you the latest out of gaza following the israeli raid of a hospital that sits atop a command center for hamas. good morning and welcome to "way too early" on this thursday, november 16th. i'm jonathan lemire. thanks for starting your day with us. and we'll begin with the high stakes meeting between president joe biden and chinese leader xi jinping. arriving at a critical time, the summit was held in woodside, california, at a lush estate there about 35 miles south of san francisco. the meeting marked their first time together in just over a year. xi was quoted through a translator as telling president biden that it was, quote, not an option for either country to turn its back on the other. he said there is enough room to coexist and be successful and that one country's success is an opportunity for the other. president biden said he secured agreements on three major issues including an effort to reduce the direct shipment of fentanyl in all forms from china to the united states. biden also announced that the two militaries will resume direct contact and communication. that's something that hasn't happened for months. and that both nations will coordinate on risks and safety issues surrounding artificial intelligence. after the meeting, president biden spoke about the progress made yesterday and about managing the relationship going forward. >> these are tangible steps in the right direction to determine what's useful and what's not useful, what's dangerous and what's acceptable. the united states will continue to compete vigorously with the prc, but we'll manage that competition responsibly so it doesn't veer into conflict or accidental conflict. and where it's possible where our interests are -- coincide, we're going to work together like we did on fentanyl. that's what the world expects of us, the rest of the world will expect not just the people in china and the united states but the rest of the world expect that of us wrs, and that's what the united states is going to be doing. >> the u.s. read out suggests there were some tensions around the discussions around taiwan. and even in his public remarks president xi suggested the countries should go separately, one should not try to influence the other. many took it as leave us alone. meanwhile also yesterday a stop gap funding bill was passed in the senate and is now heading to president biden's desk for a signature, which avoids a government shutdown for now. so the senate indeed passed a measure last night. without it government funding is set to run out late tomorrow night. the bipartisan vote was 87-11, ten republicans and one democrat, senator michael bennett of colorado, voted against it. the move essentially punts the spending fight in congress until after the holidays into an election year. president biden has said he will sign the bill. joining us now playbook coauthor and chief washington correspondent for politico ryan lizza. great to see you again. let's talk about the significance yesterday for president biden. he has his highly anticipated a year in the making meeting with xi jinping. and then we have a cr going to the senate headed to his desk for a signature. balancing act of issues domestic and foreign. >> yeah, looks like they're going to have to send that document on the plane out to california for him to sign before the deadline runs out tonight. a big day -- a big day for biden. he sort of, you know, being president on the world stage as frankly congress descended into quite a bit of chaos this week. they sort of made this last minute cr. but as you know, jonathan, on the republican side there's quite a bit of rambunctiousness on the road to get this including some near fisticuffs in several different places this week in congress. kevin mccarthy seeming to check one of his tormenters in the hallway. so it was a weird week in congress. and i think biden despite having to deal with one of the most delicate and difficult relationships in the world was happy not to be in washington. and i think so far the meeting with xi, we don't know everything that went on behind closed doors, the chinese media read out of the meeting said that xi told biden that reunification with taiwan was, quote, unstoppable. so that's certainly an important message from the chinese, so obviously that issue remains unresolved. there'll be elections in january in taiwan. that will be a moment of heightened tension. and we'll have to see how many american politics as they have in recent years go to taiwan and speak out and, you know, talk about the direction taiwan decides to go in those january elections. so watch that. but otherwise a meeting where they seem to get things sort of back on track after the -- after the recent tensions at least in these very minor ways. >> yeah, i think that's right. first of all, rambunctiousness is generous, your description of the republican lawmakers. >> people almost came to blows. >> repeatedly. so good job by you there. let's do a little more on the summit yesterday just south of san francisco. aides told me both before and after the most important thing accomplished was simply the two men spoke. they were in a room together trying to reset relations to where they were a year ago. but i'm curious what do you think the fallout would be to what the president said afterwards in his news conference. as he walked offstage he took a couple more questions. and he agreed, he says he still believes xi jinping is a dictator. that's the word he used. when he said it a few months ago beijing reacted very strongly. what do you think happens now? >> i don't know if you've seen this, john, there was a moment he said that when biden said, yes, i think he was a dictator, and he tries to explain what he means by that in a less confrontational way. but he still said he's a dictator. blinken, the secretary of state, if you watch the video, he just sort of flinched when the president said that. i don't want to read too much into that, but to me it's sort of our telling moment of how sensitive that language is. we know that xi reacted privately, very, very poorly to when biden said that previously, and it's small things like that that can, you know, throw a wrench into the relationship. but biden is trying to balance the domestic politics of china, and both parties now are in the broad center of both parties they are, you know, anti-china in a sense, right? there's a sort of populous turn away from engagement with china, very, very different than to use a fancy phrase the sort of liberal consensus about china that spanned from the clinton era right up until donald trump became president. so he is balancing domestic politics with -- with traditional foreign policy here. conference as president biden was asked about the israel-hamas war, he weighed in on the fighting, the hostages and what could come next. take a look. >> i have a -- i'm deeply involved in moving on the hostage negotiation. and i don't want to get ahead of myself here because i don't know what's happened in the last 4 hours, but i'm mildly hopeful, mildly hopeful. i made the clear to the israelis that -- i think the only answer here is a two-state relation and it's real. wave got to get to the point where there's an ability to be able to even talk without worrying about whether or not we're just dealing with -- we're dealing with a hamas that's going to engage in the same activities they did over the past -- on the 7th. i'm not a fortune teller, i can't tell you how long it's going to last, but i can tell you i don't think it ends until there's a two-state solution. >> underscoring the complicated domestic politics about what's happening there in gaza around the same time president biden was speaking there was massive protests outside the dnc headquarters in washington. u.s. capitol police clashed with demonstrators. six officers suffered minor injuries. protesters, organizers said, about 100 people on their side were also injured. we'll keep you posted here. we're seeing some footage. it got pretty unruly last night. some lawmakers and dnc staffers had to be evacuated by police as these protests were swirling outside. we'll certainly have more on biden's summit with xi and what's happening in the middle east a little later in the show. next here whereby we've learned election interference case, they have been answered. in a zoom hearing yesterday, jonathan miller, an attorney for former coffee county elections director, misty hampton, admitted that he gave the videos to at least one media outlet because he thought they helped his client and that the public had the right to see them. >> judge, in -- in being transparent with the court and to make sure that nobody else gets blamed for what happened and so that i can go to sleep well tonight, judge, i -- i did release those videos to one outlet. and in all candor in the court, i need the court to know that. >> so the judge in the case has indicated that he will issue a protective order requested by the d.a.'s office to prevent the release of the materials deemed sensitive. meanwhile harrison floyd may become the first codefendant to have his bond revoked. floyd, a former leader of black voices for trump, is accused of harassing ruby freeman, who you'll recall was one of the fulton county election workers who had been falsely accused of election fraud by trump and his supporters. district attorney fani willis' office has submitted a filing asking to pull his bond agreement over his continued use of social media to attack witnesses and codefendants. the d.a.'s filing says the posts amount to witness intimidation. elsewhere, newly revealed footage from the alec baldwin movie "rust" shows the actor firing and handing a gun before the shooting of a scene before that deadly shooting on set. it comes as baldwin is potentially facing new charges. nbc news has more. >> reporter: never before seen footage from the set of "rust" taken in the days before the fatal shooting of cinematographer helena hutchins. the clips obtained cleeks ussively by nbc news, show the actor preparing for scenes, firing weapons and interacting with crew members. >> i don't know why you're going up hills and all this other --. >> reporter: according to sources familiar with the matter these videos are among dozens provided to special prosecutors days before they announced plans to recharge baldwin with involuntary manslaughter. nbc news has not seen the rest of the video. the inside look just a portion of the evidence that could be presented before a new mexico grand jury, baldwin's legal team and the prosecution declining to comment on the videos. since the incident, baldwin has repeatedly denied pulling the trigger in the fatal shooting. the movie's armorer has pleaded not guilty to involuntary manslaughter and tampering with evidence charges. her trial is set to >> i am. you'll miss me, don't worry i'll be back. we've got flood alerts across the state of florida. you'll be dealing with heavy rain working over the past 48 hours really and the flood alerts are still in place for 7 million. we got rid of the flood warnings, but the flood watches are still up and down the east coast. we do have some of that rain working out most of the heaviest of it is now offshore, but still some showers are going to linger across the state through the day today. this is a system we'll watch skirt up the east coast over the next couple of days and into the weekend bring potential rainfall to folks a little farther north. so here's a couple of things that are going to go on. we've got this cold front eventually going to cross the ohio valley as we get into tomorrow. this coastal rain will stay offshore until we get into saturday and merges that moisture and brings the potential for heavy rainfall across portions ofs of new england. and also see really chilly conditions behind this along with windy conditions. so that's what's on tap for saturday. looking across the board rain in california, mild kilgzs in the middle of the country and showers as i spoke about here as we get across the midwest. it'll be crisp and cool behind that system and by the time we get into sunday, jonathan, it'll be much chillier for the north east but we'll be watching mountain snow and storms developing in the m
