"never let a crisis and mack." over the past year of speech 26 lockdowns and restrictions, democrats have learned that the more fearful and distracted voters are, the easier it is to ram through radical policies that can change american life in profound ways. they played book was devastating effect under the guise of protecting public health, liberal state officials made sweeping changes to election laws that were designed to benefit their candidates. even after both doctors birx and fauci when they declared in person voting to be safe, they since this worked out really well for them in the end, pelosi and the gang, they want to make these changes permanent. >> i also want to acknowledge terri sewell who was an important part of this bill in hr 4, the voting rights act. must of felt like at valley forge, everything is at stake. we must win this race to fight for this bill. >> laura: despite standing in front of a sign that said "hr 1," old nance still called it hr 4. she has biden-nesia. does biden really think we are so naive? if this bill is a great thing for democracy, why did the democrats packed it in late in the dead of night? anyone with a tiny little brain sees this 800 page monstrosity, they see it has zero to do with empowering voters. it's sole purpose is to ensure a permanent democrat majority period. hr one takes a chainsaw to our constitutional order by ending state control over elections. and thus it opens the door to rampant fraud and abuse. the bag of horribles? it mandates universal mail in ballots, early voting, same bay voting registration and online registration and they say a voter i.d. laws would be banned entirely. you could be prohibited from checking duplicate voter registrations in other states within six month seven election. by the way, ballot harvesting? that would be legalized nationwide. good going. the bill imposes nationwide automatic voter registration. how does this work? it does so by capturing anyone enrolling in college cats liz classes,filing for unemploymentr obamacare. why is this important? this is how democrats will get an untold number of illegal aliens registered to vote with no way to stop them from casting a ballot. in fact, the democrat authors of the bill expect this to happen, which is why the bill explicitly prevents the prosecution of illegals who report that they were erroneously registered to vote. but perhaps the most insidious aspect of hr 1 is the targeting of our kids. the bill forces states to accept voter registration from 16-year-olds even though they can't legally vote. the bill also turns colleges and universities into government-funded voter mills. hr 1 creates campus boat coordinators and those are positions who hand out cash to schools that register students. in other words, schools that turn out the most democrat voters. of course, while democrats supercharge turnout of illegals and what college students, they will be cracking down at the same time on political speech. hr 1 contains a maze of reporting requirements for political groups that even the aclu is worrying about, saying that it could harm political advocacy and expose nonprofit donors to harassment and threats of violence. if this sounds terrifying to you, then you need to contact your senator right now and tell him or her to vote against this bill. if you live in west virginia, you can play an even greater role by making sure that your senator joe manchin doesn't cave to schumer and pelosi. if he's truly a moderate, he'll vote against this. right now the senate is the only one standing between this bill and biden's signature. by the way, stopping this bill is not enough. states are passing laws to keep the disaster in 2020 from ever happening again. yesterday in georgia, the state stennett passed sweeping the legislations to strengthen voter i.d. laws. that would be eliminated in this new federal law, but in georgia they want to eliminate those who can receive an absentee ballot. they are sensible reforms and at the same time predictably they sent the media into a total tailspin. >> being called the most restrictive voter law since jim crow, which of course disproportionately affected black churches. >> republicans seem to be doing in the state is proposing laws that will stop a changing electorate. >> this is the textbook definition of voter suppression. >> there has always been a target on black voters in this country. particularly in states like georgia. >> laura: there is a target on the state of georgia all right and it's not from republicans but from liberal activists and democrat politicians like stacey abrams. people by the way who used covid to usher in election changes that make votes more susceptible to fraud and less verifiable. now the georgia house has passed the bill which limits weekend voting hours and enforces voter i.d. in response, the left employees not facts but as usual fearmongering. >> this year in particular, employees are making sure that they cannot show up in the ways that they did in november and the u.s. senate race is poor they want to make sure that turnout never happens again. >> laura: do you know what should never happen again? democrats to use a pandemic real or imagined to our voting process into got voter i.d. we need to restore elections and not allow partisan forces to dilute or cancel our votes and that's the angle. joining me now is chris kovach, former kansas secretary of state. you say this whole premise behind hr 1 is based on a myth. explain that. >> yeah. it's based on the myth, laura, voter i.d. laws disproportionately affect black and other minority americans and that's empirically false. the evidence shows the opposite. even more importantly, the polling data shows that minority americans are overwhelmingly in favor of photo i.d. law. they note that a person's skin color doesn't affect his ability to bring a photo i.d. to the polls, and a recent gallup poll shows that 77% of nonwhite voters favor a photo i.d. laws for voting. that is an expert in every number and they agree with the vast majority of americans of all categories to say about 4-5, 80% flavor voter i.d. laws. >> laura: just going to jump in really quickly. i find it so demeaning that democrats treat nonwhite voters in the way they are treating them. they are not capable of getting to the polls, like we have all gotten to the polls for decades and decades. it's insulting. i find that demeaning and insulting for them. >> it's a racist argument the left is making. that a person's skin color affect their ability to bring voter i.d. and telling them, you don't know what's good for you. they ignore the fact that 4 out of 5 minority voters want photo i.d. and insist on destroying as hr 1 would do, it would obliterate voter i.d. laws, more than a dozen states would have them. our lawn kansas cayman in 2011, works very effectively. >> laura: everyone has to understand that at our southern border is basically open for anyone who wants to come across going to be able to stay, we could have a million new illegal aliens in the country. some young, but not all, many of voting age coming into the country this year alone. by the way, chris, here's how sheila jackson lee justified this disastrous bill. >> there is a pandemic of voter suppression everywhere you look. republican legislatures are trying to stop in motions is as black voters from voting and all other voters from voting. hr 1 is imperative in a wide leaf freedom base voting system that gives you more days, gives you the opportunity to register, and it is long overdue. >> laura: why not start now voting for 2022? if you are going to have to go months to vote, why not three, why not four? why not any limitations on when you can vote? >> this is a very bad idea of election law are wrapped into one enormous disastrous bill. as you mentioned, the threat of no citizens voting, we see this in every state, people get on the voter rolls intentionally or unintentionally when they go get a driver's license and they are not yet u.s. citizens. states like kansas have a proof of citizenship requirement. this hr 1 would obliterate states who want proof of citizenship requirement when you register to vote. it opens the door to every single form of voter fraud that i'm aware of and that we saw in the president's commission on the election integrity and i saw at secretary of state. >> laura: what are the chances this would survived today's supreme court. should it be blinded to law by president biden, what are the chances it'll survive scrutiny? >> i would bet on it being struck down. you know as a former supreme court clerk, he recognizes arguments. not obvious in one way but in four ways. makes the states against the qualified votes in article one, section four that makes them in charge of the 14th amendment which says the states are in charge of the siding when felons get to vote again if they get to vote again, it violates article one's provision that the states are in charge of drawing congressional districts. >> laura: i feel like i just got my continuing legal education credit by listening to you. that was really good. thank you so much. fascinating and disturbing at the same time. democrats' obsession with popping up failure doesn't end at election laws. $1.9 trillion "relief bill" bailed out wildly irresponsible blue states and cities including, of course, pelosi's hometown of san francisco. "the chronicle" reporting that the federal stemless package will erase the majority of san francisco's projected $650 million budget deficit over the next two years. saving city hall from making painful service cuts and layoffs. what it really means? the old man running san francisco will be spared the pain of getting booted from office for their complete incompetence. joining me now is house minority leader kevin mccarthy. congressman, this is really rewarding failure across the board. it's not so much helping vulnerable people as helping vulnerable politicians. >> it rewards bad behavior, a bail area bailout. san francisco has $650 million deficit and they are getting $650 million. what does san francisco spend some of their money on? putting homeless in hotels, paying for their alcohol, paying for their marijuana. this bill also -- you know what it does? it gives federal employees up to $21,000 paid leave. they have never been laid off. state employees can get up to 25 25,000 bonuses. it takes care of the swamp. it adds money to pay for the health care of illegals. remember, they try to say this has to deal with covid? less than 9% of this bill does anything for covid and it rewards the states that were bad behaviors. it literally changes the funding mechanism of states getting that money for america. it rewards states that shut down, reward states that have pension problems, instead of a fair process throughout the nation. >> laura: i want to play something. going back to nancy pelosi here because she was asked about whether there would be more bills like this covid bill. that means more trillion dollar type of pieces of legislation, congressman, and this is how it went down. watch. >> do you think this is the last primarily covid bill you'll have to take up? >> you are going to have to ask the virus. if it stops mutating, stop spreading and therefore mutating, then we'll just see where we are then. but if it's not anything anybody can predict, it's just a question of science. >> laura: my breath is taken away! it depends on the virus' mutation question mike doesn't know anything about immunology. nothing about the fact that the virus clearly is less lethal than it was a year ago. but she's leaving the door open to more spending, meaning the states can stay locked down, that mean the fall can be closed for kids schooling. >> do you expect an answer from socialist question mike you will eventually run out of someone else's money and that's what's happening with this 1.9 trillion. this money does nothing to put people back to work, back-to-school, back to health. it uses it to reward those that they care most about, this mismanagement of states across the nation, federal employees who have not been laid off, or state employees, that is hard working taxpayers money. it's costing every family more than $5,000, and a few people who get a $1400 check. it's one of the few emails you get from another nation. it's a scam. >> laura: it seems like they can buy off the voters in 2022. that's what it seems like. if you spend enough, print enough money, borrowing it from japan or china, or borrowing it where they are printing it, they'll be able to buy voters off. are they worried people will get fed on the federal dole? >> i'm concerned about it. what we are finding today is by continuing to pay more for people who are unemployed and not giving them an incentive to go back to work, you find this time and again where is the in countability, where is the work and send them to get people working again? that's what we'd like to see going forward. but again, the democrats find no other way to get checks out. i trust the american public that we would rather work then have the government pay us. we'd rather have a better future and rather not sacrifice our children and grandchildren's futures for our wasting of money today. >> laura: looks like two more months of razor wire and national guard troops around the capitol. anything we can do to shut that down? that's going to depend on the virus' mutation as well. >> there is no threat. think of the high hypocrisy, theywill not protect. they want to put a wall around the people's house? that national guard, do you know of the national guard sitting out there as he's somebody climbing the wall? they can't do anything, they have to called the capitol police. the wall needs to come down, people need to be invited back in, we need to protect our voters and let the people get back to work and back-to-school. >> laura: congressman, there is your campaign added. joining us now is dr. scott atlas, senior fellow. this does dovetail pretty nicely into something you recently said, that the government has essentially gotten away with making destructive and unscientific decisions in that the american people by and large just kind of rolled over and accepted. >> yeah, laura. thank you for having me. the first thing that struck me about that piece it was 95% exactly what i said except i wrote it in may. talking bout ten months ago. talk about what took so long? this is really a sort of sad state of affairs that we knew everything about opening schools almost a full year ago. the second point i'd like to make is the cdc somehow has now become not just issuing advice or recommendations, but somehow this has taken to be almost law. so for me i thought it was an abrogation of leadership. the cdc is not in charge of the country. we elect people to be in charge of the country. the cdc is offering advice whether it is accurate or not is sort of a separate topic. i think we should think about that. i saw it inside, had plenty to say about that. don't have time for all that. i would say when you look at these rules and things issued by the cdc, they are still arbitrary, this notion that if you are vaccinated you can now hang out with people but only if you are vaccinated. if you are vaccinated, useful have to wear a mask and socially distance from people? this is not only nonscientific, it's illogical. doesn't pass a common sense test. these things aren't sort of out-of-control. the cdc is issuing advice that sounds to me coercion, okay? talking about a pattern where somehow if you are going to lose freedom a personal movement if you're not vaccinated question mike that's what the extrapolation is from these recommendations. i think we need to wake up here. somebody has got to be in charge and the person in charge is not the cdc. >> laura: president biden, you know, just look at him. doesn't seem he's in charge ofmuch. former advisor michael local stillfearmongering over these s6 mutations especially as they relate to school spirit watch. >> laura: the variance from united kingdom is taking off in the united states and is taking off in a large way in schools. i think we are trying to basically find opportunities in a category five opportunity hurricane right now. i think the next 3-5 weeks we'll see major outbreaks from schools in united states. we will be reopening schools and closing schools within a matter of weeks. >> laura: dr. atlas, he makes so many productions that turn out to be wrong about waves and so forth. he is never held accountable. and yet he pronounces on television like, don't send your kids to school, scaring parents again. what are your thoughts? bigley are right. there is no accountability but once more because this is gibberish. this is completely anti-data. we have evidence from all over the world of schools per this is not even a topic to be talked about anymore. the point is there is no evidence that the schools should not be open for there's enormous evidence that they are safe to open and it hurts not to open them. the other thing about the variance, that's just normal biology. it sounds like even nancy pelosi knows that. there is no evidence that these variants, these mutated versions of the virus, are more lethal. in fact, it's the exact opposite. this is what happens in normal biology. this is first year medical school, really. viruses mutate to survive. they don't survive if they become more lethal. this is natural pattern of events. there is no evidence where these viruses mutated variants are where they are worse, they are not worse. i don't want to say it's a lie, but it's with someone who's really clueless, frankly. >> laura: did he forget his immunology? he made big mistakes with h1n1 back in 2009, wasn't held accountable of that. again, not focusing on him but he's one of the most egregious violators, what i think would be some type of scientific ethic here, but there's a lot of them we will be called an account when the history is written. dr. atlas, thank you very much. it's sad enough that millions of kids are still not in the classroom but what if some schools end up actually making money off of this travesty? according to a soon to be released report from the commonwealth foundation obtained by "the ingraham angle," some schools are on track to do that. districts in harrisburg, philly, and pittsburgh improve their budget situation thanks to generous handouts from the feds, and that's despite tax revenues declining due to these governors' cova dictates and they are about to get more it now from the $1.9 trillion travesty in the covert relief bill. the philadelphia school district could end up with $600 million more than they had in 2019. joining us now is jennifer stephano, the vice president of the commonwealth foundation. jennifer, i think parents watching this, steam is coming out of their ears because schools could see their funding increase despite not being open for in person learning. >> across pennsylvania, schools are not opening. they are not going back full-time. as a parent of school-age children, steam is coming out of my ear. teachers union bosses along with president biden and speaker pelosi and the pennsylvania governor continue to push a narrative that they need more money to open. this is pushing a big lie. it simply not true and there's two reasons for it. number one, districts across pennsylvania, 95% of them are fiscally sound. the state government never got 1 penny from education funding despite many schools not opening. number two, the fed stimulus package came around first time around, school joe strick's the reserve funding. extra $600 million on the hand and they haven't open their doors. here is the big thing though, laura. in the marketplace, in inner-city philadelphia, the catholic schools are open. the catholic schools have been open since day one. safely educating children, and they are doing so at a better result and a fraction of the cost which they were doing before covid and they are in neighborhoods, teachers union bosses like to say, the private schools are not in certain neighborhoods by the catholic schools in philadelphia go where no one else goes up or they are in the poorest congressional districts in the country which is in philadelphia. they are they are serving of the communities. >> laura: this is a scam for the teachers unions, running a scam across the country and parents, all these liberal parents out here, donald trump is the worst thing ever, are you happy now? are you thrilled that this is what you got? because i don't think they are going to be opening in the fall in pennsylvania. when i heard nancy pelosi say that thing about the variants today, we've got to check with the variances to see if we'll have another covid relief bill, why would she be talking about another covid relief bill the third time around when they'll open the businesses and schools? a number is a number, is it not? >> wow. yes. it actually is a number and in fact it is published in the name of less government on their website and this is their official figures. this isn't something that even in doubt -- why would you even cross out over this, it doesn't make sense. >> laura: laura, it seems like they know this is a massive humanitarian and security problem and they weren't ready for it and now they are just relying on their media pals to bail them out. but even the liberal media, they feel compelled to ask about this given how much they trash the trump administration early on when we had a border issue going on in 2017, the trump administration did. >> you know, laura, when i was investigating this and we just did a whole two hours on our show on "return to the border," we found a lot of education showing that they were expecting this, they did transfer this, they did intend for this to happen. it is at odds finding the back foot, the thing they have underestimated is this is a bipartisan issue. this is not a partisan string clay strictlyleft-right issue. if you look at the border community's that are 90% hispanic sometimes, when i go down there and speak to them, some of them came across a legally and are now here legally. they do not want to have no border security. they are all very much in favor of border security. you find that all over the country. this is one of those false narratives that has been creative that doesn't match reality, that if you have any concern about border security or any concerns about immigration, we want to limit immigration and anyway, somehow you are, guess what, racist, right?
