today on "inside politics," president biden is wrapping up a four-day trip to california, where he met with some of america's closest allies and its toughest competitor. and we have new cnn reporting this hour about the biden reelection campaign strategy, as they prepare for the probability of another race against donald trump. plus george santos' days on capitol hill may be numbered. a growing number of fellow republicans say they are ready to expel him. and it's a list that now includes the chairman of the house ethics committee, which investigated him. so will santos stay or fight or call it quits? sglmpx . and the idf has proof that hamas was operating underneath a hospital complex. israeli forces are raiding in gaza. we're going to go to israel for reporting on that. i'm dana bash. let's go behind the headlines and "inside politics." we start with president biden heading home today from the economic summit. he has one good meeting left with the mexican president, and it's a meeting that could have some major domestic political implications. mj lee is in san francisco. obviously, the crisis at america's southern border is going to be key. >> reporter: that's right. president biden is the last day of a packed summit here. the meeting with the president of mexico and there are going to be a number of issues. some democrats expresed concerns about handling of the issue. it's president biden and the chinese president xi with that major announcement on efforts to crack down on fentanyl. so we expect this to discuss today. president biden is going to take the gloves off. as he ramps up attacks against donald trump and that is according to campaign officials and democratic donors. it's part of a new story from cnn white house correspondent arlette saenz, who joins me now from the white house. >> reporter: president biden has really been sharpening his attacks against former president trump it was tweaking on policy and official speaks like climate change and liabor lieutenanton support. he's speak at these off-camera fundraisers. an adviser said president biden felt personally came back to take on the former president over his recent comments calling a plit opponent vermin. the president saying that that harkens back to nazi rhetoric from the 1930s. an adviser i had spoken to say much of that had animated president biden to run against donald trump in the first place. if you think become to those clashes in sccharlottesville. former president's platforms a coming into focus, including plans to return to immigration policies of first administration. this isn't happening in a vacuum. polling has found from cnn that the former president is narrowly beating president biden on a national level. the biden campaign has pushed back arguing that these early pollings aren't reflective of the final election outcomes, but there's been pressure from a allies for the president to take a more forceful stance against trump. one donor telling me joe is going to take the gloves off and start to engage with facts instead of bs. they have to be more forceful. a little more in the electorate space and take these guys on. the president's full campaign mode won't be gearing up until next year. but president biden has shown this willingness to take on trump a little more as each week passes. >> it's definitely noticeable. wonderful humans on this friday. let's start with the new hampshire numbers. so yesterday you revealed on this show the republican side of new cnn reporting of what's going on in new hampshire. that's a more robust race. but what was revealed or released today were democrats in new hampshire and how they feel. and you'll explain why it's not actually a straight question because it's complicated about how there will be a primary. so it's asked about a biden write-in. 65%, dean phillips, 10%. let's just start with that top line of how democrats feel. >> i would say they are not gaining so much traction on a guy who actually won't even be on the ballot. biden changed the rules of the game for the democrats. wanted south carolina to go first in the process and not new hampshire. and therefore, new hampshire's primary, which they said our state law says we have to go first is in violation of the rules. so biden is not appearing on the ballot, that's the accocomplica. but two-thirds of likely democratic voters are still willing to write his name. i don't think he has real concerns here about a primary in the first of the nation state. >> new hampshire has in the past 20 years gone back and forth a little bit. every state matters. you never know. this is for joe biden. 26%, only 26% say they are enthusiastic. satisfied, 46%. dissatisfied and ainge ri, 21%. if you look deeper and look the at it i by age, it's really striking. 10% say they are enthusiastic. when i say they, that's people under 50. and then over 50 is 41%. these are democrats. >> nobody, to be clear is enthusiastic about their choice right now on either stied of the ticket. this is not a matchup anybody really wanted to see again. now as it's getting closer, people are baying closer attention and they want to see the surveys. you're going to seat numbers. and the generational divide within the democratic party. that's really striking. that's really pronounced. i think it can have an effect in these kinds of conversations in a way that oumpb foreign policy numbers do. nz. >> they are concerned a about his age and that's also reflected in the rest of the poll. and that they have suffered through an economic downturn, the rates were high, they don't see an increase in their paycheck, student loan issues, biden nationally is not doing well with a lot of constituent groups he did well with in 2020. this is one more area they have to kind of get the wind at their backs again a little bit. and talk to younger voters in a way that will appeal to them. >> he's going to be 81 years old on monday. >> it will be a lot closer to 82. >> let's look at the way he is perceived on some of his sort of personality traits opposed to donald trump. temperate, way brt. honesty, way better. policy positions, about even. physical, mental fitness, 10 points lower than donald trump. >> it's the only attribute that we tested in this poll where trump is ahead of biden. >> and the only attribute he can't fix. >> here's the reality. new hampshire is not a terrible state for joe biden. his approval rating overall is a little bit higher than it is nationally. like a tick higher than it is nationally. we had it at 44% in this poll. and it's the matchup. this gets to what you were just talking about with the reporting. it is always been the case that the the biden team understood this was going to be a campaign. that's what they were gearing up for. the contrast is the campaign. and it gets to why joe biden initially sought the presidency last time around. so all of that was going to be the case. what numbers like this show when you look at that side by side comparison, yes, joe biden is not popular. his numbers are upside down. but you know who is more unpopular? donald trump. that's the conversation they want to take to voters. >> don't compare me to the almighty, compare me to the alternative. that's what this is. if i were looking at this poll and working for biden, i would say, oh, it's not that bad. 62% of adults say that trump has probably committed a krooim. when you look at republican polling, there's no belief in the fact that he committed a crime. >> or they don't care. >> since you have 40% of the primary electorate independents, this is good news for him, even though he's technically not running there. but it does show the indictments and the possible convictions are having an impact somewhere. >> that's also why we're seeing the president juice up his attacks. >> if you're going to draw this distinction to the alternative, let's see it. what does it sound like? even if you don't feel it isn't working, that's where you can tell the biden folks have heard these polls and are taking them the to heart. >> i talked to one strategist who said to me, can we stop saying bidenomics. it's just working. >> they are trying to make a thing of it. >> obamacare ended up working out just fine. booiiden normalics isn't singin the same song. >> for lots of reasons. >> up next, we're going to talk about what's going on in capitol hill. the resolution to expel george santos is now officially been filed. will republicans in the house vote to oust their embattled colleague. we have some new details, next. the house is another step closer to expelling george santos from congress. the republican chairman of theics committee introduced an expulsion resolution just this morning. one day after a damning report concluded he, quote, fraudulently exploited every aspect of his candidacy for his own personal financial profit. cnn's melanie so know na is live on capitol hill with details on this. it would be the third effort, latest effort to force him out. what are you hearing from his sources about whether that's going to be needed or whether he would potentially go on his own? >> >> reporter: no one truly know what is george santos is going to do. he has said not going to seek reelection. he said he's going to stick this out. we'll see if that comes to fruition, but in the meantime, there are clear signs that momentum is growing for this expulsion effort, including in the gop. since this report came out yesterday, there's been a dozen new republicans who have come out and said they are going to back this after previously voting against it. now it is a high bar. there's a two-thirds majority required for something like effect pulgs. and past efforts have failed, but now having the chairman of the house ethics committee behind this is significant. and meanwhile, the new speaker mike johnson is essentially giving members the green light to vote their conscious. i want to read you part of the statement from his spokesman. he said the speaker has reviewed the report and its very troubling findings. members of the ethics committee and represent i have santos return to congress after the thanksgiving break, speaker johnson encourages all involved to consider the best interest of the institution as this matter is addressed further. so we are expecting action at some point after the thanksgiving break. meanwhile, santos put out a new tweet yesterday, where he continued to bash this report, continued to be defiant here, continued to claim his innocence and announced he's going to be having a press conference on november 30th on the capitol steps. we'll see if that wiepds up being his last press conference here on capitol hill. >> we certainly will. thank you so much for that. the panel is back here. something would happen that was an obvious ethics lapse. the leader would call them in and say this is your resignation and you're going to put this on your let head and you're going to go bye-bye. >> at least penalize them in some way. the case was found to have over dollars. $90,000 of cash in the refrigerator. he ran for reelection. that's why they there are republicans who voted not to go against tlaib, because they believe there should be due process and protections for them when there are accusations and they don't want a politicized process to get them tossed out congress against the will of the people. i think this is playing out the way a lot of people expected in the end, and that's there's a report with actual details. >> on the politics of this for a moment, the democrats are being robbed of a campaign image that they would like next fall in george santos. having him there has been especially in those new york house races, that basically delivered the republican majority last time around, he's such a public poster child of all things wrong with the republican party and the house right now. that it has been beneficial to democrats and why we have seen the republicans very vocal. so they either resign or get him expelled. get this guy out now, so it's not present for voters. >> but they haven't -- it's interesting. the republican leadership, the former speaker, others had the opportunity to do that for a very long time. let's wait for the ethics report, which is fine. that's the way the rules go, but that's not the politics of it. >> they are going to lose the seat. >> they might lose it now. >> they didn't want to lose it then. >> on that note, let me give people a data point. the districts in new york have moved a bit and they will potentially move again, because there's a lawsuit. but let's generally look at what our team says is the makeup of the new york third district. joe biden won that area 53%, donald trump, 45%. and that is if there's a special election, if he's either expelled or if he resigns, that is the terrain that republicans are going to have to go into. >> they are going to be -- it's ripe territory for a democrat. they know that. but these republicans from upstate new york who have been so vocal about this feel like he has done the party there a lot of damage. and so it's not -- so they are out there campaigning against this guy, but it's not good for the republican party there. and. >> not just generally, he messed about with donors. the allegations here are that he manipulated to, lied, so lots of other republicans in that state are like, what do you say to a donor who says if you can't even take care of the money we want to give you, why should we goth bother giving it to you. >> santos is doing a donald trump. he's blame ing the ethics committee. it's a witch hunt he's taking a page out of donald trump's book. >> let's actually just give a contrarian look to this district. assuming that there's going to be some kind of race in some way, shape, or form to replace him, the team found this article from cbs news specifically about a race on long island this year. so just a couple weeks ago or maybe it was last week. long island was an outlier. the rest of the country went blue. long island went red. this is a reaction to albany politics. so it's not a given. he did win by a healthy margin. >> this is not a gauarantee pic up for the democrats. although a former congressman is seek ing the seat. and there was already a republican primary challenge in place because santos is such a joke and is such a flawed character for a year now, he's been hanging over the politics around this it and his absurdity. then it would be if santos was still running. >> i think one of the reasons mccarthy wanted to keep santos is he was so reliable as a vote. he would do anything. >> for him to try to stay his own job. >> i wonder if there's a smidge more stability. there's not so much of this. which way will we move. we'll see that play out more in january. >> just 9th birthday. she celebrated last year with a circus-themed party. she was initially believed to have been killed on october 7th in the attack by hamas, but is now believed to be among the 237 hostages. her father says she prays she will be home by christmas. two days after israeli military forces instphil straited the hospital in gaza, the idf is now showing what it says is proof that hamas was operating underneath the hospital complex. this video shot and distributed by the idf shows a tunnel shaft near the hospital. in the run have consistently denied the idf's accusation. joining me now is orrin en liebermann for more on this. the idf has said that these what they covered in this tunnel shaft is part of the reason for the continued operation in the hospital. and as i come to you, i'm sure you will agree that it's understandable that people who are in this hamas hospital will not want to contradict hamas. >> right. that's what make this is so difficult. u.n. has wanted to investigate themselves because frankly they don't put a tremendous amount of stock in either side given the length and what they have seen in had this conflict. so they have called for an independent verification, an independent investigation to see what the tunnel shaft was for. so what do we know for certain? cnn was able to geolocate the video released and it shows that it is, in fact, within the complex of the hospital. it clearly shows what looks like the entrance to a tunnel and there's some wiring, tubing, piping, some metal there and concrete. the question is what's inside that tunnel. that is what cnn cannot independently verify or come to any conclusion about wbecause w need to see inside. nor have they released any video. we expect more coming, whether it's in the next day or days, that's an open question. we'll have to hear from the idf. this is a large part of the israeli military's focus right now. it was have the very beginning a focus, because this is where hamas said it had its headquarters or terror infrastructure under the hospital using the medical complex as a protection for it. now israel is under a tremendous amount of pressure to prove that point. we have seen that from the international community. the u.s. has backed israel saying independent u.s. intelligence also confirms there's a hamas infrastructure under there. it's worth pointing out this is a black and white question. it's either there or it isn't. now it's up to israel with the u.s.' becoming to show it's there. >> thank you so much for that reporting. all of your reporting from israel. for more on this, i'm joined by general david petraeus, who is the author of a new book about the evolution of warfare. thank you so much, general, for being here. it's been three weeks since israel's ground incursion into gaza. six weeks since the october 7th attacks. what is your assessment of israel's advancements militarily so far? >> i don't think it's at all out of the ordinary to have to secure a hospital. the very first site that we secured when we cleared the final time. it was the hospital both to ensure that it would continue to operate and take care of the civilians that inevitably were going to be wounded and injured in the operations that we were going to conduct and destroy al qaeda and iraq in its presence there. but also to make sure it wasn't a source of disinformation. you have to clear and hold every area in gaza to ensure that you are able to destroy hamas. so they have to do that deliberately, every single building, floor, room, cellar and tunnel, and whether or not this is the real location of headquarters or not. i'm not all that with that. they do operate in those tu tunnels. there's no other reason to build 300 miles of tunnels. in those, you'll find their headquarters and infrastructure, weapons. >> i hear what you're saying about the fact that you understand this because you have tremendous experience in war and particularly in this kind of urban warfare as we're seeing in gaza. but just when you look at the information war and the fact that this is a hospital where the world has seen images of
