0 on what is just the second day of this war. the capital city of kyiv already being dealing with sirens going off all morning long. warnings residents to shelter after hearing loud expulsions throughout the night. ukrainian armed forces looking to deter the army as they move in on the capitol. including blowing up their own bridges. this destroyed bridge, you see, hear about 15 miles outside of kyiv. and it will now make it harder for russians to advance. and take a look at this stunning video. posted by an adviser to the ukrainian interior minister. allegedly showing a russian playing hate and shock down but the ukrainian air force. as it basically crashed into a building in kyiv, earlier this morning. the official who released this video said that the debris fell in a residential area. now, these new developments come as president biden is scheduled to meet with fellow nato allies, today in a virtual summit after announcing a new wave of sanctions targeting russians banking sector on thursday. let's go straight to moscow, where hundreds of russians were detained today by police as they were protesting the war in ukraine. nbc's, matt wagner, is there for. us math, it's good to have you there with. a stunning images out of moscow. certainly people who follow moscow know that any kind of dissent, protests, is rare to see. even rare to see when russia is engaged in a major military operation like the one we are seeing in ukraine. what is the atmosphere like this morning? are we likely to see continued protests? or have they've been quayle for now? we >> came in, good to see. you basically, the short answer is yes. the move here in moscow is different. a sense of a bit of bewilderment among the russian people. we have to think about how we got here. there were months and months of satellite images and social media images showing a russian buildup. but the russian people were actually never told directly what their military was doing. they were never told honestly what their military was doing. and they kept hearing all of these dire western assessments. they were told and understood to be western hysteria. so they rushed it all off. monday, i think did a lot of people will come to terms with the scale or the reality, gravity of the situation. what the president was preparing for. or even, more when it actually happened yesterday. we the announcement came out while moscow was still sleeping. and that's of course shocking to a lot of people. i was going around my social network, obviously, not a very scientific way to study the situation. but, i hate to come across anyone who supportive of what's going on. i want to flag one of the things that we kept hearing. we are brought their nations. and i think we're starting to see a little bit of that being turned on its head possibly against the government right now as they are continuing to pursue this campaign. people are bewildered because of the very fact of what they kept saying. war with ukraine is impossible because they are brothers. now they see a tapping. and they're starting to question the government a little bit. and that's what motivated the protests last night. those are actually one of the first larger scales we and notable protests that i've ugly scene in moscow since a year ago. when we weren't covering a lot. we i have not seen a police president in moscow of that skill. i've seen arrest numbers of the skull. so there's definitely a sense that there might be something to this. maybe the kremlin pushed everything a little bit too far. just kind of counted a little bit too much on public support. but, we're just going to have to see how this develops over the next couple of days. >> matt. let me ask you quickly. amid the protests, russia has disseminated massive amounts of propaganda as one of the most effective tools russia house genuinely speaking across its arsenal. and, it's all a part in the effort to convey not just its people but even in neighboring countries that this war is necessary. that this is a war of self-defense. when in fact, it is not. how effective, by your judgment, is somebody inside russia. how effective by your judgment house that effort been? >> based on what i'm saying, not terribly effective. we are seeing a lot of very prominent people, celebrities, artists, figures we, asking openly what is this war for? what are we doing here? actually, the front page of the russian newspaper that won the one nobel prize is running a front page today saying, russia's bombing ukraine. so, it doesn't look like it's working right now. >> all right, we matt bodner, live for us. thank you to see you my friend. we want to cross over now to nbc's we -- math, we spoke to you about an hour ago. thousands of helpless citizens in ukraine, second largest city fleeing their homes. whatever you've been able to see on the ground? obviously we're seeing the snow behind you. that may be for both the military operations. but it may also hamper the civilians who are trying to leave and move west from kharkiv to perhaps east to a safer place in the country. we >> yes. i think that civilians are not going to be moving west in the same numbers that they would out of kyiv because, again, there's not many places that they can go from. here it's kind of a limited area. we are in the middle of the country. sort of extreme east of the country and moving into the middle of the country would just be more danger because of the events on kyiv. and from the south from odessa and crimea. you know. this is for, civilian terror, the best option for them is to stay put. and the fact is is that there are russian troops that are all along the ring road outside of the city. so, far we've heard yesterday, different conflicting reports of what's going outside of the city. that some of the fiercest fighting was going on outside. and also that there were just russian troops that have stopped roadblocks outside of the city. so it's kind of unclear what's going. on but as far as civilians are concerned, the worst is probably yet to come. and as you mentioned, in the last time we, spoke the question, is will there be able to get enough food, will they be able to get enough water. services like electricity will they continue? that's a big issue. considering that a lot of the city seems to be kind of shutting down. it's sort of stand still has not helped by the very rapidly changing weather. the snow just started about an hour and a half ago. and it's coming down pretty fast. i spoke, yesterday, with some very frightened civilians were bunkering down in the metro system here. here's what they had to tell me. we >> were you surprised to start hearing the bombs? >> surprised? not really. because we knew it can happen. but, yes, it just shows that we i am hearing the bombs close to my house. my windows are shaking. yes. quite surprised. but not shocked. >> i have a child, 1.7 years old. an assist, or 3.5 years old. we will don't just risk leaving our kids anywhere. so for now, we're here. >> as you can see, amen, nobody really knows what to do exactly. i have spoken with some other people, they are debating whether or not to leave the city. to me that doesn't seem like a safer option, because as you can, hear all of that troubling, the bombings that have been going, on those are kind of distance they're not hitting the inside of the city. this seems like a pretty safe place that we are hearing bombing in the north and bombing to the west. where you couldn't go? amen? >> and matt, really quickly, do you get a sense that there's any a mobilization effort there. we obviously spoke to a member of the ukrainian parliament who said that that there is this mobilization effort among civilians. have you seen any similar efforts in kharkiv? >> we haven't seen those efforts personally. we've been hearing a lot about them. the line from most civilians is that they are willing to fight. but we've also heard that there are orders to constrict citizens. and i have to tell you women, if you are a man of fighting age. you might not want to walk around because there are police everywhere who knows what they could do? they have the authority. we understand to construct people by force. to press people into the military. train them up, send them into the front line. so it would be a kind of dicing threat if you are fighting eight young man. amen? >> all right, we matt bradley in eastern ukraine. stay safe. let's cross over to washington d.c. and bring in nbc's julie tsirkin from capitol hill. julie, it's good to see you. let's talk about a little bit what's happening in long lawmakers. the reaction to the invasion. there's obviously some who are calling for further or more severe actions from the white house. and how is that likely to get traction in congress? >> well, it's a great question we. but unfortunately, both chambers in the house and the senate have been on recess all week and that hasn't stopped democrats and republicans from issuing forceful statements throughout the week as russia's continued escalating its aggression into ukraine against ukraine. and most notably today, we heard from prominent democrats, chairman of the foreign relations committee, senator bob menendez, calling for stricter sanctions. including cutting off russia from the swift bank, for example. and also, calling on president biden to sanction directly vladimir putin, of course, president biden not going that far. but saying and keeping all options on the table. we are also learning about an unclassified call that came from pentagon leaders. they told house lawmakers, hours ago, that russian military forces, troops, were about 20 miles from kyiv. now, a couple of hours later, as our reporters on the ground, showed in those stunning pictures explosions, bombs, booms, something that lawmakers were told about according to sources just a couple of hours before that all happen. now how likely is it that something actually happens legislatively? house makers, the lawmakers are going to be back in session on monday. we heard proposals from republicans and democrats. those can actually do something about it. those on the prominent committees. they all agree that they have to send more humanitarian aid to ukraine. that could come in the form of a spending bill that congress has to pass by march 11 to keep the government open. there is also sanctions that they can enforce to strengthen president biden's hand as you go at this with nato allies to push and president putin and, of course, oligarchs that surround him. >> julia, i've been watching some of your comments here throughout the, night i know it's a comment that you have some personal connections to as well. i want to ask you about those for a moment. your parents, your sister, escape karma right after the soviet union fell. you currently have family, you know, in the ukraine. are you able to speak to? then what are they telling you? what are you hearing from your friends and family inside ukraine right now about the conditions there? and perhaps, what it is that they're most in dire need of right now? >> yes, amen, my parents, my sister they fled the soviet union after a collapsed like millions of others like dams who broke. there and everybody who wasn't able to, leave got out. but a small part of my family did stay in a deficit. and they spoke to them this morning. they actually are located in an apartment of center city. and they were telling us how they were trying to move out of the way because they are afraid. they are afraid of the threat of bombs. they are afraid that being in such close possibility of the center of everything, that major city on the black sea could be dangerous and life threatening. but i'm also talking to others as i tried the video conference some folks. and they're frankly, scared to speak to the media. even to speak to somebody they know about this publicly. because they're trying to move around. they're trying to figure out what to do. and just a couple of days ago, a pretty heartbreaking scenario, my mother's really close friend who lives in the united states, she's ukrainian, her parents were in kyiv and they were trying to figure out how to move them out of the way, how to, perhaps move them to another country but they couldn't do that successfully in time. so, a really stressful situation for people on the ground. >> all right, with julie tsirkin the reminder of what's happening in ukraine. how it affects not just that part of the world but all of us and uss. well julie tsirkin thank you, our thoughts and prayers with their family and millions of others in a d.c.. still ahead, what is next. what will the next phase of this assault will look like?
