i'm bianca nobilo. in i'm max foster. it is friday, december 1. an israel has resumed combat operations against hamas as the week long truce has come to an end. the israeli military says hamas violated the agreement by firing a rocket towards israel which was intercepted. the imdf says more rockets were fired but no injuries so far reported. the gaza health ministry says at least 32 people have been killed in the latest israeli strikes. >> and they are dropping leaflets in kahn yunis and calling it a fighting soizone a telling people to evacuate immediately. cnn talked to peter learrner. >> we are engaging them on the ground and i won't go into specifics but we're utilizing all the forces in our capability from ground forces to labor forces and air forces. and hamas made a big mistake by not fulfilling their side of the agreement. >> sources tell cnn that negotiations over hostages continue. the pause had been extended on thursday when hamas agreed to release additional captive, two women freed earlier in the day followed by a group of six people. >> scott mclean is joining us live from istanbul. the u.s. has quite profoundly shifted its rhetoric in terms of what its expectations of israel are now that this truce has expired when it comes to protecting civilian life and infrastructure. is that likely to have an impact on what israel decides do going forward? >> yeah, i think that is one of the big questions here. you had u.s. secretary of state antony blinken yesterday giving israel very clear instructions about what the u.s. expects. today we heard from the gaza media office that said that, look, this is united states' fault, at least in part that this is continuing, and specifically secretary of state antony blinken, it said gave israel the green light to go ahead without any regard for international law. for the record, that is precisely the opposite of what antony blinken actually said during police visit to israel yesterday. he said that the united states clearly expects israelvisit to yesterday. he said that the united states clearly expects israel to follow the law and to have a plan to minimize civilian casualties including designating safe zones. it does not want to see a repeat of the mass destruction and very high casualty count that happened in the first phase of this war, repeated in the second phase and particularly in the southern part of gaza that israel telegraphed that it will go into. and we have also seen israel at least taking some steps that perhaps are satisfying blinken's requirements. it has dropped leaflets in some areas including kahn yunis telling people to go to certain places like a shelter in the rafah area. they have also said that they started a website in arabic for people to be able to better track the safe parts of gaza. obviously there are difficulties with that given the communications issues, given the connectivity issues, electricity issues, et cetera. but at least israel is taking some steps in that regard. whether they are effective, we don't know. but i also think that it is worth considering what an idf spokesperson said earlier today when it comes to the issue of civilian casualties. and i want to reetd ad you a qu quote, he said hamas is operating directly from within those areas and we have to ask ourselves what is the alternative. if we do nothing, and he goes on to say, that he expects repeat of october 7 to be able to happen. >> presumably this means the aid convoys have stopped going in as well. do we know anything about how that is factored into the latest round of fighting? >> reporter: yeah, so the idf says that aid will still continue to get into gaza. how and when and how much, those are questions that we still don't know. obviously over the past seven days, we have seen the highest volumes of aid getting into gaza, though officials have said that that is clearly still not enough. and the scenes that s we're see today are quite chaotic especially in kahn yunis, rafah, people going through the rubble trying to save survivors who may be actually under there. i also just wanted to point out why this truce actually fell apart in the first place. you have the israeli prime minister's office saying, quote, hamas violated the outline, did not live up to its duty to release all the kidnapped women and launched rockets at the citizens of israel. idf spokesperson last hour was more specific, he said israel believes that hamas is still holding 17 women and two children hostage and even yesterday we saw israel reluctantly agree to accept just eight hostages rather than the expected number of ten. and so perhaps we are reaching the point where hamas no longer has the women and children hostages that it is willing to hand over or perhaps able to hand over because, of course, there are other militant groups which sources believe are holding other hostages as well. and so israel says that it is still willing to talk. you had a member of the knesset yesterday saying if hamas is willing to hand over hostage, we are willing to talk. but he also stressed that israel believes that military action to put pressure on hamas is also going to help israel's position because they know that the price that they will have to pay for men, civilian men and israeli soldiers, will be higher than the price they have had to pay for women and children. how much higher, we don't know, but we think that they can bring that price down with the military action that they can carrying out right now. >> scott, thank you. and the "new york times" is reporting that israel obtained ha hamas' attack plan more than a year ago but dismissed it as aspirational and too difficult to carry out. >> the document called for a barrage of rockets at the onset of the attack, drones and automated machine guns and gunmen to pour into israel en masse in parparagliders, on motorcycles and foot. all of which happened on october 7. >> cnn spoke earlier with a staff writer who shares a byline on this "times" story. >> israel didn't believe that hamas has the ability to send teams throughout the border, not as some kind of a raid on one or two villages, this is something that they took into account, but to invade israel. even after they obtained this plan, this is a detailed plan. we spoke with a few professionals who said two things about operations. this is a detailed meticulous plan. and one cannot be not impressed by the extent of knowledge of the hamas preparations, all the surveillance devices on the border, automatic machine guns, they are all strictly mapped and also explained to the government of hamas how to destroy all the fortification on the border. >> a spokesperson refused to comment on whether the israeli prime minister had seen the report. here is what she told cnn. >> oblctober 7 master was a failure on our behalf. of course it was a failure. and we are a country that has you know in the past we conducted thorough injuries and we'll do it again. we have enjoying lessons as we go because we must. there is no other choice. >> hamas only released eight israeli hostages on thursday, short of the israeli demand that at least ten be released on each day of the pause. >> as negotiations continue over further hostage releases, matthew chance has more from tel aviv. >> reporter: latest group of israelis being handed to the red cross includes a 40-year-old and a 21-year-old. israeli-french dual national who appeared earlier in this hamas propaganda video being treated for an injured arm. please get us out of here as soon as possible, she pleads to the camera. now finally the moment mia's family, separated since october 7, were reunited. a glimmer of joy amid israel's horror. but the horror continues. tonight hamas posting a video of an israeli hostage whose wife and two children it says were killed by israeli strikes. the israeli military says it is investigating but in a video message which cnn isn't airing, he calls on the israeli govevernment to bring his famil home so they can be buried in israel. and now there are growing concerns at what comes next. u.s. secretary of state has been meeting israeli officials to discuss the next steps. as one israeli government legislator tells cnn, we are close to the end of this deal, at least this phase of it. this phase being the release of three palestinian prisoners for the release of every israeli woman or child. when it comes to the men israeli soldiers being held, they want a different equation the legislator says. and as long as they can provide hostages, we are willing to talk. indeed there is broad interest in keeping some kind of deal in place. not least in gaza where residents are receiving crucial food supplies as well as medicine and fuel during the pause in israeli strikes. we wish this was the last day of the war and that we could be done with all this chaos, says mohammad. enough people have died or suffered, he says. it is a sentiment being voiced on both sides of this bitter divide. in tel aviv, israeli protestors are calling for efforts to bring the hostages home to be stepped up. and for the israeli combat operations in gaza after it says hamas violated the terms of their temporary truce. the hamas controlled gaza interior ministry reports israeli jets in the air, military vehicles on the ground and strikes in the southern part of gaza near kahn yunis and rafah. and sources tell cnn that negotiations over hostages continue. and congressman george santos' political career could come to an end in a few hours time as the u.s. is set to vote on expelling him from congress. >> santos has survived two previous attempts to be removed from the house, but this vote comes on the heels of a scathing house ethics committee report and that shows misuse of campaign funds. manu raju reports. >> reporter: since he was sworn in, george santos has been at the center of the storm. now about to meet his fate. >> he is a dedicated committed con man who is in haplls of congress with a lot of access to things that could be damaging to the country. >> reporter: vote set for friday, but it remains uncertain how many republicans will vote to remove him which would require two-thirds support in the chamber. >> george santos is a liar. >> you are a crook, total fraud and serial liar. >> reporter: so far he survived two attempts at his expulsion and criminal charges over the widespread lies he's told about his past. the ethics report has led to growing gop calls for its o ouster. >> having him here is unbecoming of the house. and frankly if republicans aren't willing to police their own, how can we possibly look at the american people in the eye and tell them we're willing to police folks on the other side of the aisle as well. >> reporter: santos would be just the sixth ever to be expelled. first ever to be kicked out before being convicted of a crime or being a member of the confederacy. defiant santos said that he would not resign. >> if the house wants to start different precedent and expel me, that is going to be the undoing of a lot of members of this body because this will haunt them in the future where mere allegations are sufficient to have members removed from office. >> reporter: some of santos' biggest foes are fellow new york gop freshmen. >> george santos is doing what every con man and 4-year-old does which is to ignore the truth, take no responsibility, and point at others and suggest their worst. >> reporter: yet many are wary, including speaker mike johnson and other top republicans. >> are you concerned about the allegations in the ethics report? >> i think we're all concerned about those things. but that is a call for the voters. i'm not going to support that. >> reporter: expelling santos would narrow the gop's already razor thin majority and give democrats a pickup opportunity in a swing drinkt. district. >> removing him prematurely is a very tough decision. >> reporter: in a recent cnn interview, santos admitting to some of his lies. >> just answer me why. >> i've already told you, insecurity, stupidity, i don't know. look, i'm human. we make mistakes. >> reporter: amid george santos' defiance, he has refused to answer any questions about the allegations, specifics within the bipartisan ethics committee report that found that he used campaign donor money on his own personal items. i asked him about that. he pushed back and said you're a lot smarter than to ask that question as he walked away from reporters. now, this comes as republican leaders seem to besides with santos on this including speaker of the house mike johnson who says he has reservations about it as well as top allies indicating this vote on friday could be close. manu raju, cnn, capitol hill. a new york court has reinstated a gag order p prohibiting donald trump and his attorneys from criticizing the court staff. the appeals court paused the gag order earlier this month but thursday said it should be restored while the official appeal is pending. >> the judge presiding over the civil fraud trial says that he intends to enforce the gag order rigorously and vigorously. an attorney for trump says it was a tragic day for the rule of law. independent u.s. presidential candidate robert ff kennedy jr. held a rally in salt lake city, he is working to get enough signatures to get his name on the ballot by the deadline of january 8. >> he expressed support for israel's efforts against hamas but opposing ukraine's efforts against russia. and he appealed to nostalgia over his generation's ideas about the american dream. >> the american dream for my generation, central proposition of the fundamental proposition of the american dream was that if you worked hard, if you play by the rules, that you would be able to finance a home. you'd be able to take a summer vacation. you could raise a family. you could pay for your retirement on one job. there is nobody in that generation who believes that that promise is going to be kept to them. >> lucy kafanov was there at the rally and spoke with some of kennedy's dream is just a broken promise. >> i was hesitant to want to vote for another lesser of two evils and all of a sudden rfk jr. popped up on my feed. >> reporter: and he had voted for donald trump in the last election but when kennedy began appearing on some of his favorite podcasts, he said he was won over by his anti-establishment message. >> he approaches issues with understanding of the grievances that both sides of the anti-establishment movements feel. president trump and president biden are motivated in their candidacies against one another buyer grievance and vengeance and spite. >> people can disagree and still respect each other. >> reporter: kennedy is a controversial candidate known for conspiracy theories particularly about vaccines. >> if you got advantage natured, are you more likely to get sick or die. >> reporter: but some are willing to overlook that. >> kennedys are royal in this country. >> reporter: and he likes how he takes on corporations and environmental causes. >> something that i think the left and right can find common ground on. >> you don't think that he is too far outside the mainstream? >> i think we need someone far outside of the mainstream. he is offering things that i think appeal to many americans without necessarily falling into a strict ideology. >> reporter: kennedy faces an uphill climb. joe cook is a volunteer helpings campaign gather signatures. >> he won't appeal to everyone, but he is speaking to everyone. >> reporter: and some of his own siblings have pronounced the bid as dangerous, but his supporters like his name, his science act, one of the most significant economic plans since fdr. i'm proud of the work biden and harris have done. >> at one point newsom told desantis they both had one thing in common, saying that neither of us will be the nominee for our party in 2024. >> what's the point. one of the top issues for presidential candidates this election is immigration. in chicago nearly 3,000 migrants are sleeping on floors at police stations and airports. and as the temperature droop sd freezing, there are concern for the new rew arrivals left on th streets. whitney wild reports. >> reporter: as temperatures dipped into the low teens with windchills of around zero this week, many migrants living on the street found chicago's unfamiliar climate unforgiving. this man said he has been living in a tent and now feels sick. lastly i've been having pain in my chest, he says. and i need medicine to help me with a fever. 99.1. with help from a translator, this doctor offers care to migrants awaiting placement at a shelter. >> a lot of what we're seeing is upper respiratory infections, whether a different virus or a lot of strep throat and also pneumonia. >> reporter: more than 900 migrants are still living at police stations and airports, down from more than 3,000 earlier this fall. the pace of new arrivals has slowed but not stopped. we were there as a bus dropped off dozens of migrants at an already crowded police station. more than 23,000 migrants have arrived in chicago since august 2022, much of the influx driven by texas governor greg abbott who says northern cities should take on more migrants to ease the strain at the border. >> we've never been in a position like this. >> reporter: the committee on immigrant and refugee rights -- what is your biggest fear? >> my biggest fear thinking about it right now, wintertime is the most immediate. snow will hit. if we don't find decompression and other stations for folks to live in and get to work, it is really the top stories. benjamin netanyahu says military operations in gaza have resumed after hamas broke the outline of the seven day truce. negotiations over the hostages are continuing despite the renewed fighting. >> and in a few houses house of representatives will decide if congressman george santos is not fit to serve. he face as vote for expulsion but a two-thirds majority is needed for that to happen. tough negotiations are expected to get under way at the u.n. climate conference this dubai. lawmakers are hoping to decide on the next steps to tackle climate change. that is happening on the heels of a recent eu report that 2023 is on track to be the hottest year on record. a long list of political leaders are expected to be at the conference including u.s. vice president kamala harris and secretary of state antony blinken. earlier this morning king charles says time is running out. >> dangers are no longer distant risks. i've seen across the commonwealth and beyond countless communities which are unable to withstand repeated shocks whose lives and livelihoods are laid waste by climate change. surely real action is required to stem the toll. >> david mckenzie is monitoring cop 28 for us. and the king there speaking to one of the largest gatherings of world leaders in many months if not this year. so an opportunity to make some impacts. >> reporter: and the king has been a champion on environmental issues for many, many years. this is not new to him, but it is new to have an impassioned plea to such a large audience of world leaders as you say. this is a critically important cop. the climate meetings that set the agenda for how we're going to combat the climate crisis. the u.n. secretary-general spoke very directly about the need to reduce emissions to try to stop the ravages of climate change. >> we must accelerate the position on renewals. science is clear, the 1.5 degree limit is only possible if we ultimately stop burning of fossil fuels. not reduce, not abate. >> reporter: and we looked at some of the key issues facing these climate meetings and what needs to be done to get the world on track as to meet those targets. a year of disasters spanning the globe, made so much worse by the climate crisis. >> the air is unbreathable. heat is unbearable. and the level of fossil few profits and climate connection is unacceptable. leaders must lead. >> reporter: these critical climate meetings led by a major fossil fuel producer were controversial before they even began. leaks released this week by the center for climate reporting showing what appear to be briefing papers for the cop president who is head of the state oil company allegedly pitching fossil fuel deals for the uae on the side. the cop president calls the allegations false and incomplete. >> sometimes i'm told you need to engage with governments and with oil and gas companies to put pressure. sometimes i'm told that you can't do that. so damned if we do, damned if we don't. >> reporter: uae is saying that they are here because here continues need to come up with solutions. >> what you can't have is somebody who is putting fossil fuel companies' interests ahead of the negotiations and the outcome that we need. >> reporter: the outcome that the u.n. and many others hope for, a concrete plan for a deposit still fuel phaseout. a recent u.n. report shows that the globe is wildly off track to meet emissions targets. >> it is critical for countries to come together and agree to a systemic reduction. this is a true moment for leadership. it is not about technology or technical thing. it is for leadership to do, this is something that we need to come together. rich countries have to help poorer countries. >> reporter: the harsh reality, countries that have the least responsibility for climate change will feel the most catastrophic impact. >> at this cop they need to have guarantees that there will be a fund with sufficient money in it to deal with the loss and damages. so impacts that they can no longer avoid and they have to cope with. >> and if it doesn't happen, what is the consequence? >> consequence is lolost lives, livelihoods, futures. >> reporter: and consequence f r all of us if bold steps are not taken now are too terrible to conte contemplate. and there is some good news in the start of this conference that loss and damage fund has been set up on the very first day and hundreds of millions of dollars have been pledged to that fund. so that is something that has been worked on for many years and appears to be now a concrete solution. but it is just a droopp in the ocean. mandates say activists and nations dealing with climate change in such terrible ways is that there is a concrete time line on when countries, including uae and other rich nations ease off production and use of fossil fuels. >> david mckenzie, thank you so much. we'll be back with you regularly on this story. saudi arabia, world's biggest exporter of crude oil, will extend a voluntary production cut of a million barrels of oil per day. that is according to the state run saudi press agency. >> this comes after kingdom officials met with other major oil producing nations in vienna thursday to discuss further cuts to oil supply. anna stewart reports. >> reporter: expectations were high heading into this meeting for opec plus to announce deeper cuts next year, but the market was disappointed. oil prices fell as the meeting closed with no official agreement on cuts. instead some members individually announced voluntary cuts. saudi arabia agreed to extend its voluntary cut of 1 million barrels a day until the end of the first quarter of next year saying that it was doing so with the coordination with some opec+ participating countries. oil prices have slumped in recent months. a barrel of brent cost more than $90 a barrel in september, but in the last month it has hovered around the $80 handle largely on a weak outlook heading into 2024. this opec+ meeting took place on day one of cop 28 where dignitaries are discussing ways to sdk reliance on fossil fuels. the u.n. sepgt gcretary-general keen to defend the position saying one such myth is that the oil and renewables industries are competitors, locked in a zero sum game, that the success of one represents a mortal threat to the other. instead he said petroleum products are integral to creating renewable energy products and opec members also invest in cleaner energy. some more than others. and that is an issue that will no doubt be discussed at length at cop 28. anna nations says it deplores the ruling. >> we called on the russian authorities to immediately repeal this law and other laws that infringe upon the rights of lgbt people or the rights of people who are advocating for human rights across the board. we are worried that this law could effectively criminalize any advocacy relating to the rights of people of a different sexual orientation and peaceful advocacy must never be criminalized. >> homosexuality was decriminalized in russia in 1993, but homophobia and discrimination still rife across the country. >> and this is expect the to even further takes us inside a medical center near tel aviv where a number have been treated. >> reporter: for these women released from hamas captivity, this hospital is a key stop on their road to recovery. >> the hospital, you know, since the war began, every hospital turns into a, quote, war hospital where we're prepared for anything at any moment. >> reporter: and the team at this medical center has been gathering health records and talking to family members to anticipate any potential concerns. dr. goldstein is head of trauma surgery and saw patients to confirm they didn't have any traumatic injuries. >> most importantly is for us to make sure they are okay health-wise and to reunite them with their families which is, you know, just as important as anything else. >> reporter: still, there is a long road ahead for those who spent weeks in hamas captivity. >> we've had multi-disciplinary team dealing with all the aspects from psychosocial to nutrition, surgical, infectious. >> reporter: those long awaited family reunions, an incredible relief for loved ones in limbo. >> families were waiting in the private rooms and the second these women saw their families, nothing else mattered. when you are dealing with life and death, they are just happy they are alive. >> reporter: but dr. goldstein fears for the fate of other hostages still in captivity. >> we're trained to think about
