Marshall service. Theres a focus on the 350 billion in the American Rescue plan. The Treasury Department will make clear that funds can be spent on policing and other things like expanding Employment Services and summer education and enrichment programs. Over here at the white house today, they were asked several times why a law that was designed to help against the fight against covid and keep the Economy Moving is now being touted to fight crime. Its always been the case that ensuring funding was used by state and local authorities to keep cops on the beat, always a part of what was allowed in the parameters of spending that is something that a number of communities as i outlined at the beginning did take the steps to do, this is giving Additional Guidance on how to use the funds. Weve had over 100 increase in shootings since 2020. People are afraid to ride the subway. A feeling that i havent had in many, many years. Living in new york all of my life. So its a dominant issue. You can see eric adams, based on his anticrime platform has done well. We have to see number 1 if he does become mayor and number 2, if he lives up to his words. Talk is cheap in a campaign. Well have to see what the actions are. Again, the devil is in the details. What we do know as a spokesman, jen psaki said, the spike in crime that nothing to do with the defunding of the Police Movement or any of that. What did you think of that . Well, i looked at the program. Its like chicken soup. Not much you can be against. But it doesnt take on the core problem as to why crime is elevated at such a degree in this country. That is that Police Officers have backed off from engaging with the public. They backed off because they believe that if they do their job, they may lose their job. They may get arrested. In the aftermath of the george floyd death, hundreds if not thousands of regulations and laws were passed throughout the country that puts cops jobs at risk. So theres a lot of discretion in policing. Theyre not engaging in the proactive measures that were successful in making new york, for instance, the safest big city in america. I havent seen anything in the president s proposal that will take that hahn. We have a tremendous recruiting problems. Cops are leaving 48 increase in retirements. There was another report that came out that said only 7 of Police Officers would recommend that profession that job to a relative or friend. Now, its not so much that this its not money and the locality, but they have money to hire new people because the senior people are leaving. As i said, nobody can be against any of the proposals in the president s speech coming up, but its not going to make much of a difference unfortunately. Neil you know, if you think about it, too, commissioner, the number 1 concern of new yorkers that are slowly going to be going back to their Office Buildings isnt so much getting covid or running into any of the Commuting Problems that are, you know, legendary in the New York Metropolitan Area but crime. Theyre worried about crime. No surprise there. Yeah. Theyre worried about crime, getting to the office, you know. A big reluctance on people to go back. In new york city, a lot of it has to do with crime or the fear of crime or what is happening on the subways. I know theres additional Police Officers at time in the transit system. But its not quelling the fears as yet. Hopefully it will. That is vital to the rebirth, reinvigoration of new York City Post pandemic. You have to get people in the midtown offices. Right now its about 25 occupancy, which is lower than a lot of other cities in america. Its critical that people have a higher level of confidence getting on the trains these days than theyve had in the last 15 months, 20 months. I can tell you from my experience that criminals are not going to license gun dealers, going through Background Checks nor a gun to be used in a crime. Guns are everywhere. The rationale now in big cities is i have to carry a gun because everybody else is carrying a gun. I need it to defend myself. So its circular problem that will take i think a lot more different measures or different approaches than simply focusing on firearm dealers. The ones that i encountered are legitimate businessmen. Theres a high concern about individual safety throughout the country. At the purchase of firearms by the public is increasing tremendously. The supporters that have gathered here usually reserve their ire for jamie spears, her dad, who they believe his relationship, his control is toxic. The whole reason why she was under this conservatorship is because she was being pursued by paparazzi, being triggered to perhaps have a breakdown at the very vulnerable part of her life. So i think she may feel protected by this. Now, perhaps you could make an argument that at one point in her life she would have felt protected by the conservatorship. I think youd be hard pressed to find anybody that would agree with the idea that she still feels protected by it. Clearly she wants something to change. Exactly what well find out when she speaks to the judge. Neil . Neil you know, jonathan, her father, jamie, said any time she wanted to end the conservatorship, all she need do is ask. He obviously is fighting it right now, isnt he . Right. Yeah. If you believe the reporting of the New York Times and we have to reason not to, they did an in depth look at this. Youll remember the documentary that spark saad much interest in Britney Spears case that was released early year. The New York Times reporting is that britney has said through Court Documents that she does not like the way this conservatorship is being run. She wants changes. Shes argued that for several years according to the reporting of the times. So jamie spears, while saying that she can change it at any time she likes does not appear to have done much to actually allow that to happen. Lawyers that obviously talk to him all the time have argued in court that shes not fit to take back control of her affairs. You have her personal life, who she can marry, what Color Cabinets for her house and her Business Affairs and a 60 million fortune that shes amassed through great music and the las vegas residency. Her father said i shored up her finances, built them back up. Ive done a very good job overseeing my daughters future and her finances. Is that true . Well, theres some argument to be made that she has actually done really well under his guidance and control. If you look at the revenue that come in the last 13 years, thats where the court will look for that guidance. Now, i think its really important to note that under California Law its going to be really interested to see what she decides to do. Because what she will end up probably saying today is that she either wants to end the conservatorship or wants her father removed. So in order to do that, its not just enough for her to ask for that in itself. She will need to have an investigation done by the court and a medical professional will look at whether or not she can make those decisions on her own, financial decisions, personal decisions and also taking it back to 2008, im really interested to know what the evidence was outside of those healthrelated issues and Mental Illness issues that were presented. Under California Law, you have to show clear and convincing evidence, which is a very high bar. Neil i wonder, too, plenty of celebrities that, you know, lost control of things but not control of their finances and their future. This has gone on quite some time. Is it unusual or is this the nature of conservatorships in general . They start and they dont end . You know, usually you find a conservatorship is put in place for somebody who has a disability or who has a cognitive impairment. And Britney Spears situation is unique which is why im interested in knowing what evidence was presented during 2008. You could argue that half of hollywood would need a conservatorship if Britney Spears situation warranted that as well. Neil how is it warranted how does someone intervene . The father or someone else. Someone must intervene to take charge here, im going to make the legal case in this situation. My daughter isnt up to that task. So ive got to protect her and her assets. Is that how its done . Does someone else have to intervene to say this is my case and this is why im doing it . So britt any can make that decision. Someone who has to make that decision to actually file with the court for the conservatorship. Again, im surprised because in california, its so hard to get a conservatorship granted. Usually the default is a power of attorney or a trust. Im really surprised the conservatorship neil she agreed im sorry. She agreed in the very beginning, maybe with some reservations but im sure she didnt think it would go on as long as it has. Do we know anything about that and whether that will come up in this discussion . It may. Theres enough argument and history to show that shes actually been able to function pretty well the last 13 years and make independent decisions by herself. Going on stage, performing. Thats one of the biggest concerns that we have. Right now our highest priority is National Security. What we do, conducting the border security, its the same thing. Part of that is a humanitarian effort that goes with it. Routinely we have subjects that are out and theyre being told its not hard to cross the border, its going to be easy. We have to go out and rescue. We spend a lot of time getting out there and rescuing the individuals because quite frankly the smugglers see them as a commodity, not human beings. So weve had rescues on a regular basis and weve had migrants that have unfortunately been diseased in the desert. We do that with conveyances as well. Working with one of our partners. The sheriffs department, we were able to share tactics and techniques being used by the smugglers. As a result, through our partnerships with them, they were able to stop and rv with 48 individuals in there. The concerning part about the 48 individuals, they were in a vehicle not set up to contain that. When accidents like that happen, its very dangerous. All of these aspects were dealing with is very dangerous for they migrants trying to, you know, escape some of these dangers and we have to be involved in that. Its very unfortunate. From one of the worst stand points, when the agents are out there, doing their best, working hard to rescue somebody and they dont make it in time. It never goes away. Our agents are dealing with that on a regular basis and its very difficult. Neil one truck image were showing pictures of that you were kind enough to share with us, i dont understand how this keeps happening, how they keep this up. The abuse, the human rights abuse just for these folks, many of whom died in the process if you have not discovered this, many of these people in this crowded truck. Many of them would have died. Im wondering, is this something that you think the Vice President should know about . If you were there and talking to her, youd want to raise it . Absolutely. I would raise it with anybody that comes. Weve had one congressional visit here in the last six months. We talked about that specific issue. It is a concern. We have to remember that people that are smuggling and theres all of these Trans National Criminal Organizations smuggling other things. Theyre smuggling weapons, narcotics, individuals, money laundering. Numerous things that are being controlled by these Trans National organizations and put lives in danger. In the box truck, were lucky we saw it and did something about it. After that, we had to send 12 individuals to the doctor immediately and get them to the hospital because hoff the conditions in which theyre in. We had to medically treat 33 individuals. So its something that i think we want to share and more importantly share we think smuggling is an activity that goes on in mexico. The reality is, theres individuals here facilitating that smuggling for money. Its dangerous. Gets people killed. Its something that were doing our best to stop as part of our National Security efforts. Quite frankly, you know, the agents, its important for them. Its not something they realize what the smugglers are doing. Happy to be with you under sad circumstances of what is happening in this country with Law Enforcement officers. What i want to hear from President Biden is more than just a band aid being put on a problem. Its my understanding the president will talk about gun dealers and trying to get the legal guns off of the streets of these major metropolitan cities. I think that that is a good start. But what we must try to understand is number 1, in these neighborhoods, neil, believe it or not, the neighbors and everybody know whose the crooks are, they know where they are, they know what they have there. What is going to be needed is number 1, if i was the president , is that i would have a Recruitment Drive at every Military Base where soldiers or military people are about to get out of the military and try to get them to come in to Law Enforcement. Because we have this shortage. The morale is clearly low. One of the things that has to be targeted, neil and we need to face this Elephant In The Room and that is black on black crimes. In our neighborhoods, we are just overloaded with blackonblack crime. That has to be addressed. The way you address that, neil, is that you have intelligence units. You dont send in Police Officers in uniforms. You send intelligence agents in to the communities. You make them a part of the community. You get these individuals involved. And they in turn can get information from citizens in their communities. Good lawabiding citizens and specifically in black communities, they want the crooks gone. But theyre afraid. Theyre intimidated by the process. So Law Enforcement needs help. So i want to hear from the president where he is helping the federal agents and the local agents to get together and to get together and help out in these neighborhoods. Neil you know, ted, its interesting. The big fear, politically that the president was timing these remarks ahead of what could be another violent summer, do you think that that is what were in for . I think its unfortunately were in for a hell of a hot sumner these various neighborhoods. Think about it. If youre in chicago, you dont have eight or nine shootings ona weekend, youre not in chicago. All over this country right now crime is out of control. Well, you know, when a policeman shoots somebody and its a national tragedy, the policemen is responsible for the killing. But when an individual kills another person, then the gun is responsible for it. So we got to get over this business that the gun does the killing. People kill. So we have to have tough laws on the use of guns and the misuse of guns, but not to violate the Second Amendment of the United States. Thats what i want to hear. Another things id like to hear from the president is how come garland hasnt answered my letters and im inquiring why theyre prosecuting 455 people that broke into the capitol on january 6 and they should be prosecuted but a bunch of people that were dealing with a Federal Building in portland, a lot of those people in portland are getting let go free. I just think that theres a Double Standard for justice in the United States. Some people are going to be prosecuted that may be politically wise to prosecute and then other people may not be prosecuted because it might upset some people on the left. Neil very good point. Youre talking about the Attorney General, Merrick Garland, a lot of charges in that particular case were dropped for everybody. Id like to pivot if i can, senator, to on going infrastructure talks. Where does this thing stand . Apparently the issue now is how to pay for it. Seems republicans and now the administration against a gas tax, against a mileage tax. So that takes away at least a big chunk of the way to pay for it. So where are we . Its so contrary to the way since the 1950s when the big increase in gas tax was put in to build the super highways. Weve always had user pay. And theres various ways of doing that. You can put a tax on electric vehicles. You can put a mileage tax on. You can put gas tax increase on. They dont want any of that because they dug themselves in to a hole during the campaign by saying we arent going to raise taxes on anybody under 400,000 a year income. What does that mean . Youre going to tax the 1 of the people in this country that make more than that and have them finance all of the fracture of the United States . It doesnt work out. An easy solution is repurposing some of the money thats been appropriated under the covid bills and not use and some of it goes back to last year that still isnt used and theres a lot this year. But its okay to appropriate money for one or two years but the covid bills is appropriated money in some cases out to the year 2028. Are you saying that were going to need covid relief until 2028 .
