0 [applause] >> buck has voted for mccarthy as expected. >> gaetz? >> president. >> present. [applause] >> gosar. >> [inaudible] [applause] >> mccarthy. >> mccarthy. graves of louisiana? >> mccarthy. >> mccarthy. >> you can see, -- matt gaetz voting present. that means two of the six republican holdouts voted present. we had goals are coming through for mccarthy again. this is not enough for kevin mccarthy. this is as close as you can be with being there without actually being there. three present votes from this list would have done it for kevin mccarthy. one -- were just hearing the final name called right there. they have all voted -- yeah. every member in the chamber voted. there are no missing votes. that does mean 434 votes cast and -- i want to see where the shot pulls up to kevin mccarthy's walk towards that group was talking to lauren boebert and matt gaetz. he's asking gaetz something. gaetz body language -- is the vote is not gaveled yet. there's a chance for summer to change their votes. kevin mccarthy now directly engaging with matt gaetz who knew that his present vote would mean that kevin mccarthy does not get the 217 he needs to win on the 14th ballot and become speaker of the house. at least on this ballot. republicans were fairly confident that this would be the one in which this would conclude. they would then swear in the members of the house. they would then cast the rules, and then the house the representative -- for the session would begin. that has not happen. look at this, there's finger-pointing going on. matt gates is pointing at mccarthy. a crowd is gathering around them. mccarthy obviously trying to implore gates at this point to do something. i wish there was audio with this. ali vitali, what are you hearing about what's going? on >> i'm texting every number in my phone about to people who might know what's going on. it almost looked like what do i have to do for my vote. we all know what's happening, kevin mccarthy in real time is as close as you can be and he seems like at least at this, point he is not over the finish line. >> he's walking away. he's holding some of that. someone to tell someone back. look at that. it looks like a fight breaking out on the floor. >> you and i should reenact that. >> wow. >> someone has pulled somebody back. stephanie's with me now, by the way. it looks like things are getting a little -- let's listen in. getting a little - let's listen in. >> let's remain several. >> rodgers had to be pulled away from matt gaetz. >> it was rodgers. >> mike rogers of alabama. >> mike rogers of alabama's who we saw moving in towards matt gates. stephanie and i were just looking at that and someone put their arm around him. >> over his face! >> and you can see, just a few rows ahead. there's a number member of congress with their children. someone's holding the children back. my goodness. >> one wonders though, after 14 votes the level of anger it gets to where it is right now. and this is what we're now looking at. kevin mccarthy who has had a smile on his face the whole time looking like it's gonna be okay, he is not look like this the entire time. >> except of course earlier tonight when they first -- won of kevin mccarthy's closest allies gave the free speech and said for people who said this is chaos or this is a clown show, they're absolutely wrong. we are looking at this week's democracy in action. if that is democracy in action, a grown man having to be held back from physically lunging at another grim man, that's no kind of democracy i'm familiar with. >> this is a remarkable. situation lauren boebert and matt gates -- lauren boebert voting present. and then met gaetz voting present. lorraine boebert's vote which came, early cause alphabetically she's early in the roll call. it gave everyone on the mccarthy side hope that this would end in his favor. matt gates casting that last present vote dashed that hope. but just keep in mind. and steve, i want to be clear on this. what determines when the gavel 's vote -- closed >> now that the tellers and the clerk are sort of verifying each vote -- this is usually a process takes 15 or 20 minutes before they actually announced. the formal vote totals. i think clearly mccarthy was aware of that and hence he went over to talk to matt gates because, again, the stakes are that simple. 434 votes cast. two of them are present. that means really, officially, 432 votes are cast. and that makes the magic number on this vote 217. and there is mccarthy landing it to 16. in theory, if he could get or could've gotten from that conversation gaetz, who was sending all sorts of signals on cable news, and the fox news channel earlier tonight that he seemed on the cusp of voting for mccarthy -- if he can get him to vote yes, he is there. conversely, if any of these others -- i know ali is mentioning andy big's eli crane. we know bob goods -- met rosendale, if one more of them were to switch to president, that would also be enough. but as it stands right now, it's 216 votes for kevin mccarthy. and the threshold on this ballot is 217. and, again, it came down to that gates vote. he could still change. >> well ali, let's take a. minute because matt gaetz is either pulling a switcheroo, or some type of high jinx to take his 15 minutes of fame to the absolute last second. steve alluded to it a month ago. all the best signals over at fox news tonight where that they were getting closer. matt gaetz was there right next to lauren boebert. >> -- >> just think about that. -- >> you're just the brad if you save after everything. >> i got almost nothing left as for. you're just floating at this point. i have lauren boebert on my show tonight to go. no rush. we're not voting for kevin. cannot be trusted. not trustworthy. i'll way to cherry blossom bloom to find the speaker. tonight ingram, i want to share what she said. she said, inmates running the asylum. the far-right is holding america hostage. you've heard it all today, right? and yesterday before. do not believe any of it. she was mocking. us saying that the quote unquote liberal media was saying it was chaotic and blah, blah. republicans are getting it together today. laura ingraham -- it's 11:07 pm. we have seen the 14 faux and a grown man was just held back from lunging at another grown man. not strangers, fellow members of congress. both members of the same caucus. >> ali vitali, there are a lot of people talking to an around matt gates. he's not doing a lot of talking. back >> yeah. it doesn't seem like -- he's talking there to some of his colleagues. to make henry another. you see the way that gaetz and boebert are just sitting there. the way that rodgers from alabama was held back from met gaetz. it goes to show the level of frustration for this conference for matt gates right now. remember, just a few hours ago before they adjourn. the last time that gates was up for a nominating speech, many members of the conference left the room. they're 20th 30 members just of setup. they walk right out. so that is clearly the mood around that gaetz right now. i will say, jeffrey's democratic side just walked off the floor smiley. giving a, hey hey, hey to reporters. clearly, democrats in that upset about the way this is going. because the republican party in chaos, in some cases almost coming to blow in the house for -- it's not even over governing. we're texting as many sources as we can of people who are on the floor. just trying to get a sense. there are reporters literally pressed up to the gas -- trying to hear anything off the floor. this is the conversation that everyone in america wants to be a part of. >> can i ask you a question, ali velshi? what is it that matt gaetz is holding out for that's going to help the american people? >> good question. >> what is it that the florida voters -- because last i checked, they were running on immigration. they were working on inflation. they were running on crime. not one thing that matt gates and his -- have been negotiating for over the last few days from every mccarthy have anything to do with -- kitchen table issues. they have to do with power over -- and guess what, if you could not get, in your 14th round among republicans, to agree on kevin mccarthy -- you have a snowball's chance of hell of agreeing on any sort of legislative policy. >> on. policy not part of the agenda. even before all of this started when kevin mccarthy put his agenda out. it was largely investigations. there's no discussion about the things you and i have been talking about for years, taxation, minimum wage, health care. >> education, national security. >> did nothing on the agenda the deal with any of those. think that was already gonna be problematic for kevin mccarthy -- to be able to get anything police the oriented. joe biden and mitch mcconnell are out there talking about bridges. and these guys are coming to blows with each other. i want to point out this vote is not finished yet. it is not closed. i saw someone giving one of these to suggest that someone is suggesting they close the vote. but it's not close. there's an active negotiation going glad. ali, do you know who stops or starts this vote. where someone can say, we're done? or they're gonna try to keep it open as much as they can? >> there's no speaker to keep it open or to close it. so i think this is up to the clerk. i will check on that. but i've been texting some members on the floor on the democratic side. and they could not hear what was going on. to everyone on that side, the body language is evidence enough of what was happening. it's just mccarthy begging in front of the full american public in all of the cameras here. and all of his colleagues to get matt gates in his corner to vote to yes. >> i think a lot of people are playing the waiting game right now. figuring out where this goes next. it's clear the republicans are at least trying to talk amongst themselves, even if mccarthy isn't part of those conversations. -- >> can i ask a technical question? >> sure. >> until they close the vote, right, while is still open, can someone say, i change my mind. i'm going from the president to a, yes a yes or present? can someone change with they've already said? >> yes they can. that's really important. because there were other people they were trying to work on through this process. i was told over the course of the last few hours that matt rosendale's one of the people they were trying to pressure. but even former president trump was part of those negotiations. we're seeing the clerk look like potentially she's gonna move for the gavel. and i think that would be important. because, again, if they do close this vote -- it means it's another ballot round that mccarthy has lost. but as long as it's open, there can still be jockeying for positions. and i think that might be one of the things they're hoping for. i'm trying to get more of a sense from some of my sources on the floor. there's a lot of rumors flying just based on my text messages. but there's a lot of confusion around this as you can imagine. >> everything this clerk has done has come under scrutiny by somebody who does not think it should be done. at the moment, i am assuming that kevin mccarthy folks will not be pleased with the closing of this vote. but kevin mccarthy is sitting down. again it is unclear -- that he's working the. room >> so what we do, leave it open? and let him plead to death? >> it does not look -- there is not appear to be a lot of movement from met gaetz at the moment. i want to keep one ear on this court to see what happens. steve, go ahead. but if i hear or say something. >> i want to hear as much as anyone else. -- there's a typical lag after the final votes are cast and the clerk gavel that shut. in all the previous ballots, there's been a lengthy ten plus minute delay after each final name has been called. that's been part of the process. but, yeah, we still opportunity for anyone to change their mind. >> but in your view, because you've been calling the mass, mccarthy got up to talk to matt gaetz. he's now sitting down again. he's not pressing any more flesh. there continues to be people around that gaetz. is there a purpose to keeping the vote open? -- or is it, in your mathematical estimation, over? >> i'm not sure they're keeping it open for kevin mccarthy right. now again, there's typically -- >> let's listen in. >> it looks like they've gaveled the end of this vote. what typically happens here -- they go on to another vote. although it's 11:13. >> -- in the tallies, the total number of votes cast is 432. of which the honorable kevin mccarthy of the state of california has received 216. [applause] >> the honorable hakeem jeffries of the state of new york has received 212. [applause] >> the honorable jim jordan of the state of ohio has received two. >> the honorable andy bags of the state of arizona has received two. no member elect have received a majority of the votes cast. a speaker has not been elected. >> let's now adjourn until noon on monday. >> will the gentlemen repeat his motion? >> i move the house do now adjourn until noon monday. >> the question is on the motion to -- all those in favor say -- [crowd chanting] >> the ayes have. it all those in favor say, i. >> i! >> all those opposed say, no. >> no? >> these are mostly the democrats saying no. saying, let's keep on going with this stuff. >> in the opinion of the chair, the noes have it. >> madam clerk asked for the yeas and nays. >> the yeas and nays are requested. those favoring the vote by yeas and nays will rise. a sufficient number have ribbon risen. the yeas and nays in order. >> now they are doing -- now they are doing -- >> this is crazy, ali. this is crazy. why on earth is happening? how is every knee of this productive? clearly kevin mccarthy thought he had the votes. tonight >> right. >> matt gaetz and lauren boebert would not have gone on fox news, in the manner that they, did they would not have been posturing in the way they did if they didn't think that he would get the vote. >> at this point if the yays, the people who want the adjournment, mccarthy's people and most of the rim republicans -- don't win this vote they are going to keep on voting. there's going to be a 15 vote, stephanie, that will be presiding over. >> and so this, weekend theoretically, it'll be back to the drawing board for. hold on a minute. could they adjourn until tomorrow? or will adjoin me will see you monday at noon? >> it's possible. i was surprised when mchenry asked for the adjournments on monday. i would expect him to say until tomorrow at noon. they've been starting at noon. it's possible that could happen. they could come back and say -- let's see if they can adjourn shell tomorrow at noon and enough people might agree to that. >> let's see what ali says. >> if they decide mimics of ten minutes to adjourn tomorrow on monday? >> this is for monday. i'm gonna be honest, i don't know if they have the vote to successfully adjourn until monday. we're gonna actively watch this play out. because -- sitting in the gallery, said there were republican during the votes vote saying now is. well it was democrat, certainly, but it wasn't just democrats. there were some republicans who just want to see this continue going. who want to see matt gaetz and lauren boebert keep their butts in seats and figure out how they're going to move past this impasse, if they're going to move past this impasse. i will tell, you there's also people who are close to mccarthy who have been working with him on this who think the he needs to do this now or it's not going to happen. because they finally had momentum -- they fell to start building last night into today. and this is the point where they feel like it is put up or shut up time. he really did need to do this today. i'm gonna be honest with you, we've been following this closely. my carly has been a pretty active process on how things have been going from the beginning. and there really was not a sense that we picked up on -- that this was anything but it daniil. -- it seem like there was so much confidence. i was watching members from steve scalise to kevin mccarthy to others who were walking to the floor with confidence. i will note, mccarthy, when many reporters out here we're asking him, do you have the? votes do you have the? votes he did not say he thought he had the votes. not only is it a huge difference -- of the way that nancy pelosi pelosi will go to the floor. she never went to the floor without knowing she had the votes. before mccarthy, he would not say he had them. it was a very -- nevertheless, behind the scenes, there was a lot of optimism. i'll tell you, we're starting to hear from republicans trickling on and off the floor. brian -- said, i don't think jews jesus will get through to matt gaetz. that's a sense of where the republicans think their colleague is. we're starting to see some people maybe move off the floor. stefanik -- will talk to reporters -- many are going back to tom emirs office. that's really the hullabaloo negotiations have been happening on capitol hill. but mccarthy remains in the chamber. talking to jim jordan, one of the key people who have been with him -- i remember i talk to jim jordan late last night as they were leaving negotiations. i, said what's your best-case scenario -- he said, kevin mccarthy's elected speaker. i said with the realistic scenario? he said, i guess we'll find out. i guess we are. >> ali, let's say they keep things going today. what will that look like? what will it be? matt gaetz got what he. wanted the grand finale, he gave the switcheroo. what's gonna happen between now in the morning? >> my question is why they're spending so much time with matt gaetz when there are other people here, again, i go back to rosendale. i know velshi and i talked a little bit about the home state politics about this. but at the same, time you've got to wonder why they're spending so much time on gates. throughout the process was so outspoken about the fact that he did not want not just what mccarthy was willing to give up, but mccarthy himself -- so i'm wondering what the strategy is here. i'm not necessarily seeing it. gates is very clearly saying he is not gonna move. even with the public plea in front of the world from kevin mccarthy himself. so you have to wonder who else is talking to who right now. is their freshman member here when you think about eli crane from arizona. a freshman just elected here. trump was also putting the pressure on him. obviously, trump has no influence here. neither of you will be surprised about. frankly, neither in my. the fact that this is just not moving here -- i'm not really sure where they go next. certainly we're trying to figure that out, to. >> i want to poll -- we have that video from just a few moments ago. we only saw it briefly. it appeared to be mike rogers being physically held back. let's watch this again. is again
