for this infrastructure, human infrastructure plan, whatever you want to call it, a $3.5 trillion, he's more like 1.5 trillion. it's opened up a casm with moderates and the extreme left if anything can get done if that is his starting figure. welcome. i'm neil cavuto. we're on on the of this spending show down because while they are making progress avoid ago government shut down that could have occurred as early as tonight, right now the senate and the house have approved a temporary spending measure that is on its way to the president's desk. so that immediate problem solved. now to the spending issues coming up and this divide we keep talking about between moderates and the prossives within the democratic party. seems like for the time being, republicans are standing this one out. we have the latest for you with the best of the business covering this including chad pergram with a view from the capitol, also have jacqui heinrich with a view from the white house. first, to chad at the capitol. chad, what can you tell us? >> good afternoon, neil. this underscores the infighting among democrats about what they can do with their narrow majorities. that is the reality. house speaker nancy pelosi insists it's all about -- it's all possible despite a three-seat advantage in the house of representatives. pelosi says the social spending package is coming. the speaker didn't have a number. >> no doubt that we will not have a reconciliation. we will have a reconciliation bill. that is for sure. >> this comes as liberals have threatened to nuke the bipartisan infrastructure bill that is still set for a vote later today. pelosi was optimistic, but a coalition of progressives wants to tank the bill because they didn't get the $3.5 trillion bill first. >> we reiterated to the speaker that we will not vote for the infrastructure bill until the reconciliation bill has passed. so we're in the same place. >> so we expect a debate and vote on the infrastructure bill later today. pelosi believed that they would pass the bill. remember, historically pelosi doesn't go to the floor and lose. we're told there are about ten or more republicans that would vote yes on the bill, but if 40 progressives bolt, the math doesn't add up. jim clyburn says he's not whipped the vote. there's one theory that the bill may need to fail now in order to succeed later. neil? >> neil: thanks very much. now to the president and how he's taking this in. there were reports earlier that he was planning a trip to capitol hill to see for himself. jacqui heinrich at the white house with more on that. jacqui? >> good afternoon to you, neil. one headline that is getting buried in all of this drama that we're seeing play out on the hill is that the price tag of this reconciliation deal has dropped significantly as -- because of all the talks that have been brokered through the white house over the last few days. it's no longer at the $3.5 trillion that they were initially looking at. it's now been in the low to mid $2 trillion range. of course that number is very fluid. details haven't been hashed out. nobody has agreed to anything concretely. important to note there that it's not $3.5. it's not 1.5 as of these conversations that have been happening this week. so there was a lot of noise from the memo from july that leaked. senator manchin sent that letter to chuck schumer and sent to the president and he couldn't guarantee anything above 1.5 trillion. and schumer handed the note and said i'll try to persuade joe. but knowing what we know, the discussions higher than 1.5, lower than 3.5, somewhere in the $2 trillion area. it's upsetting the house progressives that are threatening to tank support for the bipartisan support bill at which spoker pelosi said is still getting a vote. one progressive source said anything less than 2.5 would be hard to swallow. they're waying for the pay-fors. sources say never mind what it looks like from the outside. even from the inside, this is a food fight. >> has the president lost control of his party depending on which perspective you're looking at this from? some people say it appears progressives are running the show, making their debands. others say looks like joe manchin is playing president. who is in charge? >> this is how democracy works. there wasn't much that happened the last couple years. looks for win to you. >> amid this negotiating, the white house is putting out a different number about what the reconciliation deal, the social spending cost. their number is zero. they keep going back to the fact that they say it's paid for through those repeals, the wasteful tax give-aways to the rich and corporations as they phrase it. so their number officially is zero. doesn't seem to be reading that way in the house. this is still ongoing. >> neil: yeah, sort of like saying if you can make your mortgage payment, it doesn't cost anything. so zero. but jacqui, i'm curious about how the president feels about maybe the infrastructure only package. the one that had bipartisan support in the senate. 19 republicans signed on to that. whether he fears it's slipping away right now and while it might be voted on, it night not either and might be pushed back. >> right. the president stood outside of the white house with the republican senators that signed on to the deal that helped broker that deal, touted this as a bill that could be voted on on its merits and said the two bills are separate. they're not linked. if the progressives in the house tank this bill, looks to republicans like they are linked. if you can't pass the bill that's been voted on in the senate without getting the social spending, how does that message sit? so the message is at the white house that they want this vote hahn the bif, to bipartisan bill to happen and they want it to pass. looks like progressives are the mask on that to determine if that plays out. >> neil: what is amazing here, we call it sausage making. i come from a family of sausage makers. this is an insult to sausage makers. i digress. all right. jacqui, thanks very much for that. man, what a mess. it's getting messier. bob cusack is here with us. the hill editor in chief. question for you, bob. what is to stop nancy pelosi from trying to call -- let's say some of these progressives say we're not going to vote for this if it comings our way because we don't have this reconciliation package, this social policy reconciliation, they call it a variety of things. no longer human infrastructure. don't want to offend them. what if she said all right, game on. i'm putting this up. you don't vote it, you damage the party, damage the president. i'm going to do it. what do you think? >> well, she certainly could do that. though she has been boasting in recent days, she doesn't bring any bill to the floor unless it has the votes. here she's had to rely on some republican votes. they need more republican votes. maybe the president should be calling republicans, not democrats to offset the progressives. because he's got to get a win. he doesn't have a bipartisan win. august was tough for the president. september democrats have been all over the map. one thing to think about, the november gubernatorial election. if terry mcauliffe wins that race, that could be like a scott brown win when he won kennedy's seat. it really imploded the democratic party for some time until they regrouped and able to pass obamacare. they won't pass anything big, certainly not that reconciliation package any time soon. >> neil: mcauliffe stepped in in the debate. that is coming back to haunt him. i'd like to get a bigger look at the picture. for the more time being, the debt celling issue and the nation that something has to be done to hear the treasury secretary tell it by october 18 at the latest where we run out of money. there's ways to rob pete tore pay paul and keep it going. it's far from resolved. >> it's far from resolved. they have more leeway. she says the 18th. probably means the 25th. the democratic party is saying we want republican votes. they're not going to get republican votes. basically mitch mcconnell said i'm not going to raise the debt ceiling so you can spend trillions. chuck schumer is in this standoff with mcconnell. he says you don't need republican votes. it has to be a starter. they are going to raise the debt ceiling one way or the other and i don't know how they do it unless they go to the partisan reconciliation because they're not getting any republican votes rights now. >> neil: what a mess. bob, thanks very much. bob cusack on that. you can understand why the stocks were tanking today. you can see in the corner of the screen. we saw it fell 546 points. a lot of this on fear of the unknown. the market takes variable that they can't qualify or see happening. they don't like to see surprises. a lot of surprises with deals falling apart. not that they welcome all the spending but concerned about how it spills over to things like keeping the government open. addressing the debt ceiling, the closer we get to that, the more nervous they get. susan li has more. >> right now, the least day of the month, it's september to forget. worst month for the stock markets in a year. the s&p 500, the dow jones industrials and the nasdaq down 4% in the month. we know september is usually the worst month of the year for stock markets with the last trading day. also negative, 2/3s of the time. we're par for the course. as for the quarter, which also ends today, the s&p 500, the nasdaq are still up. continuing their six quarter winning streak. the dow snapping a five-quarter winning streak. it's been a good year so far. the best first ninth months of the year going back to 1997. the s&p 500 still up 15%. there's concern that consumer prices are rising too quickly. that did continue into september and over the summer. oil prices are at three year highs. home prices saw the biggest jump in history and food prices are surging at the fastest pace in 11 years. jay powell again reiterating today that prices should come down. >> we have an expectation that high inflation will abate because we think the factors that are causing it are temporary and tied to the pandemic and reopening of the economy. >> if prices don't come down and job growth stalls like we saw over the summer, the federal reserve will be in a difficult position. do they raise interest rates and pull back on stimulus or do they keep the spigots turned on to help employment recover. that's another reason that wall street is concerned about difficult balancing acts and maybe a policy for the federal reserve. >> neil: susan, it's surprising the dow did fall if you can flip this around and say if this delays these packages or maybe prevents them from happening this year, that also delays the tax hikes that are very much a part of them. but that's not obviously what they're looking at. >> yeah, they're looking at the yield, which we saw above 1.5%, which is the highest we've seen in three months. that's indicative of rising consumer prices and a reopening theme. yes, higher interest rates and the pulling back and tapers of the stimulus soon. >> neil: yeah, so they combined it all and didn't like it. another thing that you might not like even though you think the rich are paying for this if it comes to fruition, fascinating studies out that it will go lower than the $400,000 level. try 40,000. the tax man hits you too. after this. liberty mutual customizes car insurance so you only pay for what you need. how much money can liberty mutual save you? aishah hasnie on capitol hill with more. aishah? >> hi, neil. yeah, you hit it right on the head. all of this hangs on whether or not question see the spending bill go anywhere. let's pretend it does. there's a lot of changes that you'll see. let's talk about them right now. first and foremost, the biggest one that might affect you at home, banks will be required to report all transactions above $600. that's in, that's out. that will impact you at home. the government can expand audits and investigations. all of this leads to the irs budget receiving six times the monthly traditional scheduled amount. republicans are enraged over the new reporting requirements. >> to buy a new car, they have to know? you take your kids to disney world? they need to know? i don't think so. that's what they want. >> so this isn't just a gop talking point, neil. plenty of americans and banks are concerned about this. here's john barrasso. he says thousands have contacted his office worried about this new reporting requirement that might be passed into law. while the american banker's association is calling on their customers to fight the unnecessarily broad proposal. nebraska, by the way, becomes the first state now to say look, we're not going to comply with this. we're not going to do this. there is chatter right now, neil, about a possible amendment to this. democrat senator ron widen, chairman of the joint committee on taxation said that his party is trying to work on "reasonable criteria" to focus on the the very wealthy, not the middle class. didn't want to get into specificing about the numbers with us. all of this hinging on whether or not the democrats can come together and pass this reconciliation, this big old spending bill. so we shall see. keep an eye on this. keep an eye on the irs. they're watching you. >> neil: yeah. that is a little creepy provision in there. thanks, aishah. my next guest not surprised warned that this would pop up here. congressman kevin brady from texas. on the house ways and means committee, the ranking member, the man that made possible the tax cuts under donald trump. congressman, what do you make of just that irs provision? that would supposedly start monitoring people who are shifting as little as $600 back and forth. >> it's frightening and an intrusion in to people's lives that is not deserved. so the irs has always wanted to get more information to close the so-called tax gap. privately they've said we think it's the farmers and the small businesses evading taxes. this is how they do it. by capturing all of this information from families, farmers, small businesses that frankly they don't deserve to have but more importantly they don't do a good job of keeping that information private. that i have a history of leaking taxpayer information. more recently we've seen this investigation in to all of the thousands of tax returns over 15 years that has been leaked to pro publica. so this for most americans, the thought that congress would unleash, democrats would unleash 80,000 new irs agents and surveil your bank accounts and also even if they look at the threshold of $10,000, remember, this is the total activity each year. so family making $900 a month would be triggered into this bank surveillance. so i don't think -- they're not going after the wealthy and the big corporations. they're going after families and farmers and small businesses. >> neil: and it puts your relationship with your bank in question. no wonder the banks are not keen on this. they're spying, too. this looks dicey, the whole $3.5 trillion package that progressives want badly. inherent in that, the other tax increases that you already discovered go way beyond the rich. give me a couple of examples how this hits people lower. >> don't take my word for this, neil. the joint committee on taxation, the official scorekeeper for congress, has laid out how families making $30,000, 50,000 a year will see tax increases. even more meaningful as time goes on. they're joined by the tax policy center, which is left leaning that says next year 2/3s of low income and moderate income families will see tax increases that grows to over 90%. >> neil: based on what, congressman? that loops in people that otherwise likes the alternative tax that were not touched by it but rose. >> that's right. you capture it with five taxes on small businesses. certainly you're always -- these workers are always impacted on the corporate tax and obviously the tobacco tax. lands -- that's $100 billion. completely on those types of households unfortunately. so taken together, there's no question the president break his pledge on this tax bill. >> neil: real quickly, judging from the fighting back and forth today, congressman and the democrats at war with themselves over how far and how wide to go on this 3.5 trillion package, i'm just wondering whether it ever happens. is it your sense that this could blow up on the president? these packages disappear and so do the tax hikes. and then people worried about them need not fear. what do you say? >> i think it blows up on the president either now as it clashes or next november when the american public put republicans in charge of the house and perhaps the senate as well. this package is in jeopardy. there's a massive fight within that party. the question isn't really this week about speaker pelosi's leadership. it's a test of whether or not there are any moderate democrats who will stand up to that agenda and those tax increases. the other point i should make is, don't be distracted by the number. democrats depending what they do, they can have all of the crippling tax increases that people fear in 1.5 trillion and they can do the most damages expansion of welfare reform within that same $1.5 trillion. so it is more than just the numbers that are being debated. >> neil: yeah. as you said, you know, 1.5 trillion even if that low that used to be the budget of the united states not long ago. that was the total death when had when ronald reagan assumed office. hard to believe. thanks very much. very good seeing you. >> thanks, neil. good to see you. >> neil: same here. we're monitoring a couple things for you right now on this washington development. nancy pelosi just made a statement on something that doesn't have direct correlation to what is being debated right now, but she will likely be taking questions and will likely respond and update us on this progress right now to get something done on the original infrastructure package itself. that is the $1.2 trillion package that we understand there is bipartisan support but oddly enough will include more democrats that are leery of it. in fact, progressives to a man and woman that said they won't vote for it if it comes to them. we'll keep monitoring that. stay with us. you're watching "your world." >> tech: every customer has their own safelite story. this couple loves camping adventures and their suv is always there with them. so when their windshield got a chip, they wanted it fixed fast. they drove to safelite autoglass for a guaranteed, same-day, in-shop repair. we repaired the chip before it could crack. and with their insurance, it was no cost to them. >> woman: really? >> hi, neil. in fact, this afternoon, the fbi returned to the home of brian laundrie's parents. agents wouldn't say what they're doing there. the laundrie family attorneys says the fbi was gathering some additional personal items of brian laundrie. he said that the items will assist dogs in their search for brian and "there's nothing more to this." investigators were seeing photographing the laundrie's camper trainer. pinellas county is looking at security camera video where brian and his family went camping five days after he returned from his trip out west. dog chapman let a private search in several islands near the park but found no traces there. the family said brian purchased a new cell phone september 4, but says it's not a burner. in a text to fox news, the attorney said brian left the phone at home the day he went for a hike in the preserve september 14, 2021 and the fbi now has that phone. while police search for brian in the nearby carlton reserve, his parents continue to keep a low profile. the city's 911 center received 46 calls associated with either disturbance or other concerns near their home from september 10 to september 27. and then yesterday a protester outside the home called 911. >> you're going to prison. >> good. i'll [bleep] you. >> one of the laundrie's neighbors had confronted the protester for allegedly stepping on his property. the protester accused the that neighbor of pushing him. they arrested the neighbor for alleged battery. neil, back to you. >> neil: it's got to be crazy for the neighbors there. the throng of protesters and media. jonathan serrie, thanks very much on that. warren o'connell here with us. it's the biggest mystery, right? where have this guy? they seek out and follow all types of tips and clues and getting thousands of calls and all that. seems like a goose chase. where do you think this is going? >> i think it's getting to the end. i have a feeling that he's going to be found and he's going to be found alive. all of the information coming in for weeks now as you layer it upon itself, you can see all of these things coming to fruition. for example, now they're starting to piece together the activities of the parents. when you look at what was done versus what wasn't done and the timing of that, oftentimes you can find the point where they decided that they were going to 100% support their son and not support the petito family or gabby. from that point forward, they're looking at where they went and they're scouring social media, all kinds of websites and facebook pages and everything dedicated to these online slooths and pulling apart the information and bringing brian laundrie to justice. >> neil: they have gone through the laundrie family's phone records, anything that can give them a hint as to whether they're communicating with brian. they say no. but there are a lot of clues not only about their secretiveness but how they dealt with this when he first came home alone. i'm just wondering, what did they look for? how did they try to piece this together? >> first of all, when they're looking at brian talking to his parents, you know, there was likely a telephone call on the way home when he first left gabby where, you know, he told his parents, i'm coming home alone and they said why. maybe the mother or the father called him back. you can imagine that scenario just unfolding. then they bought that phone, which he says he left at the home, which to me is another red herring. this whole case is filled with one wild goose chase after another. i think we -- i would be surprised if we found out that he didn't get another phone. he wanted the authorities to think that he's out there without a phone. he wanted the authorities in moab to think he didn't have a phone. he did. he pulled it out later in the interview. so i think they're looking at the phones, looking at everyone these parents are contacting. when they saw the parents leave the house, when they got the footage of them going to this at&t store to buy the burner phone, i'm sure they left the car everywhere they could to see if they stopped anywhere else. at that point, my guess is the parents did have their regular phones with them and those phones were pinking off the cell phone towers so they would narrow that down a little bit. this whole thing is very, very manpower intensive. >> neil: to put it mildly. interesting. you still think he's alive? >> the short answer is yes, neil, they can ask questions about whether or not you're vaccinated and based on those answers, they can decline to actually hire you. it's all under this whole rubric about being public safety. now that osha is involved and you have to as an employer make sure that your work force is safe, you can make those decisions. they're hard decisions. obviously there's people not vaccinated for various reasons. might be medical reasons, religion. that's when it gets sticky. the short answer is yes, you can say only i'm going to hire vaccinated individuals. you have that carte blanche except for those two exceptions. right now you can ask those questions and make a determination that you won't hire them. >> neil: all right. it's a small percentage but this survey has said that the numbers already balloon about 242% in the last month. so more and more companies are going this route. i guess i shouldn't be surprised. makes sense if you're demanding your existing workers be vaccinated it's not a huge leap to require those that want a job be vaccinated. where is this going? some companies are forcing other issues, the mandate issues. united airlines might result in 600 people losing their jobs because they refuse to get vaccinated. where does this end up? >> this is for the long haul. all of these issues in place about covid will continue for a period of time. right now a lot of employers and you have a lot of support with the enforcement agencies that said yes, you can ask those questions, you can mandate that everyone be vaccinated. but one thing to just create a layer of protection. if you're going to make hiring decisions on people not vaccinated, have the third party involved in the hiring process. screen out the individuals that are not vaccinated before it gets to the body of the individuals. even the lawsuits, there was a test case that came down and we thought for certain -- i was looking closely at this case. an employer mandated a vaccination. went to the process of determinating the individuals and it was uphead even all of those arguments that were flunk by those employees that they shouldn't be required to have a vaccine. those are set aside by the court and said the vaccines are safe and the employers have the right to exceed that their employer baseball vaccinated. >> neil: get a jab if you want your job or apply for a job. thanks, mercedes. good catching up with you. >> always a pleasure. >> neil: and dollar tree here. we told you about the dollar tree. famous for every item is a dollar. now they're above $25. could be $2. it's not just the dollar tree anymore. i have a feeling it won't just be the dollar tree anymore after this. ♪ limu emu & doug ♪ oh! are you using liberty mutual's coverage customizer tool? it's a continual cycle. 24 hours a day, seven days a week to unload these cargo ships and then reload them with american exports. the problem is the volume coming in to the ports have been so overwhelming that the supply chain is started to slow down. that is reflected in higher prices and also in longer delays. so you might see more store shelves be empty or at least certainly bear. why is this happening? that is an unusual high number of americans, have already gotten this booster shot. >> you know, when you look at the data that the cdc has on their website, it is actually a lot more than that because even before the fda and cdcf had approved and made the book recommendations, there were over 2 million people who had already gone through a booster. and i think it reflects the fear a lot of people have when you look across the country, when you see how much covid is still taking place, and you see that there are still a significant number of people in america who have not decided to get vaccinated yet. it causes severe. it causes concern. and i think that is what we are seeing now, is people wanted to make sure they have all of the protection that they can get. >> neil: but it could also flip the other way. there's those who say, this is proof that that vaccines themselves don't work or you need a booster shot. so why in the hell should i get it? so it can have the opposite effect, right? >> i think people line up the facts to support the position they are in. and what we are seeing is that there's a significant number of people who are in those who have decided they are not going to get vaccinated. but there's new data out that gives me some hope. 72% of adults across the country are vaccinated. the gap between black, white, latino americans has gone away. it is roughly the same number. there are figures that are concerning. there is a much lower rate of vaccination in rural communities. and i don't know how much is due to access challenges. there are clearly access challenges to healthcare in some rural communities and how much is due to people deciding, you know, i want to see more information. i want to make sure that this is the right thing for me. but when you see that, you realize that in many communities, there will continue to be a lot of covid circulating if more people don't get their first vaccines. boosters is one thing. apartment people not getting their primary series of vaccination is a big concern. >> neil: in the meantime, we know that pfizer is working on one because of children as young as i connect to 11. how do you feel about that. >> you know, i'm a general pediatrician and i think it is very important that companies are working on vaccines for children. i want to withhold judgment in terms of my position on that. until they have been reviewed, until the data has been looked at, until it has been looked at by the independent advisory committees. so the people can balance the decisions. you know?
