no doubt that this will be a suffering for him. there was a breaking point yesterday and he chose not to step down. but we'll have to see if he can sort of withhold the heat in the coming weeks. >> so democrats celebrated the passage of this rescue plan in the rose garden yesterday. speaker pelosi announced that infrastructure is next. that could cost more than the $1.9 trillion that was spent on this rescue plan. it is the issue that every candidate says that we can work across the aisle to get this done. but what is even the potential that republicans are willing to give president biden another multitrillion big dollar win? >> so we did a talk on playbook this week about this. you're right, typically you hear republicans and democrats saying we want to do infrastructure, everybody want tos to rebuild the country, but the devil is in the details. i interviewed a couple staffers on the hill who work in specifically covering the transportation issues and what they told me is if biden does what he is promising in terms of a big transportation package, it will cost a lot 6of moof money and py one of the get any republican support. if they pass another $2 trillion package, republicans will say that they don't like that number. and they ball being at things like changes to various policies that could help climate change. like changes to various policies that could help climate change. so i'm skrceptical. i think that democrats will use the same reconciliation tool and they will probably go big. because if we learned one lesson, that democrats are more concerned that they won't go big enough, and they will alien nature republicans. >> oond then the inter-party find over how progressive should this legislation be because there are a lot of progressives who are unsatisfied with what came out of the rescue plan. we'll see if they get what they want out of the infrastructure plan. rachel, thank you so much. so you know the beaches are getting crowded. look at these pictures. spring brers waning breakers ar escaping the cold weather. and plus why an investigation is reopened into the case of a teen found dead in a mat in his gym. >> i'm sure that we'll have a surge. over the past few weeks the number of cases were going down. the last two days have started to see a surge of cases. just in four hours, i admitted four new patients to my covid unit. so i know that people are take the no masks like there is nothing going for. like if you come to texas, you would say hey, the pandemic disappeared overnight. it is amazing. you go outside, all the clubs are packed, people not wearing masks. it is very disappointing. >> are you confident that the medical community can handle what may be coming? >> well, the one good thing is that we already went through once. so we already know what this is like. so i'm hoping that we'll be able to handle this new wave if it comes. i still did beldo believe that . >> let me ask you this. the president is saying by july 4th we can be in small groups with our family and friends and no masks. is it that realistic to you? >> it depends on how we behave the next few weeks. in texas, it seems that we've been doing the same thing and a lot of people without masks and, you know, doing barbecues and doing all that stuff. so i think that we need to be a little more realistic as we don't have a unified message just like you said, you know, each state does whatever they have want. >> so you're telling us texas doesn't look like that there is a pandemic going on? >> if cyou come to houston, it s like life is going on. yes, a few people wear masks here and there, but if you go outside the club, they are packed. i mean, people just congregating, no masks. it is very sad. >> let me ask about something dr. fauci said, that he is very concerned about post-covid mental health pandemics. do you see any signs of that and do you share those concerns about mentally and emotionally what may be coming even once this is over? >> absolutely without question. a lot of people have like p post-traumatic stress sin droemg. a lot of anxiety, a lot of depression. and what most people are not talking about, what will happen to the health care providers? i've been working 359 continue us days. at some point in time, all of us that have working so hard, we'll have issues. there is no question about it. >> yodid you say you've been working 395 consecutive days? >> that is correct. >> so how are you and people -- first of all, thank you for what you are doing. but do you ever feel like you have a moment to breathe? >> as of now, i don't. and again, you can imagine going so many days like this and now going out and seeing that people think that the pandemic just disappeared overnight?
