examination. it's what we do every night. as always, we are not taking sides, but trying to figure out what is true and what is not. we begin with the romney ad. >> in 1996, president clinton and a bipartisan congress helped end welfare for requiring work for welfare. president obama quietly announced a plan to gut welfare reform by dropping work requirements. under obama's plan you wouldn't have to work or train for a job. they just send you your chak. welfare to work goes back to being welfare. >> you will hear from newt gingrich who defends that ad and makes a stunning admission of whether it's true to the facts. i want to show you how mitt romney is campaigning on the claims made in that ad. >> with a very careful executive action, he removed the requirement of work from welfare. it is wrong to make any change that would make america more of a nation of government dependency. we must restore and will restore work into welfare. >> listening to that, the white house managed to undo all your elected representatives accomplished in the late 90s. you get the impression that the obama administration wants an america where some pay taxes and lazy americans collect welfare. romney turned to newt gingrich and he spelled it out. >> i think on the hard left there is an unending desire to create a dependent america. it's not just the obamas, but the people he appoints are more radical. >> the campaign disagrees. they are not alone. the pants on fire rating weighed in with four pinnocchios when the white house and department of health and human services said there was no flexibility to tailor the program. these are changes requested by the republican governors in utah and nevada. what about this chaim? >> if president obama didn't want people to think he was going to save the central work requirement and welfare reform, his administration shouldn't have written a memo saying they were going to waive the welfare reform. >> here's the relevant memo. i quote. hhs will only consider approving waivers relating to the work participation requirements that make changes intended to lead to more effective means of meeting the work goals. the administration is not trying to waive the work requirement. they are trying to make it less bureaucratic and more effective. what the republican state governors have asked for. they defended the ad, but later on in this interview, speaker gingrich also makes a surprising admission. i spoke with the former candidate a short time ago. >> mr. speaker, this ad said and i quote, under obama's plan you wouldn't have to work or train for a job. they just send you your welfare check. according to every nonpartisan fact checking organization, that is not clue. president clinton signed a law that you worked on said it's not true. ron haskins served as george w. bush's welfare adviser said there is no plausible scenario in which it constitutes a serious attack on welfare reform. are they all wrong? >> the original developer of welfare reform worked with governor and president reagan. he was the first person to come out and say look, this will end welfare reform. his reasoning is straight forward. once you start allowing states -- this is why the law itself does not permit waivers. the president actually could not waive section 407 which said there can't be waivers to the work requirement. he fudge and found a way to get around it which i suspect will turn out to be illegal. the governor from virginia said this is clear gutting welfare reform. the two governor that is the obama administration is hiding behind from utah and nevada have come out and said that's not accurate. this is not what they want and not the flexibility they asked for. >> under obama's plan, you wouldn't have to work or train for a job. they just send you your welfare check. there is no evidence of that at all. >> given that this is an administration that maximized the increase in dependencey and maximized the number of people on food stamps and the effort to get people to rely on the government, there is no evidence that once the waiver system is in place, you could rely on this administration to defend work. >> it would be up to governors as you said and according to the governors themselves, that is not their intention. you talked about utah governor gary herbert's office. they said utah's request for a waiver is from increased customization to maximize employment among the welfary e recipients. hhs, acting assistant secretary of hhs said this is all about trying to create innovative strategies and flexibilities and policies and procedures designed to improve outcomes. they are saying the same thing. >> sure. and the question you have to ask is given the track record of this particular secretary of health and human services, given the general between liberalism and radicalism of appointees and part of what led to this strong reaction on the part of a lot of conservatives and republicans, this came out in the same fread hour period as the president's famous speech that you didn't build. you were not responsible as a small business owner for what you achieved. it's almost as though he was psychologically attacking work and achievement at the same time he was shifting the regulations and candidly this is not an administration that you will find any conservative give the benefit of the doubt to. >> i have to come back to the wording of this ad. again, it's you should obama's plan. you wouldn't have to work or train for a job. they just send you your welfare check. that's not saying you assume this or we worry about this, but saying as a fact this will happen. that's not supported by evidence. >> if the ad makers asked me, i would say this makes it possible would be a good way. >> you think the wording is not accurate and it is too straight forward? "the washington post" gives the same as romney's four pinnocchio: on every level this stretches the desenses. they are trying to distance themselves. saying i haven't seen the ad. i read about it and don't speak for the third party group. i speak for the president and the administration and i defend his policies. they went further than the white house spokesman and no ads done by priorities usa. we don't have knowledge of the story and the family. keeping them honest, they ought to have at least some knowledge for joe soptic and his family. they used him in one of their own campaign ads. >> we're a reputation for quamity products. something american made. we were not rich, but i was able to put my daughter through college. >> that was joe soptic in an earlier ad for the obama 2012 campaign. we have bill from priority actions. "the washington post" said about your ad on just every levelhis stretches the bounds of common sense and decency and independent fact checkers say it's inaccurate. how can you imply that mitt romney and bain are to blame for that poor woman dying of cancer. >> my goodness, we don't an we would not. the fact checks are saying that's what we are trying to do. the point of the ad is to tell the story of the impact that mitt romney had on the lives of thousands of people. they lost their jobs and health care and pension benefits. that impact is felt still today in those communities. >> you spent and you are a smart guy and had a lot of smart ad people in the group you are working with. half the ad is him talking about his wife's demise and ends with him saying i don't think mitt romney realizes what he has done to anyone. the implication is that he is responsible or the action he's took led to his wife's death. >> the story is a very sad one and the truth is that there thousands of stories that happened as a result of mitt romney in his time. just because they are sad or tragic doesn't mean we should be off limits. it's important to tell the stories of the folks and how they were impacted. >> a woman dying, she had health insurance from her job after this man lost his job and she got an injury years later and lost her insurance. >> to say that, who supposes that we are trying to link mitt romney with her tragedy? >> you claim and want people to believe you are not trying to link in any way even just subtly or not that there is a linkage between mitt romney and bain capital and business decisions he made and this woman's death? >> it would defy logic to do so. even to today, that community is completely worn down. the whole area and the fact that they are abandoned. people don't have jobs and many folks still don't have health insurance. people who have jobs are getting paid much less. mitt romney's business experience had a profound effect on the lives of thousands of people. >> that effect is still being felt. that's what this ad told a story about. >> okay. i don't want to go back and forth, but this ad told us a specific story, more than half of the ad is him talking detailed about his wife in a way that -- it's a sad story, but it jumps over and trunkates time in a way that makes it seem like he got fired and she didn't have insurance which she did from her primary insurance. >> not at the time when she died. she had health insurance for a short time. >> because she lost her other job. >> ultimately when joe sopty ic needed health insurance for his family that was promised to him by a contract that mitt romney helped him negotiate, he didn't have insurance. >> under bankruptcy protection they were able to do away it. >> they voided a contract. they made plenty of money and all those workers got screwed. >> you can make an ad about that, but you are implying and i think any rational or nonpartisan observers look at this and say you are leaking this. or you would not put this in an ad. >> the rational thing to take away is how on earth you can possibly imply it?
