A very good morning to our viewers here in the United States and around the world. It is thursday, june 24th, and we are beginning with some Breaking News here. There is a massive Search And Rescue operation under way right now in south florida, after a highrise building partially collapsed in the city of surfside, this is near miami beach. Emergency crews are shifting through huge piles of rubble. Er following reports people may still be trapped in the debris. The collapse happened about 2 00 a. M. You would think people would be inside sleeping. Dozens of rescue units from the miamidade area are now on the scene. Leila santia we do is live on the scene. What is going on there . Reporter this is an upscale Beach Community north of miami beach with a mixture of old and New Buildings just to give you an idea of the area but i want to show you behind me, you can actually see in the neighboring buildings that rescue crews are on balconies, we see flash lights so we think theyre inside as well checking and searching the neighboring building. This large building that you were seeing is the neighboring building, so the collapse, the partial collapse happened just behind that building where we still see Search And Rescue teams working hours after this collapse. There are 80 rescue teams responded, as i was driving in this morning, the streets were blocked off quite a large radius ar around the area. Listen to what one Property Owner said. Theres got to be people that were there in these units. I mean, its like whats going on . I dont know if people were able to get out or heard something or what but its, man, i just hope people were not in there, people were out. So the big question, who was inside, if there was anyone inside, how many injuries and or casualties. We are still working to get that information but from where we stand what is so sort of shocking is the response to it and the rubble that now is left behind there. There is a lot of debris in the area of where this building was. This building comes up as a Condo Building and were still trying to figure out sort of the history of it, and see what may have led to this collapse. John . Why did it collapse, how many people were inside, how much of the building is simply rubble. All of this coming to light as the sun comes up there. Leila i know youll keep us posted as we get new developments. Thank you very much. Were turning to infrastructure, where a deal has been reached on capitol hill, here in just hours, a Bipartisan Group of senators is going to meet with President Biden to talk about this deal, after announcing that theyve reached a tentative agreement with the white house and this includes how to pay pour it. A big breakthrough on one of the president s biggest policy objectives, though of course there are hurdles and potential land mines that linger. Lets talk about that with lauren fox joining us live from capitol hill. This is good news but its tentative. Reporter thats exactly right, brianna. They have to sell it to the president of the United States. Hed ultimately be the one who has to sign it but white house negotiators yesterday were part of this discussion with the Bipartisan Group. They held several meetings over the last several days with the group of bipartisan lawmakers trying to find consensus on how to get an Infrastructure Deal and what the holdup had been was how to pay for that. One of the Sticking Points over covid relief funds as well as issues it would raise if you went after people who had not been paying their taxes. Those issues seem like they have resolved at this point, and so i think that one of the key things to keep watching is how the rest of the senate reacts to this deal. Remember, these are ten lawmakers in a room with white house negotiators. This does not represent the broad swathe of democrats or the broad swathe of republicans. We still have to see whether or not they can sell this proposal to their colleagues and we dont have all the details yet of how they want to finance this payment. One thing we do know is its about 1. 2 trillion, 579. In new spending but there are new questions whether Progressive Democrats will be willing to support this deal if they get Assurance Moderates will back a democrats only proposal coming around. Leaders met with white house officials to game out exactly what this will look like moving forward and there is a commitment to pursue the bipartisan effort that allows democrats to pass another Infrastructure Bill with just democratic votes. Theres still a lot of moving pieces here but a breakthrough last night getting this tentative deal. Today is a critical day for the bipartisan effort to pass Police Reform. Tell uts where that stands. Reporter tim scott said this was june or bust but remember today is the last day of the Senate Session in the month of june. They want to get an agreement in principle and depending on who you ask, theyre getting closer, but do they actually get there in the next 12 or so hours . Thats the big question. If you asked dchls yesterday they still need to get the details on paper. You can go back and forth for a long time what the language should be even if you have a general idea where both sides want to go. The Sticking Point is can they get agreement on paper in the next 12 hours . We still dont know the answer. Lauren fox live from capitol hill, thank you. President biden there talking about the nationwide surge in Violent Crime and homicide and announcing a plan aimed at getting legal guns off the streets and increasing resources for Police Departments and communities affected by this. Lets bring in darren porter, retired new York Police Department lieutenant and expert. And lieutenant, i want to start with you there, what President Biden did in a way was take a step back and say we have to be able to talk about all this and address all this. We have to be able to say yes, there is a disturbing rise in Violent Crime over the last year or two, but yes, we can also talk about Police Reform at the same time. So talk to me about how you think hes addressing the crime part of that. Well, when you look at the meteoric rise, more specific to gun violence, something needed to be done. He is at a deciduous stage in his presidency. However its necessary when we look at the Trajectory Of Gun Violence Flyinging our United States, something needs to happen and needs to happen now. One of the things i commend him for doing, he was willing to enact funds from the america the 350 billion that was going to america and i thought that was a great thing. It focuses on hiring additional officers, in addition to that spotlighting how atf, Alcohol Tobacco and firearms can assist in connection with targeting gun dealers illegally selling firearms, also specific to straw purchases a tremendous piece. In addition to that, just based on my experiences being a prior nypd lieutenant we did something we refer to as proffer agreements, arrested people on a low level and we climbed the ladder to get to the big fish. Thats the enhancement stage the president is focusing on. Taking money for covid relief and shifting it, thats the idea towards Police Departments to local Police Departments. Hes talking about Police Reform. I wonder what you think of this complete picture of what hes doing. Its a hard know toneedle to. They fundamentally disagree with adding more police. Take the money and put it toward social services toward the mentally ill or housing and education, and that way we can build up and support communities and we wont need as many police because if you have a hammer, then everything looks like a nail. So this is where its quite complex because as we emerge from covid, we know that the literature tell us in the summertime, crime does tend to spike because were out and about. Its hot. We know with rising unemployment, obviously crime spikes as well so we have to, as darren says, get crime under control in cities but how we do it is the complex piece with biden because so many people feel like the money allocated to more policing is actually not the road that we need to go down. How important is it to be able to explain why theres been this rise in crime over the last two years. I mean its a myriad of factors. We know the literature tells us unemployment is a direct correlation to increases in crime. I think a lot of parents should be concerned because we focus a lot on city crime and whats going on in the summer. Once students go back to school, sadly, we cannot go back to a mass shooting at our Public Schools every single day, which is what we saw precovid. This is the complex issue that i think mayors and folks in washington and joe biden are trying to figure out because we have so many legal and illegal guns on the streets that are in the wrong hands of so many people but how do Police Departments tackle that in a comprehensive way because so many folks argue we cant just keep giving money towards policing because its clearly not working. How do we figure out where to allocate the resources in a more wholistic fashion to get this under control. How do you see that looking at the root cause where the violence could be coming from. Covid plays a part in that. People have gone through hardship mental health, economic, social stressors. How do you look at that, the root cause how this is impacting crime in the root causes in many instances are socioeconomics. Socioeconomics are i want to say the point that we need to focus on. We need to employ greater resources in these socioeconomically and impoverished communities. Its not just policing, but there are other additives such as afterschool programs, assistance for the mentally ill, and these are issues that have gone overlooked for years on end, and so im a strong proponent in pairing police with social workers and other mechanisms within government to assist in the process, because its not just an enforcement aspect, but its multifaceted and thats what we need to approach this from, because oftentimes, we looked at Law Enforcement as the component that we get it done, and it just hasnt worked, and as we revolutionize as a society, we need to understand and study history because history will rear its ugly head if you dont Pay Attention to it. Therefore, its very important for you to understand whats happening in history in the past that hasnt worked, so you can retool and go in the appropriate direction. I understand the money President Biden is saying should be used on Law Enforcement isnt just necessarily hiring more police. Could you use it for other programs that may help mitigate some of the crime. Well see how cities decide. Was bill bratton a commissioner . He was for a period of time. He was with us two days ago and he suggested a shift in policing in his mind from proactive to reactive, that where we are right now he says police are being forced to be only reactive, whereas before they were proactive. What do you think about that . Thats absolutely true. We need to have a more proactive perspective in policing but you also want to marry that into Technological Innovations. Its not just having the officer go out and engage with the public, but we want to use more camera systems, shot spotter, a technology whereas when a shot is fired the police would automatically be deployed. no longer just having that officer on the corner, but you can have that proactive perspective by marrying the Technological Innovations because we as a society are moving in that direction. The average person is photographed approximately 100 to 200 times a day in a place like new york city. Question capture that information and provide it to law phone, ment not from an Enforcement Perspective but to low us better understanding of whats happening, what is the temperament in that community . Therefore we can address it accordly. Thank you both so much for being with us. This only scratches the surface, this is a discussion well have all summer and symptom time to come. Top pentagon leaders firing back at republican members of Congress Questioning the defense departments diversity efforts. How should the department of defense think about Critical Race Theory. Here for the department we do not teach Critical Race Theory. We dont embrace Critical Race Theory and i think thats a spurious conversation. And so we are focused on Extremist Behaviors and not ideology, not peoples thoughts, not peoples political orientation, behaviors is what were focused on. One final point and thanks for your aneck dotal input, ive got 10 times, 50 times that amount of input on the other side that have said were glad to have had the ability to have a conversation with ourselves, and with our leadership. I would like to yield some of my time to general milley, because i know that he had some comments he wanted to make when representative gaetz was talking as well as mr. Walz of the similar subject of standdown in race theory. Would you like a minute to comment . Do you remember what your line of thought was there . Sure. First of all, on the issue of Critical Race Theory, et cetera, ill obviously have to get much smarter on whatever the theory is, but i do think its important, actually, for those of us in uniform to. Openminded and widely read. The United States military is an academy and it is important that we train and understand and i want to understand white rage, and im white and i want to understand it. So what is it that caused thousands of people to assault this building and try to overturn the constitution of the United States of america. What caused that . I want to maintain an open mind and analyze. Our soldiers, sailors, airmen, marine and guardians come from the american people. It is important the leaders now and in the future do understand it. Ive read Miles Saejtung akarl marx and lenin, doesnt make me a communist. What is wrong with having a situational understanding of the country which we are about to defend and i find it offensive we are accusing Noncommissioned Officers are being woke because were studying theorys out there. That was started at Harvard Law School years ago and proposed there were laws in the United States, Antibellum Laws prior to the civil war africanamericans considered threequarters of a human being and Emancipation Proclamation to change that. I do want to know and i respect your service and you and i are both green berets but it matters to our discipline and cohesion of this military. Joining me now is congresswoman Chrissy Houlihan of pennsylvania an air force veteran and member of the House Armed Services committee. Your question is that one that prompted the chairman of the joint chiefs to give that passionate response and i wonder, congresswoman, why did you ask the question . Why did you feel it was necessary to give him your time to yield your time so that he could expand on a response to two members of congress . Sure, and thanks for having me. I think his answer speaks for itself. Im a relatively new member of congress. Im given five minutes every hearing to ask questions and i expect when im asking a question that i would get an answer, and im frustrated by the way that we conduct ourselves in the body, sometimes asking questions that we dont want an answer to, that we dont allow time for an answer for, and so i think its appropriate that when general milley clearly had an opinion and would like to express it we give him the time to articulate that and im grateful he articulated what i thought would be his opinion so eloquently and beautifully. Did you think there was a reason why republicans wanted Secretary Austin who is the first black Defense Secretary to be the face of the response to questions about Critical Race Theory rather than milley. Obviously hes a white man also appointed to be the chairman of the joint chiefs by donald trump. Do you think theres a reason why they wanted Secretary Austin to be the face of the response to this question . Youre not the only one who asked me this question and i would be saddened to think that was the reason why i understand Secretary Austin and general milley were also on the senate side doing a similar conversation. Frankly that conversation here and there was supposed to be about the budget and a similar way of Sort Of Separating General Milley from Secretary Austin and asking Secretary Austin to be accountable to those questions and it would be sad if that were because of race. Can you talk a little bit about as you see this issue, the politicization of the military in this particular issue its the politicization of the Officer Corps of the military and the young cadets who will become the general milley or the Secretary Austin and what they are being taught. So what general milley said so eloquently was important as a member of the military whether an officer listed to first know your enemy foreign and domestic and also understand the people you preserve and protect. It is very sad we are in some ways trying to politicize the very place that is supposed to be apolitical which is our armed services. When i served active duty you were not an r or a d involved in a mission. You were just a Member Serving and i think its really a tragedy that it seems to be a strategy on the part of many republicans to divide us in that way. This response was to a line of question from matt gaetz and congressman michael waltz, a green beret retired. On gaetzs part after this hearing he tweeted taking specific aim at milley and said with generals like this, its no wonder we fought considerably more wars than we have won. A note that gaetz himself has never served in the military. What is your response to that twe tweet . Again im incredibly disappointed by many of the members of the body of congress who used their bully pulpit, their platform, their very precious time to antagonize the people of america and to disparage those who were the uniform on their behalf to allow them to have the opportunity to speak in that way and in that tone. All right youre looking at pictures right now of the Building Collapse overnight in surfside, florida, this is a Condo Building with about 100 units inside, it collapsed at about 2 00 a. M. , so obviously the fear this morning is there could have been people trapped inside. This is oh my goodness. I think the most troubling thing is when you look at this from above, which we have been able to do online, where the rubble has fallen is where the building was, at first there was a thought that perhaps it wasnt that much of the building, it seems to be it is a considerable portion of the building that would have encompassed certainly multiple parts of units, so were not just talking about one side of a building going down. Were talking about a substantial portion of this building going down. Right now you have hundreds of Rescue Crew Members that are trying to see if there are survivors, if there are people they can pull out of the rubble. Were waiting for information from the scene. We expect some kind of News Conference although theyre feverishly working there right now. It may be some time. How does that happen . How does a building like that just collapse . One of the questions well be facing this morning. In the meantime, the stunning statement from brittney spears about the 13year legal arrangement with her father. Even people following it closely were just stunned by the passion and the detail that Britney Spears provided. Because she hasnt actually publicly spoken about the conservatorship before, john. I was told i cant get married. I have an iud inside me but the socalled team wont let me go to the doctor to remove it because they dont want me to have any more children. Speaking publicly fort first time in a Court Hearing regarding her courtordered conservatorship Britney Spears pleaded with a judge to take her concerns seriously saying she is traumatized by the arrangement before calling it abusive. Joining us now troy martin, Attorney Specializing In Trust Estates and probates. Thanks for being with us. You say you were astounded by what you heard. I think fans were stunned that she said it and stunned hearing her story but you as a lawyer were astounded because if what she says is true, what does that mean legally . Well first of all, she leveled some very serious allegations against the team that is handling her, and those allegations require a very serious response. A conservator generally does not have the power to involuntary confine somebody in psychiatric treatment, to force them to take drugs such as lithium, or to interfere with their reproductive rights, and if those things are really going on, it would require the removal ands replacement of the conservators at the least. When it comes to that i want to play the bit about the lithium but she was making the point that if she didnt do as they wanted, you know, whether it was rehearsing for an upcoming performance or just being cooperative that she would be punished. She said that about the lithium, if we can just listen to that, sorry, if we can see that full screen. She said he immediately the next day put me on lithium Out Of Nowhere after she it bowed out of a series of performances. He took me off my normal meds id been on for five years, lithium say strong and completely different medication compared to what i was you cant hear that part or understand that part, and she says you can go mentally impaired if you take too much, if you stay on it longer than five months. She said she felt drunk, couldnt take up for herself. She couldnt even have a conversation with her mom or dad. She told him she was scared and her doctor had her with six different nurses with this new medication coming to stay at her home. What do you think of this stunning allegation . Especially that it was used in a way as a punishment. That sort of thing should not be happening. In a conservatorship, the conservators have a duty to provide the conservatee with as much autonomy and control their own lives as possible. Britney is obviously a very capable person to be able to tour, to record new albums, to be on Live Television and it appears that this conserva conservatorship if her lgss are true is entirely too controlling ander that not giving her the power they should be giving her. Look, i dont know if Britney Spears knew that the nature of these specific allegations as you say go against what you believe to be generally allowed, control over her body, not wanting to have an iud. Wanting to get married, not wanting to be on lithium. But if you look at what she said the totality, line by line she blows up what generally is known to be the nature of most conservatorships there. What recourse does she have . She said she wasnt even aware she could petition the judge or how to petition the judge to end it. I find it absolutely amazing that nobody along the lines has ever described to her that her rights that she has the power to terminate the conservatorship or at least petition the court to terminate it, her courtappointed attorney has a duty just like any attorney has to any client to advise them of all of their legal options, and if she is saying to the Court Investigator that i want this to end, the Court Investigator should be telling her to talk to her courtappointed lawyer to make sure that her rights are being respected. She said over and over, i am someone who look at me, ive been working. Ive been paying for a tour or all of these performances, employing people, and that seemed to not match up with someone who would need a conservatorship, in her view. Is that something that the court will really take into consideration . I think its a part of what the court would consider, but one thing that makes this C Conservatorship unique is the celebrity. One of the things the court is going to take into account she is in a business where there is no shortage of people who are just eager and waiting to take advantage of her. In my mind that raises the bar for her to establish shell be able to function and thrive in this environment. Troy martin, we appreciate you laying out the legal issues here because its clear not only is that the personal relationship with the fathers perhaps betrayal but if the system has let her down over time. And by the way, those fire guys that went up in that building, not knowing whether it was going to collapse, we need to give those guys a medal because i wouldnt have gone near that building. It was frightening and those guys deserve some real attention, whoever they are. Reporter [ inaudible ] i believe theyve got engineers that are going through the building now. I think the Fire Department has engineers, and there are guys, theres Search And Rescue. Yes i can hear you. Reporter [ inaudible ] all right, spd was on his hat i assume thats surfside pd from north of miami but he was saying as were looking at this Building Collapse which is a significant part of this building which is right there along collins avenue in surfside, florida, he said its hard to imagine that this happened. One bit of information is the remaining part of the building that was standing they have cleared. They have able to go in and clear the people out of it, part of the building still standing, we dont have or didnt hear information about if there is anyone still trapped in that rubble or status of the Search And Rescue operation that we believe is still under way nor did we hear in his mind any explanation for how this Building Collapsed. Obviously this is a story thats developing and we are waiting to get more information on possible casualties in a significant chunk of this building, that is just gone. This morning a massachusetts man who spent six months in the hospital battling coronavirus is back home with his family, that is the good news. David rochester was put in a medically induced coma for 56 days. He had several near death experiences which made his reunion with his fiance and two kids ahead of fathers day all the more emotional. Its been a long six months, but we are reunited, i cried like a baby. Ava is sleeping right now. I would have her over here, but when she seen me, shes like who the heck are you . And when she seen me crying, she laughed. We had a good time, right . Umhum. And David Rochester is with us now, in pretty good spirits. David, it is wonderful to see you. Tell us how youre feeling. Well, definitely relieved. The worst part of this journey is over, and im finally back with my kids and my family. But what are you dealing with right now, david . Because obviously we can see you have supplemental oxygen. What is the road ahead looking like for you . As the days go on, my lungs are still trying to rebuild themselves. I still need to relearn how to walk, reuse my right arm. A lot of it was damaged in the coma. What was it like for you to wake up from 50plus days in a coma . Honestly, it felt like i closed my eyes for a second, the moment they woke up, i didnt believe 56 days had passed. I cant imagine what thats like and youve documented everything you went through, really from the beginning, from even before the coma. I think we have a Youtube Video of you right around christmas, if we can play that for a second here. Im currently in the hospital with double pneumonia, so we will have to do the Christmas Special after i get better, so look forward to that. I love you all so much. Thank you. Santas still coming. What do you remember about making that video . I dont remember anything about that video. I didnt believe i made it. Is there a period of time that you completely forgot, david, how much time would you say even obviously aside from the coma, where you know, just isnt with you anymore . The last thing i remember is rolling into my local hospital in a wheelchair because i couldnt walk already as it was and then my head tilted back and i woke up 56 days later. I still just its almost impossible to believe. Its so wonderful to see you up and healing at this point, david. I wonder, after everything youve been through battling covid, battling this virus, what your message is to people, maybe people who still havent been vaccinated . Im a Firm Believer in if you really want to get vaccinated,
