>> we have got the dance stage over here. yes. thank you so much reverend sharpton. you are a good sport. hello to all of you. this is "american voices." we are just getting started. with that thank you so much for watching reverend al break it down. we are go to start "american voices" a victory for democrats, weeks and months in the making the house finally passed the largest infrastructure investment in american history following a series of disappointing setbacks and delays and weeks of negotiating. the house passed a procedural rule advancing the social safety net bill setting it up for a vote in the house mid-month. the latest jobs report shows 5.6 million jobs have been created since he took office. more than a half million added since last month alone. the unemployment rate fell to a low rate of 4.6% and president biden wants a formal signing ceremony for the bipartisan infrastructure deal soon. >> finally, infrastructure week. i am so happy to say that. infrastructure week. a once in a generation investment that will create millions of jobs, modernize the infrastructure, a range of things. turning the climate crisis into an opportunity and puts us on a path to win the economic competition of the 21st century that we face with china and other large countries. it will create more good paying jobs, union jobs and can't be outsourced. >> much-needed good news for america of course and for biden in a week that saw plummeting approval poll numbers. the president expressed optimism that build back better will pass the house and the senate. if the build back better commitments on child care and green energy were to be made permanent, both would qualify as the type of governoring innovations worthy of the new deal or the great society and establish new roles for american government in addressing major social problems. fdr created social security. medicare, civil rights act, the voting rights act and expanded everything good fdr did to provide more for families. eugene daniels, matthew dowd, democratic candidate for lieutenant governor of texas. it is good to see you all. eugene, i want you to walk us through a lot of what happened. progressives in the house originally said they were only going to pass the infrastructure bill if the senate passed build back better. what was the turning point? >> first of all, lisa, i am glad this had is over. >> we did it. you know, they did it. but we did it. we can talk about infrastructure week in the past tense eugene. >> something that happened. last night people were expecting a vote on the rules for the build back better agenda earlier in the day. that did not happen. we were waiting. they were hoping to have that build back better act to be passed first. they lack trust in moderates that if it goes through they would go with the build back better agenda and the bill. president biden. vice president harris and staff went up to the residents in the white house and started to call progressives and conjoeling them in to actually passing it. the american people needed to see action. the bill was ready to go and to be sent to the president's desk. you had vice president harris calling progressives, the president calling progressives and the congressional progressive caucus put out a statement saying we are ready to go. you have six hold outs. cortez, omar and other others. you saw 13 republicans voting in favor of it. the hold outs did not matter as much as we thought. the president and everywhere trying to push progressives. there are a couple of things everyone knows. whatever the build back better bill ends up being and passes, it is going to go to the senate and change. there is a reality of how the house and the senate work. if the house passes something first, the senate will change it. we have seen that over and over and over again. progressives that are disappointed today. they wanted the build back better passage. but they know that passing it is huge. >> eugene, let's underline something there. they are disappointed because they are worried they have lost leverage to get what they want to see done in build back better. it is not going to be as it is right now. what are going to be the major sticking points in the days ahead? >> yeah. the biggest one will be paid leave. right. we know the house wants to put it back in. that is huge for them and huge for americans who largely support putting paid leave into the build back better bill. joe manchin said he doesn't want it in. that is the biggest difference we will see with things being pulled out. what i talked to progressives and democrats on both sides of the spectrum. what they say is that they are expecting if joe manchin wants to pull that out and thinks it can pass as a stand alone bill it will be his responsibility to bring republicans out to vote for that. is that possible? hard to say. they said paid leave is bipartisan. you know, maybe that will be the next conversation we have for the next six months. >> in addition to paid leave which is critically important and it is the question of whether or not we see a piece of immigration reform move through the legislation. that is another big question we will be talking about tomorrow on the show. my colleague pointed out, and i think that she is right here. you look at the jobs numbers. you look at what has happened in the economy. vaccinations. the wage is up. dow up. if trump had one of these he would be in a wall to wall rose garden ceremony. there is a truth baked in there. now the question is how the biden administration takes their victory lap and how do they make it clear to the american people who it is that delivered for them? >> absolutely. you are right. if i were the democratic party i would be getting my ads ready to show that children were vaccinated, they have an anti-covid pill that is coming out. they had an amazing jobs report creating over 500,000 jobs. they passed an infrastructure package that will create jobs, clean water and make the investment in the roads and bridges that even president trump and republicans were trying to pass for years and never could. i would end the ad saying it is democrats that delivered this for you and president biden, i think, will do that. i think what you are go to see from the administration over the next few months is an aggressive effort to sell this. as we saw it on tuesday, it is very clear that the american people put democrats in power to fix things. to deliver. to act. to pass legislation. they passed the american rescue plan earlier and it impacted the economy and now passed the major infrastructure bill. it will be on the job of everyone in the democratic party to go out to every state and sell it and run the ads to make sure that the american people will deliver for them. >> and there will be a lot of chirping about the six dems who didn't vote for this. they are worried they are going to lose leverage going into the next fight. but there are only 13 republicans who voted to pass the infrastructure bill. how do democrats hold accountable all of the other republicans that voted against it? >> well, i think it is following up on what we talked about. i think that the thing you need to do is to sell what you just did. part of the problem that democrats had in the past is that yes, they are the most competent party. but they don't spend enough time saying here is what we just did and how it impacts your life. the fascinating thing about all of this, they need to get out of the political discussion of this and say what the reality of this is. all of the things that you laid out. it is fundamental positive change for the american public in the course of this. but what happens often with democrats, one day they say i got it done. let's move on to the next thing. when the public doesn't understand what you just did and how it impacts your life. for red areas of the country, places like i am here in texas. what the president just did, it will be a far more profound affect than anything that any republican has done in a decade. anything. joe biden can fly to a rural area and any place in the country that voted overwhelming for donald trump and say i am the first guy that brought you broadband expansion and the first one that has done this so the bridges in your community will be improved and the roads improved. this has to be multiple victory laps. i would go to a place, texas or missouri or wyoming or wherever it happens to be and basically say that your republican leaders have done nothing to improve your life. what we just did will profoundly change the trajectory of the life. in small towns and communities. it gives people a path to somewhere better in their lives. part of the reason why they consistently voted republican. what joe biden just did is providing a path for small communities that felt forgotten and left out and they have been given something that the u.s. senators and congressmen and especially donald trump have done nothing about. what i want to emphasize is that they should spend as much time celebrating and pointing out what happened as they did in moving up and getting it done yesterday. but the problem is that democrats spend far too much time having a debate about it and not enough time saying what we did and how it improves your life. >> we will see if the lessons from aca have been learned. breaking news regarding the president's vaccine mandate on u.s. businesses. a u.s. federal appeals court issued a stay freezing the administration's efforts requiring workers at u.s. companies with at least 100 companies to be vaccinated against covid-19 or to be weekly. the federal court put those on hold. a decision comes as several gop-led states filed legal challenges to biden's mandate. we are going to keep an eye out for developments and discuss the potential impact of the ruling in the next hour. biden's big message about the passage of his infrastructure bill and what it means for america's care economy. and we are going to take you to houston where the search for answers is underway after a stampede at a music festival ends with eight people dead. and hillary's advisor huma abedin detailing her personal and professional life. personal and professional life ♪ ♪ there are beautiful ideas that remain in the dark. but with our new multi-cloud experience, you have the flexibility you need to unveil them to the world. ♪ as a dj, i know all about customization. that's why i love liberty mutual. to unveil them to the world. they customize my car insurance, so i only pay for what i need. how about a throwback? >> it does not seem to be. manchin seems unmoved by that. it is something they are going to continue to keep doing. he has talked himself about voting rights, it is something that should be bipartisan. a bill should be bipartisan. he goes out and he negotiates and he talks with the texas democrats when they came to d.c. he talked to all of the folks involved, including the republicans. they still keep blocking it. they hope the frustration will bother him enough to realize that the days of yore when members of congress came together and compromised do not exist and that the republican party, especially because of the big lie can't support voting rights legislation and talk about how elections are being stolen and how people are going to keep voting illegally. whatever donald trump has the party saying. they are hoping that is going to work. it has worked with other moderate democrats who we have seen soften on this. absolutely. president biden himself. he is also someone to soften on the filibuster based on all of the votes. there is something happening. >> it is a great banner for a television show. there is something happening. there is something happening on this. here is the thing. eugene comes to this as a journalist and reporter. for you, your sense of if the appetite has changed or shifted around filibuster reform in light of the lack of ability to move on voting rights? >> well, the appetite has changed. it has changed with the president. that is sort of the biggest bully pulpit in our party. he is the leader of the party. he knows that in order to get the john lewis voting rights act and voting protections in place that they are going to need to do something about the filibuster. that is why he said it a few weeks ago. listen, i think last tuesday's election is a wake-up call. we know that republicans will continue to try to pass bills and to ensure that they are restricting the right to vote. if i were joe biden, i would go to joe manchin and say that you do not want this to fall on you, on our party. we have less than a year to get this done. we have states all over the country that are continuing to pass laws that are restricting the right to vote in the redistricting plans, and we need to get something done now. you get the republican votes or we are doing filibuster reform. if this does not happen, it will be on the administration and the democratic party. >> matthew, let's talk about voting rights. i always call it your state. you are the one that is there now. texas governor greg abbott says that his law protects against voter fraud that does not exist. in florida, governor desantis creating a voting police. how do you stop republicans from spending tax dollars solving a problem that does not exist? >> the only way, and i welcome her back to texas. there is enough bad stuff going on in texas we can use every person's help. texas has become the center, the lead, they did pro choice, took away voting rights in texas. have not done a single thing on guns in texas. texas is the center point of a lot of the bad. to me the only avenue, after we get through the process, which of course we should blowup the filibuster. sitting on an old rule that has got nothing to do with the constitution or majority rule. sitting and waiting on that while we watch our democracy fade away and we lose majority rule in this. the only possible way to get through this, there is nothing we can do and convince a republican to do what is right primarily in this moment because of where the base of the republican party is. they must be defeated. until they are held accountable at the ballot box, and it is the only way until they are held accountable on the ballot box on races up and down the ballot, state races where republicans concentrated their efforts in a more deeper, profound way than democrats have done on this. until they are held accountable and they don't think that winning a primary is the end of the election. republicans think they will win a primary and the election is over because they baked the cake in so well the general election does not matter to them. the path to accountability and preserving our democracy is through the ballot box in 2022. the final thing, remember the voting rights bill, the bill that was passed not many years ago with overwhelming bipartisan support during president bush's administration. this is passed overwhelmingly with an overwhelming group of republicans and democrats saying this is what we need to do. now we are arguing over whether or not we can get 50 to 51 votes on a bill that a decade ago was agreed overwhelmingly by the people in the country. this is the most important issue at hand, more important than anything else. once we lose this and it is gone, there is no longer a method to enforce majority rule. >> matt, thank you so much. the rest of the panel is sticking with me. next, what about the care economy? >> we started with nothing, as you probably know. >> no loaf. >> it is a no loaf. this has been a very difficult negotiation. you know, we have to convince 270, you know, 200 democrats in the house and 50 in the senate. we are going to get no help from the republicans. the negotiation can be stymied by any few people in the house and any one person in the senate. it has been a difficult negotiation. i can say this. we want to make progress. if we can make progress, i think what will happen is this. the people will see once they have a paid form of family leave, it will be very difficult for future administrations to take it away. i believe we will progress from there. >> i have 30 seconds left. i want to talk about your reintroduction of the act. how would the legislation help women in the workplace. >> well, you know the statistics are staggering. what a high percentage of women are sexually harassed on the job. what does that mean for them. it means sometimes they quit. it means sometimes they do not progress in their job. it means a loss of wages. that has got a lot of implications in the present and in the future. what the legislation is going to do is really going to make the workplaces safer for women and for everyone and from harassment. it can make businesses more accountable or it will give women the benefits they deserve if this happens. >> thank you so much for joining us. >> good to be with you finally. >> more than a half dozen republicans attending the january 6th stop the steal rally now are elected to public office. the latest on the investigation the insurrection. four seasons total documentary takes us back to rudy giuliani's infamous press conference at four seasons total landscaping. t four seasons total landscaping you know how some carriers give you so little for your old or busted phone, you just end up living with it!? >> principally because it has taken over the base ideology of the republican party. people don't speak about it when you go to republican rallies and trump rallies. you are not allowed to carry qanon signs. that does not matter. the base of the republican party has a hardcore small following that believes all conspiracies about democrats being evil is something that fits in well with what donald trump says about stealing and rigging elections. let me assess the people in dallas. they are crazy. many of those people believe these bizarre thetheories. when they don't come true that validates it. others are grifting and playing along with that. but it is very dangerous. a lot portion of them espoused the use of violence against the government. >> npr reporting more than a dozen police officers are active members of the oath keepers. your assessment of how the threat evolved since january 6. >> i thought after the january 6th up rising that there would be a period of reckoning when the arrests went down. they are shameless. they waited around to see what the republican party and donald trump would do. what is happening now is a new iteration of their behavior. the belief that they technically own the united states government. that the biden administration is illegitimate and they are making very, very quiet moves towards revolution in many instances. you know, 40,000 people attended the rally. it is against the law if you break into the capitol. they still espouse the spirit of 1776 2.0 of attempt to overthrow the united states government. as they legislate, we will have to see whether or not they believe in the constitution or their own interpretation. >> it strikes me that malcolm talked about a reckoning. the closest that we will come to that is the january 6th committee. jeffrey clark, the executive committee rejected his claim of executive privilege. >> i suppose the ultimate question is whether congress can find a way to enforces it subpoenas. that has been elusive throughout the trump administration. the lesson that we learned is that procedures that are sufficient for folks who are acting in good faith and that want to see our government succeed and continue. the procedures are not always successful with people acting in bad faith and people in the words of a steve bannon are willing to burn things down. jeffrey clark has taken a ludicrous position on privilege. the house committee will have to decide what steps they are willing to take to enforce it and they are waiting on doj on a decision of whether or not bannon will be prosecuted. the clark case is of a different character. what they have to do is negotiate his privilege and insist that he testify. >> when you call this argument -- is there anyone that believes it is valid or is it all just about slowing down the process?
