>> the president is going to michigan to visit two auto plants and push the message that the industry bailout have helped to turn around the auto industry. the president will first visit a chrysler plant where they make jeep grand cherokees and a g.m. plant where the volt electric car will be produced. yesterday on "the view", they said they are showing a profit and they've rehired 50,000 workers and we're going to get back the money we invested in the industry. however, the white house says that refers only to the $60 billion spent by the obama administration, not an additional $25 billion the industry received in 2008 under the bush administration. and the most recent government estimates show that taxpayers will end up losing about $24 billion for the bailout. now, as far as government involvement in running the auto companies, the white house says it has stepped back and its role is diminished. >> we recognize people don't us to own the company. we don't want to own the company but to do it at a fire sale, i think is irresponsible for the taxpayers so it's a careful walk and we're going to walk it carefully. >> and the white house plans to continue pushing this message that helped to save the auto industry. the president is next week going to visit a ford facility in chicago. back to you. >> thanks so much. we'll have robert gibbs from the white house on later to talk about all that. >> yeah. how about this photo, huh? >> here it is, the cover of the "new york post" "washed up" is the headline and as you see that guy in some tropical location is charlie rangel. the senior democrat for the new york democrat delegation. and yesterday, the house ethics committee threw the book at him. and they have alleged that he broke 13 different charges in a 42 page report. even democrats are saying this is bad. here's one right here. >> i think the appropriate thing for him to do would be to retire and save his colleagues and himself. the pain associated with going through the trial process. >> that would be painful because the trial would start in september. it would lead up to the november midter midterms. some say it could really hurt the entire democratic party leading into november. i'm not so certain it would hurt the whole party. if you're out in california, are you going to worry about what's happening in new york? you're right. it can't be good for him in terms of that during the swamp concept that nancy pelosi was trying to lead. >> here's what's so interesting, ethics committee says they gave him multiple chances to resolve this behind the scenes, behind the scenes, they were negotiating with him. and they say that he is the one who wanted to go through a public forum on this. you'd think that he would want to save himself the humiliation, even if he's not guilty, the pain and humiliation of having to go through this. he's the one, they say, who didn't accept any deals. we don't know what those deals were. they were spelled out. they say he's actually defiant is the word they use so here you go. forget as the congressman said, spare us the pain of this. it makes sense. this is obviously all money that could be going to something else rather than airing all this dirty laundry. >> sure. >> and regarding the whole plea deal, there were stories circulating that we've reached a deal. it sounds like something has been hammered out and yet, at the end, a democrat from california, the top one on that particular committee, she said i needed to have everybody unanimously vote for this and she didn't get a single republican vote. apparently, one of the republicans, i think, from texas yesterday said look, it's too late. charlie had his chance and he is blowing it. here's a little bit from mr. rangel or strangle which is one of the headlines today in the paper here this new york yesterday on his predicament. >> years ago, i survived a chinese attack in north korea and as a result, i say having survived that, i haven't had a bad day since. today, i have to reassess that. statement. >> it's strange because he's been fairly upbeat throughout this process. this is a two-year investigation. clearly now looks a bit beat up by everything he's facing so here is a violation and the real serious one is that he abused his office, that he solicited donations on behalf of, you know, for this university school in his name. some of the accusations say he had people -- he had businesses and lobbyist who's had business before the ways and means committee and he was submitting for donations from the very same people. he was asking for money from these people that he could help in the tax cases and that's very ugly. >> that's exactly what blagojevich went to trial on. but what's interesting is that his primary race, rangel's is coming up mid september and this may all start mid september but, you know, some people say that he owns his district. that he doesn't have a serious challenger in the primary right now but that may change as some of the more information leaks out. >> look, this is not some low level guy. this is one of the top democrats in the house of representatives. this is an embarrassment for his party. it is an embarrassment for congress. if charlie is smart, he will just say you know what? because the law is interesting. it was really a mixed message. a mixed bag. they said that they do away with sanctuary cities so how does that change in those cities? >> seems typical. >> they said they still can ask people about their status but they're not mandated to ask people about them. >> they are required to carry your papers so what's the sense in asking? the sheriff who we all know says he's still going to do his job as he did before this ruling. >> yeah, and in fact, he had a sweep yesterday and a bunch of people got arrested because they tried to impede justice in the words of the sheriff. in the meantime, commonwealth of virginia could be next. the head of supervise or for prince william county, he has got similar legislation in the commonwealth that would do essentially the same thing and even given the fact that there's trouble down in arizona with the legislation, he's going full speed ahead. listen. >> 60% and 70% of virginians and americans support this type of legislation. by the time the general assembly comes in january, they're gonna have no choice but to adopt this legislation. >> to do this to the state of virginia, you're gonna have places boycotting virginia. you're gonna have businesses staying away. >> and as well, there is legislation in texas that's also going full speed ahead even though there's trouble and now it's tied up in the courts down in arizona. >> many states. it's not just texas. nebraska, at least a dozen states. let's talk about "american idol. >> this is a case of gross incompetence. it would be funny and part of the summer comic relief tour if it weren't all so tragic because this was an occasion where you're pushing for relief for the unemployed and you come up with a bogus unemployed lady and put her out in front of the cameras. i mean, heads should roll for this. >> yeah, she can't -- who did this? joining us now for a fair and balanced debate, michael hoffman, former homeland security analyst on airport security systems and kate hanai is an executive director of flyers rights.org. good morning to both of you. as we were reminded on christmas day, we are a target for international terrorists so any mention of less security makes flyers more nervous. why should they not worry about self-boarding? >> well, we've seen this proven to be very functional in the international airports, frankfort has been doing this, munich has been doing this for several years. it works. you don't remove the safety precautions of the tsa, the actual getting through on the normal safety procedures and i would argue that the ramp check-in isn't about safety, it's about efficiency, productivity and turning the passengers over as quickly as possible. >> yeah, my assumption is this is about cost effectiveness for the airlines as well. we have an example of what this would look like with luftsana airlines and essentially they would do away with the agents there before they board the plane. let me ask you, the implication here being these agents are merely robotic in what they do, they take your boarding pass and shove it in. are they doing more than that? does this pose a safety risk? >> they actually have a huge level of responsibility in terms of identifying people who are intoxicated who may be ready to get on a plane that could provide a safety problem in the air. they have an obligation to look at unaccompanied minors that may not have the appropriate accompaniment at the gate. we have an example of an 8-year-old that was sent off a plane by a flight attendant by herself. and the gate agent was the person that ended up caring for that child until they found the child's mother. so there are a lot of situations where we can see this could create a problem and in general, the airlines have been reducing the number of employees over the last few years so save money in all kinds of ways. so there's a lot less accountability inside the airport and, you know, a lot of things can happen after security in an airport where someone can get a knife in an airport, restaurant or arm themselves in a variety of different ways between security and when they get on the aircraft. so i am very concerned about the minimumization of the gate agents and the idea that they can self-board. >> the other idea is the unaccompanied minors and the people that go through security and say they switchboarding passes at that point once they're past security. does that not present some sort of risk for us? [ giggles ] tell her it's for the hi-speed internet. ♪ [ female announcer ] free hot breakfast. big comfyeds. free high-speed internet. quality hotels. a lot. for a little. >> judge susan bolton putting much of arizona's tough new immigration law on hold and many in law enforcement say their hands are essentially tied when it comes to trying to crack down on illegal immigrants. but our next guest is not so sure. joining us now is rafael coyozo, the national director of democracy incorporated. thanks for joining us. let me show the audience, if we have it, the parts of the law that did take effect on thursday. apparently, there's now a ban on so-called sanctuary cities. the ones where they do not prosecute illegal immigrants even if they're detected and the criminalization of hiring day laborers who are in the country illegally. do you object to either of those? >> we object to states overstepping their boundaries and i think judge bolton's decision the other day while not a complete decision, i think gives an -- we agree it's a strong indication that the federal government has addressed this issue and not in the purview of states rights. >> yet, so many arizonians who say the federal government has been remiss and not addressed this issue in any sort of adequate way, certainly not in arizona where people feel that they're, you know, under siege so what's the answer? >> hispanic activists around the country would agree with that. we want to work with law enforcement and many people in the community to demand the federal government to address this issue. >> look, here's a poll. our most recent fox news dynamics poll, is the federal government enforcing existing laws? 72% of respondents say no. so the federal government has fallen down on the job. isn't it -- doesn't it behoove arizona to take up the charge to protect their own citizens. >> let me tell you the other side of the story. we have an office in tucson where we've registered nearly 5,000 hispanics this year and what americans, these voters are telling us, is that this law, even in -- not even in full implementation is creating a spectrum of fear. people are leaving their children home or they're going shopping. they're not traveling. they're taking all these family trips on arizona's great highways because they feel this wall is being created between hispanics that are doing the right things, working hard, paying taxes in law enforcement and we need to be knocking down those barriers for -- to not only lessen crime in arizona but call on the federal government to act on this issue immediately. >> president obama says he is sending more boots to the ground. more national guards people along the border there and it's going to start, i think, august 1st. is that the answer? will you -- will you be comfortable with more law enforcement types along the boa border? >> we'll be comfortable when the congress act to address the totality of this reform. we need a comprehensive solution to this problem and i think that's something that the hispanic community and law enforcement can agree on. >> you're not against having law enforcement at the border stopping people from coming over the border illegally, are you? >> no, we're actually for all americans including latinos working with law enforcement to enforce it regardless of status. we need to not create legislation that builds barriers and division between the citizens and the people that law enforcement wants to serve. >> i should let the audience know, we had a sheriff booked to debate this with you. he's had a very long night. he's been obviously talking about the law. thanks so much for coming on, rafael, and telling us your organization's position on this. obviously, the debate continues. >> thank you so much. >> thank you. coming up, he's accused of killing 13 people on a military base and major nadal hasan is still collecting a government check? how can that be possible? we'll find out who is making it very hard for the accused fort hood killer to cash in and the president facing a tough crowd today. he's in michigan that has the second highest unemployment rate. how can he spin this in his favor? joining us in the next hour is robert gibbs to talk about what the president will be saying and doing today. a little bit ago and there's another lady down there that's screaming. i don't know if she got bit or not. >> it was a bear. >> it was a bear. >> man, one man was killed and two other people were injured. a mother grizzly believed to be responsible for that attack has been captured along with two of her cubs. wildlife officials say that they will use d.n.a. tests to confirm if they have the right bear. three more american troops have been killed in afghanistan making july the deadliest month for u.s. forces in the nine year war. the soldiers died in separate bombings in southern afghanistan. earlier this month, u.s. sailors jared newlove and justin mcnenely were killed. both men were noncombatants and shot deep in taliban territory south of kabul. the pair went off on their own for reasons that remain a mystery. accused fort hood shooter nidal hasan is still getting a paycheck from the military while he sits in jail. >> what? >> but now, he does not have a bank to put the money into. bank of america recently notified him that it's terminating his account. hasan's legal team is searching for a new bank. so far, six banks in central texas have refused. given hasan's rank and seniority, he's believed to be making about $6,000 a month still. a bill that provides september 11th first responders with health care just failed in the house. it would have paid up to $7.4 billion in medical aid for people who got sick after working at ground zero. lawmakers defended their votes on the floor. >> the bill before us would reimburse hospitals in new york at 140% of medicare. we think that's not fair to the rest of the country. >> these heroes deserve better than they are receiving here tonight. >> instead of standing up and defending your colleagues and voting no on this humane bill, you should urge them to vote yes. something the gentleman has not done! >> very passionate about that. yeah, the bill's sponsors say they're confident it will get passed when congress returns from its summer recess. those are your headlines. >> all right. well, in just a few hours, president obama takes to detroit taking what looks like a victory lap for the auto bailout but should the president pat himself on the back as michigan faces skyrocketing unemployment? malini wilkes live in d.c. with the very latest. good morning. >> well, good morning. the president plans to argue that in the case of the auto industry at least, a government bailout has worked to save jobs and keep plants open. today, he'll visit two plants in michigan. first, a chrysler plant that makes the jeep grand cherokee and a g.m. facility that will assemble the electric car, the chevy volt. both companies have shown signs of improvement since their bankruptcies and restructuring last year. on "the view" yesterday, president obama said the companies have rehired 55,000 workers and taxpayers will get all their money back. but the government still has ownership stakes in both companies. critics don't like that. rush limbaugh calls g.m. obama motors. here's the white house response. >> rush limbaugh and others wanted to walk away. rush limbaugh and others saw a million people that worked at these factories, that worked at these part suppliers, that had supported -- had supported communities. and thought we should all just walk away. the president didn't think that walking away from a million jobs in these communities made a lot of economic sense. >> and ron bloom, an administration advisor on the auto industry says the white house recognizes that people don't want the government to run car companies and that they have very consciously stepped back their involvement since the bankruptcies. back to you. >> malini, thank you so much. >> ok. they've threw the book at charlie rangel yesterday. it's interesting, you have to wonder why they would set this up. you know, nancy pelosi controls things that go on in the house. why would they open this potential can of worms before the midterms? could have waited until afterwards probably because they thought he would just say oh, there's a lot here. i'll have to step out. i'll have to say i did the wrong thing and she can say look, we drained the swamp. told ya. nonetheless, 13 charges against charlie rangel and they are damning. for instance, he failed to pay taxes on a villa in the dominican republic. how did charlie rangel get out of this? he failed it report nearly $600,000 in income. >> that's from the rental properties, right? >> no. it was not. it was from some investments and stuff like that. i think the rental property was on the order of $7,000 or $8,000. big one is he solicited fund illegally for the charlie rangel center, a school named after him and that one really could sink his legacy. also, improperly used four rent stablized apartments as office space and keep in mind, he was the chairman of the ways and means committee. those in charge of writing tax law when he made tax violations or apparent tax slipups. hard to believe he didn't know the law. >> not only that, this has been going on for two years at least that the ethics committee has been looking into it. they apparently have been doing some behind-the-scenes dealing negotiating with him and they said that finally they just reached their breaking point because he wasn't that willing to negotiate so they decided that they -- they said he wanted to air this in a public forum. they called him defiant. actually, i don't know if we have this, but even democrats are saying it's time for him. listen to what democrats said yesterday about how it may be time for charlie to go. >> i think that the appropriate thing for him to do would be to retire and save his colleagues and himself the pain associated with going through the trial process. >> we asked you an hour ago whether or not you thought that charlie rangel should just have said, you know what? i'm gonna quit because i don't want to face expulsion and drag my democratic compatriots through the mud. overwhelmingly, you say that he should quit. but what is he going to do? don't know. trial might start in a couple of weeks. couple of months. who knows the exact timetable would be. nonetheless, this is an embarrassment for his party. it's an embarrassment for him. and you wonder why congress only has an 11% approval rating. ladies and gentlemen, exhibit a. >> exhibit a. the trial could start in september, lead right into the november midterms. you all know the democrats are in jeopardy of losing the house. stay tuned to that. the new york delegation will meet on these ethics charges today. meanwhile, let's head to arizona where the immigration battle is not dying down despite that judge striking down the most controversial aspects of the immigration bill. on one side, susan bolton, that judge is getting death threats now about her decision. on the other side, protests in arizona. not the folks who are against the ruling. the people in support of it came out to protest in arizona. they just want to continue to make their voices heard and say, we're not going away. we want to continue to push the issue even though they received a favorable ruling. >> so people feel so conflicted about this issue. you can hear things on all sides. the polls reflect support and people against it. i mean, people even in arizona are all over the map on how best to tackle this. they know there's a problem. they're not happy with what's going on in arizona. but they don't exactly know how to tackle it. here is governor brewer last night on how she plans to go forward now. >> they got their injunction but we have -- we still have a long ways to go and if need be, we can, like i say, we can tweak it and move forward. and, you know, i said yesterday, you know, if they're not -- if the feds aren't going to do their job, well, i'm up to suing the feds to make them do t thei job. i mean, they sued arizona. you know, we can sue them back. i mean, they're not -- they're not enforcing the laws. >> so that's what she's done. she's countersuing the -- the bolton who had the injunction a couple of days ago. while that's going on, while they're bickering, sheriff joe will have one of his crime sweeps which he has had a number of and it turns out a couple of hundred people while he's going out trying to find illegals or people who are breaking the law. couple hundred people showed up at the county jail and started banging on the metal door and then suddenly he had to divert a bunch of his men over to the jail. they were pounding on the doors saying sheriff joe, we are here. we will not live in fear. a bunch of them got arrested for breaking some laws. >> it's interesting, now what the law says will happen as of yesterday, no more sanctuary cities so i don't know if there were sanctuary cities in arizona and also now it is illegal for employers to hire illegal immigrants. but day laborers which is also a different category than, you know, full-time workers. so it's still very confusing about how they're going to implement it. >> and ultimately, this thing will get decided in front of the supreme court. it goes to the ninth circuit. it will go to the supreme court and that's where it will be decided. meanwhile, you all know the president was on "the view" yesterday and i found it surprising, guys, joy was on the radio after this interview. the thing she said is it's my job to be there to support the president which shocked me. that's how she sees it. it's joy's job to support him. not to hold his feet to the fire and ask him tough questions. fortunately, elizabeth hasselbeck is there. >> yeah, it's not a news show. >> it's not. >> it's entertaining. there's a lot of news shows. she's not a journalist and she has always been the big syste r supporter and booster of the president. >> so elizabeth hasselbeck took the president to task over the whole save jobs number. and then the president responded this way to her criticism. >> i have to tell you, though, this isn't just my standard, elizabeth, or my administration's standard, there was a report that came out by a couple of economists just today including john mccain's former economist that said that had we not taken the steps that we took, you would have actually seen millions of more jobs lost and we would be in a great depression. so i know that's not satisfying and it's not good enough. >> ok, so hannity then last night asked elizabeth about that answer. >> i thought the answer was crafty. and i thought it sounded good. but it sounded as though someone was on their heels. like i said before, if you're answering the question with it could have been worse, it's not good enough for the american people. >> and people want answers and that's one of the reasons we've got robert gibbs going to be joining us in about 10 minutes to talk about jobs out in michigan of all places where they're having a lot we continue the conversation with our panel. what do you think? he's passed a bunch --ing he's gotten congress to do a bunch of stuff. you look at the polls and think maybe people didn't want that. >> congressional approval of, what, 11%. the will of the people are already speaking and they're not even voting yet. obama is only listening to himself. he's not listening to the american people. obama care, there's still the prospect of cap and trade legislation and an overwhelming majority of americans don't want these policies that are taking place. >> michael, with arizona, it looks to a lot of people when you look at the polls, 60% to 70% of the american people like what arizona is doing. it looks like the president is standing in the way of a state doing what they feel is right to uphold the law while the federal government will not. >> i think a lot of people like the moxy of the governor, when the federal government is not doing their job. they say the governor is doing something in line with what the federal government should be doing. the problem is no matter what and no matter how well intended the governor is, it's still a federal job to do it. >> but the federal government is not doing it. >> that doesn't give the state the right to take it into their hands. they don't have the forensic capacity to investigate documents. >> why isn't the government doing? >> the federal government isn't doing it for one reason, political expediency. the truth is that if they talk effectively on immigration, they look weak in their constituents' minds because of the media and because of the two minute campaigns that everybody can run on the war on terrorism and that's a shame. i came back from europe. we looked like the laughingstock of the world. we are a nation of immigrants and yet, we can't even fix our immigration issue. >> ann marie, we are a nation of laws and there is a law where we should protect our sovereign borders and the federal government ain't doing it for us. >> it's a real problem because especially for these border states, we have a huge problem with violence. you have the kidnappings. you have the -- they have murders going on and also the cost. you have all these illegal immigrants who are using the services of these states and they just can't afford it and something has to be done to close the borders and people realize that. and people even outside the border states realize that and i think obama will take a big hit on this. >> you're a former federal prosecutor. do you get -- michael is a former federal prosecutor in the same office and today, they're prosecuting each other. >> we're friends. >> we are. >> but ann marie, you look at what she is doing down there, and i say the governor and the legislature down there, do you get why they're so frustrated if the federal government is not going to do it, we'll have to -- and now she's suing the government. >> absolutely. and you have about two dozen states that are looking to do the same thing so i think there's no question this will wind up in the supreme court because you're going to have the -- i don't think all the courts will agree with what happened in arizona. that's only a preliminary decision. it may wind up going in favor of arizona and what they've done and i think it should in the long run. >> it doesn't belong in the courts. i'm sorry, it doesn't belong in the courts. this should be in the chambers of congress, not in the federal courthouse. it should be in the white house. >> they have been able to do it for years and they've chosen not to. >> and they have to. that doesn't mean we're going to let everybody else get a pass on this by saying it's in the courts. >> it's the will of the american people. nationwide, you have people who are spending money to support arizona's legal fund. so overall, the majority of americans are in favor with this law. >> and people are frustrated. >> and our federal government is not doing their job. >> i wish we had more time. this is a great debate today. thank you very much. >> thank you. >> hey, what do you think? that's what education secretary arnie duncan is indeed pushing for. >> about levelling the playing field so in all seriousness, i think schools should be open 12, 13, 14 hours a day and should be open six days a week, 11 to 12 months ought of the year. it's not the same. whole variety of academic programs will be at the heart of that. >> students this morning are cringing. is this a good idea? let's ask the president of the eagle academy foundation, an organization that already uses a similar plan. good morning to you. let's see what you've done in terms of extending hours and extending the school year itself. >> i was the founding principal of the eagle americans high school for men. we've more than doubled the city graduation rates for young men and the reason for that is because we keep our young men in school an additional 12 hours a week. they spend an additional two hours each day and another three to four hours on saturday. it's important to note it's not just additional time. >> saturdays? >> including saturdays. but dave, the thing about it is the kids don't really resist because we're not doing the traditional thing that you do. we engage them in a host of divots including chess, robotics and district attorney bait. those programs are a big part of this. is this a coop joult? mr. banks, let's be honest, it's the quality of education that's important right now. i don't know if it's the quantity. the teachers aren't doing a good enough job. isn't that a big problem? >> that's a huge amount of the problem. you can't increase more time if the time that you're spending is mediocrity. you really have to make sure that it's increased quality time and those are the things that are the most important. you got to enhance the level of instruction. kids have to be engaged. if it's the same old thing they've been doing and they're going to be bored to death, you don't want to continue that. >> my kids are already in school enough. i want sometime with them in the summer. has there been a group of parents saying wait, our kids are going to school enough>> one of the things we found because been able to help parents to understand. not only is this a national race to the top, this is a glaebl race to the top. the united states is not winning that competition. >> you're right. >> we're not even in the top 10 in producing math and science scholars anymore. we are losing so our parents who are really concerned about their children's future and on the center, they'll need jobs. in this global economy, we have to do a much better job. >> david banks, thank you for being here. interesting theory from your yourself and mr. duncan. >> what's up? >> we're doing well. robert, i want to ask you on a similar note, there's a new poll out this week by the arizona republic that shows 62% of arizonians actually believe in letting illegal immigrants stay in the state if they have a job and no criminal record. is that the type of amnesty that the white house supports? >> the white house doesn't support amnesty and i think people who support comprehensive immigration reform don't support amnesty either. what we need to do is again, figure out how we're going to secure our borders. deal with those that are here. but do it in a comprehensive way and do it at a federal level because as frustrated as arizonians are and we understand that, we can't have a patchwork of immigration laws throughout each of the 50 states. >> all right. well, robert, how about this? let's not use the word amnesty. let's talk about a road to citizenship. there are some memos circulat g circulating, i'm sure you know, up on capitol hill and probably at the white house as well about how the administration is exploring the way to get around congress by using discretionary authority to allow people who are in the country illegally to stay in the country. >> well, steve, you'd be surprised. i have not seen those memos. i don't think they've circulated a lot through this white house. >> if you haven't seen the memos -- if you haven't seen the memo, do you know whether or not there is that talk, to use discretionary authority on the part of the administration to get around congress to allow people who are in the country now illegally to stay? >> this administration believes that the only way to deal with immigration is to do it comprehensively. to do it through congress with democrats and republicans working together. we've done it before with members like john mccain. members like lindsay graham, working with democrats like barack obama when he was in the u.s. senate. we can do that again. we can solve this problem once and for all. we can deal with securing our borders as the president has talked about moving 1,200 national guardsmen to secure the borders and i think we can deal with this comprehensively if we'll all just take a step back to deal with the problem. >> and robert, just to dig in a little bit on this, when you say the comprehensive immigration reform involves dealing with those 11 million that are already here, what does that look like? >> well, look, the legislation, again, that was supported by democrats and republicans in the past creates a pathway to citizenship but only after they go to the back of the line, pay a fine, learn english. that's all part of this process. the first part is obviously securing our borders. making sure that employers are not hiring illegals. that's all that's -- that is all that's in the comprehensive immigration reform and that's what has to be dealt with. again, it's been done on the federal level before with people that disagree or agree with this president, and i think we can do that again. >> later today, your boss, the president will go out to michigan and talk about jobs and also, the auto bailout as well. and how it has worked and how, apparently, we could get the money back, right? >> we believe that we will get the money that this administration invested in the auto industry, that required the auto industry to make some very tough restructuring decisions, ask for sacrifices from both the companies and the workers. look, it is a good news story. the year before this president came in, we were shedding more than 300,000 jobs a year in the auto destroy. -- industry. since g.m. came out of bankruptcy, we've added jobs. the three big auto companies that manufacture their cars here in america are actually reporting profits so there's good news because the auto companies made some very tough decisions and we made an investment that prevented a million people from losing their jobs. >> and yet, robert, the unemployment numbers in michigan are fairly grim. i think they're upwards of 13%. what will the president say to the folks there who doubt his jobs strategy? >> well, look, we're going to a plant today that is adding a shift to meet the consumer demand of the products that they're making. that's good news. again, we made a tough decision to invest in the auto industry and to save a million people in the midwest and in the manufacturing belts of this country from walking out of a plant and never return to their job. we have to keep making improvements and keep investing in small business. i think the best thing that congress can do right now is put aside the partisan differences that we have with republicans blocking a small business bill that would cut capital gains taxes on small businesses to zero. and provide money through community banks to lend to small businesses. that's an issue that shouldn't be a partisan issue. it shouldn't be blocked by republicans. that's what happened yesterday. >> you know, i'm sure the people of michigan will be interested in hearing the president's message because in michigan, as you know. >> in detroit. >> in detroit specifically, the unemployment rate is 14%. it's one of the highest spots in the country and michigan, the state itself is north of 13%. so for those people, they're going, hey, where's my job? >> well, look, steve, if the president hadn't made some of those decisions, their job would have left town. i don't think anybody can imagine detroit and quite frankly, steve, detroit's unemployment rate is higher than 14%. but nobody can imagine detroit coming back without a strong auto industry. we know that's the heart and soul of the auto industry. there's a lot of things that have to happen. we have to offer educational opportunities. we have to create jobs. we have to invest in our small businesses despite what republicans are doing on capitol hill. but nobody can imagine detroit coming back to the city we all know and hope it could be without a strong auto industry. the president will visit a plant both, a g.m. and chrysler plant today. places where jobs are being added. we're protecting and saving the middle class. lots of families who have worked in these plants for generations and made a good living. >> before you go, i have to ask you the really hard question. you know, it's -- >> i'm ready. >> it's the gotcha question. it sounds as if ellen is out at "american idol." kara is out. how do you think j. lo and stephen tyler will do as judges if it is true as reported on tmz on "american idol"? >> actually, i want to tell you guys exclusively that i'm leaving the white house briefing room to be a judge on "american idol." >> wow. we had not heard that before. >> i know. i know. >> what will you bring to the cast? >> no discernable musical talent. i don't think that will hold me back, though. i really don't. i can tap my foot when you play that intro music. other than that, i have no discernable musical talent. >> you're retiring from the white house to go into show business. >> i can think of no better training ground for "american idol" than a room of 49 seats and people all wanting to ask you, as you said, the hard gotcha questions. so i think i'm -- i think i'm now ready. >> all right. >> you heard it here first, folks. robert gibbs, thanks so much for coming on to talk to us. >> thanks, guys. >> i think he's pulling our leg. >> you do? >> yep. >> i was going to take that one to the bank. >> a little. all right. i think it's the white house. a fox news alert, the u.s. embassy in paris is confirming that a suspicious envelope was received there and two security employees have been exposed to material inside one envelope that arrived there and now they've been rushed to the hospital and are being evaluated by doctors for apparent poisoning. one of the envelopes is being analyzed by a laboratory but preliminary results indicate that it is not harmful. so you wonder whether or not it is anthrax or what could it possibly be? more details later as it comes into the fox newsroom. all right. >> they were not at the hospital, i understand. they were diagnosed right there. >> ok. good to know. meanwhile, man's best friend is helping out american soldiers on the front lines in afghanistan. this past february, a suicide bomber nearly killed a group of americans by exploding a bomb inside a u.s. army base. in the province in afghanistan. luckily, three dogs attacked the bomber and thwarted a major loss of american life including the life of sergeant chris duke. now, back in the u.s., sergeant duke is returning the favor and adopting one of those dogs. with us now is sergeant chris duke and his dog rufus. thanks for being with us this morning. >> thank you. great to be here. >> tell us what happened exactly back in february of this year and how 50 american lives were saved by -- by rufus there. >> well, like any other night, we're kind of hanging around our living quarters. when a suspected taliban terrorist attempted to gain entry. he was wearing explosive vest. we had three dogs that were just kind of random strays that we had been raising and taking care of. and they wouldn't let him in. they were, you know, barking at him and growling and biting at him and stuff like that and he got -- he got the door open, got just outside the doorway and unable to make it all the way inside the building when he detonated himself. >> as we understand it, one of the dogs even bit the terrorist's ankle. >> yes, ma'am. >> did you know after -- after the chaos of that event, did you know whatever became of rufus? >> i did not at the time. as a matter of fact, i returned back to the compound about four days later and we found that he had -- he had had some pretty severe injuries to his -- to his back. and myself along with some of my medics have had to doctor them up every day. >> tell us how you reunited with rufus. >> well, we have left the compound about a month later and came in and heard the story about them. they didn't luckily kick the dogs off the compound and one of the soldiers who replaced us told the story to his fiancee anna cannon who then in turn started an organization of puppy rescue mission to help get the dogs out of afghanistan and i've kind of stayed out of touch -- in touch through rufus and checking on them and receiving photos and stuff like that. >> wow, it's a great story. we're so glad you've adopted rufus and you guys are reasunit for people who are there, they can go to your web site. >> thank you very much for joining us this morning. >> thank you very much. >> coming up, a stunning new fox poll says nearly 50% of americans think the president is leaping too far to the left. >> good. >> steve: here are the headline, new york post, charlie rangel, who has been in congress from the area for 40 years washed up, is the headline. there he is. they threw the book at him. >> i've known charlie over 40 years. labor day will be my 40th anniversary in the news business. i knew adam clayton powell who was his predecessor. he's a wonderful, charismatic guy. but he got himself in hot water. the problem is they stay so long, they begin to feel entitled. >> steve: is he a crook? >> maybe in the way tim geithner was a crook. they forget or conveniently postpone or feel themselves above it. whether or not he's guilty of a crime is much more problematic. i think that's what he's fighting now. he's afraid these admissions will make him more vulnerable to criminal action. that's what he's trying to do is negotiate. >> steve: isn't the big one the misuse, the abuse of his office? the "new york times" tells the story of an oil man who wrote a $100,000 check to charlie rangel's school that he named after himself after charlie rangel's ways and means committee gave him a tax break? >> even in washington, d.c., see -- remember the clinton library and all the various libraries? there are all of these deals that are made one way or the other. it's awful to say it. it is a harshly realistic view of washington. >> alisyn: this is what blagojevich is son trial for right now. >> blagojevich is innocent, i've been saying it all along. they've never spelled out a crime. it's a bunch of bs. >> alisyn: it sounds like charlie rangel did not do himself any favors by not engaging more seriously in the negotiations behind the scenes. apparently they offered him some deal. we do know what that was. they said he was defiant. now it becomes public. >> defiance is the first stage of first comes denial and then defiance and then you go through the various stage until finally you come to the fact that i don't want to go to jail. i think in his case, he's worried very much about legacy. after four decades in congress, you don't want to leave with your tail between your legs going out the back door. it's very disheartening and melancholy for him. >> steve: there are all the stories with how democrats are disappointed. you're going to cost us big in the midterms. >> at some point you have to watch your own behind. >> steve: i wonder if perhaps in some way, some democrats might be going -- not necessarily in congress, but maybe in the administration -- if charlie lingers for a little while, if we lose big in the midterms, we can blame charlie and not the president. >> much too -- that's way too thinking ahead. i think they really are worried. they want to get charlie off the center stage and get going and get on with a very, very tough midterm election. charlie will gunk up the works. >> steve: he will. >> i don't know how you spin this as being any way positive. >> steve: i forget doesn't work. >> eric: no, no. >> i really believe there is a direct relationship between tenure and congress and malignant corruption. it starts a little here, a little there, favor here, favor there, come to the country club, come to the vacation, you don't declare it and by the time 40 years is over, rather exalting the service, you look at all the little petty crimes you committed along the way. >> alisyn: let's talk about a new fox news. >> not immigration? i've been yelling at the television screen for a week. >> alisyn: let's talk about immigration. >> if you saw geraldo at large two weeks ago, this judge basically read the decision that i wrote two weeks ago. this was a no brainer. i really believe that legal eagles who suggested that this bill had a chance of standing the test of constitutionality were wishful thinking. that it had no chance, it was a slam dunk. the fact that 18 other states wanted to pass the same law was the death knell for this bill. iowa declaring war on mexico next? or south carolina creating its own treaty with mexico? you can't do it. there is one federal government. it was clearly a violation of the supremacy clause and governor brewer, i told you, all you had to do was postpone the implementation of that bill. the judge would have had enjoined it. it was the great geraldo compromise. >> alisyn: i wonder what geraldo is like at home. >> i've got five children. >> steve: there is great frustration about that. let's talk a little about this, ali started to and you took over the show. >> sorry. >> steve: almost half of all voters think the president is too liberal. >> that poll sounds right to me. it really does sound right to me. >> for the guy who campaigned as a centrist, right? >> in my view, i think obama is governing from the center, aside from health care which is a giant step to the left. health care skewed the argument quite a bit, allowed the right to be energized in birth of the tea party and all the rest, but i think that's probably true and he has to work hard to convince americans that he's not a radical. >> steve: i think part of it is the stimulus. they sold us this bill of goods, you spend this close to a trillion dollars, unemployment not going to get above 8. >> a funny stimulus story. my 22-year-old is driving around new jersey yesterday and we go to the george washington headquarters after the defeat of fort lee and stayed in this mansion, retreating before he crossed the delaware and started winning the war. but here we are at the museum of george washington slept here and it's recovery.gov. you look and there is a big yellow extension cord with the lights on the walkway. they didn't bury it, a great big fat yellow extension chord, my son said, there is our tax dollars at work. they never buried it. >> let's get back to the president and what happened the other day is he's standing up talking about why we should pass unemployment benefits legislation. >> steve: 99 weeks. >> right. the woman standing beside him, as it ounce out, was there was on welfare because prescription drug fraud. she was convicted of this. again, it's not that the president should vet this -- >> is this woman from the real housewives of washington? we know how geraldo feels. or is this a political power play? republicans and democrats from that state weigh in next. >> steve: plus, you think the kracker joins us next as part of the american concert series singing. ♪ i'm not worried about the ring you wear ♪ ♪ just as long as no one knows and nobody could care ♪ ♪ i'm well away that you don't look ashamed ♪ ♪ >> alisyn: a u.s. federal judge has stripped a controversial arizona immigration law of its key provisions. part of the law that's been blocked, at least for now, is the part that would have forcefully questioned suspect's immigration status upon arrest. the governor is taking it to the court of appeals. we're joined by j.d. hayworth who is running for senate in you said you said. gentlemen, good morning. >> good morning. >> alisyn: let me show the audience the parts of the law that will be implemented as of yesterday. number one, there is a ban on the so-called sanctuary city, i guess in arizona only. and the criminalization of hiring day laborers who are illegal immigrants. j.d., let me start with you. how does that change life as you know it in arizona? >> well, the fact is, and there is no way to sugar coat it, when judge bolton decided to carve out the heart of this law, the real enforcement provision, it creates a problem and quite properly the governor promptly appealed it. and we welcome jorge and so many who have come to arizona so much for the boycott as sheriff arpaio pointed out, it seems that the boycott has gone away as interest has intensified here. but in all sincerity, geraldo, pseudo pride of authorship notwithstanding, we heard in the previous segment, the fact is, that the judge made a very curious decision. our friend andy mccarthy at national review on-line pointed out that the judge dealt not with federal law, but with federal law enforcement. and reasoning which suggests if the feds aren't gog enforce the law, then arizona doesn't have the right to enforce the law. it's absurd and sad. but the judge has received her andy warhol type 15 minutes of same. >> alisyn: jorge, what's your response to some of the things he said? >> you can not have an immigration law in arizona and another one in texas and one in florida for hispanics and immigrants, what susan bolton decided is a step in the right direction. nothing has changed. we are not finding a long-term solution. and obviously this has to go to washington, but not the supreme court. it has to go to congress. but the problem is president obama broke a promise. he promised he would have a immigration bill during his time in office. nothing has been done. democrats don't want to push for immigration reform in congress. they're afraid of losing in november and honestly, republicans are missing in action. where are the 11 senators who voted for immigration reform three years ago? this is not a republican or democratic issue. this is an american issue and has to be resolved by legalizing 11 million people in this country. >> alisyn: we don't have much time left, but i want to know what you think the future of this law is now. j.d., as you know, governor jan brewer says she's considering a counter suit against the federal government. do you think that the arizona law 1070 will actually be in place? >> i believe we will move forward. it will go to supreme court and eventually be implemented. but let me have a point of commonnallity with jorge, he is correct when he says ultimately the people decide through the political process one of the senator's so-called missing in action is my opponent, john mccain. you read the blogs in washington, everyone is waiting for john mccain to come back and embrace amnesty. that's why i'm going to beat john mccain and i will reintroduce the enforcement first act because this notion of amnesty is ill advised, wrong headed and with cost us $2.6 trillion in retirement benefits alone. >> alisyn: jorge, i apologize to you. i'm gog owe you a response. the computer will cut off. gentlemen, thank you for joining us. coming up, he claims there is a good chance president obama will face a democratic challenger in 2012. >> pennsylvania governor ed rendell, former chairman of the democratic national committee will join us next to explain that. police have never seen criminals with so much dancing talent. we're on the case with the dancing robbers. >> dave: we're back with a fox news alert. you're looking at live pictures of wild fires in california. firefighters are preparing to launch an aggressive air attack against the fast moving flames. officials are hoping for calmer weather to help crews fight the blaze. it's burned 5,000-acres. three buildings have burned to the ground. two firefighters suffered minor injuries. 1500 families forced from their homes. also a robbery takes a rather unusual turn when the bandits began to bust a move much like we've sinusal san do on this -- alisyn do on the couch. a man and woman tried to rob this 7-11 in texas when the woman started to dance on the counter. police believe they were strung out on drugs. >> steve: you think? >> dave: the clerk protected himself with a stick and cops say he was terrified by their behavior. this is the second time these dancing robbers have struck in the area. >> steve: meanwhile, president obama is dealing with dissent from house democrats. despite passing a bill to fund the rock in iraq and afghanistan, over 100 voted against it, that's three times more than voted against it last time. it shows the president may be losing support in his own party and our next guest says this may lead to perhaps a challenge of the president in 2012? >> alisyn: pennsylvania governor ed rendell joins us now. good morning, governor. >> good morning, how are you. >> alisyn: i'm doing well. but i am alisyn this morning. i'm playing the role of alisyn. >> i'm sorry. i can't see you guys. >> alisyn: i know. but let's talk about -- >> steve: let's call him governor christy. >> dave: let's not. >> he's hot right now. >> alisyn: that's right. >> i wouldn't mind that at all. >> alisyn: moving on, you introduced a prospect that not anyone else had spoken of previously and that was that president obama may face not just a republican challenger, but a democratic one. where would this person come from? >> well, it would come from the extreme left wing of the party. look, there is dissatisfaction, not so much with the president, but with the war in afghanistan among many democrats. many democrats say look, where is this going to end? if it ends five years from now, will it be any better? ten years from now? but there won't be a real challenge. the reason is, a, the president has accomplished a lot. national health insurance, stimulus plan that's worked better than it gets credit for, financial responsibility, a bailout plan that although it was unpopular at the beginning, really saved the economic structure of this country. so the president it's done an enormous amount of things that are good pluses for the base. in afghanistan, he's talked about getting out. that target keeps shifting. but as long as he's committed to an end in sight, i don't think there will be a serious challenge because all of us believe we can't just leave. we owe it to the people there, to the women of afghanistan, to stick around until the afghans are trained. but the president at least recognizes there has to be an end in sight. i think that will keep the base fairly much under wraps. if there is a challenge, it won't president bush a major political figure. >> steve: come on! governor, you know that hillary clinton, who wanted to have the job that barak obama has right now, she's thinking oh, look at these poll numbers. i really could have a chance. and you know this weekend at that wedding, there are going to be people who are going to be saying, are you going to be in? and there will be some buzz about if she's really weak on that, maybe she will get it. you know that conversation is going to take place this weekend. >> first of all, let me point out, number one, secretary clinton, i think she's done a great job and been loyal to the president. number two, as to the general's comments to rolling stone indicated, the military is very pleased with the stance that she has taken. so i don't think this is an issue she could use. but she's not going to run against the president. she's fond of the president. >> steve: you want to bet a dollar? fewer goods and services are being produced across the country and the economy remains sluggish as we know. also a new poll out finds florida governor charlie crist continuing to lead a three-way tie. 24% would vote for crist. 32% would go for republican nominee marco rubio. only 17% would vote for likely democratic nominee jeff green. meanwhile, the governor race, a squeaker republican rick scott, 29%. democrat alex sink gets 27%. independent with 14%. if the mccolumn is the nominee, he gets 26. 14% for bud. >> alisyn: in florida, robbery was foiled by faith. a woman working alone in this cell phone store says she knew exactly how to react when a man walked in with a gun demanding the cash. she wasn't nervous, but agreed to hand over the money so long as he would listen to her talk about jesus. the man actually ended up feeling inspired. he confessed. this is actually a bb gun, and he left without taking the cash. he even said, god bless. that's beautiful. >> steve: that is a great story. >> dave: very warm. there is a new memo out this morning that appears to show the white house has a back door amnesty plan. we spoke to the white house press secretary, robert gibbs about that. malini wilkes here to break this down. it all concern has memo that chuck grassley got his hands on. >> this comes to light through the office of republican senator chuck grassley. he and some other senators apparently written to top administration officials asking if there is some kind of large scale plan underway for this sort of diaphake toe, nonlegislative version of amnesty. this is a draft document addressed to director at the u.s. customs and immigration services from four different staffers. we have a quote here to show you memory dumb offers administrative relief efforts to provide family unit, foster economic growth, achieve significant process. again, republicans are saying this is defacto amnesty. they've written two letters to homeland security napolitano asking for information about how this has been used, this discretion authority to keep somebody in the country. as you mentioned, white house press secretary was asked about this earlier. he says he has not seen this document, but here is his response. >> the white house doesn't support amnesty and i think people that support comprehensive immigration reform don't support amnesty either. what we need to do is, again, figure out how we're going to secure our borders, deal with those that are here, but do it in a comprehensive way and do it in a federal level. >> again, republican senator chuck grassley says this is the way the administration is exploreing around congress. we need to authenticate this document. again, apparently some tools being explore explored to prevee removal of the illegal immigrants from this chrism back to you. >> steve: this is interesting because according to the information that we received, as malini set up right there, reportedly secretary napolitano has asked, hey, how many times has the administration used discretionary authority? that's what it comes down to. so they could effectively do an end around congress, 'cause if they're going to go through congress for some sort of amnesty or robert gibbs would not use the word amnesty or some sort of a track to citizenship for the 10, 11, 25 million illegals in this country, that would be an end around from congress. and we asked him specifically if the administration was involved and he sure sounded like he still wanted to go up to capitol hill and involve the congress. listen. >> this administration believes that the only way to deal with immigration is to do it comprehensively, to do it through congress with democrats and republicans working together. we've done it before with members like john mccain, members like lindsey graham, working with democrats like barak obama when he was in the u.s. senate. we can do that again. we can solve this problem once and for all. >> alisyn: it's interesting. there is this new poll out in the arizona republic where they polled people there and found 62% actually support allowing illegal immigrants to stay if they have a job and have no criminal record. 62%. that's in arizona where the biggest problem is. so obviously people do crave some sort of path to citizenship or some sort of answer for the 11 million illegal immigrants who are here because people understand there is no way to put them in jail or no way to send them back. we have to do something. but comprehensive immigration reform is a catch phrase that they rarely spell out the specifics of what that is. >> dave: nobody wants to use the word amnesty. nobody on either side of the aisle and the right is saying this is a way to buy off the votes to get the hispanics and illegals voting in these midterm elections in november. that's the political spin. >> steve: i get where congress doesn't want to get involved because you look at the statistics, 67% of the country likes what arizona is doing. for it to be out on the floor of the congress, that could be a problem. if they could use discretionary authority to do just that, maybe they would. more later. >> alisyn: he's been topping the charts for years, and lately taking his sound overseas. uncle kracker will play live for us as part of our "fox & friends" all american summer concert series. ♪ >> dave: welcome back. he sold millions of records, he's a double platinum artist and he's also kid rock's best friend, even with all the success, uncle kracker has stayed true to his michigan's roots. >> alisyn: his latest cd is "happy hour." >> steve: my favorite hour. >> alisyn: we're joined by uncle kracker. great to see you. >> how is everybody this morning?
