>> we published new figures yesterday showing record high spending across europe and canada. this year, 23 out of 32 allies will spend 2% or more of gdp. when we made the pledge to spend more, there were only three allies, this is significant change and reducing burden on the united states. the united states shifting political precedence and now this is happening. >> steve: are nato countries spending more because they are afraid what russia is doing in ukraine, they could be next. >> they are spending more as result of russian aggression to ukraine. this did not start in 2022, it started in 2014, when russia annexed crimea and since then we increased spend ing and deploye combat ready troops in eastern a alliance. this is european allies taking responsibility for own security. >> lawrence: big picture here, obviously ukraine has a right and duty to protect themselves. is there room for negotiation? could we end the bloodshed? what would it take to get some sort of deal? >> the easiest way is to -- the war, that would not give peace, that would give occupying. only way to end this war in a lasting and just way, president putin has to realize ukraine will remain democratic country in europe. demonstrate he will not win on the battlefield, if you want to negotiate a peaceful solution in ukraine, only way is to provide support to ukraine to convince putin he has to accept a solution where ukraine continues to be a democratic nation. >> brian: those not hitting t the -- the rest, big picture, you have two major problems, canada is circumventing -- excuse me, china is. and they are not less powerful now than two years ago, they are teaming with north korea and china and with iran and refortifying their military base. what can you do about that? what is the plan? >> the plan is to support ukraine. >> brian: can you stop other countries from helping russia? what leverage do you have over china, for example? >> you are right, problem, challenge in ukraine, it is not only about russia, russia is receiving support from china, north korea and they want the u.s. and nato to fail in ukraine because that will be not only win for vladamir putin, a win for president xi jinping for tehran and north korea. en ensuring vladamir putin does not win in ukraine. it is about making sure consequences for north korea and iran and under heavy sanctions already. also china cannot have it both ways, cannot continue to have european nato ally and be maven supporter of the biggest war in europe since the second world war. look into consequences aulso. we need agreement on these issues and not for nato to make the decision, it is haved union, i think this issue should be on the table because what happens in ukraine is very much about china. >> lawrence: will ukraine become a part of nato, mr. secretary? >> some stage, yes, i believe when fighting end we need to ensure it stops there. what happened on the 24th of february 2022, with full scale was another step in russia aggressive step in action over many years and ultimate security guarantee is nato membership. to invite them, we need c consensus and don't have that now employs we are training and equipping their soldiers. >> steve: you touched on axis of evil, putin will visit north korea later today to talk about a alliance. nato is in talks to deploy more nuclear weapons to send message to china and russia. where are you going to put them?
