might you go about paying for some or all of that. democrats right now are talking in part about potentially raising taxes on both the highest of earners and on corporations as well. the white house press secretary, jen psaki, was asked today if there's any concerns about raising taxes and whether or not that could be a drag on the economy. >> the president remains committed to his pledge from the campaign. nobody making under $400,000 a year will have their taxes increased. his priority and focus has been on people paying their fair share. also focusing on corporations that may not be paying their fair share either. that remains his overarching approach, but there's not a package that we're talking about pay-fors yet. >> meantime on capitol hill, nancy pelosi has made it clear that tax hikes are on the table. >> we'll look at everything. we'll look at the tax code, bonding in terms of build america bonds enables us to do so much in our package under president obama and vice president biden. we'll take a look at those. again, we want to be fiscally sound as we go forward. >> and then talk of a wealth tax. the white house isn't completely embracing that idea that has been proposed by progressive democrats, which calls nor a 2% tax on wealth over $50 million and a 3% tax over $1 billion. however, charles, the treasury secretary janet yellen said over the weekend the white house hasn't made a decision on it yet either. charles? >> charles: blake, thanks very much. so how will taxes hurt the economy as businesses are just starting to reopen again? with me now, john layfield. fox news contributor. democratic strategist, kristin hahn. john, let's start with you. listen, this market obviously was bracing eventually for the biden administration to start admitting that they would follow-through with these tax hikes. meantime, this economy is on an incredible roll. many are worried once they start to give us details on what they're going to tax, the good times could be over. >> yeah, i don't think the good times will be over. we won't see a market crash. tax hikes won't help the economy but looks like president biden is following the president's playbook and that is waiting a years after president obama took over to get the tax hikes. i don't think we'll see a crash. we had the taxes that were going back to, we had 2.3% growth under president obama. the first two years of 2% under president trump. we had job better growth under president obama. the people that said we would get 4 or 5 or 6% were wrong under president trump and they're wrong now about a market crash in my opinion. >> charles: the economy has to be fragile. the biden administration has used the fragility of the economy not only to push through another $2 trillion stimulus package but to tee up more. so seems to me they're walking a tight rope to say on one hand the economy is so i i bifurcated and we know 20 million americans are receiving some form of unemployment benefits that it's healthy enough to tax. no matter what anybody says, the taxes will slow the economy to -- anybody could debate to what degree but will have an impact on this momentum we have right now. >> charles, common sense is you tax more of something, you get less of it. what we're seeing with they're proposing with the administration is what biden talked about on the campaign trail. look, president biden is doing the exact opposite of everything former president donald trump did. whether it's the porous borders, the war on fossil fuels and now they want to raise taxes. we know what works. under the former administration, the roll-back in taxes, that roll-back in regulations provided a pro growth economic environment. so we have more jobs and people to fill them. people have more disposable income. we know what works and can't be denied. >> charles: kristin, how much pressure is this white house under to give something to the progressives? you listen to janet yellen over the weekend. she nodded yeah, you know, the wealth tax is out there. not president biden but we're looking at it the cursory things. i get the sense that this biden administration would like to avoid something like that. >> yeah, we've got a big tent party there. there's people from the progressive caucus all the way to the more centrist blue dogs and new dems. you have to take a step back. the biden administration can transmit whatever they want to transmit to congress. the end of the day, you have a tightly held senate and house. more than likely will have to be a bipartisan package. we can't continue to fund everything through debt. it's not fiscally responsible. i think everybody can get on board or should get on board with that idea. that requires difficult decisions. like the speaker said, everything is on the table but it's a negotiation. nobody wants to increase taxes in a way that is going to be harmful to the economy at this particular time. >> charles: john, of course, all of this, the backdrop to the next line, which is infrastructure. i think on that part, it won't be traditional infrastructure i think the way we think of it. a lot of renewable energy stuff might be in there. how will they sell that to kristin's point where they could get some sort of bipartisanship? senator manchin said he won't sign off on it unless it's bipartisan. >> it's tough to sell, charles because of what has happened in past infrastructure bills. this were not shovel-ready jobs. you have to have with the bill opening up the commit like f.d.r. did with farm to market or eisenhower did with the interstate system. now you're repairing crumbling infrastructures unless you go against 5g and you're getting broad band wi fi in the rural areas, which will help the economy. it's going to be a tough sell. eventually people will say we're spending so much money that our kids and grandkids are having their entire mortgage leveraged. >> charles: many are wondering if they used up their political capital on a covid-19 rescue bill. a tiny fraction of the money went towards covid-19 rescue, a lot of political pay:offs and $2 trillion in deficit spending. >> yeah, which is outrageous, charles. the money didn't go where it was supposed to go, which is to the americans that were suffering. there's the case that there's what? a trillion dollars that is still hasn't been spent from the previous relief package that was done at the end of last year. so yeah, they need to re-visit that as well. this will be a tough sell because you're talking about racing taxes on the wealthy, the corporate tax increases as well, which will be harmful to businesses. all of this really needs to be re-visited. >> charles: panel, thanks very much. i appreciate it. border crossings are surging under president biden. so why is the top democrat now blaming the past president? >> charles, members of that delegation in fact today called for president biden to make a trip right down here to the southern border so he can too see things for himself. this was led by 13 different republicans that were on this particular delegation. it was lead by house minority leader kevin mccarthy. they traveled to the border community of el paso where they met with officials on the ground and also toured one of these migrant holding centers. those lawmakers say they will work on solutions to the problem but not before taking shots at the white house a bit earlier. >> i've been to the border many times. i've been during crisis and others. i expected a crisis. it's beyond that. in one small section, 100 to 200 a night. >> live pictures now from the fox new flight team drone, which shows a section of the border fence here near mcallen. most people think the border wall runs continually for hundreds of miles. but as you can see, it does not. there's gaps in between many sections, which essence funnels the illegal activity to certain spots. u.s. border patrol agents say out of all of the apprehensions they're doing along the southern border, now about 500 of those are unaccompanied minors or kids, 500 now a week. charles? >> charles: casey, thanks very much. one of those republican lawmakers at the border today will be here with us tomorrow. meantime, house speaker nancy pelosi blames former president trump for building up at the border this build-up. neil talked to a texas rancher over the weekend that said the timing points to biden's presidency. take a listen. >> pretty much overnight once inauguration day took place, we started seeing increase traffic. we had had one incident in the past four years. we've had daily incident at this point can human smugglers. they try to get away from law enforcement and drive on to our property. then scattered. >> charles: former acting attorney general under trump, matthew whitaker says it's time biden's team started treating this as a crisis. we did reach out to speaker pelosi. she wasn't available to join us today. matthew, just -- the numbers speak for themselves with respect to the timing. so i think the blame game in itself is off. but by the fact that the biden administration sent fema has gotten fema in the mix speaks volumes how much this is an emergency, whether they want to admit it or not. >> yeah, this is obviously and all hands on deck, whatever resources the federal government can throw at it. the sad thing, charles is that this was controlled. these policies that the trump administration had in place, whether it was remain in mexico, whether it was putting a stronger border in place, were all making a difference. with the rhetoric of biden and the policies after the inauguration, you're seeing what is happening. the terrible thing is the coyotes and the smugglers are making lots of money. the immigrants trying to get in illegally are getting hurt and we'll see more situations where that outcome as the weather gets warmer. >> charles: we talk about the humanitarian aspect of this. but really is focused on children. from what i understand, a record amount now, well over 3,000. too your points, that number is only going to get higher. the coyotes, they increase the prices as they go on the trail. increase the price once they bring them over the border. it's an untenable situation. yet it's hard to believe it's the result of an unintended consequence. if you remove the barriers, people will show up. everybody wants to be in this country and we understand that. >> it is. there's estimates that over 100 million people want to come to the united states of america around the world. obviously we can't handle that type of influx. what is really challenging and what i think congress and this administration need to address is unaccompanied minor policy. these folks get in and then they are -- they remain here. then we end up with kind of the policies that we saw in the obama administration where daca and the like. that is a magnet that brings these folks the united states. it's beyond time to come up with a rationale reasonable policy. otherwise, it's going to be catastrophe. >> charles: we hear that at the start of each presidency and so far it's not happened. without i guess having to do back on his own promises during the campaign or even against the idealogical will of his party, what could president biden do though to at least curb what is going on right now to sort of pause and slow it down? because it's already a crisis. it's only going to get worse if something is not done. >> you're right. i think what they need to do is to fortify the border. obviously to use the tools in the tool belt that were used in the trump administration to defer and return people that come to this country illegally, to not do catch and release-type policies and to reimplement the strategic alliance that we had with the mexican government to make sure that sort of these folks are not given a free pass to the southern border of the united states. >> charles: matthew whitaker, thanks very much. meantime communities on the border are feeling the impact of the surge of migrants. in arizona, my grants will be released by border patrol this week. mayor rigs joins me now. thanks for joining us. explain to the audience your main concerns at this point. >> at this points what we're looking at, we're a very economically depressed community. we can barely afford to take care of the people that we have here and our community now. as of the second border patrol advises us that they're going to drop people off here and do sort of like this. they're your problem. we just do not have the ability to care for these people. quite frankly, it's going to cost us tens of thousands of dollars a year to be able to just to provide them with a bottle of water and a sandwich when they get dropped off. because they're not able to give us how many, they can't give us what background on these people are, they can't tell us what their health issues are. i have a lot of seniors and elders here between helabend and san lucy that are susceptible to covid. we have not seen the outbreak that other areas have seen, yet we're going to get punished for their choices. >> charles: i'm sure you've expressed these concerns to i guess ice and the biden administration. are they saying well, we're providing you can something? you have to know medical history to a degree. you have to take temperature checks, you have to make sure nobody has covid-19. you have to know criminal records. are you completely in the dark? >> we are completely in the dark. we asked documentation, some kind of documentation. give us something. we're still not getting anything. so i mean, we're really frustrated with how we're being treated through a crisis that they started. >> charles: you say "they", who do you mean? >> the federal government. >> charles: so you feel that they signal to people, if you come here and you make it through, you're more or less home-free? >> exactly. now we're seeing just in the past few weeks, we've seen a big increase in foot traffic coming in. i live right -- my back yard literally is the senoran national monument. i'm seeing the foot traffic come through here. i'm seeing drug mules like never before go through our desert. it needs to stop. the federal government has to step up and do their job. they're the ones that created this problem, they need to fix it. >> charles: what i find interesting is reading about your town and some of your neighboring small towns. unusual mix of -- not the a usual asylum seekers from cuba, brazil, haiti, romania. feels like the word is out around the world. if you find a way to get to mexico, you have enough money, we'll get you in to the united states. >> you're seeing people from the african continent, you're seeing people from the middle east, seeing people from asia, you're seeing a mix of people. this is another big concern that we have. not just covid-19, but any other disease that can be brought in here because they're not getting tested. they're not giving us any kind of documentation. so it puts my community at risk. quite frankly, i was elected to worry about helabend, not anything outside of helabend and i need to focus on this community. >> charles: mayor, i googleled the 14 things to do in helabend. one day we can give you a visit after this is settled. thanks. good luck with everything. >> thank you. >> charles: all right. dr. fauci using europe's surge in cases to keep restrictions going here. what about the surge in vaccinations here?
