right now on "early start," joe biden in a bind. people inside the state department speaking out about the president's support for israel. and hospitals on the frontlines, hamas used one to stash weapons and at one point to hide hostages. andew speaker, same dilemma, he will need democrats to help stave off a government shutdown in just days. good morning to our viewers in the united states and around the world. it is tuesday, november 14. 5:00 a.m. in washington where president biden wakes up to growing backlash within his own state department over his staunch backing of israel with hospitals in the line of fire in gaza. secretary of state antony blinken acknowledged monday that the hospital crisis in gaza is sparking anger and dissent not only from staff at the state department, but from within the broader biden administration. here is the president on monday. >> hospitals in gaza, have you expressed anywhere specific concerns to israel on that, sir? >> well, you know i've not been reluctant in expressing my concern with what is going on. it is my hope and expectation that there will be less intrusive action relative to the hospital. the hospital must be protected. >> national security council spokesman john kirby later clarified the comments to say the president was really discussing how hard hamas has made it for israel. >> when you bury those targets inside civilian infrastructure particularly a hospital where there are innocent patients and little kids that have severe issues that need looking after, it makes it hard go after those because they should be protected. so he is talking about this incredibly difficult conundrum military forces are facing right now. >> u.s. official with knowledge of american intelligence says hamas does have a headquarters under the hospital. hamas and hospital officials deny the accusation that the hospital is being used as a command center. but now video from the idf shows what it says is a terrorist carrying a rocket propelled grenade launcher at the entrance to the hospital. clare sebastian is live in london with more. good morning. how is israel handling this, what is actually going on under, inside the hospital? >> reporter: good morning, kasie. israel is certainly stepping up efforts to try to show that it is doing everything that it can to protect civilians. we've seen that they have been talking about evacuation from al-shifa and several other hospitals in the north while they continue these daily pauses, evacuations from the north to the south. they released video which they claim showed israeli soldiers delivering fuel to the al-shifa hospital. there are disputed accounts over why that fuel didn't get to the hospital. and they say there are arrangements to transfer incubators to gaza even though we haven't heard any reports from inside gaza that they have a lack of incubators, just a lack of fuel to power them. and so they are trying to show again the evidence of why the fighting has to be so close to the hospitals which is of course because they say hamas is embedded in that. in al-shifa, there is a control and command under the hospital, something backed up by a u.s. official, even taking western journalists into gaza to show them evidence of these tunnels close to hospitals. so they are really stepping up this messaging. but certainly the reports that we're getting out of gaza suggest specifically in the case of al-shifa, these evacuation orders simply can't be heeded. head of the hamas run health ministry say this thereat theree 700 patients that can't leave the hospital because they are too vulnerable. doctors are having to stay to look after the patients. so the situation even though hospitals are saying that they had to stop operations essentially are still worsening. >> re sebastian, thank you very much. now let's bring in white house correspondent at bloomberg news to talk more about this. thank you so much for being here. >> good morning. >> how is the white house thinking about this right now? obviously the president spoke about it and then john kirby had to clean up his remarks just a little bit. >> the white house is saying right now, at least publicly, they can't confirm whether or not hamas is under or operating under any specific hospital. but they are saying that hamas does have a habit of surrounding itself around civilians, using them as human shields and that is a habit that they have been told from israeli intelligence. but i think what we're seeing really is the white house sort of changing this into how the -- there are growing calls including from inside the administration particularly at state department andusaid how t continue to defend israel in light of the amount of deaths. the u.s. does not know whether the numbers are verifiable, but they have said over 11,000 people have died and because of those numbers, there is growing dissent. we've obviously seen protests. and so the administration is definitely taking a harder stance when it comes to protecting civilian life. publicly there was a time where the administration said it was obvious that israel was protecting civilian life. that is something we're no longer necessarily hearing them say and they are holding a stronger line to israel for this specifically. >> let's talk about pressure around calling for a ceasefire. the administration has been clear that they are not going to, but there does seem to be increasing pressure not just from arab world but also from the g7? >> that's right. exactly. president macron recently became the first g7 leader to call for a ceasefire. and that is hugely significant because the g7 has rallied around israel, they had a joint statement affirming their support of israel in this war. and so that was very significant for him to come out and say this just recently. and just yesterday you had the president of indonesia in the oval office very publicly in the press break calling for a ceasefire. and that was very intentional especially because the press just had several minutes to be together privately. so there is definitely increasing pressure from world leaders. and that is significantly different than ukraine. we've seen most countries on the same page when it comes to supporting ukraine except for very small hand few of countries. and this feels starkly different. and again, i do think that it is because the shear number of deaths that we've seen, people have been questioning the military. >> all right. thank you very much for as a resulting us off this morning. appreciate your time. coming up here, presidents biden and xi set to meet near san francisco this week, we'll get a live report from beijing. plus the countdown to another government shutdown. and later a deep dive with a dedemocratic c congressmanan fr mamassachusetttts. welcome back. a cnn review of court documents, social media reports an victim interviews revealed a massive campaign of intimidation by the chinese government targeting u.s. residents. victims have sent thousands of posts or emails harassing them using racist slurs. the state department says it is part of a broader effort to silence critics of beijing. max foster is joining us live now from london. always good to see you. this is trying to dispage companies? what do we know and how does it potentially affect the big meetings between presidents bipart biden and xi tomorrow? >> if does seem to be specific to try to silence china's critics and this intimidation campaign which effectively scares people into silence. and so even using images to d disparage the critics of china. and when you are protesting chinese values, that sometimes undermines u.s. values. and so it is a huge problem. how do you manage this. you have to work with the social media companies, but one of the biggest of course is chinese in that so it is a big problem because it does undermine u.s. interests to large extent. so biden would be expected to mention it, but very difficult to see xi admitting to it if it is something that he could do anything about it. >> and what is the -- biden will take off from washington later on today to head out to california for these meetings. pretty significant step. how is the broader global community looking at this meeting between america and china and what are the stakes? >> i think everyone is just looking at it hoping it doesn't go badly. these are the two super powers in the world. a huge amount of worry around the world about the tension between the two. t military tension particularly south china sea combined by the ukraine and middle east, a huge sense of fear that this could all sort of blow up in some way. and these are the two guys really at the center of it and could potentially calm things down. because if there is a world war iii, a lot of people fear it would be between the united states and china, not to do with ukraine or middle east, although they may play into it. so we didn'on't often get much material progress coming out of these meetings, but we just want to see the tensions don't increase. >> and let's talk about it in the context of the israel-hamas war. obviously chinese and russians have been getting closer. the russians are obviously very tied in with iran and i'm curious how do increased potential chinese ties with iran to the extent that they exist play into all of this. >> so china broadly saying that there needs to be some sort of peace deal, there needs to be some sort of resolution to this but not actually offering solutions. russia being much more vocal and they tend to fall behind china on these sorts of issues. this is all about undermining the u.s. and creating this new world order if you like. so pretty much taking the side of the palestinians and dropping the sort of relationships they had been building up with israel. so we can only assume that china is looking at this and saying until it works against its interests, it won't get involved. so it is not currently a big issue for china. whether or not he addresses it with president biden, we'll have to see. i think they will just pretty much say we need to find a resolution to this and america is far more involved so over to them to find that. >> all right. max foster, thank you very much. just ahead here, a new code of conduct for the supreme court. what it does and does not have. and cnn catches up with senator mitt romney. is he planning another white house run? i was a little disappointed when i saw the rainfall totals coming out of louisiana. we need rain. everyone knows it. we're not getting the big numbers that we had really hoped for. a lot of heaviest rainfall at least has been focused across the southern texas coastline. this is radar estimated rainfall. the radar has the ability to accumulate and pick up in terms of how many inches has fallen. so green 1 to 2 inches, pockets of 2 to 4 with the yellow. but across southern louisiana where we need it most, really only 1 to 2 inches. this is the highest rainfall totals that we could find. corpus christi, just under 4.5 inches. yes texas needs rain, but louisiana we focus in on. you can see the band of precipitation really from new orleans southward, we'll take what we can get, yes, but we want the rain to shift further north across the region. and look at the exceptional drought that continues to playing the gulf coast states even into parts of mississippi alabama. this is future forecast radar, going forward in time about 36 hours and the band of rainfall really only makes it as far north as let's say macon, georgia, birmingham. i'd be surprised if you see any rain out of this system. the bulk of the precipitation going to fall tomorrow and thursday for miami d-dade count region. there could be localized flooding across southeastern sections of florida. so just looking at the deficit of rainfall we have going on for the season, that is since september 1, you can see how far below average we are atlanta, jackson, chattanooga, charlotte. new orleans 4.5 inches. lake charles about 5 to 7 inches below average for the season. there is the rainfall across the southeast. beautiful day across the east coast. mild through the central interior. and we've been watching this storm system off the west coast, we were hopeful for rainfall but really only light showers from san francisco southward into los angeles. here a broad look at your temperatures. for you, you will reach 58 today. so you can call it a nice autumn day. >> yeah, and nice leaves still on the trees here. weatherman derek van dam, thank you. and up next here, israel's military says it found signs hostages were found in a gaza children's hospital. and new leader same house, anand a a looming gogovernment shutdownwn. good morning. thank you for being up early with us. grateful to have you. i'm kasie hunt. stop me if you've heard this before. there are just a few days to go before another possible government shutdown. speaker mike johnson is new to the job, but he has all the same problems. how to pass a funding bill in a fractured conference. while speaker johnson's two step plan could head for a critical procedural vote today, there is of course the usual pushback from hard line members of his own party. >> i'm disappointed in this bill. i hope that this bill won't proceed as currentlyd. just another clean cr that continues the status quo won't be acceptable. >> i think it is a failure. i'm not voting for a clean cr. i'm not carrying on nancy pelosi's budget. >> so this is going to come down to the democrats. they have been so far waiting in the wings to watch it all unfold. lee an caldwell is author of the "washington post" early 202 newsletter. thanks for being here. >> thanks for having me. >> so let's talk about where things stand on the hill because it seems like they will move forward with a plan that is basically going to require two-thirds of the entire house to move forward with keeping the government open, that means that the speaker will need democrats to get it done. and this is basically the same move kevin mccarthy made that got him thrown out, no? >> yeah, it is exactly the same move. that is what kevin mccarthy did on the day the government was supposed to shut down in september about six weeks ago. and ultimately three days later that cost him his job. now, caveat that kevin mccarthy had a lot of personal differences with some members and no love loss between many of them, so that didn't help mccarthy either. but the fact is that they put in a new leader and he is doing the exact same thing. it is fascinating though because mike johnson is considered someone who is much more conservative than kevin mccarthy, who is steeped in conservative policy. and so when faced with a choice of either shutting down the government and appeasing the far right or moving forward in a bipartisan fashion with democrats, or needing democratic support, he has chosen the la latter. and so showing how difficult it is for republicans to pass anything along party lines. and then of course you have a democratic senate and president. >> and what is your sense about what democrats in the house will do? >> my sources are telling me that they are going to wait and make a decision until leaders talk with their entire caucus this morning at their weekly closedcus meeting. but they don't like the two step process. they think it sets up two chances for a government shutdown in the new year. they are worried that they lose their leverage for ukraine aid. and they want potentially something out of providing once again republicans their votes for a republican plan. but all signs are pointing to the fact that democrats don't want the government to shut down and so they are likely to provide the vote. remember last time when mccarthy did it, they got support of 127 republicans and 209 democrats. >> so this obviously could be a path forward. and we mentioned this earlier in the show, but i was interested in what mitt romney had to say about -- to cnn about whether or not he was planning on running for president. he basically slammed the door to it, said no, i'm not doing that. there had been this group formed to try to encourage him to run with joe manchin on a third party ticket. and sort of the consensus in washington is that all that would do is hand donald trump the presidency. and romney was quoted extensively as talking about some of these possibilities and basically saying that a trump presidency would be a complete disaster for the country. what do you make of romney saying this and what is the chatter on the hill about what is next for manchin? >> yeah, so it seems -- after you allow someone to write a tell-all book about you and what you think about members of your own party, seems like it would be hard for him to run for president. but i think all eyes should be on joe manchin. his exit video did not look like he was going to go back home to west virginia and throw rocks into the streams and hang out with his family. it was a very presidential looking video with american flags in the background. so he hasn't closed the door to it. i think joe manchin is where we need to be watching what happens next. >> and i guess what we learned is that if manchin is running, it won't be with mitt romney. lee ann, thank you. israeli military says they discovered weapons in a basement under a children's hospital in gaza. the idf says that there were suicide bomb vests, grenades, ak 47 assault rifles and more. and also signs that hamas may have held hostages there. let's bring in colonel cedric leighton. always grateful to have you. i want to talk about what israelis have said and what we know. what do we know about what is underneath the hospital and how hamas uses infrastructure like the al-shifa hospital? >> good morning, kasie. always great to be with you. the big thing that i think that we can take away from this is that it looks like what the israelis have said, that there are military facilities related to the hamas organization under these hospitals. i think that very well may be true. of course you always want to have a neutral observer look at this stuff. but big thing is that they are putting in military hand wear, command and control notes, all those kind of things right under protected civilian institutions such as hospitals. and what that does, it complicates the targeting process for the israelis, in some ways it is an ingenious way for hamas to do this, but also
