Debris and the partial debris was covering the door next to us, as well. We took two elderly people with us that we didnt know. We met them in the staircase to our apartment and decided to go out to the balcony and wave down fire rescue and they are heroes. Theyre just unbelievable human beings. It is just overwhelming to see when we opened the door and saw that the building had collapsed. It was just surreal. We also have new Surveillance Video showing the moment that the tower collapsed. We have to warn you, this next 20 seconds may be very disturbing, difficult to watch. So lets get right to nbcs sam brock who has been covering this Rescue Operation throughout the morning. Sam, what update can you give us at this hour about people found, rescued, injuries . Reporter the most relevant thing you said just now, andrea is an unknown number of people that theyre searching for. That is the Million Dollar question right now. So many families on edge and just hoping that well get some clarity and the Search And Rescue efforts since 1 30 this morning and thats when the first calls came in and its been 10 1 2 hours with the Rain Pouring Down for the last several hours and interrupting Search And Rescue efforts which we are told have been ongoing and theyve been stabilizing the building on one hand and tunnelling underneath. Just the sheer amount of rubble is hard to understand or contemplate how there may be people under there and we are expecting two updates in the next 30 minutes, andrea. Mayor cava is the mayor of the county and we are waiting for updates and at 12 30 ron desantis will be here and the other question is how could this happen . Even as Search And Rescue efforts are ongoing. The former miamidade Fire Police Chief said he in 40 years, recently retired had never seen a Building Collapse like this other than from an earthquake. Another mayor in surfside responding saying it was like a bomb exploded and catastrophic failure and no logical explanation what could be behind it. It is worth noting that the residents have been moved back a couple of blocks so our Vantage Point is distanced and it is that building over my shoulder. It looks fine from this angle and it is the other side, the seaside that just collapsed. 55 units and here is where it gets critical. How many of those people were in those units . We are getting varying comments and one commissioner said she had spoken to the Surfside Community center where they had received 51 reports of people who had not been reached and whether they were here, on vacation or in the apartment, that was not clear. The mayor was not able to confirm those numbers and the question is dozens upon dozens of people, potentially, andrea, could be underneath the rubble and it is a race against it to try to save the folks, if thats the case. Andrea . Sam brock, exactly. It does look like an earthquake. It looks like haiti and it looks like earthquakes weve covered. Joining us now is sally hayman, she is the commissioner representing the surfside area. Thanks for joining us in this incredible tragedy. Commissioner, what do we know . We did hear people did not hear an explosion as you would expect with natural gas or some other kind of incident, so what could possibly have brought this down, but first of all, what do we know about the numbers of people not accounted for . That number of 51 people, i think, quoting you, has that been confirmed . What do we know about how many people may be missing . Thank you, andrea. The name of the complex is the champlain towers and the surfside condominium or residential apartment or whatever, its limited to the Champlagne Towers and only part of it as you can see from the pictures and at 10 00 this morning based on information coming in from multiple sources, but have been confirmed sources, so thats ambulance transports, that is fire rescue and Miamidade Police department, Homicide Units and that is our red cross and professionals working at the systems and Reunification Center working with people who knew about the occupancy, i. E. , they were there themselves and they could put their names down on a sheet saying this is my unit and this is who i am or neighbors that said this wasnt occupied at the time. It was vacated. Its hard to get full count, but as of 10 00 a. M. , 51 people were determined to be unaccounted for. That doesnt mean theyre missing or Anything Else because we dont know what their status was if they were occupying the building at the time it went down or if they were able to get out or had to be assisted or if theyre one of the four hospitals and some have not been identified. So thats the number count. First responders are still on the scene. My First Responder started coming in at 4 00 a. M. And confirmed by chief and the Police Director starting at 6 00. We have multiple First Responder units from all over dade county and Broward County there. And we have an International Search and rescue team with our miamidade fire rescue that goes across the country and world on that natural and man made disasters and this is the first time theyre responding on their own turf which is a blessing, but still sad. So they have shifted because of their abilities and also the weather. Its search and also recovery and it was slowed down when thunder and lightning and the close proximity, even though electricity was shut down at the whole facility. The facility itself, the Champlagne Towers is deemed unstable and so whether it was occupied or not occupied after a complete search of all Dwelling Ability to house somebody or be a flight route has been confirmed, the building is unoccupied will go into a search and recovery of the rubble itself, and im encouraging people to remain hopeful. We have seen it in man made and Natural Disasters where we have found people in a pocket area hours later, days later. So we have the best on the, and a number keeps getting flashed across where they can call in miamidade 311 and let us know, but were only going to deal with facts, at least from my office, and the source of the incident, yet to be determined. So people who have a pine hole, sinkhole, construction or Anything Else, the professionals havent been secured, so its a wait and see. Commissioner, one quick question, let me ask you about the population and are these people who may have been elderly and may have been in wheelchairs . What do you know about the population of this building . It is families and elderly, and you saw an elder person be extracked and one of the fire rescue people brought their walker with them. So we clearly have elderly and we have families, if you saw there was a picture of bunk beds. I assume even at my age, im not too good with being in a bunk bed, you had children in the buildings also and with shortterm rentals, its a guess. Thats why were trying to stay with the facts. Qualify the building by name and let people know to call in and check with loved ones, and if they get an answer, call us up and let us know so we can change the numbers factually. Commissioner, thanks so much for that briefing. I know youve got to go, and our hearts are with all of the people and with the heroic rescuers. Thank you so much. And well be keeping all of you updated on this search throughout the program today and we have more Breaking News this hour, this time from New York City where Rudy Giuliani, personal attorney to former President Trump can no longer practice law in the state. Nbc news investigations Correspondent Tom Winter has details. This is a state Supreme Court decision. How did this come about and whats the effect on juliany . Right. There were some complaints made by Rudy Giuliani following the election in november from a State Lawmaker who made complaints about some of the things that he said in some of the representations that he made and of course, when youre an attorney you have to represent the truth to the best of your ability and today in a 33page, scathing opinion from the Appellate Division here in new york state. They took umbrage with Rudy Giulianis statements. They said we conclude that theres uncontroverted evidence, thats giuliani, demonstrated false statements to the courts, lawmakers and the public at large and in his capacity as lawyer for former president donald j. Trump with his failed efforts at reelection in 2020 and when those false statements are made by an attorney it erodes the publics confidence, and damages the professions role as a crucial source of reliable information. Giulianis attorney Arthur Idalla is responding today. Theyre disappointing with the decision and they wish theyd been afforded a position before the decision was made. His law license will be reunstated, as you noted, andrea. It is a suspension and not a revocation of his law license. This is something that giuliani can appeal and of course, its a real strike to giuliani given his past as the former top federal prosecutor in manhattan. The u. S. Attorney for the Southern District of new york and obviously a storied legal career as well as being the mayor of new york as well as his other Public Office attempts and efforts. So definitely a tough rebuke today, but certainly not the final chapter in this, andrea. Tom winter, thanks so much for that. And the future of the force. What one d. C. Police officer says has to be done after he was seriously injured in the january 6th attacks. Speaker pelosi Just Announced the House Select Committee. Is that enough, and we continue to utsch what the rescue scene in miami where more than 50 units are completely destroyed after the highrise collapse. Stay with us. Today, House Speaker nancy pelosi today announcing a House Select Committee with Subpoena Powers to investigate the January 6th Insurrection at the capitol after republicans blocked her previous insistence on a Bipartisan Commission like the 9 11 commission that would have had more credibility, arguably, than a democraticallyled congressional panel. This morning, with great solemnity and sadness, im announcing that the house will be establishing a select committee on the January 6th Insurrection. We yielded on every point. We yielded on makeup of the committee. We yielded on the timing of the committee. We yielded on the process of the committee. I just would not yield on the scope. They wanted to make it about black lives matter. That wasnt what happened on january 6th. So im not going to yield on the scope. Joining me now is d. C. Police officer Michael Fanone who was beaten and tased multiple times by the rioters on january 6th as he was pleading for his life. He is a former Capitol Police officer who has been on capitol hill along with the mother of the mother of the late Brian Sicknick. Hes been unable to meet with House Republican leader Kevin Mccarthy and others who refused to see him. First of all, thank you very much. Thank you for your service, thank you for being us. Thank you for having me. Officer fanone, first of all tell me your reaction to what the speaker announced. Its a House Select Committee and democratically led, clearly, its not the independent commission and both houses, house and senate. Is that good enough to get to the bottom of what happened on january 6th . I mean, i support the commercial committee. Obviously, i supported the Bipartisan Commission, as well. It was disappointing that we couldnt get that republican support or at least enough of it to push it through, but i do support the speakers special committee. Its fine time that we got to the bottom of these root causes into the January 6th Insurrection. Tell me about your efforts to try to reach the House Republican leader Kevin Mccarthy. You, as well as the sicknick family, the family of Brian Sicknick who died afterwards, tell me about how you tried and what have you heard from the republican leader . So the first time i spoke out to or the first time i reached out to Kevin Mccarthys office was back i cant remember the exact day, but it was the day that there was a hearing regarding january 6th and andrew clyde described that day as something of a normal tourist day on capitol hill. Let me just pause you for a moment because that is congressman andrew clyde, republican congressman, and we have that quotation here because he said, you know, that that from what he knew, it was just luke a regular tourist day. If you didnt know that the tv footage was january the 6th, you would think it was a normal tourist visit, clyde said. We also know where he was on that day because there was video of him on that day hardly looking leak a normal tourist visit. What is your reaction to that . He was lying. Its not downplaying it and its not whitewashing it and its an out and out lie about what happened that day, and clearly, with the thats andrew clyde right there. He was right in the middle of it. He was escorted by security officers, by Capitol Police, presumably to safety, to a secure location because he was right inside the House Chamber and where the door was being bashed in. Correct. I believe hes politicizing the event and i know its not politically advantageous for his party so hes decided to lie about what happened that day so i did go to with regards to reaching out to Kevin Mccarthys office, when i was i learned yesterday that Kevin Mccarthy had made some statements that he had provided me with or his office had provided me with a phone number to his scheduler which was untrue. On my initial phone call about a month ago or so i was provided with an Email Address, and also, i felt was treated very disrespectfully on the phone. The original call taker was dismissive, rude and ultimately my effort to schedule an appointment at that phone call never happened. What i learned about the statements that Kevin Mccarthy made yesterday, i contacted his office. I asked for the phone number to the scheduler as kevin has said was provided to me. They still would not give me a phone number. Eventually they did take down my contact information, my name, cell phone as well as my Email Address and i never heard anything through close of business yesterday. This morning i woke up. I sent an email to the scheduler, and i did finally receive a response. I was not given a date or a time to meet with Kevin Mccarthy. What did they say in that response . They acknowledged the receipt they called it a note and said they would be in touch with me and that was it. Had you been political before before january 6th . No. Ive always been pretty apolitical. I think in the i would say in the last four years during the Previous Administration there was a lot of things that got me pretty worked up. Most of them having to do with what i saw as the politicization of Law Enforcement and i became susceptible to a lot of republican pandering regarding support for Law Enforcement, but you know, not to say that the Republican Party doesnt support Law Enforcement, but i believe that Police Officers should make each individual member earn that vote and not just assume that one party or another supports police. Let me ask you about january 6th. Tell me about what happened to you. I think we have some footage of you on that day. Uhhuh. Yeah, i mean, i think my experience that the videos speak for themselves. I responded to the capitol. Again, im a d. C. Police officer, and not typically assigned to a uniformed capacity. I worked in a narcotics unit. I ended up going there with my partner. I responded to the lower west harris tunnel which, i think, is what weve determined is where the apex of most of the violence was that day, and i was pulled away from other officers out into the crowd where i was severely beaten and also electrocuted numerous times with a taser at the base of my skull. The injuries i sustained were a traumatic brain injury as well as suffering a heart attack and i also i do grapple with ptsd as a result of that day. Tell me about the ptsd. Do you have nightmares . I dont have nightmares, but i would describe it as a really it cannibalizes you. It eats you alive. There are days where i ive had a debilitating depression. I mean, it was it was just a horrible experience. And how did it make you feel about your work as a Police Officer . I mean, this has been a long journey. I think if you would have spoken to me four or five months ago i would have had a dramatically different answer, but now ive come to the realization that a lot of the root cause for january 6th was this tribalization in this country, politically speaking, but the way that we see one another and interact with one another, you know, as americans, weve just lost sight of each others humanity and we dont treat people with compassion and empathy just based on political views, and so i think, for me, its made me much more cognizant of those issue, and i try to interact with people, you know, see them as a human being and not through their political affiliations or whatever other affiliations they might have just as humans and treat them with compassion and empathy. How do you feel about your work as a Police Officer . Are you back on active duty . No, maam, im still out on medical leave. Do you hope to go back . I do, yes. What kind of treatment will you do . Originally i was seeing a cardiologist. Eventually i was cleared by the cardiologist. I also see a neuropsychologist. I was going to a cognitive therapist for a while, Speech Therapist to deal with some of the cognitive issues that i experienced as a result of the tbi. A lot of talk therapy, as well, trauma therapy. And we talk about the future of the force. Weve been working on a series of that. What would you like to see changed about the way police interact, are treated, how the force works in terms of some of the issues being addressed in terms of Police Reform . My biggest take away from the conversation that weve been having now, and i really see it as having begun maybe about a decade ago even earlier within my department. My experience is limited to a washington, d. C. Area as a Capitol Police officer and a d. C. Police officer. Id like to see a change in the way that we a conversation about Law Enforcement. I think there are multiple Stake Stakeholders and they need to come to the table in an honest and genuine way and approach this problem in which we all need to participate in the solution and thereby, standing on top of a soapbox and screaming at one another. Its not working the way weve been having the conversation. Officer fanone, thank you for your service. Y yes, maam. It is therapeutic for viewers and our audiences to see and learn from your experience. I appreciate that. Thank you. And we are waiting, of course, Florida Governor ron desantis to speak from surfside, florida, with updates on the search, fort there and well bring you a live report ahead. Today, progress is happening on two tracks to move the ball forward on infrastructure. Right now a group of ten bipartisan senators are at the white house looking to get President Biden to sign off after they reached a deal on a framework for their own Infrastructure Package, but they did negotiate it with white house staff. On capitol hill, democrats are still trying to go it alone on another track with a bigger Infrastructure Package with a reconciliation that would only require 51 votes. Both would take weeks to complete and it is unclear, still majority leader Chuck Schumer and nancy pelosi, Speaker Pelosi are both waiting to vote on it by july. Speaker pelosi said one will not happen without the other. These are in tandem. We will not take up a bill in the house until the Senate Passes the bipartisan bill and a Reconciliation Bill. There aint going to be an Infrastructure Bill unless we have a Reconciliation Bill passed by the United States senate. The bottom line there. There aint going to be joining me is Leigh Ann Caldwell and nbc news coanchor peter alexander. First, nancy pelosi making it clear these are things happening simultaneously. I have never, in my experience, going back to the hill, seen anything work this way with this caucus breaking off. You have the house, the senate, republicans, democrats divided caucuses. How is this going to work . Its an excellent question, andrea, and we keep asking every senator we see how is this going to work in practicality . How will you commit to passing a 2 or 3 trillion partisan Infrastructure Bill on Human Infrastructure alongside a bipartisan traditional Infrastructure Bill and be sure that one does not leave the other behind and thats because progressives are demanding that. They do not want to agree to this bipartisan bill unless they have an agreement that partisan one can get through. So some senators are saying perhaps there needs to be a blood oath to get commitment from all 50 senators that theyll agree to both things and senator Elizabeth Warren and going back to her campaign day saying we all need to pinky swear to ensure that we are united on both packages to make sure this gets done. On the bipartisan package the group is meet being with President Biden right now and manchin who is critical in this, and he is warning his colleagues not to give up on a bipartisan deal just yet. Lets take a watch. President biden is the ultimate person that will have to sign off on this to make sure hes comfortable. He wants a bipartisan deal and hes said that from day one and hes negotiated with us. Dont let the perfect be the enemy of the good. Well see what comes out of this meeting if the bipartisan bill has any legs. Leader schumer and Speaker Pelosi have seemed to indicate they will support it, but andrea, there is a long road to go and it will be very complicated if theyll get both of these things through both houses of congress. And to peter alexander, the president , as you know, just reported and the bipartisan senators are coming out. Lets take a look. They did not, and i understand their position. The republicans did not want to go along with the Human Infrastructure that i talked about, and well see what happens in the Reconciliation Bill and the budget process. If that if we get some compromise there and if we cant, see if i can attract all democrats to the position where they can move it on track and thats all i want to say. I want to thank each and every one of them. A lot of us go back a long way with where were used to doing one thing. Give each other our word and thats it. Nobody questions it. They have my word, and ill stick with what i proposed and they gave me their word and where i come from, thats good enough for me. Ill talk to you all later. I have. I spoke with the mayor and the congresswoman and ill have more to say about that, as well. How were you able to reach this deal . Are you committed to a twotrack system . There is going to be a twotrack system. And are you im not [ inaudible ] will there be a Reconciliation Bill . Im not going to answer that one. I have a different view on that one. I appreciate the fact that the president came out today to express but we came up with a good compromise that will help the American People. This is about infrastructure. Every president over the past four or five president s has talked about a big Infrastructure Package. You may recall that President Biden has a big infrastructure passage and today we are announcing an historic investment in infrastructure and these are roads and bridges and including broadband and the water system and the rail system, all of which is good for the economy and it will lead to more e fishency in the economy and more Economic Growth and this is about long term and its something that traditionally has been bipartisan, and i am pleased to come together with a Core Infrastructure package without new taxes and with the commit ams, and i appreciate the team behind me. Krysten sinema did a great work, and i want to ask her to say a few words. Thank you, rob. There are some that say bipartisanship is dead, and this historic agreement between republicans and democrats in the senate and with the president of the United States shows that when a group of people who are committed with shared values to solving the problems and challenges our country faces we can use bipartisanship to solve the challenges. As rob said and as the president said, no one got everything they wanted in this package, we all gave some to get some because what we did was put first the needs of our country. This does represent an historic investment in our countrys infrastructure and it meets the needs of folks who live from virginia out to arizona. It invests in green energy and climate recognizing the changing nature of our country and future. It invests in broadband and the power grid and the structures and we are delighted to go back to the hill and begin earning more support from both republicans and democrats to get this bill across the finish line. There are other members of our group who would like to say a few words and so im going to scoot over and let other folks step up and well take questions after we finish. Susan . Well, first, i want to thank our two leaders. Krysten and rob and every Single Member of this group. Everyone contributed to what is the largest Infrastructure Package in history. This is important. Weve agreed on the price tag, the scope and how to pay for it. It was not easy to get an agreement on all three, but it was essential. It was essential to show the American People that the senate can function, that we can work in a bipartisan way, and it sends an Important Message to the world, as well, that america can function, can get things done and particularly on an issue that, as rob mentioned, weve been talking about the need for a large Infrastructure Package for decades. Today we are delivering. Let me just state very quickly i am proud to be a part of the Bipartisan Group and always can be there if we Work Together like we did. We have an Infrastructure Package that the mayor has the needs of this koiptry for the 21st century and it is an opportunity for us to show the brld they can keep things done. Orme im sorry. I want to comment a little bit of courser upon im from louisiana and i can speak for every coastal state and theres been a problem with the loss of coastline and the systems. Theres 47 billion for resiliency. When i called the white house i said do you mean like Marine Systems which are flooding and maybe we can make it more resilient or wildfires to try to tamp that down and they said thats exactly what were speaking about. So i do think as we focus on the roads and bridges, which is so important, we need to also think about highway were making a beginning investment in the resiliency that will be essential as we address our changing environment. No one knows that better from louisiana. Well also be creating those jobs. Those jobs that help rebuild the coastline or the carbon dioxide, et cetera and its important to send the message that there will be a lot of jobs to come out of this. So thank you. I just want to add two quick points. One, when we announced the framework last week at 579 billion it took a lot of work to get there and to maintain that and command all of my colleagues. I mentioned to the president , susan and i and others yesterday were at the funeral of my dear friend john warner and my hope is that when this framework becomes comes law, and weigh do it in the spirit of john warner and i commend his ability to work with people across party lines and put country first. I think it is important to recognize, when you say a bipartisan bill, what that means not just to those of us in the senate and the Congress Working with the white house, but that signal that it sends to the country. Again, that we actually can work, that we actually can perform, that we can do something not for republicans or for democrats, but for americans. When we talk about infrastructure, theres a lot of diversity here. My friend john warner has mass transit. I dont have any roads. I have ferryboats. [ laughter ] thats right. Thats right. Lets just say werner has mass transit, but im speaking to the diversity of when we know and understand in this country, the diversity of needs and the diversity of interest and thats why it is so important to come together, not only across party, but really to come together for projects that benefit the entire country. It is a great effort with extraordinary people. Let me congratulate effort, the challenge now is to make sure that the rest of the caucus on the democratic side and the Republican Caucus know whats in this bill and can join us in supporting it and it is critical to invest, and we spent less now than the 1960s. If were going to be competitive with russia and china [ no audio ] and i will happy to have the president s endorsement today. Good job. Its clean up. Look, this is a great group of people here. One of the big surprises i had coming to washington the sense that everyone was fighting with each other. We get along very well. This group gets along very well and my colleagues in the senate and theyve been talking about the infrastructure of the country and we recognize the crumbling infrastructure and this came together and got the job done. We have the president behind it, this group here and we will keep working together. Were not finished and we have other projects to take on, but america works, the senate works and we can Work Together. Hear, hear. Hey, hey easy. Were saving the best for last, folks. So you guys have been around a while. Youve seen this place work and not work. This is a day where this place has worked and it worked because people sat down and had the tough job of compromise and it you look at this group it represents a broad base of states and it is good for the entire package, both rural america, and they said something that is very, very important. We will help businesses and Working Families and most importantly, this will create jobs for the future and that is why this is really important and the last thing since its been said, but ill say it again, if well compete with china who is the biggest threat in this world who wants to take over our position, this package is critically important. Thank you all. Well, that was an extraordinary scene because peter alexander, youre still there, i thought i was introducing senators from the Driveway Stalkout and it was the president of the United States and you covered President Trump when deals were struck and then they would blow up because he would back off, you know, from what his chiefs of staff and other people had negotiated. This was the president coming out with the senators to bless this deal. How important was that . Andrea, youre exactly right. As i turned my shoulder literally while you were speaking on the broadcast i saw the president leading this parade of bipartisan senators out there to have this conversation to announce to the u. S. That we have a deal. He said that there had to be compromises, that nobody on either side got everything they wanted, but there is a bipartisan deal as it relates to infrastructure. This focuses specifically on traditional infrastructure as you heard like roads and bridges and the like, but if they were able to get 60 votes and it appears clear that they will have that right now if fog Progressive Democrats stay onboard and it is a former senator, former Vice President surrounded by many of the people that he had served with in the past. So that was notable. What also exists right now is the real challenge that will exist going forward. I think it was striking to see the president before he walked away when a reporter asked him if there would be a Reconciliation Bill, like child care and education, he said yes there the mike, said we have disagreement on that. There are challenges as relates to the other end of the two pronged deal, but specifically on the first part, the bipartisan effort, today the president led the way, said we made Real Progress on this. There would notably be no new taxes. The president said he didnt want new taxes on the middle class, he want taxes on corporations and wealthy americans. That appears thats not going to happen. How they pay for it, details to be sorted out. A lot of details, including legislative language. We all know this has to be, quote, scored by the congressional budget office. So if they have fake paperwork like were going to save money, that aint going to work. Reporter john cornyn said you cant be fake pay for it. Were waiting for details. Senators will come back, huddle with respective conferences over closed door lunch as normal on thursdays. Hopefully figure out how to pay for it, if theyre able to get votes. Thanks so much. Lets go to governor ron desantis. First responders, miamidade county, they were on that scene before we knew whether there would be more collapse. We didnt know whether the building had any structural integrity, they were shepherding people to safety, and they absolutely saved lives. We appreciate all theyve done and continuing to do. Had an opportunity to meet with the mayor and team and mayor of surfside and we just toured around the complex to be able to see, and the tv doesnt do it justice, it is you can see the collapse of a massive structure. Right now, we have fire rescue. Theyre in Search And Rescue mode, trying to identify survivors. They made contact with some and are doing everything they can to save lives. Thats ongoing. And theyre not going to rest. Thanks for what theyre doing. We were there, got to thank some of the folks that had a change of shift, but they really stepped up. Were making sure people that have been displaced have a place to go, were going to be visiting the center further north on Collins Avenue after this, but are happy to report through help of the red cross, we have short term hotels set up for these folks. Obviously were going to work with the city and county, state to make sure theres any longer term needs that we can be helpful any way we can. This is not necessarily immediate in terms of what ended up happening. I know that theyre going to have engineers looking at this to try to identify what happened, what was the problematic occurrence.
