will be remembered for all the wrong reasons. president biden spent the weekend huddled at camp david with his family discussing his political future. biden advisers telling cnn, first lady jill biden, son hunter biden and their grandchildren. all implored the president to keep fighting in his bid for reelection. one adviser saying the bidens were frustrated with the team that prepared the president ahead of his alarming debate performance. so frustrated that people could be fired. this comes as a cbs news yougov poll taken after the debate finds only 28 percent of registered voters believed biden should continue running with just 54% of registered democrats, saying he should stay in the race and the reaction from many top democrats, it's still coming in and it is decidedly mixed let us not make a judgment about a presidency on one of one debate. yes, it was a bad performance. i've been around these things. i've been a part of debate preparation before, and i know what when i see what i call a separation overload. and that's exactly what was going on. the other night. the obviously there was a big problem with joe biden's debate performance and there's also just a tremendous reservoir of affection and love for joe biden in our party. >> and so this makes it a difficult situation for everybody, but there are virally three honest and serious and rigorous conversations taking place at every level of our party all right. >> joining me now to discuss shelby talcott, politics reporter for some before shelby, good morning to you this is quite a moment for democrats, so there's this cvs yougov poll that showed only 27% of registered voters think he has the mental and cognitive health to serve as president 72 believed that biden does not, but are reporting out of camp david over the weekend shows the family is doubling down on this. there's no question that replacing biden would be very messy. they have to pretty bad choices here. how do you think this plays out over the next 48 hours the ultimate question i think the really important thing is the fact that the closest people to the president are urging him not to drop out. >> the second important thing to think about is of course, if joe biden did drop out, who would the party replace him with as you said, these are sort of a lot of bad choices here. the vice president doesn't necessarily pull better against donald trump than joe biden does. and the key argument that i've heard four months, even last year, when i would bring up the age issue to democrats is joe biden pulls the best against donald trump compared to any of the alternatives. and so that's one of the really key things here to keep in mind. >> yeah one of the issues here, as you point out, is kamala harris, the vice president. there are a lot of democrats who don't seem to have faith that she would be the solution to if at the end of the day your goal is to be donald trump, right? but of course then the challenge is black democrats are a huge part of the party. and there are questions about, okay, who else could you bring into that? and it does seem like we would be headed for a really nasty split in the party between those supporting camila and those wanting to pass kamala harris, vice president, and those wanting to find someone else were biden to step aside. yeah. and again, it wouldn't just be in that situation that joe biden steps aside. she would also have to agree to step aside. and so those are extra complications. and then the question, as you said the president has already struggling with minority voters. he's struggling with young voters is there an alternative who could bring in more votes than he's currently bringing in. there's no easy solution here for democrats and i think there's skepticism within the party, but also among republic blinken's over whether this is even going to come to fruition or if this is just a really bad news cycle for the president. >> one thing i think we've, we've learned here is that it's unlikely we're going to see another presidential debate. this election cycle. and the biden team is officially saying they are going to do it. but here was steve bannon yesterday hey speaking with abc news basically saying, well, donald trump has no incentive to show up again, watch you should never get on a debate stage for joe biden again, been there, done that, but he won't be around as they tried to. >> my point is we have a 100% certainty. we could be biden and bd big is there any incentive for trump to do it again, well, it's interesting. you say that because when i talked to donald trump's aides after the debate and we asked this question, they all said absolutely will be there. and i think that thinking is less than after the debate on thursday, donald trump's team was feeling really good. so i think the incentive is the assumption that joe biden will perform badly again. and why would that be a bad thing for donald trump if he again is able to rein in those meandering thoughts and the anger that we saw back in 2020 that didn't help him. yeah. >> can we go back to what's going on it at camp david or what went on at camp david? good for a second because this other piece of reporting is that we have here, is that there is deep dissatisfaction with how biden was prepared for this debate and whether there might be some changes. first of all, blaming the staff, not always the best look, however, he clearly was not prepared the right way do you think there are what are the ramifications there? well, i think it's up in part to the president and we've also heard that he doesn't blame his staff. i think whenever a situation like this happens, the blame game starts to go around and there's always people around the president and who are going to blame his team and other people. but at the same time, joe biden has been in this game for a really long time. he has done debates for years and years and years. so it's hard to make that argument, i think and have it stick where his team was the only reason that he had the performance that he did. yeah. well, the fact that he's been around as long as he has also a big part of the rationale for all of it, right? like his family views this as a long game, right? if he had billed out at the first time in trouble, he would have walked off the stage back in like far right is surging in france with weekend parliamentary elections dealing a blow to french president emmanuel macron protesters taking to the streets of paris, rallying against the projected lead for the far-right national rally party in the first round of voting, they're president macron, called the election just a few weeks ago. it was a big gamble and it seems to be backfiring his centrist party ending up in third place in the first round of voting mood very different for marine le pen and her supporters at a national rally, watch party northern france, her party gained more seats in the french national assembly, but it's still just short of an absolute majority going into the next round of voting however, nothing has been won. and the second round will be decisive. >> did domino seems like it may be looking like it was a mistake to do it in the first place why did he do it? and what's next i've been. >> speaking to members own party off the record. they say they feel betrayed, they had a why he did this. it's been a disaster, a crushing blow ultimately, we might end up in a situation with him remaining as president, but he still got that position for a couple more years. but with the far right prime minister, who will, who will be running domestic policy and complete paralysis in the french parliament because no one can get anything through. so they really frustrated by what they've seen here at the same time, you have seen a massive surge and support particularly amongst young people for the far right there suffering because of cos cillian crisis. and this is really symbolic of what's happening across europe and you could argue across the west as well. so this is a really symbolic, profound moment. it's not over, of course, this is just the first round of voting. and now they're all scrambling to try to make sure so there's different results in the second round is difficult to see that playing out. but macron has got to do some sort of deal with the leftist parties to try to block out the far right from getting a big dominant position in parliament. i spoke to a senator from the left a bit earlier no it still remains a shock. we never thought that we would see the extreme right being so strong in france and of course, the extreme right was in paris for a short time. edwin the second world war, and we never had it since under marine le pen's father, it was a very different party. >> it has to be said, we've now got a 28-year-old leader bardella, who's really it's very charismatic or i was on, i was he's event last night presents himself really well. i think he's just appeal to young people in a way that even the pen marine le pen can do. but it's been really successful yeah, max, i mean, you mentioned that this is something that we've seen across europe. >> this sort of like rising trend of this. and you're right to point out that there's as similar trend here in the u.s. and even some kind of ties between the conservatives here in the u.s. and some hungarian government in particular comes to mind here. how are other european far-right parties? pretty is looking at what's happening in france right now i think they sing it obviously is positive because it feels like an axis. >> and ultimately you could end up with leaders of countries who are far right? you could potentially have donald trump in the white house as well who have a similar worldview. i mean, there's a lot of nuance within it for example the very powerful far-right group in germany has different views on the far right group here. but there's certainly common ground amongst them and if i look back at how trump was elected the first time round i think that bardella has done a similar given a similar argument to the people of france within paris, not a huge amount of support for the far right, but in rural areas when people haven't got jobs and they're being told the economy's growing, but they're not feeling seeing the benefits of that. they're the people that are really appealed by these arguments you talked about immigration and ukraine and how these things have an economic costs fundamentally, it's down to cost of living, not being able to afford everyday life. and the right, giving a much more clear argue humans to how to get out of that even than the left, which used to dominate that discussion all right, field is getting wider tropical storm-force winds extending more than 120 miles out. we're looking at debt barrel right now. it's still a category three storm sitting hundred and 25 miles east in southeast of granada what gossip to 150 miles per hour, some showers starting to get into barbados are able to get some rate our radar data from there starting to find some of the showers and some wind gusts as well when gas getting up to 54 miles per hour, the sustained winds are already at 43 miles per hour. you can see there the core of the hurricane i can still would have been far off. we clear. it's going to be very close. >> all right. joining us now to talk about what's next. a kayla gardner, she's white house correspondent for bloomberg and tyler pager, the white house reporter for the washington post. good morning to both of you. tyler is just reading your front-page washington post story, although i've now i've now jumped past the orbiting oh, yes but honestly, there's no one i'd rather talk to this morning about kind of what's going on behind the scenes with the family because they seem to be very much dugin is there anyone who is sending the message that he should get out? i mean, i haven't opened the editorial page of the new york times because it was yesterday's opinion section said he should step down. i mean, these calls are intense. they don't seem to be going away, although the troops are obviously rallying in public, is there anything that moves them at this point, right now no, i've had conversations with people that have been speaking with the president over the last three days. and he knows that things did not go his way. but inside that bubble side, that family, they only see we're going to continue to move forward. i've had conversations with people who've remind me that joe biden has had much worse stays in his life than bad debate performance. and this is not going to be the thing that changes the course of his political life and he's going to continue to push forward now that being said, if i think we start to see he some really bad poles and democrats running for reelection or running in some of these competitive seats, start to really freak out about their own electoral chances. we might start to see a shift, but as the story that we wrote today in washington post says, the biden people are quite happy that no real well-known democrat elected official has called for him to step aside that in their book is a win. they know that they have a lot of work to do, i think the path forward is how do they change course? how do they go forward? geovanny is not going to turn out a masterful debate performance in september. and so they need to figure out a way to get him in front of people. that reassures them of some of their concerns. and i think that's one of the thing a lot of people close to the biden orbit are worried about is how do you do that at this point? yeah. i mean, it honestly seems like a impossible task at this point. uh, kayla, you wrote about the nation's governors who are of course you call them the best known governments, all considered rising stars. california's gavin newsom, gretchen whitmer, and michigan, pennsylvania is josh shapiro, rising stars. one way to put it potential replacements for joe biden is the other way to put it, but they are all on message at the moment. yes. exactly. they have all been pretty much over the last couple of days rolling out messages firmly in support of the president. and i think that's exactly what the campaign wants. they want to see people sort of fall in line here. vice president harris is obviously someone who would be obviously the perfect person to fill in that role if biden were no longer to be able to run, she has access to the campaign. she would be the person who has the legal right to the fundraising money there. and so we're seeing some of the biggest names in democratic politics for seeing obama, we're seeing the clintons come out strongly and support of biden. i think the frenzy right now is really mostly with donors. it's with dnc members and the campaign is really trying to overcome that. they're fiercely on defense. we've seen multiple memos this weekend, just continuing tip defend the president here. they're really saying that they have a lot of time. they feel like we have a 100 days until the election. they're trying to say that there's a short-term memory of the new cycle here. so i think to tyler's point, it really is going to come down to september debate so one place where we've seen how if i would go so far as to call them cracks, but let's just watch hakeem jeffries was on yesterday on msnbc and we so hurt a little bit from congressman jamie raskin. >> let's start with jeffries and then dry skin where in the process of having conversations with various parts of the house, democratic caucus, that's ongoing that will continue there are very honest and serious and rigorous conversations taking place at every level of our party. >> one thing i can tell you is that regardless of what president biden decides where our party is going to be unified in our party also needs him at the very center of our deliberations and our campaign. and so whether he's the candidate or someone else's the candidate, he is going to be the keynote speaker at our convention. >> i mean, that is a much more like straightforward acknowledgement of reality in which biden is not the nominee, then i have heard from a lot of people. >> yeah, i had conversations with members of that house in the immediate aftermath of the debate and there were some frustration that, that leader jeffries put out a supportive statements so quickly that morning there was some consternation among the house democratic caucus that this is a real problem, not just for the president and his ability to feed trump, but for us running on the ballot with him he had been hearing these concerns for months, casey, as you know, people have been worried about biden's ability to carry the ticket. wrote a story with my colleague paul kate about this reverse coattails effect, where the, where the down-ballot members, senators, and members of congress, we're going to lift biden up and they are worried about him being a drag on the ticket and not just losing the presidential race, but moves in the house and the senate and they worry about what a trump's washington would look like. with control of both chambers of congress, right? >> well, i mean, in the house, part of why the house is so interesting is because they have seemed poised to potentially take it back, right? i mean, the senate, i think there's a much more acknowledgement that man even biden aside, like keeping the senate in democratic hands is a really really tough thing, but the house is really in play. >> absolutely. and that i think is the concern is that they've sort of conceded that they're going to lose the senate and they want to make sure they have a check on a potential trump administration. and the house is the bath passed for that? i think what we really need to see over the next few days is what these polls show, obviously. weekend, it's the july 4 week, so we made hey, not have a clear picture immediately. and honestly more time for joe biden's campaign, where there are not democrats out calling for him to morning. i really appreciate it okay. now, there's this story. the supreme court's ruling on donald trump's claim of absolute presidential immunity expected to be released this morning at issue is special counsel, jack smith's prosecution of trump for trying to overturn the 2020 election, including transactions before and during the january 6 attack on the capitol. trump's main argument is that he can't be held criminally responsible. for anything he did during that time period because they were quote, unquote, official acts as president. the house minority leader hakeem jeffries, holding out hope that the court doesn't rule in trump's favor. >> america is not a monarchy, would not an autocracy. we don't have kings or rulers are dictators we are a democracy in a democracy one principles should be clear. no one is above the law that includes presidents and former presidents is certainly includes donald trump. and so i'm hopeful that at least five justices on the supreme court will make the right decision. >> alright, joining me now to discuss cnn, legal analyst, joey jackson. joey. good morning to you so you heard hakeem jeffries there there does seem to be based on what we saw from oral arguments with the court the presumption, i suppose the expectation that they will offer some immunity or that they could offer some immunity to presidents. but that complete and total absolute immunity as donald trump keeps claiming is likely not on the table. what are the scenarios, the options for what we could see? from the court this morning and how would each affect whether or not the country is going to get a chance to see trump prosecuted for his actions on january 6 before they have to decide whether to send him back to the oval office? >> yeah, a lot to get through the case. he good morning to you. and so this is what i'm looking for the first day i'm looking forward is whether or not the the court really pronounces what we call him bob bright line rule, a bright-line rule is really a specific arteries articulate will rule that's very easy to follow. that would be them saying immunity, absolute, or no immunity at all period. and that's really the clearest example of the core can said that of course there could be something that is more nuanced than in the nuance which would be step two to look for, it would really be really looking and ascertaining whether ordinal not the court is going to do something like well, for official acts, the president does have immunity, but for unofficial acts of president does, doesn't have immunity. and that could be problematic because then you have to set a standard which could be a slippery slope. and how do we find that out, which leads to the third thing, kc, which is really what the court can do is send it back to the lower court, more delay for reconsideration, really at a fact-finding of what is official what's not official. it could either say, look, it'll be a fact-finding mission and a question of law that the court has to determine or the supreme court could say, that's a jury question. it's a factual determination to be made as to what's facial what's not official. and in that sense, it would be part and parcel of any trial move forward. so there's a lot of various scenarios the court could come up with. the one thing that's clear is a wireless immediately impacts trump the long-term implication of this is that it would be really for decades, it would implicate president's and really deal with credit as it is moving forward. so they have to be the supreme court very thoughtful with regard to what they fashion. and so overall, i'm looking to find whether they structure a rule that specific and clear a rule that's not so specific and clear, or whether there's further delay as it relates to the court really making fact-finding determinations, and that would be certainty. it would be confusion and we would really be no further. now than we have been in terms of waiting for them to make a decision yeah. >> you're you're talking about how to make this determination and some of what we saw during the arguments i got it. some of these ideas right so elena kagan raised the question of, well, okay, what if the president orders of military coup, let's just listen to a little bit of the arguments that will set up the decision that we ultimately will see today. listen how about if a president orders the military to stage a coup, an official on the way you've described that hypothetical, it could well be. >> i just don't know. he'd happen again it's a fact specific context of determination that answer sounds to me as though it's lead. yeah, under my test, it's an official act, but that sure sounds bad, doesn't it is the most powerful person in the world with the greatest amount of authority could go into office knowing that there would be no potential penalty for committing crimes. i'm trying to understand what the disincentive is from turning the oval office into the seat of christ i'm going to let activity in this country we are reasonable set of questions. >> it seems to try to dig into this. how much of this when the founding fathers pulled together the documents that of course created the supreme court and the rest of our governing system did they imagine that we would be someday in this kind of a scenario where we're having to make these determinations yeah, it's really hard to imagine everything, but i think there was a consideration by the founding fathers as to criminality, and i think that determination, those two real things, right? >> the first is of course, the constitution provides for impeachment as it relates to behavior that's pretty bad, right? high crimes and misdemeanors and then i think it really does provide for though it's a case of first impression, it's never really been before any core, which is what can the president be prosecuted for? and because we've seen a pardon as it relates to nixon, of course. right? he was pardoned by ford. we saw a clinton give up his law license, et cetera. so i think there is some contemplation for prosecution thereafter. the question is, what is prosecutable? and should it be limited to this official or unofficial acts? so should just be a blanket determination that says if you commit a crime, you do the time, so to speak, and judge chutkan at the district court level said it pretty clearly, saying the president certainly has a lot of concerns really intending to commit a federal crime should not be one of them. and so it really will be interesting to see how the court parses this out and whether or not they just remove the question from the table and say that everybody certainly has to act in a way that's in accordance with the law. you as president had the duty to faithfully it's acute the laws. and so how ironic would it be casey? you have the duty to execute the laws faithfully, but you don't necessarily have to follow them and that's what really i'm looking to see whether the supreme court really takes that seriously, grapples with that issue and just moves us on in a country where everybody could be faithful and secure, that no matter who the crime ultimately you're going to be held accountable all right. >> well, 10:00 a.m. today, right here, we're going to learn altogether exactly what's going to happen campaign is trying to move on from his alarming debate performance over the weekend, we learned biden's condition on stage, apparently surprised many of his own staffers. new reporting from axios, revealing the president's closest aides shielded him from white house personnel. it right, quote biden's behavior stunned many in the white house in part, because biden's closest aid took steps early in his term to essentially rope off the president even the white house is residents, staff, which serves the first family in the mansion's living quarters, has been kept at arm's length, joining me now is the reporter who wrote that story, axios, national political correspondent, alex thompson. alex, good morning to you. can you explain more about what you've learned that led to this report and also just kinda take us inside what's going on i'm with the family right now yeah. >> absolutely. so basically, you i had them gathering sort of string and heard these little bit of stories about they don't really see the president that much. these aren't just low level staffers, but mid-level and even though staffers that are very close to the top, they only see the president every once in a while. well, there's really only a core group of a dozen to 20 people that see him on a regular basis. and i can tell you that there's not just shock among some of these white house staffers, but real anger two, because in some ways, you have the same things that the senior staff were telling reporters and democrats and donors. the president is sharp, there's no acuity issue do you his right-wing narrative. they were telling the staff two and now the staff is looking and saying it's not even just about whether or not joe biden can still pull this off can still be donald trump. there's still deep concerns now about him doing the job he is running for in 2028, 2029, and 85 and 80 six 6-years-old. now, in terms of what's going on with the family basically, what you're seeing is the family take the wheel this biden's political career has always been a family endeavor. they've always been involved in his political campaigns from the very beginning and during times of crises, they often over and over sort of withdraw bunker down. and that's what you're seeing now. the fact that they went to camp, david was not this intervention meeting to get out of the race. instead, it was a rallying around effect. i don't think you have a summit thinking about getting out of the race and then do any leave. it's photoshoot, which is what they were doing and camp david yesterday. so basically what you are seeing is sort of the inner circle just already pretty small, getting even smaller yeah, i have to say alex, i was a little taken aback by the photoshoot detail. i mean, it's kind of an odd look, i guess at what like what was the thinking there? >> well, clearly weren't reading the room and i think it also just sort of shows it's telling us a bit about how they're perceiving the debate performance is just one bad night versus how a lot of other democrats are seeing it is, it's not just obama not being able to, being diffident and having a bad night stylistically, i think they are not understanding some of the concerns about sort of acuity and his fitness for the job that the debate performance has done now, in terms of the logistics of how this happened, they need leibovitz thing had been in the works for a while they had already done portraits of previous of previous presidents and is the president's family, i think saw this as an opportunity to sort of be embraced by the establishment. it's sort of but honestly, some people very close to the bidens that are longtime bind defenders thought it sort of spoke to the fact that maybe some of them have fallen a little bit in love with the life very interesting, very quickly, alex, do you think there's anything that will move the family into telling him he needs to step down. could anything happened now to do that? >> i mean. never say, never, i would say the chances are small, but i think at least from my perspective, the two things that you could see happen is really terrible, terrible polling. you'd have to, over the next week or two or if or if there's new reporting about the extent of some of these senior moments behind the scenes all right axios reporter alex
