fayetteville, arkansas, 5:00 a.m. for you folks in las vegas, wherever you may be, i'm glad you're here. i'm t.j. holmes. let's start at the top of the hour with the news that we got from the president, the war in iraq has a date to be over. the end of one of the most controversial wars in u.s. history comes after almost nine years. you'll remember the shock and awe, you'll remember the surge, this all started in march of 2003. the department of defense estimates they spent more than $700 billion just on "operation iraqi freedom" and "operation new dawn" in iraq and 4,400 u.s. service members have died in the war, another 30,000 have been wounded. listen now to the president making the announcement -- >> after nearly nine years, america's war in iraq will be over. over the next two months our troops in iraq, tens of thousands of them, will pack up their gear and board convoys for the journey home. >> athena we showed a part of what the president had to say. he had a whole lot more to say. >> reporter: well, that's right, and one of the points the president made over and over, at least twice in the announcement yesterday in the briefing room and that his aides made later he's settling a promise and keeping a commitment and he's doing what he said all along he was going to do. you remember looking back to the democratic primary last time around, candidate opposition to the war in iraq was really what set him apart. he had called it -- years before he called it a dumb war, a rash war, and during his campaign he argued that we needed to put the focus back on afghanistan and that the focus on the war in iraq had taken the ball off the real war where our efforts should be focused over in afghanist afghanistan, yesterday he came out near the top of his speech as a candidate i pledge to bring the war in iraq to a close. let's listen more of what he had to say in the weekly address this morning -- >> in iraq we succeeded in our strategy to end the war. last year i announced the end of our combat mission in iraq. we've already removed more than 100,000 troops and iraqi forces have taken full responsibility for the security of their own country. thanks to the extraordinary sacrifices of our men and women in uniform, the iraqi people have the chance to forge their own future, and now the rest of our troops will be home for the holidays. >> reporter: and now one thing i should mention the president didn't say, not in his speech yesterday in the press briefing room here at the white house and not in his weekly address this morning, he didn't talk about the fact that it was an agreement, security agreements reached and negotiated and signed by the bush administration in 2008 that set this december 31st, 2011, end date for the end of our military presence there, and so in some ways he's taking credit for fulfilling a promise, but he didn't change what had already been agreed to by the previous administration, t.j. >> yeah, important to point out there. also the president, of course, gave us news, a lot of people welcome news to a lot of service members, a lot of their families, but it also came with a lot of criticism and probably from some expected places. >> reporter: well, exactly and so you have a lot of democrats saying it's a great decision, they're applauding the decision, saying that they've been waiting for this. on the republican side, though, you had a lot of people expressing concern like senator john mccain. i want to read to you from his pretty strong statement yesterday. he said yesterday, today marks a harmful and sad setback for the united states and the world. i respectfully disagree with the president. this decision will be viewed as a strategic victory for our enemies in the middle east essential the iranian regime which has worked relentlessly to assure a full withdrawal of the u.s. troops from iraq. it's a failure for the obama administration which has been more focused on withdrawing from iraq than succeeding in iraq since it came to office as well as the iraqi government. senator mccain there is expressing some of the concerns of not just republicans, actually. the bottom line is there is still violence going in iraq, even though it's greatly diminished from several years ago. there is a concern that iran's influence will grow as u.s. troops pull out. but on the democratic side, people want to remind everyone that this was a bush administration agreement that the president is carrying -- carrying through. but it does remain to be seen what happens after we pull out, whether or not iraq does become more unstable at least in the short term, t.j. >> athena jones, thank you, as always. a lot of the reaction coming in, i want you to listen to some of it now, some are saying it's long overdue and other people looking ahead to afghanistan now. >> i think it's wonderful. >> you are fixing to go back home and, you know, you get to reconnect. >> i think that there is a time and a place for war, and i wasn't opposed to it when we are first there. i am happy to hear that they're coming home to their families. >> it's good to get them home. we just need to get them back from afghanistan, now, it's basically transferring from one war to the next. the point is to get have beever back. >> quick and partisan from the gop hopefuls. mitt romney, president obama's withdrawal from iraq has put at harm the men and women. whether this decision is the result of a naked political calculation or sheer ineptitude with the iraqi government. rick perry saying i'm deeply concerned that president obama is putting political expediency ahead of sound military and security judgment by announcing an end to troop-level negotiations and a withdrawal from iraq by year's end. perry went on to say that america's commitment to the future of iraq is important to u.s. national security interests and should not be influenced by politics. and yet another voice weighing in on the withdrawal plan. this one iranian president mahmoud ahmadinejad spoke exclusively with our fareed zakaria just a few hours after president obama's announcement. >> translator: i think you should have done it sooner, maybe seven or eight years ago, and they could avoid killing so many iraqi people or americans as well. i think they should have done it much earlier. but the iraqi government did not accept the increased presence of the americans. the iraqi government is independent and sovereign. they should decide how to provide training for their military personnel. >> and you can see the rest of fareed zakaria's exclusive interview with the iranian president tomorrow morning at 10:00 a.m. eastern time after "state of the union" with candy crowley, she has an interwith the vice president joe biden at 9:00 and fareed zakaria following at 10:00 eastern time. we want to talk more about the death of moammar gadhafi, the video is graphic, but we want to explain the story, his body being held in cold storage and in particular a meat locker. people are actually lining up to see it. gadhafi's burial right now is on hold. the united nations and two major human rights groups want an investigation to find out exactly how he died. nato says it will scale back operations in libya by the end of the month. secretary of defense leon panetta said a u.s. drone was part of the attack on gadhafi's convoy. and his death and what it means for libya's future topped president obama's weekly address. listen -- >> in libya, our brave pilots and crews helped prevent a massacre, saved countless lives, and gave the libyan people a chance to prevail without putting a single u.s. service member on the ground. we achieved our objectives. soon our nato mission will come to a successful end. even as we continue to support the libyan people and people across the arab world who seek a democratic future. >> now, the president's supporters say the libyan conflict, the successful military operations that killed osama bin laden and anwar al awlaki bolstered the presiden'sz foreign policy. his foreign policy doesn't rate that high with potential voters. a new cnn/orc poll, the economic issues are number one, two, and three on critical issues and health care you put that in there and you can make it all the top four issues have to do something with the economy, the disappearance of two little girls. one of them 11-month-old lisaer juan irwin on the left side of your screen, but on the right side jessie shockley, the cases aren't related even though they are awfully similar in some ways. some are openly critical that one of the two stories is getting more attention than the other. we'll get to that in just a moment. but this week police say cadaver dogs smelled something in baby lisa's missouri home. they say it was a hit, you know, when a dog actually smells something, the scent of a body. police did a new search of the home after that. no one has been charged in that case. then in glendale, arizona, tonight there will be a vigil for 5-year-old jessie shockley, she wandered outside of her home while her older siblings were supposed to be watching her. police say finding jessie is the number one priority. they are still investigating and following up on hundreds of leads. >> we have not named any suspects in the case. we do have many persons of interest. >> now, volunteers have been helping search the streets for jessie, but her grandmother thinks the case isn't getting enough national attention for a very specific reason. listen to this -- >> i believe it's because she's a little black kid. >> we're trying to get national attention. we're trying to get this story like they're telling their story down in kansas? we want the same thing. >> well, joining me now is a group that helps families of missing minority children, good to have you back here, unfortunately, we're talking about another missing child here. but to the family's point and the grandmother's in particular, does she have one? >> i think she has a point. everybody knows baby lisa's face and picture and her name, she's definitely a household name. many people don't know jessie shockley's name and she's been missing about the same period of time and the stories are similar. >> shockingly similar. what did you think about how baby jessie went missing? >> i was highly disturbed and especially since she's been missing for so long is an area of concern for me as well. the fact that she was watching with her older siblings and no one knows where she went. she vanished out of thin air. >> does it help or hurt, everybody would want to find this child no matter what, but when a family member comes out and says something like that, does it help the case in that it gets the attention, here we are talking about it, or does it turn some people off, do you know what, of course, it has nothing to do with race? >> and there are people that would say that, that there is no issue with race when it comes to missing kids. we know that it's different and any parent of a child who is missing of color understands the difference. i feel it's wonderful that the parents and the families have reached out and it's starting to get some national coverage thanks to you and your team which is wonderful but that's not the usual case. >> a police officer told me sometimes a white middle-class family is a little more media savvy than a poor minority family, and here we are that she took it upon herself to almost call out to media. do you have to do that sometimes, be media savvy? >> you have to reach out to the media and court the media. in jessie's case one thing is she's gotten a lot of local coverage for herself but the national coverage has not been there. since she's been gone senifor s many days, we don't know where she is. everybody needs to know that she is missing. >> how do you playou explain? it's hard to say this, we don't value in some way little minority children the same as a little white baby? >> well, i mean, there are undercurrents of, you know, bias there, clearly bias does exist. i think we'd be fooling ourselves to act as though race does not play a factor in our nation. it does. and the fact that children that are not of color get more coverage that they're talked about more, there's a reason for that and, yes, race is a reason. >> are we not talking about this -- even me getting that question out was almost uncomfortable for me. are we uncomfortable to face that bias and what we may have and just hate to admit it? do we have to have that conversation, is that the only way it will change? >> we've got to talk about it. we need to talk about it more, but it needs to continue. to add to it, t.j., not only do we talk about it, we've got to do something about it. but we need to do something about it. i'm glad we're talking about it and it can be uncomfortable, and you are out there with this, you are crazy, there's no bias, and there's a lot of people that agree. as long as we are talking about it, whether you agree with me or disagree, we need to talk about it. >> peas in the pod, it's just the state with the highest average student debt? at least according to creditkarma.com that is maryland, with the honor. the highest average student loan debt there, over $33,000. we're 20 minutes past the hour, let's say good morning once again to reynolds wolf. where do you want to start? >> let's start with the tropics because the hurricane season is one of the biggest seasons that goes from may 1st to november 30th which is a long time in terms of weather. it's a lot to cover within a big area. we're talking about the season in the atlantic basin. right now what we have is action in the caribbean and this is disturbance in the western caribbean and the deep convection that we have in the area shaded around this reddish box which the national hurricane center out of miami believes this has about a 70% chance of further developing, which means plain and simple this could become a named storm. if it is given a name, the name will be rena. we know where it is. the question is where is it heading? what do people think of him? >> they think he's very strange, but it's one of those things where the children love him. but i'm going to take you to seoul for a moment in south korea which really is the surgical capital of the entire -- of all of asia. >> okay. >> and here you have people who are doing all kinds of things. for example, they are having their eyes made rounder. and even little girls are doing this. because there's a belief particularly in south korea when you look at a resume, you have a photograph on your resume. >> okay. >> what you look like is very, very important. here's a rather young woman as you can see. >> my goodness. >> this child is 12 years old and she is having her eyes made rounder, because her mother believes that it's actually a financial investment in her future. >> wow, i guess this can't be cheap necessarily, right? our affiliate wsbn in atlanta. >> reporter: she vanished 22 years ago. these pictures all crystal and tisha, days after baby tiara was born, mother and baby went to live with an aunt. then the baby was gone. crystal was 12. her family said nothing. >> i said, you know, where's the baby? and they just -- they said we don't know. >> reporter: tisha was 6. she remembers bits and pieces. >> i remember feeding her, and then it was just kind of -- it was just hushed. >> reporter: tiara grew up 40 miles away raised not as tiara rice but candace flores, at age 12 she found a baby bracelet with her name tiara rice. >> it has the same birthday as my birthday and i thought i might have had a twin i didn't know. >> reporter: the people that she'd known as mom and dad brushed off years of question. the woman they thought was her mother died of a drug overdose. >> they were sad to tell me that my mom had died and my dad wasn't my dad and she wasn't my mother. >> reporter: they told her there was no point finding her biology mother that she'd long ago sold her for drugs. drug addict wanda rice was doing time in prison for murder, and every prison visit she told crystal and tisha to never stop searching for tiara. she even wrote her wishes in her will just before he died. >> i want tiara to know that she has two sisters that love her and that her mother loved her as well. >> reporter: now 22 with a 6-year-old son of her own, tiara hired a private eye, within days she learned who she was and that she had two sisters. >> they've been looking for me for a lifetime and i never knew i was lost in the first place. >> so, i thought she was so much better off and then when i found out she wasn't, it broke my heart. >> reporter: with no birth certificate, no identity until now, tiara has lived life on the edge, supporting herself and her son as an exotic dancer. >> you know, we don't have a family, there was no grandma on my side, on holidays -- >> reporter: now, what was lost is found. >> the sisters say that they all forgive their mother for what happened. now they are making a plans for a big family thanksgiving. we're at the top of the hour here now in the "cnn saturday morning," give you a look at some of the stories making headlines. and arrangements are being made for saudi crown prince sultan who died overnight in a new york hospital. the prince one of the most visible members of the saudi royal family had reportedly been battling cancer the past few years. he was thought to be in his 80s. the exact cause of death has not been revealed. moammar gadhafi's burial is on hold as the u.n. human rights office wants to investigate how he died on thursday since conflicting accounts cast doubt as to whether he was executed by rebel fighters. also a private ceremony set for today in birmingham, alabama, for reverend fred shuttlesworth, he died earlier this month, he helped lead the fight against segregation and co-founded the southern christian leadership conference. his body will lie in repose on sunday at the birmingham civil rights institute. his funeral and burial will take place on monday. well, we turn now to the war in iraq. it has an expiration date, new year's eve. president obama says the troops will be home for the holidays and the war will be over. the end of one of the most controversial wars in u.s. history comes after almost nine years. shock and awe, surge are things you heard thrown around over the past several years. this all started back in march of 2003. the department of defense estimates they spent more than $700 billion just on "operations iraqi freedom" and "new dawn" in iraq. 30,000 service members have been wounded. athena jones standing by at the white house. we heard from the president yesterday and he started out by saying, hey, promise kept. >> exactly. that's the point he made at the beginning. he says as a candidate i pledged to bring the war in iraq to a responsible end, so he made that point twice in his speech yesterday. his aides, his national security aides, made that point a few more times in the briefing afterwards. and so we all get the message. the president was against the iraq war from the beginning. he gave a speech in the run-up calling it a dumb war, a rash war, saying he wasn't against all wars but he was against wars that were dumb and rash. he has argued all along since his time as a candidate that the war in iraq caused the u.s. to take our eyes off the ball in afghanistan which was the war that we should have been focusing on, and so he pledged as a candidate to do what he announced yesterday. and so as far as they see it, it's a promise kept. let's look in to what he had to say in this morning's weekly address about -- about this announcement -- >> in iraq we've succeeded in our strategy to end the war. last year i announced the end of our combat mission in iraq. we've already removed more than 100,000 troops and iraqi forces have taken full responsibility for the security of their own country. thanks to the extraordinary sacrifices of our men and women in uniform, the iraqi people have the chance to forge their own future. now the rest of our troops will be home for the holidays. >> and so one point i should make, t.j., something the president did not bring up, not in the weekly address this morning, not in his remarks yesterday in the press briefing room here at the white house, he didn't point out that it was actually security agreements reached during the bush administration back in 2008 that set this december 31st, 2001, end date. and so that was sort of our -- that was already decided some time ago, and now, of course, there's been an issue about whether the military troops would stay behind, a few thousand, to help train iraqi security forces, but the u.s. and iraq couldn't reach an agreement on immunity for the u.s. troops and here you have it, almost all of the 40,000 troops are going to be out by the end of this year. >> we know a lot of families, we're going to hear some reaction or share with our viewers in a second from families and soldiers are certainly excited about the us in, but it comes as well with criticism from some familiar places. >> absolutely. so, you have democrats applauding the president's decision saying that this shows the effectiveness and the success of american troops. it's going to save taxpayers millions of dollars. but then you have republicans not unexpectedly expressing concern about what this means for iraq. let me read from you what representative howard mccann, who is the chairman of the house armed services committee, what statement he put out yesterday. he said, i remain concerned that this full withdrawal of u.s. troops will make that road tougher than it needs to be, the road forward in iraq. multiple experts have testified before my committee that the iraqis still lack important capacities in their ability to maintain their internal stability and territorial integrity. the shortcomings could reverse a decade of hard work and sacrifice both countries have endured to build a free iraq. so, that really summarizes a lot of the criticism coming from the gop side and also some general concern about iraq's ability to secure its own future. there's still violence in iraq, although a lot less than a few years ago, and there's concern about the influence of its neighbor, iran, and their influence growing as u.s. troops pull out. but there's one more point i want to make, t.j., and that's back at the beginning of his administration, in 2009, the president went to camp lejeune in north carolina and gave a speech about iraq, and he said we can't basically let perfect be the enemy of good here. u.s. troops in iraq have worked with iraqis to get them to this point. now they're in a situation where it's time for them to take responsibility for their own security, and so it will be interesting to see what happens and whether iraq ends up more stable, at least for some period of time, but it's time, the white house believes, for the u.s. troops to come home. >> all right, athena jones for us at the white house. thank you so much. and that reaction we were talking about coming from families and fellow soldiers, you can imagine what some of it sounds like. take a listen now. >> not only does my son come home safe and sound to us as a family, our family is whole again, and i'm very thankful for the job that him and all his fellow soldiers have done for us. >> time to bring our boys home. it's time for them to come home to their families. they shouldn't have to be over there. >> especially coming home around the holiday times, it's going to be great. >> now, some of the reaction to president obama's announcement was quick and predictably partisan from the gop presidential hopefuls. here from mitt romney. he said, quote, president obama's astonishing failure to secure an orderly transition in iraq has unnecessarily put at risk the victories that were won through the blood and sacrifice of thousands of american men and women. goes on to say the unavoidable question is whether this decision is the result of a naked political calculation or simply sheer ineptitude in negotiations with the iraqi government. something similar from governor rick perry, saying, quote, i'm deeply concerned that president obama is putting political expediency ahead of sound military and security judgment by announcing an end to troop-level negotiations and the withdrawal from iraq by year's end. perry went on to say that america's commitment to the future of iraq is important to u.s. national security interests and should not be influenced by politics. a different take on the pullout of u.s. troops from former president jimmy carter. caught up with him yesterday in native plains, georgia. >> well, i think it's long overdue. we never should have been in iraq to start with. once we were there, of course, we accomplished our goal, and now it's important i think for us to get out of iraq. and then as soon as possible out of afghanistan as well. >> carter went on to say that he wishes the best for libya's quest on freedom and democracy. also mentioned that the former first lady, rosalynn carter, is in neighboring tunisia today, of course, where the arab spring originated. so, what exactly is going to [ male announcer ] ducati knows it's better for xerox to manage their global publications. so they can focus on building amazing bikes. with xerox, you're ready for real business. well, 12 minutes past the hour now. more on libya and the death of former dictator moammar gadhafi. libyans are lining up now to view his body. it's being kept in cold storage literally in a meat locker in misrata. gadhafi's burial is on hold while the united nations and two major human rights groups want an investigation in to exactly how he died. meanwhile, nato says it will scale back operations in libya by the end of the month. secretary of defense leon panetta said a u.s. drone was part of the nato air strike on gadhafi's convoy. colonel gadhafi's death and what it means for libya's future topped president obama's weekly address -- >> in libya, our brave pilots and crews helped prevent a massacre, saved countless lives, and give the libyan people the chance to prevail, without putting a single u.s. service member on the ground. we achieved our objective. soon, our nato mission will come to a successful end even as we continue to support the libyan people and people across the arab world who seek a democratic future. >> now, obama supporters say the libyan conflict and the successful military operations that killed osama bin laden and recently radical muslim cleric anwar al awlaki bolster the president's credentials when it comes to foreign policy. the same man has led libya for more than 40 years and now that moammar gadhafi is dead, what's next? we've got a charles howard chandler professor of law and a fellow of emory's law and religion program here with some perspective. thank you for being here. let's start with the images we've been seeing the past couple of days. what does it do to the cause moving forward for the world to watch now rebels put this man's dead body on display? >> i think that was ugly and unnecessary, unwise, but it should not detract from the tremendous achievement of the people of libya. there are a few vindictive elements, but i think the way that the people have conducted themselves in the last seven, eight months is a tremendous tribute to the drive of freedom and human dignity. >> you said it might not do long-term damage, but what is it saying to the world? what is the potential damage for the rest of the world seeing some of this behavior now? >> it is just simply a sense of worrying about whether there's going to be fair justice for all or whether there is going to be a retaliation against former enemies. but i think that you should not engage in the sort of degradement from the original mission. >> there are a number of things, of course, that now need to be done. some of those things are already under way. i guess just moammar gadhafi's death made it official and final in a lot of people's minds, but of all the things they need to do, what would you say they have to start with in getting that country up and going? >> i think they need to build political institutions. i mean, democracy is not simply mass rule. it has to be organized, accountable, transparent. libya in a way is blessed by not having had -- because they don't have corrupt institutions that they have to correct. but still they have to build from scratch. they have to build political parties. it's a country that has been ruled by a monarchy, followed by a cruel dictatorship. so, two generations of libyans or more never had any experience with self-government. >> what gives you pause? i guess, what is unique to their situation that might have been different from what we saw in egypt? what's unique to libya that gives you pause to say this is working against them but also what do you see and say, well, these are the advantages that might help them get it right? >> i think they had nothing to start with, and that they conducted a very effective war against a brutal dictatorship that has been tremendously armed and trained. they went against the odds and succeeded in overthrowing the regime. but that's only the first step. so, not having anything to work with in terms of political institutions gives them human capital. the people of libya although the country is tremendously rich, but that wealth has not reached in delivering services, education, to the vast majority of the people. so, where do you start? they are all telling that the main thing is their own determination, their commitment to be a democratic government in transition, and the world around them. >> last thing, quickly. who is next? a lot of people talking about al saud al assad in syria, who is next to go? >> i think we should also remember what else needs to be done to maintain the very strong transition. it may be different because it's a brutal political party that is in further control of your country and that situation, so it may be harder, but overthrowing regimes is one thing. building countries is another. >> good point to make, sir, thank you so much for coming. >> thank you. >> thank you so much. we're 18 minutes past the hour now, and a mass firing to tell you about at a hertz location in seattle?
